The King, accompanied by The Queen, The Prince of Wales, The Duke of York, The Duke of Edinburgh, The Princess Royal, The Duke of Gloucester, and The Duke of Kent today held a Chapter of the Most Noble Order of the Garter in the Throne Room, Windsor Castle.

The Duchess of Edinburgh and Vice Admiral Sir Tim Laurence were present.

The Duchess of Gloucester and the Lord Lloyd-Webber, the Lord Kakkar and Air Chief Marshal the Lord Peach were present.

The following Knights Companion were present: the Duke of Abercorn, the Lord Butler of Brockwell, the Rt Hon Sir John Major, the Lord Luce, the Lord Phillips of Worth Matravers, Marshal of the Royal Air Force the Lord Stirrup, the Lady Manningham Buller, the Lord King of Lothbury, the Lord Shuttleworth, the Viscount Brookeborough, Lady Mary Fagan, the Marquess of Salisbury, Lady Mary Peters, the Baroness Amos, the Rt Hon Sir Tony Blair and the Baroness Ashton of Upholland.

The Officers of the Order were: the Bishop of Winchester (Prelate), the Dean of Windsor (Register), Mr David White (Garter King of Arms), Miss Sarah Clarke (Lady Usher of the Black Rod) and Lieutenant Colonel Stephen Segrave (Secretary).

The Hon Guy Tryon (Page of Honour) and Mr Charles van Cutsem (Page of Honour) were in attendance.

His Majesty invested The Duchess of Gloucester with the Insignia of a Lady of the Most Noble Order of the Garter and the Lord Lloyd-Webber, the Lord Kakkar and Air Chief Marshal the Lord Peach with the Insignia of a Knight Companion of the Most Noble Order of the Garter.

The King later gave a Luncheon Party for the Companions of the Most Noble Order of the Garter at which The Queen, The Prince of Wales, The Duke of York, The Duke and Duchess of Edinburgh, The Princess Royal and Vice Admiral Sir Tim Laurence, The Duke and Duchess of Gloucester, and The Duke of Kent were present.

An Installation Service was held in St George’s Chapel this afternoon at which The Duchess of Gloucester was installed as a Lady of the Most Noble Order of the Garter and the Lord Lloyd-Webber, the Lord Kakkar and Air Chief Marshal the Lord Peach were installed as Knights Companion of the Most Noble Order of the Garter.

His Majesty’s Body Guard of the Honourable Corps of Gentlemen at Arms and The King’s Body Guard of the Yeomen of the Guard were on duty in the Chapel.

New appointments to the Order of the Garter:

Baroness Ashton of Upholland and Lord Patten of Barnes have both been appointed to the Most Noble Order of the Garter - Britain's oldest and most senior Order of Chivalry:

His Majesty The King has been graciously pleased to appoint the Right Honourable the Baroness Ashton of Upholland GCMG to be a Lady Companion of the Most Noble Order of the Garter, and the Right Honourable the Lord Patten of Barnes CH to be a Knight Companion of the Most Noble Order of the Garter.

The appointment of the Knights and Ladies of the Garter is in The King’s gift. Appointments to the Order of the Garter are therefore in the same category as the Order of the Thistle, the Order of Merit and the Royal Victorian Order.

The Right Honourable the Baroness Ashton of Upholland, GCMG PC (b. 1956)

Catherine Margaret Ashton, Baroness Ashton of Upholland, is a former Labour Government Minister and European Union diplomat, who served as Parliamentary Under-Secretary of State in the Department of Education and the Ministry of Justice between 1999 and 2007. Baroness Ashton has served as Leader of the House of Lords and Lord President of the Council; British European Commissioner and Commissioner for Trade in the European Commission; Vice-President of the European Commission. As the E.U.’s first High Representative of the Union for Foreign Affairs and Security Policy, she contributed towards negotiating a peace settlement between Serbia and Kosovo, and bringing about the Iran nuclear agreement.

Baroness Ashton was appointed a Dame Grand Cross of the Order of St. Michael and St. George in the 2015 New Year Honours for services to international diplomacy. She has served as the Order’s King of Arms and is currently Chancellor of the Order.

The Right Honourable the Lord Patten of Barnes, CH PC (b. 1944)

Christopher Francis Patten, Baron Patten of Barnes, is a former Conservative Member of Parliament who became the final Governor of Hong Kong from 1992-1997. Lord Patten was first elected as an MP in 1979 and served across Government for over two decades, including as Secretary of State for the Environment and Chancellor of the Duchy of Lancaster, as well as Conservative Party Chairman. Lord Patten also led the Independent Commission on Policing for Northern Ireland and served as European Commissioner for External Relations from 1999 to 2004. He was Chairman of the BBC Trust between 2011 and 2014.

Lord Patten was Chairman of the BBC Trust between 2011 and 2014, and was appointed a Companion of Honour in 1998. He served as Chancellor of Newcastle University between 1999-2009 and was elected Chancellor of Oxford University in 2003, a post he still holds.

