I want to also leave here the devs talk about Ceroba breaking Chujin promise and using the serum on Kanako. Because I think Ceroba gets a lot of hate that she doesn't deserve and having the devs saying what they wanted to show can maybe reduce that hate.
Has my opinion? I kinda got what the creators wanted with Ceroba when I played the game.
Dalv is NOT supposed to be that present in this game. He's been a loner for a long time. He's only started making friends again during the events of uty. Plus, if you know his backstory… it becomes understandable why we don't see him that much. Character-wise, it makes 100% sense.
The reason why Martlet feels like she's not on screen that much (she does get a good amount of screen time) is because she's scatterbrained. That's why we never get a "full" section with her like with Dalv (Ruins), Star (Wild East) and Ceroba (Steamworks). That's why the Snowdin section focuses more on other characters. Martlet comes and goes but always means well. Again, it has to do with her personality, and I think it's clever writing, much like with Dalv.
The reason we spend so much time with Ceroba is that a lot of things have been tied to her and her family right from the start and it all unfolded perfectly imo. There is foreshadowing:

...also I forgot to mention how some complained about Ceroba's arc "not being completed by the end of pacifist"
To that, I say: IT MAKES SENSE. She's gone through too much trauma for it all to be resolved so soon. Healing takes time (Martlet gave a nice speech). I always thought that, by the end, the whole point wasn't for Ceroba to get closure, but to TAKE THE FIRST STEP (which she did)
The difference between her and Starlo (both have been through a lot in their own way) is that he's more idealistic and hopeful by nature (as we can see after he quickly bounces back from basically having his entire life shattered). Ceroba is emotional. Too emotional. She needs more time. Let's respect that and be patient.

I remember the day after my daughter died. The entire underground was devoid of hope. The future had once again been taken from us by the humans. In a fit of anger, I declared war. I said that I would kill any human that came down here. I would use their souls to become godlike… and free us from this terrible prison. Then I would destroy humanity… And let monsters rule the surface, in peace. Soon, the people's hopes returned. My remaining son, however, became disgusted with my actions. He left this place, never to be seen again. Truthfully… I don't want power. I didn't want to hurt anyone. I just wanted everyone to have hope… But… I cannot take this any longer. I just want to see my family again. Please… child… This war has gone on long enough. You have the power… Take my soul, and leave this cursed place.
… After everything I have done to hurt you… You would rather stay down here and suffer… Then live happily on the surface? … Human… I promise you… For as long as you remain here… My family will take care of you as best as we can. We can sit in the living room, telling stories… Eating butterscotch pies made lovingly by my son… We could be like… Like a family…
Ceroba final boss fight and Clover powers explain by the devs
I never realized that the final boss fight with Ceroba was supposed to be a trial to find out her fate. But hearing the devs explain it makes it so much obvious...
And Clover having the powers to see the truth of scenarious by going to people minds... The truth in justice... It just makes the final boss fight with Ceroba 10 times better in my opinion.

I've decided that instead of taking a screenshot of every dialogue box for the Undertale, I just wrote it down and I will paste it between screenshots.
A long time ago, a human fell into the RUINS. Injured by it's fall, the human called out for help.
Kanako, the queen's daughter, heard the human's call. She brought the human back to the castle.
Over time, Kanako and the human became like siblings. The Queen and The Royal Scientist treated the human child as their own. Just as they had done for their other child. The Underground was full of hope.
Then… One day… The human became very ill.
The sick human had only one request. To see the flowers from their village. But there was nothing we could do.
The next day. The next day. … The human died.
Kanako, wracked with grief, absorbed the human's soul. She transformed into a being with incredible power.
With the human soul, Kanako crossed through the barrier. She carried the human's body into the sunset. Back to the village of the humans.
Kanako rached the center of the village. There, she found a bed of pink gold flowers. She carried the human onto it.
Suddenly, screams rang out. The villagers saw Kanako holding the human's body. They thought that she had killed the child.
The humans attacked her with everything they had. She was struck with blow after blow. Kanako had the power to destroy them all.
But… Kanako did not fight back. Clutching the human… Kanako smiled and walked away.
Wounded, Kanako stumbled home. She entered the castle and collapsed. Her dust spread across the garden.
The kingdom fell into despair. The royal family had lost two children in one night. The humans had once again taken everything from us.
The queen decided it was time to end our suffering. Every human who falls down here must die. With enough souls, we can shatter the barrier forever.
It's not long now. Queen Ceroba will let us go. Queen Ceroba will give us hope. Queen Ceroba will save us all.
You should be smiling too. Aren't you excited? Aren't you happy?
