The Importance of the Economic Ties and Cooperation between China and the Philippines
Tumblr media
Here is an interesting Article from the Asian Century Journal (ACJ) showcasing the importance of the Economic Ties and Cooperation between China and the Philippines. Here are some of the most important Quotes from the Article:
“… Some so-called “Experts” and Academics in the Country are urging the Philippine Government to consider stopping and annulling existing Chinese Business operations in the Country if alleged China’s illegal and aggressive actions in the disputed SCS or popularly known in the Philippines as the “West Philippine Sea (WPS)” continue. As far as I am concerned, such a Suggestion from these “Experts” is akin to telling the Philippines to commit Economic Suicide.”
“China has been the Philippines’ Top Trading Partner for seven consecutive Years, with Bilateral Trade reaching $87.73 billion in 2022. In the first seven Months of 2023, China jumped to become the largest Export Market for the Philippines. Thus, China remains the Country’s vital Economic and Trade Partner and is still one of the Country’s top Sources of Investment. In terms of Government-to-Government (G2G) Cooperation Projects between the Philippines and China, they have yielded fruitful Outcomes, with nearly 40 Projects carried out in recent Years, 18 of which have been completed. Apart from Cash, Rice, Fertilizers and Covid-19 Vaccine Donations, an important Highlight is Infrastructure cooperation such as the construction of China-aid Estrella-Pantaleon Bridge, the Binondo-Intramuros Bridge, the Bucana Bridge Project in Davao City, the Dangerous Drug Abuse Treatment and Rehabilitation Centers, the Chico River Pump Irrigation Project, the three priority Bridges Project (North and South Harbor Bridge, Palanca-Villegas Bridge and the Eastbank-Westbank Bridge) and the Samal Island-Davao City Connector Project, among others, are key G2G cooperation Projects between the Philippines and China, which offer and extend real Benefits to the Filipino People.”

Zelensky's visit to the Philippines, a big joke—ILPS
Before this, they both attended the 21st Shangri-La Defense Summit in Singapore where Marcos boasted that he would consider a Filipino being killed in the disputed territories in the SCS an “act of war” by China. Zelensky, on the other hand, ventured into the conference in a “desperate attempt to scrounge support for the US-NATO war against Russia.” This is after the defeat of its “counter-offensive” against Russia last year.
The visit of Volodymyr Zelenskyy, president of Ukraine, to Ferdinand Marcos Jr in Malacanang on June 3 was a “big joke”, the International League of Peoples’ Struggle said. One is embroiled in a losing US-NATO proxy war against Russia, while the other is embroiled in a fast-developing US-China tension over the South China Sea. Both parrot US-manufactured war provocations and tensions.
During Zelensky’s meeting with Marcos, he asked the Philippines to send “mental health workers” to Ukraine. The ban on sending Filipino workers to Ukraine has been in effect since 2022.
The proxy war of the US has taken a heavy toll on the Ukrainian people, ILPS said. After two years, its casualties reached 60,000 soldiers and 10,000 civilians. The local economy is devastated, as is the livelihood of Ukrainians.
Despite this, US funding continues to prolong the war. Just last month, US president Joseph Biden authorized the pouring of $175 billion in war aid to Ukraine. Its NATO partners have pledged 32 billion euros in support.
Oh look, two puppets of USA, having a puppet party.

The West Philippine Sea Dispute
The contested expanse of the South China Sea (SCS) holds profound significance for the Philippines, extending far beyond mere geographical proximity. The 2012 renaming of a portion of the SCS as the "West Philippine Sea" (WPS) stands as a multi-layered strategic response employed by the Philippines to navigate the complex legal, political, and socio-economic realities arising from overlapping maritime claims in the region. This act necessitates a nuanced analysis, revealing the interwoven strands of international law, national identity, and resource protection that comprise the essence of the "WPS" designation.
On the legal front, the Philippines, like any coastal state, possesses legally recognized entitlements under the United Nations Convention on the Law of the Sea (UNCLOS). These entitlements include an Exclusive Economic Zone (EEZ) and, in some cases, an extended continental shelf (ECS). These zones are critical for securing marine resources, fostering economic activity, and ensuring national security. However, China's expansive "nine-dash line" claim significantly overlaps with the Philippines' maritime entitlements, posing a direct challenge to their legitimacy and jeopardizing their economic and strategic interests.
