I’m going to try to articulate this in a way that perhaps everyone will understand.
I don’t think it’s helpful to discuss who is “targeted” by any particular policy. I think it’s more helpful to discus who that policy affects.
Abortion bans affect everyone with a uterus.
In the USA, statistically, most people with a uterus are perisex cis women. This means that the majority of people affected by an abortion ban will be perisex cis women.
However
The largest group is not necessarily the demographic most at risk.
I do not say “perisex cis women as a collective” here because I’m an intersectional feminist and I know that no such collective actually exists. Perisex cis women experience a kaleidoscope of intersecting risk factors that can make them more or less vulnerable to reproductive harm.
And taking intersectionality into account, we have to acknowledge that trans and intersex people with uteruses face additional risks when accessing abortion compared to perisex cis women. This may mean certain trans and intersex individuals may have higher risks than some perisex cis women.
Acknowledging this increased risk isn’t ignoring perisex cis women or erasing them from the discussion. It’s just acknowledging the most vulnerable among us.

or maybe, just maybe this argument is meant to highlight there's a difference between what you want to do/pretend to do (ie protect women's spaces etc) and what end up actually happening (ie gender norms being reinforced, measures backfiring on masculine women, little girls little girls having their genitals examined etc)
at the end of the day proving someone's intentions is very difficult almost impossible in mosts cases so you cannot respond to genuine concerns (ie how to implement a measure concretly?) by pretending you know the 'real' motives of whoever even criticises you

Males truly cannot conceive of the idea of simply respecting the space and boundaries of women. It literally doesn't cross their minds, so their minds immediately jump to whether or not women can forcibly stop them. The belief is that if a woman cannot forcibly prevent it, you may take anything you like from her with impunity.

anti-trans activists really think of the trans community as a trans movement (or 'Transexual Empire' as Janice Raymond would put it) created by and for "men" to live out their wildest fantasies and more or less deliberately destroy feminist movements from within.
the role of transmasc ppl in this framework is to serve as alibi so the movement "looks" organic but of course a woman in her right man would never want to be a man /s
as said earlier, anti-trans activists cannot concieve of transmasc ppl making informed decision, they need to be manipulated by a "man" somehow. because all these theories replicate the nuclear family model in which the "man" must be in charge and the "woman" can maybe gaslight herself into thinking she's got agency.

Because this is one of the few ways cis people weaponize hypervisibility wrt transmasculine people and trans men.
You end up seeing the people they make hyper visible and then somehow, even though you have a personal understanding of how that hypervisibility is weaponised against you, you think this is simply a fault within transmascs and trans men.

"Trans men benifit from invisibility", actually we suffer from the intentional erasure of our identities, history, and culture. An erasure, that is violently enforced through the constant assault, rape, and community isolation that we have to endure silently (because if we speak up we are further punished, further pushed out of communities, and silenced harder).
