得州警察的懦弱无能凸显控枪的必要性

　　在得州小学枪击案发生之后，得州州长曾经在新闻发布会上说，幸好得州的警察很勇敢、反应很迅速，不然会造成更大的伤亡。随着枪击案的更多细节暴露出来，人们才发现得州的警察既不勇敢，反应也不迅速。

　　凶手是一个18岁的高中生，一过完18岁生日就去买了AR15步枪。他先把他奶奶打伤，然后开车到附近的小学杀人。在小学门口撞车后，他下车拿着步枪在周围开了几枪。周围本来有3名警察在巡逻，但他们没有阻止枪手进入校园。等枪手从后门进了教学楼，这3名警察也要跟着进去，但枪手朝警察开枪，警察就吓得不敢去追杀凶手，而是要求增援。过了半个小时，陆陆续续地来了19名警察。但这么多警察就汇集在那里，没有赶快进去制止凶手杀人，反而制止要去跟凶手拼命的家长。很多家长赶来了，拿着枪要进去跟凶手拼命，有警察甚至给家长戴上手铐，不让他们进去。警察还向联邦探员求助，希望有更多的增援，因为小镇在边境上，当地有很多联邦边防警察。联邦边防警察得到增援的请求，很快组织了一支防暴队赶过去。到达以后，指挥的地方警官又不让他们马上进去救人。又过了半个小时，联邦的防暴队实在等不下去，才冲进去把凶手杀了。这时候距离凶手进教室杀人已经过了78分钟了，警察足足等了一个多小时。

　　为什么要等这么长的时间？按照警方的说法是指挥的警官判断失误，以为教室里的小孩都已经死了，所以就不急着进去救人，想用什么万无一失的办法抓凶手或者把他干掉。但当时有两名学生一直在打911求助，说教室里还有学生活着，警察赶快来救我们。警方很清楚当时还有学生活着，而且等待时还能听到从教室里传来枪声，也就是说凶手还在继续杀人。但警察就是不敢进去，觉得凶手手里的AR15很厉害，想怎样确保万无一失，不让警察造成伤亡。

　　要说这些警察没有受过训练、警力不足也不对，当地政府的财政收入40%都投在警力上面。而且，那个小学被作为防范校园枪击案的示范点，从联邦政府搞到一些钱做防范校园枪击案的训练。当地的警察至少搞过两次训练，有一次还是两个月前搞的。甚至还自己搞了一个防暴队，只不过这次防暴队没派上用场，用的是联邦的防暴队。虽然做过很好的训练，知道有可能发生校园枪击案，而且也都准备好了，但是真等到凶手来了，校园枪击案发生了，还是没起到作用。

　　共和党政客说要预防校园枪击案，但反对控枪，说枪不是多了，而是少了，应该有更多的枪，派更多的警力去校园保护，还要用枪武装教师。19名警察都阻止不了校园枪击案的发生，甚至减少不了伤亡，要派多少警力保护每一个校园？不知道哪个校园会突然发生枪击案，每个校园都需要保护，难道要派兵去驻守每一个校园吗？连训练有素的警察碰到枪手都不敢上去拼命，还指望没有受过啥训练的教师阻止校园枪击案的发生？

　　真正能够减少校园枪击案的办法只有加强枪支的管制。至少有两条可以做到。一个是提高买半自动步枪的年龄，比如把18岁提高到21岁。有过统计，��当多的校园枪击案（大概占20%）都是十八、九岁的高中生干的。他们在法律上是成年人，但实际上还很不成熟。在学校读书，一受到什么委屈，就去买一把枪把同学干掉，很多属于这种情况。如果把购枪的年龄提高到21岁，就可以减少相当多的校园枪击案。另一个是禁止半自动步枪这种攻击型武器。即使不能完全杜绝枪击案，那么火力受限制造成的伤亡也不会那么大，至少可以少死很多人。

　　一说到控枪，很多人就认为没用，说即使把攻击型的武器禁了，也只是好人搞不到，坏人总能够搞到的。其实不然，有很多研究都表明，只要加强枪支的管制，就可以减少拥枪的人数，也可以减少大型枪击案的发生率，从而大大减少因枪死亡的人数。从国际上看，其他民主自由国家对枪支的管制都比美国严得多，平民的拥抢率也就比美国低得多，他们的枪击案就很少，大型的枪击案更是极其罕见。大型的枪击案只在枪比人多的美国频繁发生，全世界找不出第二个国家是这样的。

　　美国内部各个州也不一样，因为各州对枪支管制的力度是不一样的。自由派的州管得比较严，居民拥枪率比较低，大型枪击案发生率、枪死亡率都比较低，保守州则相反。即使是同一个州，从历史上看，这个趋势也是很明显的。比如加州，从2005年开始逐步加强对枪支的管制，现在加州的枪死亡率跟2005年相比降低了10%，在美国属于比较低的。另外两个人口多的大州得克萨斯、佛罗里达，走的道路跟加州完全相反，是逐步放宽枪支管制。现在这两个州跟2005年相比，枪死亡率反而上升了30%、40%。2005年，这3个州的枪死亡率都差不多，现在距离越拉越大。但是，光靠某一个州加强枪支管制，效果还是没有那么大。美国的人员流动是完全自由的，加州控枪再严，枪支还是可以从其他的保守州流入。所以，真正要让控枪取得应有的效果，就应该是全国性的，大家一起来控枪才行。但在美国要做到这一点非常难，在短期内是没有希望的。