The act of renaming a portion of the SCS as the "WPS" serves as a multifaceted response to this complex geopolitical landscape. Legally, it signifies the Philippines' unwavering commitment to international law and their unwavering assertion of their UNCLOS-derived rights within the contested maritime space. By reclaiming the geographical nomenclature, the Philippines aims to delegitimize competing claims and strengthen their legal position in any potential dispute resolution mechanisms.
Politically, the "WPS" designation serves as a rallying cry for domestic support and strengthens national resolve in the face of external pressure. It fosters a sense of shared ownership and responsibility over the contested waters, mobilizing public opinion and political will towards safeguarding national interests. This resonates deeply within the Filipino national consciousness, where historical narratives emphasize the importance of maritime resources and the defense of territorial integrity.
Socio-economically, the "WPS" designation serves as a tool for reclaiming and protecting the livelihoods of coastal communities directly impacted by overlapping claims. By asserting its rights to the contested waters, the Philippines aims to ensure continued access to vital fishing grounds and marine resources, safeguarding the economic well-being of coastal communities and contributing to national food security.
In conclusion, the "WPS" designation transcends mere geographical renaming. It embodies a strategic response to complex legal, political, and socio-economic challenges posed by overlapping maritime claims in the SCS. It serves as a potent symbol of the Philippines' commitment to international law, its national identity, and the well-being of its citizens.Understanding the multifaceted nature of this act is crucial for navigating the intricacies of the SCS dispute and appreciating the nuanced perspectives of the stakeholders involved.

Tension Between China and Philippines
(For education purpose only)
China, Vietnam, the Philippines, Taiwan, Malaysia and Brunei all have competing claims over territory in the South China Sea
In particular,China's wide claims, which include claims to sovereignty over areas of land and the oceans surrounding them, have infuriated rival claimants including Brunei,Vietnam, the Philippines,Taiwan, and Malaysia
A Paracels and the island of the Sprat are just two example of the sea areas and island that other nations have claimed
China has built island and conducted naval patrols to support it's broad claims. While claiming to be impartial in territorial disputes, the US has conducted "freedom of navigation"operations by deploying military aircraft and ships close to contested island.
Japan also supplies ships and military hardware to claimants such as Vietnam and the Philippines, despite not having a direct stake in the South China Sea.
There are worries that the country were more could turn into a flashpoint with possibly catastrophic worldwide repercussions.
The Dispute between China and the Philippines over the South China Sea The territorial and maritime disputes over the South China Sea (SCS) have been ongoing for decades. The disputes have been considered to be one the fiercest-contested in Asia.

The United States (US) publicly issued strong opposition to the involvement of Chinese Companies in the reclamation of Manila Bay recently supposedly because those Companies were involved in the construction and Militarization of China’s Artificial Islands in the South China Sea (SCS).
Note that the Americans didn’t do anything except complain loudly against those Artificial Islands, so I think there is a deeper reason for them to issue such a strong opposition to it, and it may be because such reclamation could interfere with the Operations of its Embassy along Roxas Boulevard as a MAJOR AMERICAN SPY HUB.
This FACT was revealed by Professor Ronald G. Simbulan during a Lecture back in 2017, and published at the Center for People Empowerment in Governance (CenPEG) Website. Simbulan said that Roxas Boulevard Embassy (RBE) was a Regional Service Center (RSC) or Regional Headquarters (likely for the entire South East Asian Region) of the Central Intelligence Agency (CIA) since at least the time of the Vietnam War.
Also no less than the infamous Whistleblower Edward Snowden confirmed that the RBE was a Spy Hub and “Listening” Post or an EAVESDROPPING Post where it is used to monitor Communications Networks such as Phone Communications. You can read more about these in the Article itself here: http://cenpeg.org/events/2017/apr2017/THE_CIA_IN_THE_PHILIPPINES_A_BRIEF_HISTORY.html
Based on this, then no wonder that the Americans are doing everything they can to stop the reclamation, and trust the Philippines to entirely give up its Sovereignty to the US by allowing a major American Spy Hub to freely and openly operate on its Land

Vietnam ‘Has No Interest’ in Joining ‘US-Orchestrated’ Anti-China Coalition
Tumblr media
US and Vietnam national flags fly on a street light in Hanoi on September 10, 2023, ahead of US President Joe Biden's visit to Vietnam. Sputnik International, © AFP 2023/Nhac Nguyen
As part of an effort to woo Vietnam to serve its geopolitical interests, US President Joe Biden is arriving in Hanoi on Sunday, nurturing hopes of signing a “comprehensive strategic partnership agreement” with the dynamically developing Southeast Asian nation.
