The group responsible for the cleaning up the aftermath of heros and villains "Damage Control" was introduced in the anthology comic Marvel Comics Presents 19# (cover date May, 1989). They were created by Dwayne McDuffie and Ernie Colon. The issue also introduced Conscience (created by Bob Harras and Ron Lim), Eugene van der Merwe, Theodore Olebogeng (created by Don McGregor and Gene Colan), Mary Windhart, Bobby Windhart, Ed Windhart (created by Fabian Nicieza and Mark Badger), John Porter, Anne-Marie Hoag, and Lenny Ballinger (created by Dwayne McDuffie and Ernie Colon).
