Per the memorandum, Barr has “directed the Department [of Justice] and the FBI to lead an effort to refine our ability to identify, assess and engage potential mass shooters before they strike.” The Attorney General further described the coming initiative, slated to be implemented early next year, as “an efficient, effective and programmatic strategy to disrupt individuals who are mobilizing towards violence, by all lawful means.” More specific information about the program is set to follow the recent memorandum, according to Barr, though it is unclear if that forthcoming document will be made public.

Barr also requested that those who received the memorandum send their “best and brightest” to a training conference at FBI headquarters this coming December where the DOJ, FBI and “private sector partners” will prepare for the full implementation of the new policy and will also be able to provide “new ideas” for inclusion in the program.

Perhaps the most jarring aspect of the memorandum is Barr’s frank admission that many of the “early engagement” tactics that the new program would utilize were “born of the posture we adopted with respect to terrorist threats.” In other words, the foundation for many of the policies utilized following the post-9/11 “war on terror” are also the foundation for the “early engagement” tactics that Barr seeks to use to identify potential criminals as part of this new policy. Though those “war on terror” policies have largely targeted individuals abroad, Barr’s memorandum makes it clear that some of those same controversial tactics will soon be used domestically.

Barr’s memorandum also alludes to current practices by the FBI and DOJ that will shape the new plan. Though more specifics of the new policy will be provided in the forthcoming notice, Barr notes that “newly developed tactics” used by the Joint Terrorist Task Forces “include the use of clinical psychologists, threat assessment professionals, intervention teams and community groups” to detect risk and suggests that the new “early engagement program” will work along similar lines. Barr also alludes to this “community” approach in a separate instance, when he writes that “when the public ‘says something’ to alert us to a potential threat, we must do something.”

However, the memorandum differentiates suspected terrorists from the individuals this new program is set to pursue. Barr states that, unlike many historical terrorism cases, “many of today’s public safety threats appear abruptly and with sometimes only ambiguous indications of intent” and that many of these individuals “exhibit symptoms of mental illness and/or have substance abuse problems.”

Thus, the goal of the program is ostensibly to circumvent these issues by finding new and likely controversial ways to determine intent. As will be shown later in this report, Barr’s recent actions suggest that the way this will be accomplished is through increased mass surveillance of everyday Americans and the use of algorithms to analyze that bulk data for vaguely defined symptoms of “mental illness.”

Barr also suggested the likely courses of action that would follow the identification of a given individual as a “potential mass shooter.” The Attorney General notes that in past cases individuals deemed a violent or terroristic threat before they commit a crime are subject to “detention, court-ordered mental health treatment, substance abuse counseling, electronic monitoring”, among other measures. Ostensibly, the new program would then apply these same practices to individuals in the U.S. that federal authorities believe are “mobilizing towards violence,” as Barr put it.

Bill Barr’s been busy

The memorandum, despite heralding a new era of Orwellian surveillance and “pre-crime” on a national level, has been sparsely covered by the mainstream media. One of the few reports that did cover the new Justice Department policy, published Wednesday by the Huffington Post, framed the new Barr-led initiative as largely positive and asserted that the “anti-terror tactics” to which Barr alluded could “help thwart mass shooters.” No mention was made in the piece of the threat such a program is likely to pose to civil liberties.

Furthermore, no mention was made of Barr’s clear push over the past few months to lay the groundwork for this recently announced program. Indeed, since becoming Attorney General under President Trump, Barr has spearheaded numerous efforts to this end, including pushing for a government backdoor into consumer apps or devices that utilize encryption and for a dramatic increase of long-standing yet controversial warrantless electronic surveillance programs.

On July 23rd, Barr gave the keynote address at the 2019 International Conference on Cyber Security (ICCS) and mainly focused on the need for consumer electronic products and applications that use encryption to offer a “backdoor” for the government, specifically law enforcement, in order to obtain access to encrypted communications as a matter of public safety.

Barr went onto say that “warrant-proof encryption is also seriously impairing our ability to monitor and combat domestic and foreign terrorists.” Barr stated that “smaller terrorist groups and ‘lone wolf’ actors” — such as those involved in the series of mass shootings in California, Texas and Ohio that occurred in the weeks after his speech — “have turned increasingly to encryption.” Barr later noted that he was specifically referencing encryption used by “consumer products and services such as messaging, smartphones, email, and voice and data applications.”

