out-of-universe explanation: Side Character Sam is a convenient plot device for the author to infodump and explain the world to the readers

correct explanation (mine): Sam is my poor sweet fictionally adopted child who was isekai'd into this world two years ago and luckily met an accepting and accommodating community who does their best so that Sam feels welcome and wanted in this world. Sam is still learning about the cultures of the world and this is the first time since Sam's arrival that the quadrennial festival is happening. Also Best Friend Blake desperately wants to court Sam but doesn't know how courtship works in Sam's old world and doesn't know how to ask about it subtly. Blake once gave Sam a "Flower That Means I Love You" and Sam just said 'Cool Thanks!" and made it into a bookmark. Extremely important to note they are absolutely NOT the main characters of the story
