The Clark County Code has been amended with new rules that govern the use of electric bicycles and scooters. With electric motors becoming more affordable and powerful, these vehicles are becoming more common in Las Vegas, especially with younger riders. The Las Vegas injury lawyers at ER Injury Attorneys explain these new Las Vegas electric scooter laws, penalties for violating them, and how they can potentially increase safety. Defining E-Bikes and E-Scooters in Las Vegas The amendments to Clark County Code 14.04 went into effect on May 21, 2025 and include new definitions for electric bicycles, scooters, and motorcycles. Code 14.04.091 defines electric bicycles as: A bicycle that has fully operable pedals, a seat or saddle for the rider, an electric motor which produces not more than 750 watts and meets the requirements of one of the following three classes: (1) class 1 electric bicycle; (2) class 2 electric bicycle; or (3) class 3 electric bicycle. The term does not include a moped, a motorcycle, an all terrain motorcycle, or an electric scooter. Code 14.04.092 defines electric scooters as: A device with handlebars and an electric motor that is designed to be ridden on in an upright or seated position and propelled by its electric motor or by propulsion provided by the rider. Such a device 1. Must not weigh more than 100 pounds without a rider; and 2. Must have a maximum speed of not more than 20 miles per hour when powered solely by its electric motor. The important thing to note in both definitions is the power limits. There are electric bicycle motors rated at 1,000 watts and higher; e-bikes with these motors would not be street legal in Clark County. Similarly with the new Las Vegas electric scooter laws, there are e-scooters that can travel at speeds higher than 60 mph, but for safety reasons will not be permitted in Clark County. Related: Las Vegas Electric Scooter Laws and Safety Where Can I Ride Electric Bicycles and Scooters in Las Vegas? People can ride e-scooters and e-bikes in most Las Vegas locations, with some restrictions. As per Code 14.52.025, these vehicles may be operated in the following areas unless there are posted restrictions: On a roadway, sidewalk, or a lane, path, or route designated for bicycle, electric bicycle, or electric scooter use; In a county park, skatepark, bicycle park, or recreational facility; On a county park trail or pathway; or At any other non-designated location. The code establishes a speed limit of 15 mph in Clark County parks. Are Helmets Required Under Las Vegas Electric Scooter Laws? Helmets are not required for adult riders of electric bicycles and scooters in Clark County. However, they are recommended. Similar to motorcycle helmets, wearing a helmet while riding an e-bike or e-scooter can make the difference between a minor head bump and a catastrophic injury. Riders under 18 are required to wear helmets. Please note that ER Injury Attorneys strongly recommends helmet use, regardless of your age. Do the New Las Vegas Electric Scooter Laws Have Penalties? Yes, the amendments to the Clark County Code establish financial penalties for e-bike and e-scooter riders that travel at excessive speeds, drive recklessly, and do not wear helmets (in the case of minors). The fine for a first offense is $150 and escalates to $300 for the second offense. For third offenses and beyond, fines can be as high as $600. If a minor is fined for violating Clark County electric scooter and bicycle laws, Code 14.52.025 states that “parents or guardians shall be held financially responsible for violations of this section committed by a minor under their supervision.”