To overcome the resistance by some private companies — who do not want to renege on their right to privacy by giving the government backdoor access to their devices — and American consumers, Barr tellingly anticipated “a major incident may occur at any time that will galvanize public opinion on these issues.” Shortly after this speech, several mass shootings, including one at an El Paso Walmart took place, which again brought the issue to the forefront of political discourse.

As MintPress reported at the time, Barr’s uncanny prediction and a litany of other oddities related to the El Paso shooting left many answered questions about the FBI’s foreknowledge of the event. In addition, the tragedy did appear to serve as the very “galvanizing” event that Barr had anticipated, as the solution offered by President Trump in the wake of the shootings was the creation of a government backdoor into encryption as well as calling for the very pre-crime system Barr formally announced just last week.

The pre-crime dragnet takes shape

More recently, Barr and U.K. Home Secretary Priti Patel signed a data access agreement on October 3rd that allows both countries to demand electronic data on consumers from tech companies based in the other country without legal restrictions. It is the first executive agreement reached as part of the controversial Clarifying Overseas Use of Data Act or CLOUD Act passed by the U.S. Congress last year.

The CLOUD Act has come under fire from rights groups who have warned that the legislation gives “unlimited jurisdiction to U.S. law enforcement over any data controlled by a service provider, regardless of where the data is stored and who created it” and that this also “applies to content, metadata, and subscriber information”, including private messages.

Yet, Barr and Patel claimed that the data access agreement will instead “enhance” civil liberties and further asserted that the agreement would be used to go after “pedophiles” and “organized crime”, even though both Barr and his U.K. equivalent have shown minimal interest in pursuing the co-conspirators of child sex trafficker and pedophile Jeffrey Epstein, whose sex trafficking network has been linked to both organized crime and the intelligence agencies of both the U.S. and Israel. Some have charged that the lack of interest on the part of William Barr is due to the fact that Barr’s father once hired the now deceased pedophile.

Notably, Jeffrey Epstein also had an apparent interest in pre-crime technologies, and was a key funder of the controversial technology company Carbyne911, along with former Israeli Prime Minister and close Epstein associate Ehud Barak. Carbyne911 is one of several Israeli companies that market their software products to the U.S. as a means of reducing mass shootings and improving the response times of emergency service providers. These companies boast numerous and troubling connections to the governments and intelligence communities of both the U.S. and Israel. Epstein, himself linked to the intelligence apparatuses of both nations, invested at least $1 million in Carbyne911 through a “data mining” company he controlled.

As was detailed in a recent MintPress exposé on these companies, Carbyne911 and similar companies extract any and all data from consumer smartphones for merely making emergency calls and then use it to “analyze the past and present behavior of their callers, react accordingly, and in time predict future patterns,” with the ultimate goal of smart devices making emergency calls to the authorities, as opposed to human beings.

Data obtained from these software products, already used by several U.S. counties and slated to be adopted nationwide as part of a new national “next generation” 911 system, will then be shared with the same law enforcement agencies who will soon be implementing Barr’s “national disruption and early engagement program” to target individuals flagged as potentially violent based on vague criteria.

Notably, following the El Paso shooting, President Trump has been mulling the creation of a new federal agency known as HARPA that would work with the Department of Justice to use “breakthrough technologies with high specificity and sensitivity for early diagnosis of neuropsychiatric violence,” specifically “advanced analytical tools based on artificial intelligence and machine learning.” The data to be analyzed would be harvested from consumer electronic devices as well as information provided by health-care providers to identify who may be a threat.

It is important to point out that such initiatives, whether HARPA or Barr’s newly announced program, are likely to define “mental illness” to include some political beliefs, given that the FBI recently stated in an internal memo that “conspiracy theories” were motivating some domestic terror threats and a series of questionable academic studies have sought to link “conspiracy theorists” to mental illnesses. Since the vaccine was authorized in February, Johnson & Johnson fell short of its February goal, but it was able to meet its commitment to deliver 20 million doses in March. Thursday J&J told Appradab it is on track to meet its target of producing 100 million doses of vaccine for the United States by the end of May. In a press release last week, the company said it was on track to deliver 24 million of those doses through April, but when asked by Appradab on Friday, the company did not firmly stand behind that April goal and referred Appradab to Zients’ comments at the Friday briefing, which stated that the company had reiterated “its commitment to provide at or near 100 million vaccine doses by the end of May.”

