Luffy falls first, maybe a little after what happened at the Baratie, he falls during the quiet moments, when Sanji talks about his favorite recipes with extreme detail, when he gives him seconds and thirds when he thinks he isn't looking, Luffy falls when Sanji doesn't pretend to be annoyed at him when he latches onto his back while he works, he falls during the big, important moments too, when he's fighting, when there's blood running down his face, when he kicks someone for speaking ill of a lady, Luffy falls and it's easy and quick, he falls with every bite of food and kick sent his way.

Sanji falls second, he falls after spending two years without his captain and his crew, he falls when he realizes just how much he misses them, how the island where he is feels empty without laughter and shouts and a certain rubber boy, he falls when he comes back to Sabaody and he sees the not-so-much of a boy again, he falls during every single moment they get to spend together, he falls when he reminiscences about the past, he falls when he realizes just how bright their present is, and they both fall harder the moment they hold hands for the first time, when they get to tell each other all that's been pent up on both of their hearts, when they kiss and two years feel like nothing when they both now know this strong feeling will be forever everlasting

(they fall harder, too, during the difficult moments. when Luffy has trouble breathing because his chest feels like it's on fire and Sanji is there to ground him, to guide him so he doesn't suffocate, to hold him when he's calmed down and his mind is still too loud for his liking. they fall harder, when Sanji's past comes back to haunt him, when Luffy tells him he's not leaving, that Sanji's his, and that without him, his dream won't come true, they fall harder when Sanji fights alongside his captain to escape, so they can go back to Sunny, to home, they fall harder, they remind themselves they believe in each other, until the very end.)
