About the International Tsunami Information Center (ITIC).

Located in Honolulu, the International Tsunami Information Centre (ITIC) was established Resolution IV-6 in November 1965 by the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific and Cultural Organization (UNESCO). It is hosted by the US National Oceanic and Atmospheric Administration National Weather Service, who provides the Director and office staff in Honolulu, Hawaii.  Since 1998, Chileʻs Naval Hydrographic and Oceanographic Service (Servicio Hidrográfico y Oceanográfico de la Armada de Chile) has provided the Associate Director.  ITICʻs mandate and functions in support of Member States of the Intergovernmental Coordination Group for the Pacific Tsunami Warning and Mitigation System (ICG/PTWS, formerly ITSU) were approved by IOC Resolution X-23 (1977).  ITIC maintains and develops relationships with scientific research and academic organizations, civil defense agencies, and the general public in order to carry out its mission to mitigate the hazards associated with tsunamis by improving tsunami preparedness for all Pacific Ocean nations.  ITIC is also assisting in the development and implementation of tsunami warning and mitigation systems globally (IOC Resolutions XXIII-12, 13, and 14 (Indian, Caribbean, and Mediterranean respectively,2005).
The ITIC's responsibilities include:
monitoring the international tsunami warning activities in the Pacific and other oceans and recommending improvements in communications, data networks, acquisition and processing, tsunami forecasting methods, and information dissemination;
bringing to Member and non-member States information on tsunami warning systems, on the affairs of IOC and ITIC, and on how to become active participants in the ICG/PTWS;
assisting Member States in the establishment of national and regional warning systems, and the reduction of tsunami risk through comprehensive mitigation programmes;
acting as a clearinghouse for the development of educational and preparedness materials, event data collection, and the fostering research and its application to prevent loss of life

because the idea that a burdensome level of strength is nothing but a curse, is literalised with Yuta. Rika is literally a curse that's formed out of love. this same plight is not as apparent with Gojo Satoru and Kashimo Hajime. with these two, their mannerisms say far more.

what's noteworthy is that the resolution of Gojo's own crisis is 100% opposite of how Yuta's was resolved, and it looks to be the same for Kashimo as well. Yuta forgoes his overwhelming strength by dispelling the curse on Orimoto Rika, and prioritizes his bonds with his people.

after all, that's the central theme of volume 0. as such, the most interesting thing about the shift between the prequel and the main series is just how COMPLETELY the main series contradicts the themes of the prequel.

the main series, so far, has severely punished anyone that prioritizes their bonds over a robust sense of self + selfish pursuit of power. the special grades are the best example of this. Tsukumo Yuki worked with Tengen and Choso; she didn't fight with her own domain.

the emphasis JJK gives to the Fujiwara cannot be understated. lemme run through some key examples rq. the turning point of the series, the Shibuya incident, happens in the vicinity of the Meiji Jinguu, a shrine dedicated to Empress Shōken, a deified member of the Fujiwara clan.
the revival of the Heian era, which saw the supremacy of the Fujiwara clan in the political scene, also plays a part in this. Onmyōdō, or sorcery, was at its peak in the Heian era. Ashiya Dōman, one of the most prominent sorcerers in history, was a hiree of the Fujiwara.
and this specific fact is called back to in the New Shadow Style: Simple Domain, developed by Ashiya Sadatsuna, being utilised widely in the series. the relevance of all this to the topic at hand is that Yuta is a descendant of the Sugawara clan.

symbolically, literally and meta-textually, Yuta is removed from a position of importance, and a guy from a Fujiwara-established city replaces him.
all of this is why some wouldn't feel confident about Yuta continuing to be in good health for the rest of the series 💀🚩

all the special grades in the series have been murked, except Yuta. you can clearly see why people would think he's next. BUT NOT ME! and here's why: in the Sendai colony, i.e. in the same city established by the Fujiwara, he beats Uro Takako, a hiree of the Fujiwara.
he cyclicality that JJK is obsessed with plays out on various levels, but Yuta is the only exception. and I mean the ONLY exception. not even Gojo was exempt. Yuta, a Sugawara, beats someone that was associated with the Fujiwara. it plays out the opposite of how it's meant to.
in conclusion, i think we should put our stocks in Yuta. someone that won't be the next Gojo Satoru sounds about desirable rn. Vol-0 is a treasure trove of hints when we reread with new context. i hope i gave you new insight, or at least a fun read.

