Well... long story short, the MotW can basically turn any male into a simp for Candelilla (who's one of the villain generals), but his juju doesn't work on women... or Utchy. Therefore, the OP is implying that Utchy is actually a trans woman since the spell doesn't affect him.

The actual reason pretty mundane, actually- it's that Utchy's so shy and proper around women that it's basically impossible to turn him into a simp.