The Biden administration has consistently said the J&J supply would be “uneven.”

The states are already feeling the impact of this uneven distribution. On Thursday, Maryland’s Governor Larry Hogan confirmed at a news conference that there would be an 85% reduction in his state’s allocation of J&J vaccine doses.

Hogan said this is a serious concern since it could mean that Maryland is about “a quarter million doses short.”

“That’s really difficult when you got three thousand points of distribution all counting on more doses,” Hogan said.

Washington State’s website also said Thursday that the federal government showed a “substantial decrease” in Johnson & Johnson’s vaccine starting next week.

For the week of April 11, Washington state expected to see 12,900 doses, but by April 18 and 25, they would likely get only 4,300 doses each week.

Texas’ Department of State Health Services said it too has seen a “major reduction” in J&J allocated doses, going from 500,000 doses this week to 130,000 next week.

Connecticut Governor Ned Lamont said Thursday that it will receive roughly 6,000 J&J doses next week from its federal allocation instead of the initially anticipated 20,000 doses.

“We had always anticipated the Johnson & Johnson deliveries to step down this week and beyond, but it’s stepped down significantly more,” said Governor Ned Lamont.

J&J’s Covid-19 vaccine was expected to be a game changer, since it is a single dose vaccine, compared to the two-dose Moderna and Pfizer, and didn’t need any special refrigeration. A large supply of this vaccine would protect more people faster.

With new cases at a “disturbingly high level,” as Dr. Anthony Fauci said Wednesday, vaccines can’t come fast enough, especially given the spread of more contagious variants.

Production problems

The problem seems to be with the company’s supply of the drug substance it uses for the vaccine. J&J has been getting its drug substance from its vaccine arm Janssen in the Netherlands, according to the Biden administration, and it then goes on to fill and finishing plants that have been doing the final stage process of the vaccines.

The company has been trying to add additional manufacturing capacity in the US, but it has had problems with one of those manufacturers, Baltimore-based Emergent BioSolutions. In June, Emergent signed a $628 million contract with the Trump administration’s Operation Warp Speed to manufacture Covid-19 vaccines. It has worked with AstraZeneca and J&J. So far though, it hasn’t been authorized by the US Food and Drug Administration to produce any vaccines.

Last week, Emergent told Appradab there was a problem that affected a single batch of “bulk drug substance” used to make vaccine. The company’s quality control systems caught the batch that “did not meet specifications and our rigorous quality standards” before it got any further.

A person who is familiar with this particular manufacturing process told Appradab Thursday that “batches are lost all the time in this industry, it’s just the nature of the complexity of what we do.”

Typically, a company’s safety systems will continuously monitor for problems and if there are irregularities in any of the product, the company will have to isolate it and dispose of that batch.

According to a FDA inspection report obtained by Appradab, Emergent has had some, what the FDA calls “observations,” the agency doesn’t call them violations, with their manufacturing processes in the past.

It is not clear from the redacted report what drug or substance these observations were connected to, but the inspections happened prior to the company’s work on the J&J and AstraZeneca Covid-19 vaccines.

The inspection report from last April showed the company had to reject material before, but there was no “associated non-conforming material report initiated” for the material “indicating the rationale for rejection, as per written procedure.” The reports also showed that for one procedure, “there was no documented evidence the preparer has been trained on that relevant procedure(s).” Another report said that “data generated from laboratory analyses is not reviewed in a timely manner or in accordance to the written procedure.”

Compliance expert, John Avellanet, the Managing Director of Cerulean Associates, LLC said the fact that Emergent got what’s known in the industry as a 483 report from the FDA is “significant.”

“Only something in the neighborhood of 15% or less of FDA inspections end in non-compliance observations on a Form FDA 483, so when one gets a 483, it is significant.” Avellanet said in an email to Appradab.

Jesse Goodman, a former FDA Chief Scientist who now works as a Professor of Medicine at Georgetown, said it is not uncommon for a comprehensive inspection to result in a 483. He said that quality and audit systems are there to prevent problems in a final product.

