Wanted to throw my two cents in on this one.
I think the point about Cullen being an NPC is extremely important to this. Being an NPC, rather than a companion, we're stuck with what Bioware thinks is necessary to portray of him, which often isn't much unless he's a focal point of a questline (which he really isn't; he's the upper management in this organization where Hawke mostly deals with the rank-and-file, so his involvement doesn't happen often). But as has been mentioned repeatedly, we still get the pieces of his arc in places here and there within the games, if we're willing to put them together.
And I think part of the problem, too, is that too many people seem to forget that there are two to four years between DA2 and DAI. They aren't functionally back-to-back like DAO and DA2 were. Anders blew up the chantry in 9:37 Dragon. Inquisition starts in 9:41 Dragon. At a minimum, we're still looking at two years between the two (if the destruction is toward the end of 9:37 and the Breach opening toward the beginning of 9:41). That's the minimum.
I've seen a lot of critical takes that seem to assume Cullen goes straight from watching Hawke walk out of the Gallows to heading out for Haven.
Another part of the problem, I think, is that a lot of that intervening time is covered in The World of Thedas, and I can understand and support an argument that side materials shouldn't count for lore stuff like this. That what you need to know about a character should be able to be gleaned from the game itself. I can absolutely respect that (it's one of my gripes about the Kingdom Hearts franchise).
But there's the problem: those details are also in the game if you're willing to talk to people and listen. We can still get that information from the game. I think some people are just too upset that a lot of the character growth they wants happens off-screen (by necessity, I would argue; Cullen is an NPC, after all, even after he becomes romanceable).
On the topic of Blackwall, I'm willing to cut him some slack. I saw it less as "fessing up to someone who was nice to him" and more that, as approval rating went up, he started seeing the Inquisitor as someone who might hear him out if he were to finally come clean (and then choose a just punishment for his crime, regardless of what choices we were actually given), and maybe also inspired him to improve himself. Especially since he doesn't actually fess up when your approval gets high enough, at least not right away. No. What actually happens is he leaves to try to make something right, even if it's too little too late. The confession happens once you confront him about it, after he's turned himself in to save the life of his former subordinate.
Anyway. My two cents.
Hit a point where I'm going through the Cullen Critical tag on tumblr cause I really like Cullen, but in a fucked up way and I hate that the writers overlooked some of the more egregious things this guy did (or, more accurately did *not* do) while serving in Kirkwall
Mostly i think im mad that the writers fucked up the chance to take a guy who spent a long time turning a blind eye to and justifying a fucked up system of abuse, and actually have him held accountable for it
Instead of him just. Feeling kind of bad about it but not actually addressing it in a real way?
I mean, dont get me started on how Inquisition fumbled pretty much everything that happened in DA2 (the fact that there's no option for Hawke, Varric, or even the Inquisitor to agree with what Anders did? You can either condemn it or like... waffle around it?), but like. Cullen was actively looking the other way when Mages were getting whipped in the streets, SA'd and fucking lobotomised
The templars turned Kirkwall into a police state by the end of it, and all the writers have him saying is like "man, i feel bad :("
Cant believe im saying this, but Blackwall actually does have a better redemption arc than Cullen

They still could've had their poor little meow meow of a commander! Just make him so much more fucked up about his mistakes man!

Good morning I am full of thoughts today
So I've seen some people (including someone I know personally) try and say Solas straight up lies to your face. When. He doesn't. Yeah, lies through omission and twisting the truth, but that's what comes with the liar who never lies archetype.
The bit I'm currently thinking about is Solas calling himself just a guy vs the ending (I forget which one specifically, if it's a specific end) where he calls himself a god.
He doesn't call himself a God outright. He specifically says in comparison to Rook, he may as well be. Which is why people think the Evanuris/Forgotten Ones/Solas himself were gods to begin with, wasn't it? They may not have been gods, but it looks like they are to the people. He's not suddenly changing stances, he's just pointing something out.
That's the thing about Solas as a whole, ain't it?
He never tells you a falsehood. He may be vague, he may frame things certain ways, he may leave things out. But he never tells you something outright false.
There is a single instance (or, an overarching topic rather) that I can think of where he may have, but that's not in Veilguard. It's Inquisition. Y'know, the time he needs to keep a cover story. And a false background.
But I kinda realized at a point in typing this... we don't know how he grew up as a spirit. He may not have been a child in a traditional sense, but he would have still been a newly formed spirit in the world and exploring it. Maybe he just converted events around that in how to phrase it to work in a way where he was technically telling the truth.
I don't remember exactly what my end goal with this post was but have the thoughts I was pontificating anyway

It's SO funny that the Inquisition was, essentially, mostly a bunch of liars.
Varric is an unreliable narrator who according to Bianca tends to make up stories about what he wished would have happened. The Iron Bull is a Ben-Hassrath who will mostly act the same whether you've sacrificed the Chargers or not until *that moment* in Trespasser. Vivienne, while always frank in her opinion of you, is also absolutely a master of The Game. Sera runs with the Friends of Jenny, appears immature and pulls pranks on people, yet she does it with such skills that she is rarely caught. Solas is Solas. Blackwall/Thom Rainier? NO ONE does it like him. The advisors are not exempt either. While Leliana is obviously a spymaster, Josephine can and will destroy someone's reputation with nothing but a glove planted somewhere compromising. And Cullen? Is really cagey about his time as a templar. Even the Inquisitor is a fraud. Willingly or not, you gain an army because people believe that you are the Herald of Andraste. Which is patently false.
Then there's Cassandra Allegra Portia Calogera Filomena Pentaghast, Seeker of TRUTH. Cole, whose job is to blurt everyone's secrets aloud. And Dorian, who left the nest of backstabbing vipers that is Tevinter, only to traipse through sand and snow and mud with this organization of lying liars.

The golden ending where nothing went wrong. They got old together, the end.
Dorian serves as Archon for 30 years, freeing Tevinter's slaves. He has a small brush with war when he takes back Seheron with Tevinter's army bolstered by Marx's Knight order. Alphonso's armada of mage powered canons protects Tevinter's shores from further invasion attempts and a new era of peace descends on its people. Marisol develops a type of magic to sooth the titans rage eradicating the last traces of the blight including Max's red lyrium arm.
