Who the hell is it that decides who gets the Emmy nominations?

I can't even believe this! Who the hell is it that decides who gets the nominations for the Emmys?
I mean this isn't even the first time that Annie Murphy's been snubbed for an Emmy nomination. Way back in 2019 both she and Dan Levy from Schitt's Creek were also snubbed for an Emmy while Catherine O'Hara and Eugene Levy were nominated.

Welcome To The World James Eugene Outerbridge!
instagram
Schitt's Creek Alum Sarah Levy and her husband Graham Outerbridge welcomed their son on Monday. Sarah celebrated with a picture of baby James's toes and her hand.
Sarah wrote: "He decided to make his entrance early but we are so glad sweet James Eugene Outerbridge is in the world!"!
James's middle name is of course to honor Sarah's father Eugene Levy.

Welcome To A Very Schitty Podcast
Celeste Keenan here for A Very Schitty Podcast.
This podcast exists because of my love of the characters from the CBC and Pop TV show Schitt's Creek which ran from January 13, 2015 to April 7, 2020.
Schitt's Creek is the kind of show that you either really really like or you really really hate and I'm in the "I like it" category. I don't really understand how people can hate Schitt's Creek at all.
Schitt's Creek stars Eugene Levy as clueless patriarch for the Rose family Johnny Rose who loses his mass fortune to his crooked business partner Eli.
Because of this Johnny and his family consisting of his wife Moira Rose played by the iconic comedic actress Catherine O'Hara and their two adult children David Rose, whom I have nicknamed Captain Plastic Sarcastic, played by Eugene's real-life son Daniel Levy, and Alexis Rose, a bratty social butterfly, played by Annie Murphy, have to move to the only place that they have to their names Schitt's Creek.
The town's mayor Roland Schitt, portrayed marvellously by Chris Elliott while his young wife Jocelyn Schitt, portrayed by Jennifer Robertson, seemed to be a good fit to Roland's immaturity.
Schitt's Creek seems to be just an ordinary town with ordinary people so when the Rose family moves into the Town's only motel run by the classy, and sassy young lady at the front desk Stevie Budd, played by Emily Hampshire, who Johnny ends up treating like his second daughter and his third child.
Theodore "Ted" Mullins, portrayed by Dustin Milligan is fighting with Mutt Schitt, portrayed by Tim Rozon. In the end Alexis ends up with Mutt and Ted is left holding the short end of the stick.
When things don't work out between Alexis and Mutt she decides to just "work on herself" for two and a half years.
In the middle of season 3 of the show Patrick Brewer, played by Noah Reid, ends up being David's partner in business and in life which is good for David because he needed Patrick to show him how to trust people and make sure that he knows that he can trust that Patrick won't just dump David because of his insecurities. That he'll always make sure that David feels safe with him. But when David discovers that Patrick had been talking to his now ex-fiance behind his back he breaks up with Patrick for a week.
But when Alexis declares her love for Ted he doesn't know how to react because he got burned by Alexis twice.
But Ted and Alexis end up together at the end of Season 4 it means that they're meant to be together.
On September 20, 2020 Schitt's Creek became the first TV show to win a nominal number of Emmy Awards in its final season. 9 of 15 of the awards that they were nominated for. Eugene and Daniel Levy are the first father/son duo to win their Emmys on the same night.