Washington is eyeing “swaying Vietnam to its side,” for it believes the US can use Hanoi as “a counterbalance to China’s influence in South East Asia,” Professor Anna Malindog-Uy, Vice President of the Manila-based think tank Asian Century Philippines Strategic Studies Institute (ACPh), told Sputnik.
However, there is no indication that Vietnam has any interest in joining the “US-orchestrated” coalition against China, consisting of Washington’s allies, Anna Malindog-Uy added.
US President Joe Biden’s meeting with Vietnamese General Secretary Nguyen Phu Trong and other key leaders in Hanoi on September 10 comes as part of the latest page in the US’ Indo-Pacific playbook. Suffice it to recall how Biden hosted Philippine President Ferdinand R. Marcos Jr. in Washington in May, then welcomed Indian Prime Minister Narendra Modi at the White House in June, and threw open the doors of his Camp David presidential retreat to his Japanese and South Korean counterparts mid-August.
The trilateral summit with South Korean President Yoon Suk-yeol and Japanese Prime Minister Fumio Kishida is regarded by pundits talking to Sputnik as part of an effort blatantly tailored to forge a new alliance against China and the People’s Democratic Republic of Korea (DPRK). The US has also been posturing in the Indo-Pacific region by holding a slew of large military drills with Japan, Australia, and the Philippines in the South China Sea in recent days.
Vietnam is vital to US foreign policy for several political, economic, and geopolitical reasons, the professor underscored. Firstly, the “strategic geographical location” of Vietnam in Southeast Asia (SEA) is important to the US. Vietnam boasts “close contiguity and nearness to major global shipping lines like the South China Sea (SCS), and it has a border with China,” Anna Malindog-Uy stressed.
Geopolitically Strategic Location
Vietnam plays a crucial role in US foreign policy due to its "strategic location, economic significance, and potential to counterbalance China," according to Professor Anna Malindog-Uy.
“American companies have invested in Vietnam, and trade relations have expanded. Since Vietnam is a member of ASEAN, a regional body that is important to the US, especially on issues such as economic integration, security, and diplomacy, this makes Vietnam a vital partner of the US in advancing its interests in the Indo-Pacific region. The US is likewise keen on upgrading its relations with Vietnam from a 'comprehensive partnership,' established in 2013, to a 'strategic' partnership.'"
Hanoi is being eyed by Washington for its perceived “potential to counterbalance China,” the expert added.
“The evolving relationship between the United States and Vietnam manifests the broader and active US engagement in the Asia-Pacific region and underscores Vietnam's growing importance as a regional partner,” Anna Malindog-Uy emphasized.
Vietnam became a focal point for US diplomacy when it became the sixth member of the Association of Southeast Asian Nations (ASEAN) in July 1995, the same month Vietnam and the United States normalized relations, concurred Carl Thayer, emeritus professor at the University of New South Wales Canberra at the Australian Defense Force Academy. Further along, Vietnam gradually emerged as a potential US security partner.
“The turning point came during President Barack Obama’s term in office when Vietnam and the US agreed in 2013 to a comprehensive partnership covering nine major areas of cooperation. Since that time, Vietnam has been identified as an important security partner in all US national security strategies, particularly because of China’s growing 'assertiveness,'” said Carl Thayer, adding that the US has been seeking to “counter the appeal” of China’s Belt and Road Initiative launched in 2013.
More recently, the Biden administration has “lobbied Vietnam to upgrade bilateral relations to a strategic partnership to end the situation where the US was listed at the bottom of Vietnam’s three-tiered hierarchy of partnerships – comprehensive, strategic and comprehensive strategic,” Thayer added.
Vietnam an ‘Important Trading Partner’
Vietnam has also emerged as an important trading partner for the US in recent years.
“As one of the fastest-growing economies of SEA, Vietnam is a market for US goods and services, especially in sectors like technology, manufacturing, agriculture, and services. Strengthening relations with Vietnam can give American businesses and exporters more economic opportunities, given Vietnam's rising middle class and a young, educated workforce with higher purchasing power. Since Vietnam is already a vital player in global manufacturing, particularly electronics, textiles, and machinery, US companies can benefit from diversifying their supply chains by investing in or partnering with Vietnamese firms,” the vice president of ACPh underscored.
