In terms of the students in the main cast, the only ones I know that have a driver’s license canonically would be mostly Leona, but also Lilia, sort of. (It is expired if I recall correctly). I couldn’t help but notice that it is likely that people in Twisted Wonderland don’t really need a permit or license to operate a Magical Wheel? It certainly is interesting since it is kind of like a motorcycle. Thank you!

It does seems possible that Lilia's license has expired, but also possible that he never had one in the first place? He does not seem to be able to remember!
The revelation of Leona's driver's license was a fascinating one because, as you say, Deuce has been riding Magical Wheels since middle school, somewhere between the ages of 13 and 15 years old!

Epel says he had a neighbor who would take him out for rides back home, but in his dorm vignette he says he has "always wanted to ride" one, implying that the opportunity from Vil to drive one for the Film Club was possibly his first time ever driving on his own--with nothing about licenses ever mentioned!
We get a vague explanation about how magical wheels work in Book 5 from a bully who says that, while you can drive a magical wheel without magic, he just happens to have enough magic to work one.

They have technomantic batteries to power them but those seem to be meant as back-ups: they are designed to be powered at least partially by magic.
And this is very reminiscent of certain road traffic laws that exist in Japan! :>

As explained here, "vehicles" like electric bicycles must, by law, have an "assistance" function in Japan (such as pedal power) to keep them from being 100% motorized.
If your electric bicycle does not require pedaling then it is no longer considered a bicycle--it is an automobile--and you will need a license in order to ride it.
And this does not only apply to bicycles, but other electric modes of transportation such as electric scooters and skateboards!
(I know someone with an electric skateboard imported from overseas who keeps the remote control stealthily in a pocket so as not to be caught 👀 It is more than an "electric assistant", it is 100% electric, which classifies the skateboard as an automobile under the law!)
Things are changing recently, with an alteration to the law in 2023 (seen above, full article here) to allow people to ride electric kick scooters for businesses such as rental services.
Until July 2023, though, even electric scooters required a driver's license, as they are 100% motorized--and maybe the same thing is being applied to magical wheels?

When Riddle balks at being asked to drive a chariot in Book 6 a STYX staff member explains that they maneuver just like blastcycles. Riddle responds with, "I should've taken taken driving lessons and gotten a technomantic vehicle license," so maybe blastcycle licenses actually are a thing? 🧐
Except "technomantic vehicle" might be implying vehicles like the chariot that are 100% technomantic power and not Magical Wheels, which integrate magic! Do they not technically count, much like partially-pedal-powered electric bicycles?

Riddle comments, "Then again, this IS private property. Maybe I don't have to worry about (a driver's license)."
Do maybe the laws vary by country? Was hooligan-Deuce illegally driving those blastcycles in middle school, or are laws more lax in the Queendom of Roses (Riddle's reaction would lead one to believe otherwise ww), or does the Queendom not consider them automobiles at all?
Is Epel able to drive that blastcycle on campus (and with Vil's encouragement) because NRC is private property? Was Deuce breaking the law when he took Epel off campus, or are blastcycles treated like electric bicycles on Sage's Island?
While magical wheel-specific licenses do technically exist, they were a product of an April Fool's campaign and are probably not supposed to be considered canon to the game ^^

While the theme seems to have been discontinued from 2024, the 2022 video that was created for JP-server players has been translated here!

The 2023 campaign included not only the physical magical wheel driver's license for prefects (with a purchase of a magical wheel tape dispenser), but also a magical wheel for the guest room, while the 2022 campaign included a title that you can use in the game: Magical Wheel License! ^^

The EN-server has never acknowledged April Fool's and it is unclear if items such as the title or the guest room furniture (a magical wheel in 2023 and a TV in 2024 that plays the Absolutely Beautiful performance first screened at Twst Fes) will ever reach on EN, but maybe one day!

Just like ducks, you can't trust a push scooter. Designed originally for proletarian aims, these overgrown skateboards are an accident waiting to happen. Despite their lack of control, missing suspension, and predilection for throwing you over the handlebars into a life-altering head injury, folks put a powerful electric motor on them. And then they started to get actually kinda good.
A few months ago, I was on the highway. I looked over, briefly, and noticed that the bicycle path running parallel to the highway had someone enjoying a push scooter. I thought nothing of it, until I looked over again, and noticed that the scooter was still keeping up with me. Clocking triple digits on a multi-use municipal pathway? Now that was something I had to see for myself.
After a visit to the library to use their internet access, I found out all about them. In case you're curious, the computer at my house comes with too many court-ordered restrictions, but those restrictions don't apply to my alter-ego, Manfred P. Guy-I-Found-The-Library-Card-Of-In-The-Trunk-Of-A-1996-Grand-Am-At-The-Junkyard. I think that last name is Polish, or something. Lots of consonants. Once I had absorbed all the information I could before the chief librarian chased me out for once again smearing Lucas Red & Tacky No. 2 machine grease onto the keyboard while typing, it was off to the local classifieds to get ahold of a death scoot of my very own.
Here's a fun fact about most cars: they have a lot of accessory belts. Those accessory belts can hold a lot of horsepower before they snap, well in excess of the amount that my wheezy economy slant-six can actually make. If you were to add, say, twelve or thirty scooters' worth of batteries and motors to that belt drive, why, you'd finally have enough power to get up Old Man Hill without having to downshift. Which is good, because usually I have to turn my car off for at least fifteen minutes before it will do that.
And there's more benefit, too: after washing the blood off, the remaining parts of the scooters are still useful as scooters. I ended up selling them to a bunch of electric-vehicle degenerates who were happy to add their own Wish.com battery packs and motors to turn them back into electric scooters. Now that's how we'll save the environment: recycling.

