Tiltrotor Research Aircraft Hovering by NASA on The Commons Via Flickr: This photo shows the unique XV-15 Tiltrotor aircraft in vertical flight at the NASA Dryden Flight Research Center. The XV-15s, manufactured by Bell, were involved in limited research at NASA/Dryden in 1980 and 1981. The development of the XV-15 Tiltrotor research aircraft was initiated in 1973 with joint Army/NASA funding as a "proof of concept", or "technology demonstrator" program, with two aircraft being built by Bell Helicopter Textron (BHT) in 1977. The aircraft are powered by twin Lycoming T-53 turboshaft engines that are connected by a cross-shaft and drive three-bladed, 25 ft diameter metal rotors (the size extensively tested in a wind tunnel). The engines and main transmissions are located in wingtip nacelles to minimize the operational loads on the cross-shaft system and, with the rotors, tilt as a single unit. For takeoff, the proprotors and their engines are used in the straight-up position where the thrust is directed downward. The XV-15 then climbs vertically into the air like a helicopter. In this VTOL mode, the vehicle can lift off and hover for approximately one hour. Once off the ground, the XV-15 has the ability to fly in one of two different modes. It can fly as a helicopter, in the partially converted airplane mode. The XV-15 can also then convert from the helicopter mode to the airplane mode. This is accomplished by continuous rotation of the proprotors from the helicopter rotor position to the conventional airplane propeller position. During the ten to fifteen second conversion period, the aircraft speed increases and lift is transferred from the rotors to the wing. USAF's NGAD program will receive US$ 3.4 billion in the 2025 budget

The U.S. Department of the Air Force released a 2025 fiscal budget request of $217.5 billion on March 11, which includes $3.4 billion for the Next Generation Air Dominance (NGAD) family of systems to increase current and future platforms in highly contested environments.
Related to the NGAD is an investment of 14.9 billion dollars to maintain lethality in the air domain, in addition to 24.9 billion dollars to ensure the ability to carry out a global attack worldwide.
The budget requested for the NGAD project to develop an aircraft system to replace the F-22 airfield fighter was $1.6 billion in fiscal year 2023.
Air Force Secretary Frank Kendall declared in 2022 to the House Armed Services Committee that the U.S. Air Force expects to spend “several hundred millions” of dollars per aircraft (of the NGAD system).
The U.S. Air Force previously mentioned that it plans to grant the contract to build the NGAD fighter sometime in 2024 and carry out the development of the project by 2030.
Although no contractor or contractors have been identified, Lockheed Martin, Boeing, Textron and General Atomics could be likely suppliers.
One of the objectives of the NGAD project is to divide the design, production and maintenance contracts to involve a variety of companies to work in the NGAD.
In February 2024, Pratt & Whitney conducted an evaluation of its next-generation adaptive propulsion (NGAP) solution, advancing the program to finalize the detailed review of the project. NGAP intends to progress in the production of an energy plant for the NGAD game.
Pratt & Whitney, General Electric, Lockheed Martin, Boeing and Northrop Grumman each received a ten-year contract worth $975 million for the NGAP program in August 2022.
The sixth-generation NGAD fighter will work in partnership with mission-focused unmanned platforms, working with advanced weapons, electronic warfare systems and sensors to ensure maximum survivability in contested environments.

U.S. Army cancels FARA program after observations on Ukraine's battlefield

The U.S. Army decided to end its ambitious Future Attack Reconnaissance Aircraft (FARA) program, a measure attributed to observations on the battlefield in Ukraine.
This decision, which represents one of the most notable cancellations in the recent history of the U.S. Department of Defense, comes despite an investment of at least $2 billion and an additional request of $5 billion for the next five years.
Launched in 2018 with great expectations, the FARA program aimed to revolutionize approaches to acquiring complex and expensive weapon systems. Prototypes of industry leaders Bell Textron (Bell 360 Invictus) and Sikorsky of Lockheed Martin (Raider X) were expected to take off this year, filling the gap in the armed recognition left by the retirement of the OH-58 Kiowa Warrior helicopter.
The closure of the FARA program left industry partners disappointed, with Sikorsky and Bell Textron expressing confidence in their prototypes and disappointment with the Army's decision.
On Thursday, the Army's top acquisition officers outlined a new vision for their aviation strategy, not only discontinuing the FARA program, but also dismantling their entire fleet of Shadow and Raven unmanned aircraft. The U.S. Army inventory included more than 575 Shadows and 19,000 Ravens.

Doug Bush, head of acquisitions of the Army, announced the decision to stop the deployment of the Black Hawk UH-60 utility helicopter model Victor for the Army National Guard, opting for the UH-60 model Mike, the last variant used by the active force. The acquisition of the next generation helicopter engine has also been postponed. The resources released with these decisions will be redirected to strengthen the existing Army fleet, investing in Black Hawks, the latest variant of the CH-47F Block II Chinook cargo helicopter, the Future Long-Range Assault Aircraft (FLRAA) program and research and development efforts to improve unmanned aerial reconnaissance capacity.
The change from a manned helicopter to armed reconnaissance missions is rooted in the evolution of the war scenario, influenced by the observations of the conflict in Ukraine. In a statement, the Chief of Staff of the Army, General Randy George, said: "We are learning from the battlefield, especially in Ukraine, that air reconnaissance has fundamentally changed... Sensors and weapons mounted on a variety of unmanned systems and in space are more ubiquitous, more far-reaching and cheaper than ever."

The U.S. Army plans to complete FARA's prototyping activities by the end of fiscal year 2024, providing service and industry with an opportunity to transfer technology development to other programs. Although specific financial details have not been disclosed, the U.S. Army intends to allocate more funds for the recognition of Unmanned Air Systems (UAS) that are capable of surviving high-level combat, including the Tactical UAS of the Future and LEs (launched efects).
