Things the Brigadier can believe:

Random man with two hearts is in fact the doctor who has entirely changed how he looks.

Said doctor can travel in space and time in a telephone box.

Plastic mannequins are being controlled by an alien intelligence and attempting to destroy the human population.

The loch ness monster is in fact a creature brought to earth by shape shifting aliens.

Things the Brigadier cannot believe:

This entire Serial was just the Doctor seeking to do some initial healing and grounding from losing Jamie and Zoe. I mean COME ON.

First off, the TWO people he strikes up with is a known, trustworthy soldier (the Brigadier) and a logical doctor/woman of science (Liz Shaw.) While I wouldn't categorize these two as exactly like Jamie + Zoe, they are as close as he's got in the moment.

Throughout he also relies HEAVILY on both his own watch to get him to the TARDIS and a watch to uncover that Major-General Scobie is not in fact Major-General Scobie. Who's watch was pretty prominent, especially when acting heroic? JAMIE.

He needs to build a solution to the Autons + the Nestenes and who does he rely on to help him with this? A capable smart woman (Liz) while the man (the Brigadier) helps carry out UNITs orders. Again almost perfectly mirroring Jamie & Zoe's "roles" in their companion group.

Liz also arguably saves the day by fixing the Doctor's device (again mirroring the ways and capabilities of Zoe.)

The Doctor at the end of this serial, knowing he's trapped on Earth and needing to work on his TARDIS, begrudgingly accepts an offer with UNIT and Lethbridge-Stewart. And what does he name himself? JOHN SMITH. THE name Jamie had used one of the prior times the Doctor was concussed and injured (and the Doctor had used thereafter.)

In this newly traumatized state the Doctor relies on similar traits of his most recent past companions to help get him settled. Even begrudgingly, he knows he needs space, tools, and people around him to both fix the TARDIS and maybe subconsciously do some healing form what he just experienced in The War Games.
