Having finally sat down to play Shadow Generations, I think I understand the in-game reasons for Infinite's absence.
Both Sonic and Shadow face off against bosses that represent huge milestones in their history. Metal Sonic was the first rival who could go toe-to-toe against Sonic, while the Death Egg Robot was Eggman's most formidable defense in his first serious "conquer the world" scheme in Sonic 2.
Shadow's bosses weigh so heavily on his mind that they manifest as kings inhabiting the black castles of his white space. The biolizard that Shadow sacrificed his life to defeat, and Metal Overlord, the menace responsible for bringing together Team Dark.
Infinite... doesn't have that personal relevance to Shadow. He was some crum bum mercenary Shadow smacked around on a mission, and even when he returned super-charged by the Phantom Ruby... Shadow still didn't remember Infinite. When the resistance makes its final stand against Eggman at the Imperial Tower, Shadow is happy to mop up the hologram soldiers and leaves Sonic to take out the mad Jackal. He feels no connection, no guilt for "creating" Infinite and no responsibility to take down the jerk.
In summary, Shadow is Infinite's obsession, but not the other way around. If we ever saw Infinite's white space, Shadow would be waiting behind a boss gate atop the tallest tower of a Mt. Everest-sized castle.
Do you think Infinite will get revaluated like Shadow and Mephiles are? I mean, IDW Zavok is quite liked too. Or will he remain the punchline of a bad joke?
I'm sure we'll get there eventually. When you're writing a series that can theoretically last forever, or at least as long as people keep buying new issues, then the writers will eventually hit a point where they need to dig a guy like Infinite back up somehow.
That sounds cynical, but it's not. It's more just that this is how comics works. If a door is left open, somebody will eventually use it. (The question being: is the door actually open?)
In less mean sounding terms, I'm genuinely surprised Infinite didn't show up in Shadow Generations. But I guess in the chronology, it made more sense to pick Mephiles.
Like, for Sonic Generations, they literally had like, what, 50 or 60 bosses to choose from? Shadow doesn't get that many, but he's still got enough that they couldn't put every boss or rival into his game.

I always assumed the titan count was a matter of practicality: if the emeralds are powering all machinery (plus cyberspace) on your three island society, then four is the most you can spare to the war effort.
In Another Horizon, there's a character dialogue where Sage explains to Sonic that constructing four unique titans was a symbolic decision. Back on their home planet, there existed five subspecies (or tribes) of Ancients that evolved different body types. Four tribes were completely annihilated by The End's attack, and only a single tribe escaped to Earth.
So when The End pursued the surviving Ancients to Earth, the Titans were designed based those lost tribes. "Though you took them from us, their memory lives on in our fight."
In an attempt to defeat The End, the Ancients decided to build 4 Titans, each powered by a single Chaos Emerald. This is just a personal theory, but I like to think that the Ancients had originally planned to build 7 Titans, therefore for 7 emeralds. But they didn't have the time, because The End was one step ahead of them.
This ask already has spoilers for Sonic Frontiers, but my answer goes even deeper into spoiler territory, so if you're reading this on a feed somewhere, you'll have to click through to see the rest of the post and the spoilers in question:
Well, we definitely have concept art where Chaos Island was supposed to be a factory for a Titan army. You were supposed to see they were midway through building another Giganto-type titan.

So between Giganto and Supreme, that would make three of those guys alone. The implication being that if Sonic finds a titan factory that was stopped mid-production, then the ancients weren't ready when The End arrived.
On the other hand, there was only ever planned to be three islands (Kronos, Ares, and Chaos) so technically Supreme was a last-second addition, which is basically why fighting Supreme is just "Giganto again but now there's an extra QTE or two."
But it does at least suggest there was supposed to be more than one of these guys, and who knows how many in total. I actually think in a flashback we might actually see three more Giganto-types, if I remember right? Frontline guys that meet The End in space?
But in terms of gameplay, I think one titan per island was probably the plan. Who even knows, maybe the setup for Sonic fighting The End in the vanilla game was to take the incomplete Chaos Island Giganto-style titan into space for the shooter segment. I could see the original story for Chaos Island ending up with Tails working on the unfinished Giganto-titan in an effort to "super charge" it using all seven emeralds. Which may be why it was referred to as "Supreme", right?
But that's just my speculation.

I dig this. Assuming the majority of Eggman's schemes are concentrated on the isolated, anthropomorph-populated islands, why would the United Federation or other human nations make a fuss about affairs outside their borders? (And after all, they're just animals.)
Sonic Riders: Zero Gravity gives additional evidence - Eggman runs the legitimate MetroTech security corporation, selling the mech version of "rent a cops" to anyone who needs private security.
It seems to me that the one and only thing we know about Eggman is that he actually knew his grandfather, that he admired him when he was still a child. Much like Sonic's origin, Eggman's origin is intentionally unclear, if not completely unknown. What do you think Eggman's life was like between his birth and the events of Sonic 1 (or perhaps, his "very first" meeting with Sonic)?
Eggman strikes me as a former businessman. Varying elements of his character have stated he either wants to take over the world or just build "the ultimate amusement park." Sometimes its a city.
Generally, he seeks power. Actual power. Fuel. He is not altruistic with his fuel consumption, either. He's 100% willing and able to subjugate living beings as a power source.
And where does he get the materials? Why isn't he in more trouble with the authorities? If they're willing to arrest and incarcerate Sonic the Hedgehog, the guy who routinely defeats Dr. Eggman, why aren't they going to war against Eggman himself?
Because Eggman is rich, powerful and connected. Where do you think GUN got its robots?

