［ロンドン／香港　８日　ロイター］ - 中国通信機器大手、華為技術（ファーウェイ）[HWT.UL]の対イラン制裁不正容疑に関する米当局の捜査で、実態の不透明な企業２社と華為との結び付きが従来の想定以上に密接であることが、企業の開示資料やロイターがイランとシリアで見つけた文書で明らかになった。

米当局が重点的に捜査しているのは、テヘランで営業している香港の通信機器販売会社スカイコム・テクと、その持ち株会社としてモーリシャスで法人登記したカニキュラ・ホールディングスの両社と、華為との関係だ。

米当局は、逮捕された華為の孟晩舟（メン・ワンツォウ）・最高財務責任者（ＣＦＯ）が、両社は華為から独立していると主張し、イランとの決済を実行するよう国際的な銀行を欺いたとみている。だが実際には華為は両社を支配していたという。

関係する資料や文書により、華為の幹部がスカイコムのイランの責任者に任命されていたことが分かった。また華為とスカイコムがイランで開設した銀行口座は、中国人名の個人３人が署名権を持っていた。さらにロイターの取材で中東の弁護士は、華為がシリアでカニキュラを通じて事業を運営していたと話した。

こうした両社と華為の結び付きが判明したことで、スカイコムは単なるビジネスパートナーだとする華為の主張は信ぴょう性がさらに低下し、孟晩舟ＣＦＯには不利な材料となる可能性がある。

米当局は、華為がスカイコムをイランでの通信機器販売に加え、国際的な銀行システムを通じて資金を異動するのに利用したとみている。
