Mitsuo Suwa or Perman 1 is the main character in Fujiko Fujio's Perman. He also exists as a manga character in Doraemon.

When Doraemon takes out a "Copy Robot" (コピーロボット), Nobita says Perman has the same gadget.

In Doraemon, Mitsuo exists as a real person too. Actress Sumire Hoshino carries a locket with his picture, saying he's an old friend. This is because she is a grown-up version of Perman 3 or Perko, another character from Perman.

Next in the list of Fujiko F. Fujio manga series I’ve been checking out: Perman (1966–1968, with a revival in 1983–1986), arguably the author’s second best known work after Doraemon. In fact, one of the main characters from this series has a minor recurring role in Doraemon as an adult.
The protagonist of Perman is (take a guess) a talentless grade school boy who one day stumbles across an alien from a planet of superpowered intergalactic peacekeepers. The alien is scouting for Earthlings to become peacekeepers-in-training, and deeming the protagonist worthy, provides him with a superhero outfit that grants super strength and high-speed flight. Over time, three other youths* are also recruited (one of whom is a chimpanzee), and the four of them go on superhero-type adventures.
*Actually four others, but the last one was semi-retconned in the original print volume series.
In addition, each of the young heroes is given a robot that can copy their exact appearance and personality, which serves as their replacement when they’re off doing heroics so that their friends and family don’t become suspicious. The robots can transfer the memories of their experiences to their owners, allowing the main characters to easily catch up on what happened during their absence. This is perhaps one of the most creative elements in the manga, and there are a few chapters in which the protagonist comes up with unconventional ways of using the copy-robots’ abilities. It wouldn’t surprise me if these copy-robots went on to inspire the “transformation dolls” in Bakeru-kun, as there are notable similarities in the ways that they function. (Indeed, the dolls in Bakeru-kun sometimes reminded me of superhero alter-egos.)
One might notice that this is one of Fujiko F. Fujio’s older works (predating even Doraemon), and in some ways I think it kind of shows. Especially in the first half of the series, a lot of the storytelling, humor, and characterization feels less polished than in his later works that I’ve read, with many chapters ending on an abrupt gag or solution. Ending gags are nothing unusual for Fujio’s manga, but they’re easily integrated into a primarily comedic/slice-of-life series like Doraemon. Here, where there is a little more action and drama, they can make the stories come across as jarring and unfinished. Besides, the entire concept of a kid superhero team seems like it’s been done a lot more often. Perman is still fun, but I probably find Doraemon, Esper Mami, or even Bakeru-kun more engaging overall.
Interestingly, unlike those other works, the Perman manga ends on a fairly conclusive finale. The continuation of the characters’ story in Doraemon, however, makes this finale much sadder in hindsight...
(Also yes, I constantly misread the title of this work as “Permian”.)

No. 1 and No. 3.
Fan art for "Perman" (1967/TV Anime/Comics/Fujiko F. Fujio) Date of drawing: Sep.23th,2021 Size: A4 paper size (210mm x 297mm)
*This English text was machine translated.
On the 25th anniversary of Fujiko F. Fujio's death, I drew Mitsuo Suwa, aka "Perman" (1967) No. 1, and No. 3 (Sumire Hoshino). Actually, it was the first time for me to draw Perman, but I noticed that Mitsuo's hairstyle had been changed in detail in the 1980s (for the Shin-Ei TV animation?). It was interesting to discover new things. Unlike the heroines of today, my impression of No. 3 when I was watching the anime was that of a nagging girl in class, and I didn't think she was cute at all… She was very different from Shizuka-chan and others (^^;) By the way, I grew up watching the black-and-white anime version and Mushi Comics (4 volumes), so when I think of Perman's flying speed, I think of 91km/h (lol).