　　其他国家一旦发生一起震惊全国的大型枪击案，都会很快催生新的法案来加强枪支的管制。澳大利亚在1996年发生了一起震惊全国的大型枪击案，政府马上就通过法律加强控枪，还把民间的枪收购回来。从那以后，澳大利亚就再也没有发生过大型枪击案。在1996年之前，澳大利亚发生大型枪击案的次数是很多的。英国在1986年发生过一起震惊整个英国的、英国历史上最惨的大型枪击案，凶手用的是半自动步枪，英国议会马上就通过法律禁止了半自动步枪。过了10年，英国又发生了一起大型枪击案，也是有人去小学杀小学生。这次凶手用的是手枪，所以英国议会又通过法律干脆把手枪也禁了。从那之后到现在，英国总共就发生过两起大型枪击案，变得非常罕见。美国不一样，大型的枪击频繁发生，而且越来越惨烈。每一次很惨烈的大型枪击发生后都引起一阵轰动，大家都会很震惊。民主党的政客就出来呼吁控枪，共和党的政客就呼吁大家要祈祷，但是过那么几天又都忘了，没有通过新的法律，也没有采取什么行动。等到再来一次大型枪击，大家再震惊几天又忘了。这么长时间一直这样，没有希望。

　　美国历史上两个主要的控枪法案都是上世纪90年代克林顿当总统时通过的。一个是要对购枪做背景调查。在那之前，美国随便买枪不做任何调查。通过的法案要求购枪要由联邦调查局做3天背景调查，批准后就可以把枪卖给你了。但那个法案是有漏洞的，因为那时还不存在网购，后来网上也可以买到枪，就不用做背景调查了。而且，美国经常有枪支展销会，到枪支展销会买枪，一手交钱一手交货，也不用做背景调查。所以，民主党一直呼吁要把这两个漏洞堵上。另外，FBI反映3天的背景调查时间太短，所以民主党要求把调查时间延长到10天以上，但就是没法通过。在众议院可以通过，因为众议院民主党是多数派，只要简单的多数就可以通过。参议院就不行，虽然理论上也只要简单多数就可以通过一个法案，但是要求有60%的票（也就是60票）才能够让法案进入表决程序。民主党现在在参议院有50票，还需要10票来自共和党，这是不可能的。所以，这些控枪的法案就在参议院搁浅了。

　　美国关于控枪的问题，在政客当中已经两极分化，对立非常明显。民主党的议员一致要求控枪，共和党的政客一致反对控枪。这就导致任何控枪的法案现在都通不过。美国的选民在这个问题上没那么对立。民意调查表明绝大多数美国人都同意要有一定程度的控枪，比如关于把背景调查的漏洞堵上的法律有90%的美国选民支持。但是，这么高民意支持的法案，为什么在参议院就没法通过呢？因为那10%反对控枪的人是特别狂热的共和党，对他们来说，所谓的持枪自由就跟宗教信仰一样，不能有任何让步，不允许任何人去碰它。如果哪一个共和党议员敢松口说支持控枪，那么最狂热的共和党选民会坚决反对，一定要把这个人选下去。支持控枪的共和党没有那么狂热，他们虽然支持控枪，但并不认为这是多大的事，并不把它作为一个需要解决的首要问题。这就导致共和党的初选被狂热反对控枪的人控制、绑架了，所以没有哪个共和党议员敢表态支持控枪。也许有一些人内心是支持控枪的，退休后才表示支持控枪，但在台上时还想当选或连任，是不敢支持控枪的。

　　除了共和党的议员一致反对控枪，还有保守派的法官，特别是川普任命的法官，成为反对控枪的另外一道防线。控枪法律即使通过了，也会被这些保守派法官判决违宪。加州本来有法律禁止21岁以下的人购买半自动步枪，但最近被川普任命的法官判决违宪，理由很搞笑，说对于年轻人来说，半自动步枪更容易使用，应该让他们用，不能禁止他们购买。

　　所以短时间内，美国在控枪问题上是没法得到改观的，发生再惨烈的大型枪击案也无济于事。只有等从小生活在校园枪击案阴影之下的这一代学生、年轻人长大，变成美国政坛的重要力量，有共识把控枪作为一个首要议题，才有可能把反对控枪的共和党政客一个一个选下去。而且，还要等到反对控枪的保守派法官一个一个死了或者退休了，这个问题才有可能得到改观。这可能要再等一、两代人的时间。

MerMay Redesign - Auriel from Diablo

Veiled Mermaids (nicknamed "Shyfish" by scientists) are most recognizable by their "face veil" - a unique growth of opaque feelers, similar to jellyfish, that obscures their facial features, while also filtering through the water for anything and everything edible. This means Veiled Mermaids are never actually "seen" actively eating, their self-sustaining is far less obvious.

Many subspecies belong to this category, one of them being the so-called Mother Queens. These Mermaids are all females, they are rare and have beautiful light-colored fins. They often use these fins to hide the young of their own and other Veiled Mermaid-species, keeping them out of trouble this way. This is the reason for their names too - because of their protective nature, they are often seen followed around by scores of younglings, which early scientists had mistaken for "servants" or lower ranking Mermaids. The older the Mother Queen, the higher ranking they are within their community, with the Archmaid being the oldest, most experienced leader among them.

After years of skipping out, I have FINALLY made another piece of MerMay! This time around, redesigning Auriel into a somewhat realistic mermaid. Thank you @fuyukotheduckling for the suggestion, I really enjoyed designing her! ^^ I'm not exactly inundated with free time, but I will try to get one more suggestion done in the list before May is up. Hopefully. I can't say for sure...

But anyway, hope you guys like this design! :D