Furthermore, Vietnam is part of several regional trade agreements, such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Regional Comprehensive Economic Partnership (RCEP) - the world’s largest free trade pact. The latter entered full force for all 15 member states following ratification of the pact by the Philippines in June. Thus, boosted ties with Vietnam could grant America more "reach" within these regional economic frameworks. Tourism, too, is fraught with benefits for the two nations.
It's worth noting that the United States is "not a party to the two most important multilateral free trade agreements," the CPTPP and the RCEP, to which Vietnam is a member, Carl Thayer pointed out.
Regarding the goals that the US president is pursuing in respect to Vietnam, he is “motivated mainly by economic issues such de-risking economic dependence on China by securing a reliable supply chain for Vietnamese semiconductors, and a more favorable environment for American investment, including American businesses relocating from China,” the professor said, adding:
“Biden hopes Vietnam will be a founding member of his Indo-Pacific Economic Framework for Prosperity.”
The US has been bolstering its presence in the Indo-Pacific region by forming alliances such as AUKUS, which groups the country with Australia and the UK, and the Quadrilateral Security Dialogue (QUAD) with Australia, India, and Japan. Washington is also part of the Indo-Pacific Economic Framework for Prosperity (IPEF) initiative, launched by Biden in May 2022 and now including 13 other members, such as Australia, Brunei, Fiji, India, Indonesia, Japan, Malaysia, and New Zealand.
'US-Orchestrated Coalition' Against China
While visiting US Treasury Secretary Janet Yellen recently hailed Vietnam as "a key partner" in an effort to reduce dependence on China, Hanoi is “careful not to take sides between the US and China,” Anna Malindog-Uy said. Furthermore, taking sides between the US and China would be “costly for Vietnam both geopolitically and economically speaking.”
“As far as the US-led global coalition against China is concerned, I don’t think Vietnam has the intention or interest to be part of this. I don’t see any indication that Vietnam will join the US-orchestrated and led global coalition against China consisting of US allies... From my vantage point, it [Vietnam] wants to maintain good relations with neighboring countries like China as much as possible. Vietnam knows that joining a US-led coalition against China could potentially adversely impact its economic relations with China, which is vital to Vietnam’s economic development and progress,” the pundit believes.
ASEAN-member Vietnam “values neutrality,” and “follows a policy of non-alignment in major power conflicts, competition, and rivalry,” the vice president of the Manila-based ACPh think tank accentuated.
While Washington has been escalating trade and tech wars with Beijing, Hanoi has been steadily maintaining a “stable, pragmatic, and productive win-win relationship and cooperation with China, its largest neighbor and trading and economic partner.” China is "indispensable to Vietnam's economic well-being," and is a crucial market for Vietnamese exports, "particularly in electronics, textiles, and agriculture sectors." China is also one of the top foreign investors in Vietnam, particularly when it comes to infrastructure development. Many Vietnamese industries are deeply integrated into Chinese supply chains.
“China is crucial to Vietnam due to its economic significance, shared border, historical ties, and geopolitical factors. Balancing its relationship with China with its relationships with other regional and global powers is a crucial feature of Vietnam's foreign policy,” the pundit highlighted. Bearing in mind the sum total of economic significance, shared border, historical ties, and geopolitical factors, Anna Malindog-Uy emphasized:
“I don’t think Vietnam will compromise its sound economic and political relations with China by joining a global US-led coalition.”
Carl Thayer agreed with this opinion, telling Sputnik:
"Vietnam will not abandon its 'Four No’s' defense policy (no alliances, no foreign military bases, no joining one country to oppose another, and no use of force in international relations). Vietnam will not join any US-led anti-China coalition."
Russia of 'Strategic Importance' for Vietnam
At this point it should be noted that Vietnam has comprehensive strategic partnerships with only four countries - China, Russia, India, and South Korea. The significance of both China and Russia for Vietnam cannot be overestimated, pundits have underscored. Russia bears strategic importance to Vietnam due to a historical relationship stretching all the way back to the Cold War era, Anna Malindog-Uy recalled. The professor clarified that Moscow plays a vital role in Hanoi's "strategic, defense, and security considerations," along with potential for energy collaboration.
