Zaterdag 9 februari – In Doughnut Economics stelt Kate Raworth twee elementaire ontwerpprincipes voor ‘om in de donut te komen’: regeneratief en gedistribueerd. Bij regeneratief kunnen we ons, dankzij concepten als ‘cradle to cradle’ en de ‘(biobased) circular economy’ vrij makkelijk iets voorstellen. Bij gedistribueerd is dat moeilijker, maar ik raak wel steeds meer door het principe gefascineerd. 

Langzamerhand begin ik namelijk het idee te krijgen dat het ‘distribueren van de samenleving’ een mes is dat aan twee kanten snijdt: het kan de opwarming helpen keren én nuttig zijn als het niet lukt de opwarming tijdig te stoppen en maatschappelijke chaos ontstaat (’als de hel uitbreekt vanwege extreme vluchtelingenstromen, voedselproblemen, burgeroorlogen, et cetera’). Netjes gezegd: de maatschappij gedistribueerd organiseren is een gecombineerde klimaat mitigatie- en adaptatie-strategie. Waarbij ik het begrip klimaatadaptatie dus zodanig oprek dat er ook disruptieve maatschappelijke effecten van opwarming onder vallen.

Als beeld bij een gedistribueerde maatschappij stel ik me de maatschappij voor als een verzameling sociale gemeenschappen. In een verstedelijkende wereld is dat niet heel makkelijk voor te stellen, maar laten we dat toch maar even proberen. Iedere gemeenschap is in dit beeld een in ecologisch, sociaal en economisch opzicht zelfvoorzienend knooppunt (‘node’). Dit betekent dat in principe alles wat de gemeenschap nodig heeft om te leven uit lokale natuurlijke bronnen wordt betrokken en verrijkt wordt teruggegeven.

Als ik via Google naar ‘distributed’ en ‘society’ zoek kom ik op een gegeven moment op ‘Distributism’ op Wikipedia uit (’...an economic ideology asserting that the world's productive assets should be widely owned rather than concentrated.’) Bij deze beweging (uit eind negentiende, begin twintigste eeuw) gaat het dus niet om een evenwichtige relatie met de natuur, maar om het voorkomen van machtsconcentratie. Mij gaat het om beide. In de beschrijving van Distributism stuit ik op het begrip ‘subsidiarity’:

Distributism puts great emphasis on the principle of subsidiarity. This principle holds that no larger unit (whether social, economic, or political) should perform a function which can be performed by a smaller unit. Pope Pius XI, in Quadragesimo anno, provided the classical statement of the principle: "Just as it is gravely wrong to take from individuals what they can accomplish by their own initiative and industry and give it to the community, so also it is an injustice and at the same time a grave evil and disturbance of right order to assign to a greater and higher association what lesser and subordinate organizations can do.