FAST is in Sparta, Wisconsin and has been making fiberglass statues since the 1970s. FAST Fiberglass makes “larger than life” statues, road side attractions, and themed water slides.

The Rickshaw resting place of Bangladesh. The traditional rickshaw is facing a challenge from battery-powered vehicles that don’t require quite the same superhuman effort from the driver. Nearly half of all crashes involve them and many roads in the capital have been declared off-limits to rickshaws.

This is the result of the “dockless bikes” b/c there weren’t enough docks for public bikes. There were no regulations to control how many businesses could operate or how many bikes were being distributed, so it got to the point where gov’t had to put a halt on new bike production.

EVENT 01. PART 2: THE FEAST
Your new home...
You’re off the cruise ship - but where are you? There’s nothing else in the horizon but deep ocean; inland, the beach gives way to thick wilderness, and a raised plateau with small, bungalow-style houses peppering the landscape. They all look exactly the same, and are scattered like a small village - or like someone tossed them on the land like dice on a board. To the east, a large brick and stone building squats in a field. Something about the building hums; closer inspection reveals generators situated around the back. The same with a warehouse building to the east - in fact, generators seem to power all electricity around the empty village…but what was powering the generators?  No gas tank, no batteries, no solar panels even.  But they chugged along nonetheless.
The cameras on the tall poles lovingly follow your movements, everywhere. What catches your senses - particularly your nose - is the scent of food.  On the coast overlooking over the ocean is a wooden patio, spacious enough to hold over 200 people.  The patio is empty, save for one long table near what looks like a barbeque-and-bar counter.  Under covered nets to protect it from wandering critters, are dishes and dishes of food. Hot and cold food, non-alcoholic beverages in large dispensers, dishes to please every palate and dietary needs.  Given how empty this place is, it's unclear how the food - freshly made and beautifully arranged - even appeared.  Was it here before you woke up, or did it manifest somehow during the panic of waking up on the Odyssey? The loudspeaker message glitches, garbles up and then suddenly changes to a woman’s soft and cheery voice: COME CHECK OUT THE BUFFET AT THE HUB! You must be S̡̧̧̡̨͔̜̲̞̖̥͚̦̎T̡̜̦͖͈̥̈́̈́̓͐͘A̻̘̜̣̱̫̳͖͉͊̃̅́̄̑͘Ŗ͕̞̜̩̟͑͆͂͐̐̊̑̀̊͝͠͝͝V̛͙͍̘̟̞̓͛͒͐̇̀͑̐̋̿̈́Í̧̻̗͊̃̎͆̍̅̕͜Ņ̧̧͙̲̬̳̞͇͇̊͆́͒̋̊̔̽̕͝Ḡ̡̦͕͔̘͎̥̻̅̾̉̂̅̎̄̋͌́͝͠ (starving) after your long travel to get here.

The rest of the island has opened up for exploration!  Within immediate access (about a 15 minute walk from the beach) are the community areas.  The top point of the Tower is in the distance, and might be tricky to reach, as there’s a strip of wilderness and a crooked old bridge separating the community from the Tower. The black-sand beach is about a half-hour walk, and the volcano island is a ten-minute swim (by a strong swimmer) to reach it.   Within the bungalows and medicenter, there are electric sockets.  (Hint: need a phone charger?  Your character might want to head back to the Odyssey).  All bungalows have plumbing and electricity, powered by the mysterious generators.  NOTE: Breaking apart a generator comes with risks - if you don’t understand the power source, can you put it back together successfully?  There are no generators to replace the ones in use. The medicentre is basic, but fully functional.  Inside the brutalist building, it looks incredibly sterile, like no one has used it since it was built.  The technology in there looks like it came from before Y2K. The warehouse is fully stocked with perishable and non-perishable food.  There are also some other basic supplies:
 somewhat shapeless clothes made of natural fabrics, heavy coats (despite the island seeming tropical)
some small household appliances, including toasters
plenty of toiletries and cleaning supplies
a few books and magazines
some cassette tapes, CDs, and old music players.  No music from after Y2K.
there are no televisions
a variety of repair and household garage small tools, mostly non-powered 
a stand-up dolly, some wheeled wagon-carts for carrying heavy things, and five bicycles.

