Putting Jill and Leon in the same room repeatedly was so funny of capcom. These two are the rulers of dumb-yet-endearing-one-liners and they actually found each other funny because of it. No one else thinks they're funny except each other. It's brilliant.

They didn't put Carlos in Death Island because his appearance or mention would render Dylan's "tragic backstory" non-sympathetic. (Although, it's poorly done as a foil to Jill in the first place imo.)
The reminder of Carlos would immediately reveal to the audience that Dylan is simply an entitled white american man, because Carlos went through the same shit, lost his Umbrella scheduled evacuation to Nemesis, had to fly he and Jill out of Raccoon City literally minutes before it exploded, and still didn't become a genocidal maniac.

In Death Island the villain has a monologue where he points out the flaws of each of our heroes... AND what he says about Leon and Claire reflected to their positions at the end of Infinite Darkness.
Leon being burnt out from working for the government in an endless cycle of corruption while hunting for those responsible from inside.
And Claire's pride making her unable to get her hands dirty, preferring to act as support instead of fighting for a real solution against bioterrorism.
The most interesting thing is that neither of them denied these words and their reaction is very telling:
Dylan hit them where it hurts the most.