Lord Palmer of Childs Hill moved that this House regrets that the Social Fund Winter Fuel Payment Regulations 2024 (SI 2024/869), laid before the House on 22 August, will remove support from many of the poorest pensioners at the same time as the energy price cap is being lifted; and calls on the Government (1) to take steps to identify those who are eligible for pension credit but do not claim it so that they can receive both benefits; (2) to support vulnerable pensioners this winter; and (3) to take action to end fuel poverty, including with an emergency home insulation programme and a windfall tax on the profits of oil and gas companies. Plus ca change....Part 3

It is now seven years since Britain voted to leave the E.U.. My "Remain" friends wag their fingers at me and say, "I told you so".

In so much that during that time we have had five Prime Ministers, all of whom have failed to execute the steps needed to ensure a smooth, efficient transition post Brexit, they are right. However, my reasons for wanting to leave remain steadfast. 

I maintain that the piece I posted in 2012 titled: 

"Does anyone know who Baroness Upholland is" (please revisit it below) remains valid, in principle, eleven years on, because I ask you;-

Is the E.U. united in its approach to the war in Ukraine or in its relations to either China, Russia or the U.S? Indeed, does it have any meaningful foreign policy positions that all member States are agreed upon? The answer is equivocally, no it does not.

I contend that there is not and never has been an effective  E.U. Foreign Minister because each member State's Prime Minister or President pursues his or her Country's own chauvinistic foreign policy.  Churchill remarked:

                          "With Europe, but not of it"

I have always believed in free market trading (I wrote my thesis on Britain joining the Common Market) and so I would have happily remained in the E.E.C., but like many Brits I never wished to integrate politically because I have always been convinced that our Sovereignty would be eroded and our domestic and foreign policy challenged and subjugated to the will of bureaucrats in Brussels and Strasburg. I have no desire to be beholden or held hostage by the likes of Bulgaria and de facto dictators like Oban in Hungary. I had hoped that we would all have moved on by now but it appears that neither Britain nor the E.U. has; please reflect on:

"Does anyone know who Baroness Upholland is? and has she achieved anything for Europe?"

"Everyone I have posed this question to has looked at me in a quizzing fashion, as if I have asked a trick question. Well, it isn’t a trick question, and sadly not one of the people I have asked has known who she is or what she does. She is no other than the E.U.’s “High Representative of the Union for Foreign Affairs & Security Policy” i.e. Europe’s de facto Foreign Minister. She was put forward by Gordon Brown because he wanted to avoid Tony Blair getting the position at all costs.

This is what the economist wrote after her election: “ She is a virtual unknown with paltry political experience, having no Foreign policy background and having never been elected to anything”.

A less flattering appraisal came from Ron Liddle, an associate editor of the Spectator and editor of BBC’s Radio 4.

“Never elected by anyone, anywhere, totally unqualified for almost every job she has done, she has risen to her current position presumably through a combination of down-the-line Stalinist political correctness and the fact that she has the charisma of a caravan site on the Isle of Sheppey”

And these articles were written by Brits!, commenting on an allegedly important British victory within the corridors of Europe power in succeeding in getting one of their own appointed.

The purpose of this piece is not to badmouth someone who I understand is an intelligent bureaucrat. The point to be made which was missed by so many who have criticized her is not what the appointment says about her but what it says about the E.U. It confirms the total lack of leadership and authority that the Presidents and Prime Ministers were prepared to vest in what was supposed to be an important and unifying new E.U. post.

The undisputed fact is that inspite of most of the 27 leaders of the E.U. talking and promoting unification, both fiscal and political, none are prepared to give up meaningful power or sovereignty for the good of all, unless they themselves retain or increase their own personal power and that of their own country. Selfish egotistical chauvinism continues to be the hallmarks of the “Europeans”.

The mere fact that Baroness Upholland is unknown, never in the media and has not been credited with any single European achievement in nearly three years is testament to her complete lack of power and the ongoing hypocrisy of those who wanted this post created in the first place. Apart from her office being yet another gravy train for herself and her staff, it would be extremely difficult to promote the virtues of her office when so few of us are actually aware of it and her existence.

The ongoing precarious state of the Euro and the European electorates’ disenchantment with their leaders has so far failed to unscramble the mess that Maastricht and the launch of the Euro (NB: the Greek disaster) created. But surely there must now be few who remain so steadfastly committed to either.

It is more than likely that the European experiment in trying to create a unified foreign policy will continue to fail but it is equally likely that the electorate will be stuck with the likes of the "Baroness" for some time to come."

The Duke and Duchess of Edinburgh were represented by Mrs Angus Galletley.

The Princess Royal was represented by Mrs Susanna Cross.

Princess Alexandra, the Hon Lady Ogilvy was represented by Mrs Diane Duke.