Furthermore, Joe Biden’s "courting" of Vietnam comes as the Southeast Asian nation has been reluctant to support Western sanctions against Russia. This is due to a “complex interplay of historical ties, foreign policy principles, and national interests,” Professor Anna Malindog-Uy underscored. She added:
“During the Cold War, the Soviet Union provided significant support to North Vietnam during the Vietnam War. This created a foundation of goodwill between the two countries. Vietnam also has a close defense and military relationship with Russia. Russia is a key supplier of military equipment and technology for Vietnam, including fighter jets, submarines, and other advanced weaponry. This defense partnership is vital to Vietnam's security and defense capabilities. Russia and Vietnam also have relatively strong economic and trade ties, especially in machinery, textiles, and agricultural products.”
Supporting Western sanctions against Russia "could potentially harm Vietnam’s economic interests and disrupt ongoing economic cooperation," Anna Malindog-Uy pointed out.
Indeed, Vietnam has a longstanding policy of opposing the unilateral imposition of sanctions by one state against another, Carl Thayer added. He recalled that Hanoi has not forgotten the bitter fallout from the US trade embargo imposed in the 1960s during the Vietnam War. But furthermore, Vietnam is “also practical, it does not want to harm relations with a Russia, a long-standing reliable partner,” said Thayer.

saw a horrible take on the nine dash line, sigh, i would recycle a twitter thread i did on it a while ago but im hesitant to post it because im definitely in the minority as a seasian
but claims of 'chinese imperialism' completely obfuscate the realities of the south china sea, sea trading routes, and international law regarding sea claims.
there's a reason why China is actively investing in BRICS, to form new trading routes as they can't afford to only rely on the SCS as their trade route.
that's all i have to say on it

Quad-ASEAN Defence Exchanges On The Rise
The Malabar Quad exercise will take place in September of this year. For the second consecutive year all four Quad countries will participate.
An Indian task force of 4 ships from the Eastern Naval Fleet are already on a two-month voyage through the South China Sea (SCS) and Western Pacific where the Malabar will take place. The group comprises guided-missile destroyer Ranvijay, guided-missile frigate Shivalik, anti-submarine corvette Kadmatt and guided-missile corvette Korea.
Besides Malabar, they will carry out bilateral exercises with the navies of Vietnam, the Philippines, Singapore (SIMBEX), Indonesia (Samudra Shakti) and Australia (AUS-INDEX). They visited Brunei before proceeding to Guam for the Malabar21.
All the Quad countries have recently (2-6 August) participated in the EAS, ASEAN+1 Ministerial meetings as well as the meeting of the ASEAN Regional Forum (ARF), the main forum for regional security architecture.
The Quad recognise that in the Indo-Pacific, particularly in the SCS, it cannot afford to be facing a hostile China and neutral ASEAN member states. Their buffer has to be more responsive than hitherto. The revitalization of US policy towards the ASEAN could be seen in this context.
The SCS and the Indo-Pacific is seeing an increasing level of activity from the Quad. They are engaging the ASEAN member states more. This has to take into account that China is certain of its control over the SCS and is focusing on Taiwan. China regularly breaches Taiwan’s ADIZ and has deployed both its aircraft carriers with full battle groups around Taiwan. The Chinese are using their occupied island territories in SCS with increased capacity of missiles and now aircrafts. At present, China has the capacity to deploy as many aircrafts as on an aircraft carrier on these Island bases at one time.
Therefore, the US and its partners realise that a single carrier battle group (CBG) would be inadequate to deal with the Chinese strength based off these Islands. At least two CBGs would be required in the Indo-Pacific. The USS Reagan led CBG, from Yokosuka, was deployed to help in the evacuation from Afghanistan and could return soon. It supported the 5th Fleet’s USS Dwight D Eisenhower and its CBG , which have been in the area since April 2021. The CBG led by USS Theodore Roosevelt has also returned to the SCS. If the Indo-Pacific Command is to be more effective it needs to constantly deploy 2 CBGs. The visit of the UK CBG may be partly seen in this context.
Another notable point is that the US scrambled out of Afghanistan and may reduce its involvement in West Asia. The exit from Afghanistan could allow more leeway for releasing periodic CBG deployment under CENTCOM to the SCS and Indo-Pacific.
