For me the line that seemed wrong to me was Cap's saying "Genosha wasn't just a mutant tragedy. It shames us all. But rampaging against the county dishonors those who were lost."
Because that's not Steve Rogers. Steve has way more self-awareness than that. I can buy that he would want to do it by the book while being. He really shouldn't be wearing the American colors and bashing his head in a foreign land. Being Captain America carries a certain weight and reasonability. But when it comes to Steve as a character, he should just understand this isn't something that "shames everyone" this is an attack on mutants. Steve knows his privilege and he stands up for the disenfranchised.
Again, I understand there would be scenarios that he couldn't or even by choice wouldn't. But he wouldn't be angry Rogue threw his shield it was sad about being stuck in the situation.
This is what happens when this is the only perspective we see. If this was like the comics and there was a congruent Captain America series going on it would be probably dive more into why he's doing what he's doing.
But as OP said, X-men 97 is trying to make a point about how the X-men and mutants are isolated from the other super beings of the marvel universe.
I was disappointed by Cap’s appearance in X-Men ‘97 but not surprised. He wasn’t anywhere near the bootlicker he’s been portrayed as in other media, and leagues better than post-9/11 government stooge Cap, but this was still very much “Joss Whedon Avengers 1 & 2” Cap, towing the line and overly concerned with optics, unwilling to - pun intended - go rogue. Orders above all.

It’s a sharp contrast with Russo Bros Cap, who prioritized morality over politics and had zero qualms about ignoring questionable orders, whose hands were never “tied” by the expectations of the government. It paints this version in a very unflattering light.
While I’d have preferred that this Cap stood with the mutants, it even would have been better if he’d blatantly stood up to Rogue, seeing as she was openly attacking the US military in the midst of an escalation of international conflict. He’d have been demolished in a heartbeat, but at least then he’d be taking a stand, one way or the other. Instead, the version we got was an impotent government mouthpiece. The epitome of the character that mainstream audiences *think* Cap is, instead of what he can be (and often is) in the right hands.
But at the end of the day, this is not the MCU, it’s not the “Captain America show” and it’s not the Avengers. The writers are telling a specific story about prejudice, genocide, and tolerance, and if you’re only going to have Cap in one scene, there are worse ways to illustrate that the X-Men are on their own, I just wish it didn’t come at the expense of Steve’s willingness to always do the right thing, the only real cornerstone of his character.
(I will admit, the shield toss was hilarious.)

Other reasons why loki take over odin position is was good thing.
Now before we go to while 'loki steal trone from thor and odin', thor literally reject trone from his father ir loki in odin disguise, he reject the offer and leave without checking anything. I meant in for whole films Asgard showing that odin and thor are trone candidate while odin never bei g list despite he is a prince and frigga well... Amd there's no other peoples that for next line
And while in ragnarok they trying make Loki is bad king, they actually showing how Thor is more worst king and worst person. I meant for two years where is he, sure he saying he searching infinity stones but did he just cut all communication from all nine realms? Like did he even trying to communicate with his friends, from many scenes he look likely not care for his close friends either.
And in dark world and even thor literally saying that odin is too old for ruling and ill even like that he still go without make sure odin okey enough and trone was fine.
It was really good thing that Loki replace odin because looks likely everything is fine in his rule, in agent of Asgard is hinted too. Can you imagine real odin that still on trone while his mind to much angry with what happened in dark world? Yeah everything will be burn and thor gonna got blame.... You know what i think that is better because Asgard got destroy by own odin actions. But Loki to much care
I am not justify whay Loki did but if he didn't do it it will be so much worse
Thor Ragnarok never actually show how or even get into detail of how Loki is a bad king. Thor says the nine realms are in chaos, but it's never explained what that means and with the destruction of Asgard that's only something that's going to get worse in the end. The second thing is Thor says enemies are plotting against Asgard which just sounds more paranoid than anything and again it's never resolved or given a way it could be resolved even if thanos and the snap didn't happen.
That drives me crazy. Not only does TR tell not show they are not even good at telling.
There's nothing on screen that shows Loki being a bad king and the writing doesn't care enough about world building to give anything to demonstrate him being a bad king

I don't think Loki even knows who he is. Everyone projects an image onto Loki of what makes them feel best about themselves. Whether that be the selfish villain, a poor lost child they're saving, or the eager follower who will do what's asked. Everybody does that to Loki. They can't handle that he has multiple reasons that drive his action. They don't ever want to acknowledge his emotional state. 
Where's this leave Loki? He lacks a sense of self. Loki always tried to appeal to other people to get their approval even when it made him miserable. He can scream and cry he doesn't want to rule, that was never the end goal, and yet people walk away convinced all he wants is a throne. He lacks a sense of self because no one's ever let him be himself and when he finally does break down and is honest that honesty is rejected and ignored because it's not the truth that people want.

The guy who says Loki isn't complex puts him on the list of Marvel's best development characters and it's not like time passed and he changed his opinion these "articles" were written within the same month. It's so insincere and I question if there's any real opinion behind it at all or if they're just rehashing what they've heard other people said.
Loki Reddit is so annoying
You can't say ANYTHING that suggests you prefer his original characterisation without getting downvoted. I wasn't even being nasty (I really don't want to behave that way, so I don't) about the series, just mentioning that it has warped the perception casual fans have of the character.
I hate that even in the subreddit that is simply called "Loki" (so not even dedicated to just the series) you can't suggest the first Loki (2011-13/18) was better and your preferred era. It's driving me mad! I was responding to something clickbaity "10 Things no MCU fan will admit about Loki" which you can probably guess was full of nonsense as well. One of the points was "he didn't truly care about his family" which is an instant rage button for me...

For me I see the scepter/mind stone working as something that takes away a person’s restraints. They’ll start acting out in ways they never would have because they don’t have that voice in their head that tells them to stop. 
As a human being, I think all of us have bad thoughts, things we wish we didn’t think of, but we do for some reason or another. Pick your poison as to what. But actions are what really matters. And the thoughts we have are our own and only inform our actions.  Can you imagine if you’d lost the restraint to all your most inner thoughts? Yeah, I don’t think it would end up well for any of us.  That’s what I believe the scepter does, that’s what it showed when the Avengers were all gathered around it, and Loki was with the scepter for a whole year presumably. 
So I’d like people to come off it with the idea of Thanos and company only being partially responsible for the invasion. No, they were responsible for all of it and I dont really care how much anyone wants to blame Loki for the battle on NY. For me, he’s completely out of fault with that one. 
Loki was redeemed in TDW on his actions in Thor 1. Because yes, Loki is totally capable of villainous acts. -cough-so is Thor-cough- And I don’t think that should be erased or anything. He can be really spiteful and vengeful. But he is also capable of a lot of bravery and love. imo, that’s what makes him a person rather than a hero/villain and about the most compelling character in the mcu. The actions of Thor 1 is what Loki should learn to grow from, not the actions that are a result of being tortured and mentally manipulated.  When people blame Loki for having thoughts of being superior to Midgardians or wanting to be King of Midgard, what that tells me is that if y’all were given the most inner thoughts of the people around you, you would turn on them in an instant.  Because that’s the only difference between Thor and Loki. Loki is forced into making these dark thoughts a reality. Thor still maintains his control even though he does think he is superior. Thor is given the chance to do better, while Loki is vilified for his thoughts. Thor is never brought to his lowest point, Loki is.