July 3 (UPI) -- A group of Japanese men and women subjected to forced sterilization between the 1950s and 1970s won the right to compensation from the government in a landmark ruling in Japan's Supreme Court on Wednesday.
The 15-judge bench ruled for the first time that the surgery, carried out under now-lapsed eugenics legislation, was unconstitutional and that the 20-year statute of limitations did not apply in cases involving the law which targeted those with intellectual disabilities, mental illness or hereditary disorders to ensure their "inferior" children would never be conceived.
The unanimous judgment condemned allowing the government to dodge liability through the statute of limitations as "extremely unfair and unjust," calling its application by the state "intolerable," an abrogation of the "duty of good faith" and "an abuse of power."
Upholding the finding of five lower courts, the judges agreed the law was unconstitutional, they said, because it violated Article 13 of the Constitution guaranteeing the freedom of people not to undergo physically invasive procedures against their will, as well as their right to equality under Article 14.
Government figures put the estimated number of people who were sterilized under the 1948 law which was in force for almost four decades until it was repealed in 1996, at around 25,000 with 16,000 subjected to procedures without their consent.
The ruling enabling the plaintiffs to seek compensation sets a precedent for other victims in similar situations whose lawyers are pushing for a final resolution for their clients, all of whom are now in advanced age.
Prime Minister Fumio Kishida pledged immediate steps to correct the injustice.
Apologizing to the victims, Kishida promised a meeting by the end of the month to say sorry in person and said he had ordered his ministers for justice and equality to draw up a scheme to compensate them.
"I've instructed [Equalities] minister Ayuko Kato to consider measures to draft a new compensation framework in a swift manner."
The plaintiffs, who filed the lawsuits at five district courts in cities across the main islands of Honshu and Hokkaido were among 39 people pursuing similar lawsuits at 11 district courts and a branch court.
All five courts that heard the cases of the plaintiffs in Wednesday's case ruled the law was unconstitutional.
Judges in four of the courts threw out the time-limit defense and ordered the government to pay between $68,000 and $102,000 to each victim, and $13,600 to the spouse of a victim who had since died, far exceeding the $19,750 one-off payments to around 1,100 people under legislation passed in 2019.
The fifth court ruled the statute of limitations did apply forcing the Supreme Court, despite overturning that decision, to return the case to the court in Sendai, 230 miles northeast of Tokyo, for it to decide on the compensation figure due to the plaintiffs.

India’s Disaster Management Act of 2005 laid the foundation for its robust disaster management framework. This act led to the creation of the NDMA and mandated the development of disaster management plans at national, state, and local levels. It's not just a law or a policy, it's the backbone of India’s coordinated response to disasters. But it doesn’t stop there. The National Policy on Disaster Management, introduced in 2009, emphasizes building resilience through technology, infrastructure development, and community-based approaches. This policy has not only guided India’s disaster management strategy but also served as a reference point for other countries looking to strengthen their frameworks.
As of the recent years, India has been an active participant in the Sendai Framework for Disaster Risk Reduction (2015-2030). India’s contributions, especially in early warning systems and disaster risk assessment, have been instrumental in shaping global disaster management strategies.

In recent years, climate change continues to increase the frequency and intensity of natural disasters, the need for more advanced technology and stronger international collaboration will only grow. India must continue to innovate and lead by example.
The road to disaster management in Asia is challenging, but with initiatives and collaborations  there’s reason for optimism. By continuing to invest in cutting-edge technologies, enhancing regional cooperation, and building resilient communities, India is laying the groundwork for a safer and more secure Asia.
