Especially after hearing how killer croc ate the cop that tried to arrest him. His gang works a lot with penguins gang, supplying the Penguin's speakeasies with alcohol. He has the smallest terroritory.

Riddler's organization is responsible for illegal casinos as well as some prostitution. Did y'all know that his loyal henchwomen, Query and Echo, were dominatrixs before they worked for Riddler?
