बिहार के मुख्यमंत्री नीतीश कुमार ने चुनावों से ठीक पहले ऐलान किया है कि राज्य के लोगों को 125 यूनिट तक फ्री बिजली मिलेगी। बिहार सरकार की इस योजना का लाभ राज्य के करीब 1 करोड़ 67 लाख परिवारों को मिलेगा। नीतीश कुमार का कहना है कि बिहार की एक बड़ी आबादी, 125 यूनिट से कम बिजली खर्च करती है। उन्होंने यह भी ऐलान किया है कि आने वाले तीन वर्षों में इन सभी घरेलू उपभोक्ताओं से सहमति लेकर उनके घर की छतों पर या नजदीकी सार्वजनिक स्थल पर सोलर एनर्जी के जरिए बिजली पहुंचाई जाएगी। चुनावों से पहले ऐसे ऐलान देश की राजनीति में अब चौंकाते नहीं हैं। आम आदमी पार्टी (AAP) ने पहली बार ऐसी मुफ्त की योजनाओं को लेकर आई थी, दिल्ली में 300 यूनिट फ्री बिजली का वादा किया था, तब से लेकर अब तक, हर चुनावी राज्य में इस वादे को दोहराया जाता है।
अरविंद केजरीवाल का यह मॉडल दिल्ली और पंजाब में हिट साबित हुआ था, जिसके बाद राजनीतिक पार्टियां, एक से बढ़कर एक 'मुफ्त की योजनाओं' का एलान करने लगीं। प्रधानमंत्री नरेंद्र मोदी ने एक चुनावी जनसभा में इन वादों को 'मुफ्त की रेवड़ियां' कहा। अलग बात है कि आने वाले कई चुनावों में भारतीय जनता पार्टी ने भी ऐसी योजनाओं का खूब जिक्र किया।
