This might be Shlissik or Kroshik the Baltic ringed seals from The Baltic Ringed Seal Foundation, Russia.
I spent a long time on this one, both when I first saw this video and then after you @'d me. Some people online say that this is Niko, but the markings above Niko's eyes appear higher than they do on this seal, making me skeptical of that claim. It's very hard to find baby photos of Shlissik or Kroshik (and I'm just not that well-versed in them), but I did find this post which contains images of a similar-looking towel room, suggesting that this was filmed at the same place as them.
While making this post, I also discovered a video on the location's official website that contains clips of the blue containers, reaffirming this assessment.