Big Oil faces a tiny foe on the streets of Asia and Africa. The noisy, noxious vehicles that run on two and three wheels, carrying billions of people daily, are quietly going electric — in turn knocking down oil demand by one million barrels a day this year. ... The global majority doesn’t roll on four wheels. In Nairobi and Hanoi, motorcycles serve as taxis. In Mumbai, scooters can carry a family of four. In China, electric bicycles are how millions commute. “Electric bikes are quieter, much more efficient and good for the environment,” said Jesse Forrester, the founder of Mazi Mobility, which has 60 electric motorcycle taxis, known as boda-bodas, on the roads in Nairobi. “There’s a quiet revolution now in Kenya driving this transformation for the future.” .... In Darbhanga, a new acid-battery rickshaw, like the one Mr. Rai drives, sells for around 175,000 rupees, or $2,100. That’s half the price of a new rickshaw powered by natural gas. Charging the battery costs 20 rupees (25 cents), one-fourth of the price of filling a gas tank. The rebates seem to be working. Reliance Industries, India’s biggest company, is converting its three-wheeled cargo vehicles from gas to electric. Food delivery services are going electric as quickly as possible.

First off, degrowthers emphatically do not advocate recession or austerity. These flow from the dynamics of capital accumulation that they critique, abhor and seek to overcome. Drawing on socialist, anarchist, decolonial and feminist traditions, their project is societal transformation with radical redistribution, domestically and internationally, to raise living standards for the masses. Secondly, the distinction between degrowth and the GND cannot be mapped to simple binaries, whether “reduce consumption vs. invest in production,” “reject vs. promote new tech” or “individual sacrifice vs. collective action.” Many opponents of degrowth maintain that electricity should be a human right and available to all the world’s population; most degrowthers would agree. They advocate gargantuan investments in energy-efficiency technologies and renewables. Degrowther Jason Hickel, for example, calls for public investment to be targeted to churning out solar panels, heat pumps and batteries “at a historically unprecedented rate, reminiscent of the industrial retooling that enabled the allies to win the second world war.” A vital actor in pushing for such a program will be organized labor, and this too is recognized by degrowthers. They see powerful unions as essential allies. Workers, after all, are not wedded to endless GDP growth. Rather, their needs are human: security of life and livelihood, opportunities to flourish, respect, community, hope and, above all, a habitable planet. In short, there is no necessary opposition between degrowth and a GND. Degrowthers do, however, raise caveats surrounding the material implications of expansionary programs — particularly if the whole world shares in them, as it should. While supporting the renewables rollout, they scrutinize its material requirements — in land, for example, or in the coal-powered electricity used to produce much of the clean energy infrastructure. And where McKibben calls for an “all-out push” for EVs, degrowthers warn of the consequences if U.S. car ownership were replicated worldwide: the tonnage of steel, plastic, lithium etc. on the world’s roads would leap by 500 percent, schlepped around in the form of 7 billion automobiles. What could replace the bulk of cars in a degrowth (or “degrowth-GND”) future? Bicycles and public transport: buses, coaches, rail. These, for degrowthers and many Green New Dealers, ought to be free of charge. On high-speed rail, Green New Dealers such as Huber and Bernie Sanders are vocal supporters, and many degrowthers are too — but again, with caveats. To construct new track, colossal quantities of concrete are poured, each ton releasing an equivalent tonnage of carbon dioxide (CO2). As a source of carbon emissions, only coal, oil and gas are worse, and while low-carbon concrete is beginning to come on stream, it’s expensive and will take years to scale up. England’s “HS2” project is widely, and now even officially, seen as “unachievable,” a costly flop. China, by contrast, proves that high-speed rail rollout can be quick and successful in its own terms. Yet it arrived together with an equally rapid expansion of road transport and aviation that eclipsed any environmental benefits of rail.

Ideas for new -punk aesthetics
You’ve heard of cyberpunk, and steampunk, and, if you’re cool, Solarpunk. I am going to be making new -punk styles and describing them here.
Eldritchpunk
-So usually, these things are based on whatever power source they’re using, so in Eldritchpunk, they use some otherworldly energy to power their machines.
-Set in port towns or lovecraftian-esch cities. 19th to early 20th century.
-Boats. Fog. Ocean things.
-Machinery with pumping pistons and glowing tubes filled with otherworldly sludge. Some machines or vehicles built around creatures.
-Eldritch Horror and such are semi-commonplace. Possibly even otherworldly beings living within cities as civilians.
-Kinda steampunky but less steam and brass and more fog and wet wood
Podunkpunk
-Code Name: KND and Craig of the Creek energy. A bunch of kids in a small town making weapons and stuff that probably shouldn’t work and yet it does.
-Gumball guns and slingshots. Treehouse bases. Lots and lots of duct tape.
-Small towns with kids riding around on bicycles here and there protecting the town from whatever.
-Double A batteries, random lightbulbs, that stuff.
Runepunk
-Powered by rocks with runes on them or things of the sort.
-Could be taken in the direction of either Nordic Viking aesthetics with runic technology and semi-modern, or semi-modern people discovering runic technology and using it for floating structures and such.
Biopunk
-Think the game Scorn with all the technology being made of pulsing meat and intestinal tubes.
Rhythmpunk
-Machinery being controlled in some way shape or form from music.
