Consider: touch starved Zhou 🤨 At first he pushes away Chan, thinks of him as nothing more but an annoying mutt. But after something impactful happens which leaves Zhou sorrowful and drained out, Chan – out of all people – decides gives him a little pep talk. It was nothing at first, in fact it was some of the most terrible advice Zhou's ever heard of. But Chan puts his hand on Zhou's shoulder, trying to kick some sense into him while comforting him at the same time.
Zhou at this point is tired, drained and emotionally unstable. He couldn't help himself but melt onto Chan's hand, pressing his boney cheek onto the back of Chan's sweaty hand, closing his eyes in the moment of great weakness. It was the only warmest thing Zhou had access to, seeking for comfort from the most unexpected people and places.
Chan on the other hand was confused. He's never seen Zhou letting himself be so vulnerable like that, especially in front of him. As much as he hated to admit it, it was sort of cute

ABSOLUTELY!
Zhou definitely doesn't show any weaknesses but completely folds when he's alone. He's the type to plan and do litterally anything just to ignore the gnawing feeling of loneliness (it's why his plans and emotions are over the top). With Chan, he would, of course, have his guard up at first, but something will happen that has him crack.

Ok pls don't kill me but I actually forgot the specific reason why I was so against this ship back then LMAOOOO
But iirc the main basis was that I think I never really saw them having the opportunity to actually make amends cause yk Huang killed them both 😭 Idk I was super picky and I was afraid it was gonna be a toxic ship cause of their rivalry and usually for me I'd prefer it if the enemies-to-lovers trope had the two characters actually put aside their differences and yk actually bond 🥲 Like they actually take the time to understand one another and develop their relationship along the way, healing their past troubles together which would have helped to bloom their romance.
But I'm gonna be realistic here, I don't really see Chan and Zhou making amends 🙏🏻😔 They're both narcissistic and stubborn assholes and they've been doomed from the start.

