Hot Take: there is absolutely no fucking way that Kankri is not being Like That™️ on purpose.
He’s pandering to the highbloods enough so that they don’t attack him but annoying them enough that they don’t cull him (because they can’t stand being around him). Nobody likes that guy and it’s FORMULATED. Giving the government a handie in one hand while clawing at other minorities with the other.