Is it any surprise that these don't look that far off from an E-Series robot?

The toes on the feet, the vents on the chest, a domed head...
I imagine the incident on the ARK did not go as planned. The government wanted to cover up Maria's death (and whatever other deaths occurred), as well as cover up what was going on up there at all -- research into immortality and such. They didn't want news of Shadow, or Biolizard, or anything getting out to anyone.
Gerald refused to keep quiet. He descended into madness and planned the extinction of planet earth. Gerald was executed but obviously had a family. That family would need to be paid for their silence. Overnight, the Robotniks became multi-millionaires. Whatever they wanted, they got.
This created the perfect environment for Eggman to become a spoiled brat with infinite resources. Worst of all, he idolized his grandfather, the deadly martyr. I'm sure there were those within GUN that kept very close tabs on Eggman's progress, and they may have even stepped in at some point, hoping to persuade the boy towards a path of "good" at an early age.
Eggman eventually reached a point where he could support himself with his robotics work. Using his family fortune, it blossomed into a massive business. Military contracts were a matter of course.
Eventually he started reaching people who were afraid of the limits he was testing. He was developing dangerous weapons of mass destruction. Delving into the secrets of consciousness. Even dark new sources of energy. He was going too far, and starting to echo his grandfather a little too well.
(Imagine Eggman laying out plans for his space station research facility and somebody from GUN tugging at their collar like "we know how this ends")
But he grew up in a world where nobody had ever told him "no" before. He saw these limits as weakness. A lack of ambition. Every attempt to go around the problem just caused more problems. People started turning their backs on him for being an increasingly dangerous radical breaking the laws of nature.
Eggman came to the ultimate conclusion: if the city won't approve, if the nation won't approve, then go somewhere that will. Even if that means having to build it yourself. Nobody will ever tell him no. And one day, they'll thank him for what he's going to do for this world.
And who's going to stop him? The government running ten year old versions of robots he designed for them?
All he needs now is the location and a power source...

I'm more generous in my opinion of "Trick or Treat: Scooby Do", but reading your comments made me realize why the ending of that movie felt so weak, almost like an afterthought.
The movie premise is that Mystery Inc. hits an existential crisis: they've arrested the mastermind who orchestrated every costumed villain from the series past, and no longer have any thrilling cases to solve.
The surprise villain of the movie is essentially a fanboy who wants to give the teenage mystery-solvers a last "hoorah" by concocting his own costumed monster caper for them to chase after.
By the finale, this new villain has been unmasked, imprisoned and... that's it. The Scooby Gang is back to square one. There are still no more thrilling cases to solve!
Even the lesbian Velma romance, (which I apprecied for how no one draws undue attention to it,) goes nowhere. Velma earns Coco's begruding respect, but the villainous designer gets thrown back in prison so there's no chance of any further relationship.
It's a fun, charming movie but like Shaggy and Scooby's Halloween candy, in the end it's bit empty of substance.
I think Sonic Mania has more importance as a milestone in the series history than as a game. It's essentially just a collection of zones and concepts collected from the main 4 classic games, with hints of "what could've been" sprinkled in. But in context, it put a spotlight on the frankly dreadful quality of Sonic games up till that point, especially the cockeyed attempts at recreating genesis gameplay and the handling of characters besides Sonic.
On some level I do feel like this is a bit of a disservice to Sonic Mania, but I can't deny that you're technically on to something.
But I also feel like Sonic Mania is just extremely of its era. Which is this era. The current era we're in.
It's something I realized while watching a Scooby Doo movie, of all things. Maybe it's just a Warner Brothers thing, but I feel like we're in the era of the fandom being given the keys to the kingdom to do whatever they want.
And what a lot of them want to do is the most tributary, maybe even masturbatory celebration of the thing they've been given control of. So that Scooby-Doo movie I mentioned, "Trick or Treat", is basically a bunch of Scooby fans writing what they thing is The Ultimate Scooby Doo Story.
Velma is openly a lesbian. Fred is totally unhinged. It jokes about how worthless Daphne is. It brings back every single unmasked criminal from the original series and takes the time to show each one and make sure they're all drawn correctly. It introduces an evil ghoulish rival team to Mystery Incorporated called "Misery Company".
It wants to come off like big name player at the home run derby, but instead it feels like it's checking off boxes in a fandom wishlist. And it feels like we've been getting a lot of things like that lately. Even something like Ready Player One is one of those.
And this is a bubble that's going to burst, and one day we're going to look back at this era of hyper-fandom-super-spectacle and see things differently than we do right now.
Sonic Mania will be a part of that when the day comes.
