Why Flo, in particular?

So, a lot of people Headcanon that the Actuators are Otto's children, I think this comes from the Screenplay Adaptation of Spiderman 2 where they Do take on the role of his children, but I decided to go with a bit of a darker twist on them.

When Rosalie died, and Otto's mind was fractured into pieces by the accident, the AI of the Tentacles took various forms. Since the question is about Flo, I'll keep it focused on her--she took the form of a dark mirror of Rosalie. Her death was heavy on his conscience, he knew it was his fault, but Flo stepped into this role very easily. She was both everything that Rosalie was and wasn't. Cared for and looked after Otto, was protective and possessive of him, paranoid about his enemies, reassured him and fed him lies to make him feel like he had more control over the situation than he really did. She even filled his head with pretty little fibs about how Rosalie's death had been Spiderman's fault. If he hadn't interfered with his machine, she'd still be alive. Even her Voice sounded exactly like Rosalie.

His relationship with Flo was so profound that whenever he's cured in NWH he feels a profound Grief at her loss, and the loss of all of his voices. It's both a great relief to be cured, and a great sadness to come to the realization that he truly has lost Rosalie for good.

If it's post NWH I assume it would be a question concerning the Actuators. Perhaps about their functions, what can and does set them off, or a question specifically about one of the various personalities that once controlled him. This is a Very personal topic for Otto, and no one would be able to explain it as well as he could, particularly his relationship with Flo.

-What do they tell people they want? What do they actually want?

If asked, he'll go into detail about science benefitting mankind. Tesla is a big inspiration of his, someone he's always looked up to. He has a lot of idealistic qualities that Otto lacks--Otto is a pragmatist. He would love to see a world where money was obsolete and trading was done for the betterment of humanity. He has a whole spiel about this, and while he Does want a future like this...

The sad thing really is that Otto has always wanted to be a father. He and Rosie could never have children, and they made it a point in their life to stick together despite this, and decided not to adopt out of respect for the hand of Fate, or God. Whatever you want to call it. But Otto has always longed to be a father, which is why his mentorships with young minds are so important to him, and also why he fathers everyone younger than him just a Little Bit. Or a lot a bit, depending.