“I would say that there are a number of observations that raise substantial questions about the sufficiency of the procedures, processes, and systems that must be in place to help ensure robust control of product quality,” Goodman said in an email to Appradab.

“You will never in a very complex environment prevent 100% of all errors or mishaps, but you want strong quality systems and oversight in place to, number one, reduce those to the extent that’s humanly possible; and number two, be sure you will detect them and act on them promptly and aggressively to ensure safe, effective products,” Goodman said.

According to a Appradab review of public records, Emergent never received a FDA warning letter which is an additional step the agency can take in enforcing compliance.

A person who is familiar with Emergent’s particular manufacturing process told Appradab Thursday that the company has taken corrective action to improve performance issues related to the FDA’s report.

J&J has assumed full responsibility for the manufacturing of the drug substance at the Emergent facility. It added experts for operations and quality to the operation and significantly increased the number of manufacturing, technical and quality operations staff to work with the experts it already had sent to Emergent. J&J told Appradab Thursday that it is working closely with the FDA so it get the official sign off from the FDA to use the facility.

“There’s a lot of vaccine in the queue if you will, to ultimately make it out to the people that need it assuming the FDA approves the EUA” a source familiar with Emergent’s manufacturing process said.

As far as when that will happen, it’s unclear. The FDA said it cannot comment on any particular company or its manufacturing.

“What the company has told us,” Zients said on Friday, “is once they have authorization, that they will be able to have a weekly cadence of up to 8 million doses per week by the end of the month.”

“This is where all the WiFi’s are,” said Uribe’s little girl pointing to the lower-right corner of her computer screen.

Uribe asked to keep her daughter’s identity private.

The WiFi shows up on the computer screen, but often doesn’t have a signal.

When school began, the household had two hotspots and had a school bus parked in their front yard to give off WiFi.

The bus needed to go back in service shortly after school started.

“But it just doesn’t let me log on. Let’s close it real quick,” the girl said.

“Is that how your teacher told you?” Uribe asked.

“I was told I need to restart my device because sometimes it doesn’t work,” the girl said.

The two walked off the front porch and towards the parked bus.

The teacher joined late. So, after the students logged on and worked out technical issues, not as much time was spent for instruction.

Monta got four emails in less than 10 minutes.

A 2020 state broadband report shows Texas is one of six states that without a broadband plan.

It shows the State also has problems with regulations, coordination, transparency and broadband adoption rates.

“It just adds up from day-to-day when they continue having these issues. And then we expect them to do all this work when they’re trying,” Rolando Ramirez, Southside Superintendent, said.

Southside ISD rolled out thousands of hotspots and computers.

It doesn’t close the gap.

“When you see the reports and they’re just numbers on paper, but when you see families … it’s something that’s heartbreaking. These kids want to come to school. They want to learn. It’s just that this issue of having connectivity has become such a problem,” Ramirez said.

“It all depends on that tower and we can provide the hotspots. If that signal is not there, then there’s not much we can do,” Ramirez said.

“A hotspot can work on one side of the street and not work on the other side of the street,” Rowe said.

So, Rowe is looking to get more information from providers.

“It’s incredibly important for us to know about specific addresses,” Rowe said.

Rowe’s team is building a database.

“We’re building a highly-secure database so that we can extract information from that database about areas that have coverage from providers and areas that don’t without any one competitor being able to access the data of anybody else,” Rowe said.

All of this comes at a cost.

The same 2020 report showed much of federal broadband grant money goes to providers and not states.

The Governor’s Broadband Development Council claims the Texas Universal Service Fund (TUSF) is unable to pay for programs throughout the year.

The fund is part of standard cell phone bills.

“The current TUSF assessment rate is 3.3%. Over the years, TUSF high-cost disbursements have shrunk from a high of $572 million in 2006 to $198 million in 2019, excluding administrative expenses,” the report showed.

School districts like Southside ISD have a plan for students who attend school at home, but don’t have broadband access.

“They have QR scanners, which is a scan to see videos for the classrooms,” Uribe said.

“The internet, yes. So they log on to YouTube to watch those videos. Then, [teachers] will discuss with the students,” Uribe said.