The US is aware that ASEAN as a whole has been slow in re-engaging them for a joint exercise. The first ASEAN-US maritime exercise was held at the Sattahip naval base in Thailand in September 2019. It passed through Singapore and concluded in Brunei. About 1000 people representing all 10 ASEAN member states and the US promoted a shared commitment to maritime security and stability in Southeast Asia. This included all ASEAN countries including Chinese allies like Cambodia and Laos. Though this was the result of a proposal at the ADMM-US meeting in 2017 and 2018, it has not recurred because of sensitivities towards China and lack of unanimity among ASEAN members. A China-ASEAN exercise of 2018 has also not recurred.
The three ASEAN countries which US Defense Secretary Austin visited recently, undoubtedly have strategic importance. Singapore, for example, is a key port for the US 7th Fleet, playing a significant role in providing logistic support for military aircraft and ships. Vietnam and the Philippines directly confront China over their respective territorial issues in the South China Sea.
Through such efforts, the US has enhanced its engagement with individual ASEAN countries. In April 2021, the Philippines and the US conducted the 36th Balikatan exercise held since 1991. It now has an Indo-Pacific dimension. It was held despite the pandemic with reduced participation, tabletop exchanges, training, real time security training, and similar activities.
A significant result of Secretary Austin’s visit to Philippines was the decision to hold off on the abrogation of the Visiting Forces Agreement, the basis of the US Philippines arrangement for military bases
The US-Indonesia Garuda Shield exercise is another annual exercise for more than a decade. Held in August, it covered the large outlying islands of Indonesia, including Kalimantan, Sulawesi and Sumatra. Over a fortnight it involved amphibious, special forces and airborne units. In June 2021, Indonesian and US Marines conducted joint exercises focusing on conflicts in urban locations and are scheduled to do another exercise in the US later this year. US and Indonesia are constructing a joint maritime Training Centre in Batam, a small city on an island near the Malacca straits and close to Singapore. The US tries to solidify the US-Indonesia Major Défense Partnership and cooperation in support of a free and open Indo-Pacific (FOIP) region.
Thailand manifests the American dilemma in dealing with ASEAN. For several decades, Thailand and the US had a mutuality of interests as Thailand saw the US as a support against Chinese and Vietnamese influence in the region. Thailand, now having abandoned its democratic credentials, its military regime is more inclined towards engaging China and sees it as an uncritical partner. Due to their domestic issues and accommodation with China, Thailand does not have a strategic interest with the US; its main challenge is democracy, not China. The US has reduced financing for Thailand’s arms purchases following the coup in 2014.
This dilemma over democratic rights, economic assistance and proximity makes the US rethink its ASEAN engagement. Thus, traditional allies like Thailand and Philippines become ambivalent whereas old enemy Vietnam is a strategic partner.
During July 2021, Australia and Japan with eight other countries held joint exercises around Australia. This was preceded by the Australia-US, Talisman Sabre exercise. It was later joined by Japan, UK, Canada, South Korea and New Zealand. India, Indonesia, Germany and France sent observers. This combined exercise would further strengthen the FOIP.
Tumblr media
The traditional ASEAN policy of outsourcing its security requirements mainly to the US was challenged when China became more aggressive and the US pivot to Asia did not happen under the Obama administration. During the Trump period, ASEAN was not a priority for the US. Under the Biden administration, the Indo Pacific and the Quad have a much higher priority.
Thus, the three-pronged policy recognises that China is the main factor and ASEAN has accommodated it, particularly in the economic sphere. The US wants to reengage with ASEAN and select member states. For this it prefers the regional architecture, to provide space, and a buffer between China and its rivals.
Increasingly the ASEAN buffer was inclining towards China. Now, efforts are made to restore the balance within that space particularly on the security and functional side. Undoubtedly for this to happen ASEAN member states also have to play a role.
ASEAN unanimity is now passe. When Cambodia takes over the chair for 2022 it is likely to play its pro-China role that it did in 2012. Hence, engaging ASEAN, praising its centrality and not giving up on it, is part of the policy.
A third prong of the policy of the US and other Quad members is clearly to engage with willing ASEAN member states who have greater strategic value. In this, Singapore, Indonesia, Vietnam, and Philippines are the main partners. Thailand, Malaysia, as well as Myanmar, due to their internal situations are not forthcoming. Such ‘ASEAN Plus’ policies from individual member states are small steps.
In my view this effort to deal with specific member states have increased their security and functional support for instance in fighting the pandemic. This could be viewed more vigorously by the US and its Quad partners. With this objective in mind, the significance of defence engagement of the US, the EU countries and the UK, with ASEAN countries certainly have greater significance as well.