That was only cause I considered it as the canon to the game, and usually I'd stick with that and call it final.
But! If in an alternate universe, where Chan and Zhou survived Huang's pursuit of them, I can kind of see them forming an alliance.
Basically, most of the triads especially Hsin would hunt them down, so outside of the triads, Chan and Zhou don't really have anyone else besides each other (though I'm gonna assume they'd still have their men following them around but that's only cause they're loyal. What I mean is both Chan and Zhou are two powerful names within the Liberty City triads, so to an extent they are the only people who can understand and relate to each other cause they both have the equal ranking in the triad hierarchy as well as having the same target aimed on their heads).
Additionally, to whatever miracle that happened that allowed Chan and Zhou to escape Huang, I'd imagine Huang won't give up until he's successfully killed them both which also adds onto Chan and Zhou's plausible alliance since they're running away from the same dude. But I'd assume that after Huang finds out Kenny was the true rat all along, he probably couldn't give two shits about Chan nor Zhou anymore, but that's not to say Huang's definitely destroyed his relationship with both bosses.
Chan would feel betrayed cause the person who he thought was his one and only true best friend had no problem trying to kill him, and Zhou and Huang's relationship was already fucked up when Zhou tried to shoot Huang down with the helicopter. It once again circles back to the idea that Zhou and Chan have no-one else but each other, so they're better off surviving with what they have.
Anyways, for this ship to workout, Zhou and Chan obviously need to put their differences aside, but after such a long rivalry between them that would almost be impossible. Not to mention that for them to actually accept each other, that would be hard as hell since they're both too stubborn and arrogant. Specifically, I'd imagine Zhou to be abhorrent towards the idea of befriending Chan, and Chan would be just as annoyed that he's got no choice but to be paired with the maniac.
They'd be awkward af, not really sure with what to say nor do at first. But because they're so silent, they'd unexpectedly find solace with the peace and quiet; it's not like they've reminisced about the silence between them before, since it's always been insults being thrown back and forth whenever these two meet.
But eventually this uncomfortable feeling will subside. Chan and Zhou never thought they'd sought for each other's company, and yet they did. Especially at a time like this where almost everyone they could count on were against them. Who knew who was friend and who was foe, but that really is the life of a gangster.
Though, this solemn silence between them lingered. Even when they spoke, an awkward shift would nudge between them. Despite that, they try. Chan and Zhou try to make amends, no matter how gut wrenching or cringe it was to admit their faults. It was a challenge for both men: Chan couldn't fathom the idea of being in the wrong, and neither did Zhou who couldn't handle the fact that he could've done much more grave mistakes than Chan – the idiot he was – could have ever done.
But this awkward silence soon faded, as they slowly opened up. They joked, they laughed, only a few small naggings here and there, and they thought that was all to it. But during a time of sorrow – a sickening coldness that crept – they eventually craved for warmth.
Only a small touch of the skin – maybe the edge of their fingers mingling with one another – it was nothing at first but there was no denying that it slowly grew more than just that. The soft press of Chan's lips against the back of Zhou's neck, that too meant nothing. It was stupid, worthless, nothing but premature wonder. It can't be happening – it can't be. If chemistry were to spark between the two, it would've been toxic. It could never work out. Chan and Zhou knew this, and so they distanced themselves. But only then to find themselves alone again.
Depression is a terrible thing, it can consume a person whole. What the two rivaling bosses once had was disgust but then it subsided for a while... Was it really worth it? The fighting, the bonding, the distancing. They were nothing more than enemies, but now they walk on a confusing path, not knowing where to go or what to do.
Chan and Zhou meet up again, silence once again as it did before. It felt terrible, Chan could cry and Zhou would scoff at how worthless they were. But they lay limp against one another. There were no thoughts, but there were many emotions. They didn't know how to feel for one another – far too confused with their own emotions. Were they lovers? Enemies? They were like tiger and cobra: two rivaling predators. The tiger could've easily killed the cobra with one slash of the claw, but the cobra could inject its venom into the tiger and let it suffocate alone. And yet this fight didn't happen. Instead, they seek each other for comfort: the big fat tiger yearned to be wrapped, hugged and loved by the cobra and the cobra craved to be comforted by the tiger's warmth. A love that was unexpectedly pure.
It was absurd, a love between the two bosses could never spark and it was so looked down upon by many. Chan and Zhou knew this, but who else could choose their paths but themselves? So, once again, they try. They experiment with it a little, to see what it's like. To test the waters maybe. But they keep it lowkey, only a secret between them and them only – very tedious.
Will it work? What happens if it won't? It's so terrifying, and yet very alluring. To feel each other's heat, to crave for each other's lips, to yearn for each other's body – how did they know they actually did really love each other? And not only to use one another to fill in the emptiness they both had? It's scary – a very rocky start – maybe it wouldn't work out; It ate them up on the inside, and that's not very healthy. Should they continue the scandal? Or should they save themselves from an emotional disaster waiting to happen? Should they change fate? Or was this the fate that was written for them all along?
How long of this torture could they endure? Zhou couldn't accept the humiliating fate that he might fall for Chan, whilst Chan himself was numb because he himself didn't know what to think. But still, despite it all, the two triad bosses stayed with one another. They became each other's stepping stool when they struggled. Tried to cut each other's food when the other found it hard to swallow. As hard as it was being the narcissistic fools they were, Chan and Zhou really did try to work to better themselves, not only as possible lovers, but as friends – allies, and to put their past rivalry to rest. What remains for their future now is undetermined, but it sure did bring them close together. Despite a tough start to a new relationship, Chan and Zhou are glad that they still have each other.
But enough of that and back to my original point: I still found it too hard to accept this ship at first. Usually, my rule is that if you need to make an AU for the ship to be healthy, then it proves you're ignoring the truth of how toxic it is in canon. But again a second thought occurred to me about how miserable it is to restrict that creativity. Like yeah sure, in canon these two stayed as enemies till death, and it'll stay like that forever and a relationship could never spark between the two, realistically.
But for a moment, I'm gonna take back my own rule and let this ship slide, cause genuinely I do think they could be allies after the events of CTW.
But ok other than that, if Chan and Zhou did become a thing – like what I've wrote before, I like to think they'd keep it lowkey. They don't wanna risk letting pesky rumours spread that the two rivaling and competitive triad bosses of Liberty City are secretly in a homosexual relationship. They keep it as secretive as possible, only mingling with one another in a bar where no-one could see them. (For example, the art by @/dizzymudskipper of Zhou and Chan would perfectly describe this scene lol). They'd drunkenly exchange kisses when they're alone.
"I'll be vulnerable to you this once, Chan... But if you ever try to pry me open again after this, I'll kill you," a drunken voice slips out of Zhou's mouth. At first Chan bore no response, but he sighed and let out a brisk chuckle before collecting his breath, "To hell to you too, Ming."
And so, the fool plants his lips onto Zhou's, tasting the bitter and sweet taste of whiskey that was left on his scarred lips, forever exchanging the taste of what was once simple booze into an intimate elixir.
And the next day after a hangover, they pretend like last night was nothing more but just a fling. Well, technically this would still count as ship content, right? Lol
So for now, Imma let this ship sail 🙏🏻😔🚢