A bad cyber actor may not be able to access your locked-down computer directly, but it is possible that your unsecured Television can give them an easy way in the backdoor through your router, wrote the Federal Bureau of Investigation. The Federal Bureau of Investigation warned those Cyber-Criminals can take control of your unsecured smart Television and in worst cases, take control of the camera and microphone to watch and listen in. Active strikes and exploits against smart Televisions are rare, but not unheard of. Every Smart Television set comes equipped with the software designed by their manufacturer and every consumer is at the mercy of their provider’s unreliable and irregular security patches, which also makes some devices more vulnerable than other gadgets. Recently, Cyber-Criminalsdisplayed how Google’s Chromecast streaming stick can be compromised and broadcast random videos to millions of victims. In fact, some of the biggest exploits targeting smart Televisions in recent years were developed by the Central Intelligence Agency but were stolen. Those files were later uploaded on WikiLeaks. But as much as the Federal Bureau of Investigation’s warning is responding to genuine fears, arguably one of the bigger issues that should cause as much if not greater concerns are how much tracking data is collected on smart Television owners. Recent study declared that many manufacturers of smart Televisionincluding LG, Sony and Samsung collects immense amount of information about what users are watching, so that the advertisers can develop their ads strategy, for instance, The Television tracking issue has become so complex in this few years and the Television maker Vizio had to pay fine of millions of dollar, when they were caught secretly collecting customer viewing data. Millions of SMS Messages Exposed In Data-Archives Security Lapse

A massive Data-Archives storing tens of millions of text messages, most of which were sent by businesses to potential customers, has been found online.

Data archives operated by a company that is an SMS service provider for businesses and higher education providers and allows universities, companies, colleges to send bulk text messages to their customers and students. The company based in Austin, Texas declared that of the benefits to its services is that the recipients can also text back. It basically allows them to achieve two-way communication with businesses. The Data-Archives stored years of sent and received text messages from its customers and processed by TrueDialog. But because the Data-Archives were left unprotected on the internet without a password, none of the data was encrypted and anyone could look inside. Earlier this month security researchers found that the exposed Data-Archives the part of their internet scanning efforts and observed that a portion of the data, which had detailed logs of messages sent by customers, including phone numbers and text-message contents.

The Data-Archives had information about marketing messages from businesses with discount codes, university finance applications, and job alerts. However, the data also had sensitive text messages, such as security codes and two-factor codes. The viewer can easily achieve online access to that person’s online accounts and the list goes on and on with the codes to access online medical services and password reset and login credentials for various websites such as Gmail and Facebook accounts. It is extremely easy to read the entire chain of conversations with the help of the unique conversation code in two-way message conversations only one log table had millions of text-messages. When Security Researchersinformed TrueDialog about their exposure, they rapidly pulled the Data-Archives offline. The worst part is that in this entire dilemma chief executive officer of the company was silent and was not ready to acknowledge the trespass neither returned any promising answer to the comment. He didn’t even answer, whether the company would follow state data trespass notification laws and inform their customers about the security lapse.

Mix-Cloud Data Trespass Exposes Over 20 Million User Records

A Cyber-Invasion on Mix-cloud audio streaming platform based in the United Kingdom has threatened the security and privacy of more than million user accounts and after several minutes the stolen data was on sale over the Dark-web. However, the company doesn’t force its users to verify their email addresses.

The exact amount of data stolen from the companies’ Data-archives is still unknown. But, as per the information disclosed by an anonymous seller on the Dark-Web, that the total amount of stolen data crossed 25 million and all of them were on sale on the Dark-Web. The data was set for an auction on the Dark-Web and the highest bidder in bitcoin can have direct access to the private data of various consumers. It’s the latest in a string of high profile Data Trespass in recent months. The trespassed data came from the same Dark-web seller who also alerted TechCrunch to the StockXtrespass earlier this year. The companies can also reach out to the customer for this and educate their customers about the bugs and they instruct them to report a bug immediately. Every start-up project should take security measures very seriously right from the beginning, so in the future, they can achieve invulnerable security for their data archives. Even most successful companies ignore these issues and rather take an escape window of paying fines. I think by now the companies have to understand the seriousness of these issues and instead of ignoring this, they have to employ a proper development team to strengthen their security measures. However, again with a lack of incentive to change, these organizations will continue to hide their faces beneath the ground stating everything is okay when they have to do something to prevent such negativity.
