Ottawa, Ontario — On October 3, 2023, Prime Minister Justin Trudeau extended a warm welcome to the Honourable Greg Fergus, the newly elected Speaker of the House of Commons. This historic election marks not only a momentous shift in parliamentary leadership but also a significant milestone in Canadian history as Mr. Fergus becomes the first Black Canadian to assume the role of Speaker in the House of Commons.   A Speaker's Essential Role The Speaker of the House of Commons holds a pivotal position in the Canadian parliamentary system. Elected by fellow Members of Parliament through a secret ballot, their responsibilities encompass overseeing the proceedings within the House. This involves not only maintaining order and decorum in the chamber but also offering impartial interpretation of parliamentary rules. Furthermore, the Speaker staunchly safeguards the rights and privileges of all its members, ensuring fair and just representation.  
Upholding Democratic Principles
In his new role, Speaker Fergus is entrusted with the vital task of fostering free speech and constructive debate within the House. Moreover, he will champion openness, transparency, and trust in the democratic processes that underpin Canadian governance. As the nation's elected representatives tirelessly work to address the most pressing concerns of its citizens, Speaker Fergus will play a critical and indispensable role in ensuring these discussions are conducted in a respectful and productive manner.   Beyond the Gavel However, the duties of the Speaker extend far beyond the confines of the House of Commons chamber. They will also serve as the spokesperson for the House in its interactions with the Senate, the Crown, and other external bodies. Moreover, the Speaker will fulfill various ceremonial and diplomatic obligations that are central to Canada's political landscape.

In this episode of The Catholic Bookworm, Kiki Latimer interviews John Carpay on his contribution entitled "COVID and the Demise of Constitutionality in Canada" in Politics, Law & Religion in Times of COVID, edited by Jane F. Adolphe, Fulvio Di Blasi, and Robert L. Fastiggi. After two years of anti-COVID-19 policies, an international group of Catholic scholars and lawyers gathered in Rome under the auspices of the International Catholic Jurists Forum to reflect on how society has handled the crisis in the fields of law, politics and religion. The purpose of the meeting was to highlight what needs to be done in the future to better safeguard subsidiarity, fundamental human rights, especially freedom of religion and conscience, expression, assembly and movement as well as democratic processes per se and the unity of family life. Scholars and jurists, authors of this book, discussed how the pandemic has affected the functioning of Western political systems, how it has changed our thinking about democracy, and how it has affected the life of the Church. The publication of this book comes at a time when United Nations Member States are set to complete negotiations on the World Health Organization (WHO) Pandemic Treaty, and on the WHO International Health Regulations. Both documents raise a number of concerns related to the global biosecurity governance regime that is envisioned and the correlative limits on fundamental human rights that it entails. This book offers an examination of a number of related issues and concerns that reflect upon and bravely engage the evidence to offer clear thinking for scientists, politicians, and clergymen in light of faith and right reason with respect for the natural moral law and for religious believers, with assistance from divine revelation.

Canadian Leaders Pledge to End Use of Child Soldiers

  The Honourable Mélanie Joly, Minister of Foreign Affairs, the Honourable Harjit S. Sajjan, Minister of International Development and Minister responsible for the Pacific Economic Development Agency of Canada, and the Honourable Anita Anand, Minister of National Defence, today issued the following statement to mark the International Day Against the Use of Child Soldiers:   “No child should ever be made to participate in war, yet children continue to be cruelly exploited in armed conflicts worldwide. Children—including boys and girls—serve as soldiers, cooks, porters, messengers, spies, and sexual slaves. Some are killed, and those who survive can suffer from deep physical, psychological and emotional scars. In all cases, they are denied their basic human rights.   “Canada is determined to prevent the recruitment and use of children in armed conflict. In 2017, Canada launched the Vancouver Principles, a set of commitments designed to help countries end this practice. In particular, the Principles focus on the role that peacekeepers can play. To date, 106 countries have endorsed the Principles. To support their implementation, Canada’s Peace and Stabilization Operations Program is providing multi-year support to the United Nations Department of Peace Operations to better prepare police, military and civilian peacekeepers to protect children.   “In October 2022, Canada also announced support for international partners working toward this goal in South Sudan with $2 million in funding that is helping to build important local and state capacity.   “Here in Canada, the Dallaire Centre of Excellence for Peace and Security is assisting the Canadian Armed Forces in integrating the Vancouver Principles into doctrine, policy, training and education. The aim is to give members of the military a better understanding of their role in preventing this terrible human rights violation.   “Much more needs to be done to ensure that children are kept out of armed conflicts, but progress is possible. On this International Day Against the Use of Child Soldiers, we recognize the important work of Canadians and people around the world, child protection actors, civil society organizations and peacekeepers in ending the recruitment of child soldiers and supporting affected children and their families. We also recognize the international community’s efforts to develop tools and commitments, including the Vancouver Principles, to protect children. These initiatives give us a sense of hope and reinforce our motivation. Canada will continue to work closely with global partners in pursuit of a world where children are free to be children.”

International Day Against the Use of Child Soldiers is an internationally recognized day that honors and remembers children who are victims of illegal military recruitment. This important day, which falls on February 12th every year, was created in 1998 by the United Nations as a way to draw attention to this serious humanitarian issue. The use of child soldiers is a global problem that affects countries all over the world. Children are often forced into military roles due to poverty, political instability, and other factors. In addition to being exposed to dangerous environments and potential injury or death, they are also subjected to physical and mental abuse by their recruiters. This can lead to traumatic experiences that can linger for years afterwards. "The Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, released Budget 2022: A Plan to Grow Our Economy and Make Life More Affordable.
Since the depths of the pandemic recession, the government’s focus on jobs—on keeping Canadians employed and on keeping their employers afloat—has ensured Canada’s economy has made a rapid and strong recovery. Canada has seen the best jobs recovery in the G7, having recovered 112 per cent of the jobs lost, and with an unemployment rate that sits at just 5.5 per cent—close to the 5.4 per cent low in 2019 that was Canada’s best in five decades.

Canada has expanded its visa-free travel program by including 13 new countries.
🇨🇦 On June 6, 2023, Sean Fraser, the Canadian Immigration Minister, made the announcement regarding the addition of these countries to the electronic travel authorization (eTA) program.
🇨🇦 Travelers from these countries who have previously held a Canadian visa within the past 10 years or who currently possess a valid non-immigrant visa for the United States can now opt for an eTA instead of obtaining a visa.
