When Georgian Jimmy Carter won the 1976 presidential race, no politician from the Deep South had been elected since 1844. Despite Carter’s Dixie roots, the incoming president boasted a large Black fan base, having supported Black causes as a lawmaker in his home state. Four out of every five Black voters reportedly backed Carter and, decades later, when the country welcomed its first Black president, Carter continued to speak out about race relations in America. His record on civil rights before and after entering the White House reveal why Carter long garnered support from communities of color.

A Voting Rights Supporter

During his tenure as a Georgia state senator from 1963 to 1967, Carter worked to overturn laws that made it challenging for Black people to vote, according to the University of Virginia’s Miller Center. His pro-integration stance did not prevent him from serving two terms as state senator, but his views may have hurt his gubernatorial bid. When he ran for governor in 1966, an outpouring of segregationists turned out to the polls to elect Jim Crow supporter Lester Maddox. When Carter ran for governor four years later, he “minimized appearances before African American groups, and even sought the endorsements of avowed segregationists, a move that some critics call deeply hypocritical.” But Carter, it turned out, was simply being a politician.

When he became governor the following year, he announced that the time had come to end segregation. Clearly, he’d never supported Jim Crow but catered to segregationists just to win their votes.

Appointments of Black People in Key Positions

As Georgia governor, Carter didn’t just verbally oppose segregation but also worked to create more diversity in state politics. He reportedly raised the number of Black people on Georgia state boards and agencies from just three to a staggering 53. Under his leadership, almost half, 40 percent, of public servants in influential positions were Black.

Social Justice Platform Impresses Time, Rolling Stone

Gov. Carter’s views on civil rights so markedly differed from other Southern lawmakers, such as notorious Alabama Gov. George Wallace, that in 1971 he made the cover of Time magazine, which dubbed the Georgian the face of the “New South.” Just three years later, legendary Rolling Stone journalist, Hunter S. Thompson, became a fan of Carter after hearing the lawmaker discuss how politics can be used to effect social change.

A Racial Gaffe or More Duplicity?

Carter sparked controversy on April 3, 1976, while discussing public housing. The then-presidential candidate said that he thought community members should be able to preserve the “ethnic purity” of their neighborhoods, a statement that sounded like the tacit support of segregated housing. Five days later, Carter apologized for the comment. Had the pro-integrationist really meant to express support of Jim Crow housing, or was the statement just another ploy to get the segregationist vote?

Black College Initiative

As president, Carter launched the Black College Initiative to give historically Black colleges and universities more support from the federal government.

“Other administration education initiatives covered in the collection include science apprenticeships for minority students, technical assistance to Black colleges, and minority fellowships in graduate management education,” according to the “Civil Rights During the Carter Administration” report.

Business Opportunities for Black People

Carter also tried to close the wealth gap between whites and Black people. He developed initiatives to give Black-owned businesses a boost. “These programs focused primarily on increasing the government’s procurement of goods and services from minority business, as well as through requirements for procurement by federal contractors from minority firms,” the CRDTCA report states. “The aided industries ranged from construction to manufacturing to advertising, banking, and insurance. The government also maintained a program to help minority-owned exporters gain footholds in foreign markets.”

Affirmative Action Supporter

Affirmative action became a heavily debated topic when the U.S. Supreme Court heard the case of Allan Bakke, a white man denied admission to the medical school at the University of California, Davis. Bakke sued after UC Davis rejected him while admitting less qualified Black students, he argued. The case marked the first time affirmative action had been challenged so vigorously. Yet, Carter continued to support affirmative action, which endeared him to Black people.

Prominent Black people in the Carter Administration

When Carter became president, more than 4,300 Black people held elected office in the U.S. They also served in the Carter cabinet. “Wade H. Mc-Cree served as solicitor general, Clifford L. Alexander was the first Black secretary of the army, Mary Berry was the top official in Washington on educational matters prior to the establishment of the Department of Education, Eleanor Holmes Norton chaired the Equal Employment Opportunity Commission, and Franklin Delano Raines served on the White House staff,” according to the Spartacus-Educational website. Andrew Young, a Martin Luther King protégé and the first African American elected as a Georgia congressman since Reconstruction, served as U.S. ambassador to the United Nations. But Young’s outspoken views on race caused controversy for Carter and Young resigned under pressure. The president replaced with him another Black man, Donald F. McHenry.

Expansion from Civil Rights to Human Rights

When Carter lost his bid for re-election, he opened the Carter Center in Georgia in 1981. The institution promotes human rights across the world and has overseen elections in a number of countries and curbed human rights violations in places such as Ethiopia, Panama, and Haiti. The center has also focused on domestic issues, such as in October 1991, when it launched the Atlanta Project initiative to address urban social problems. In October 2002, President Carter won the Nobel Peace Prize for “his decades of untiring efforts to find peaceful solutions to international conflict.”

The Civil Rights Summit

Jimmy Carter was the first president to speak at the Lyndon B. Johnson Presidential Library Civil Rights Summit in April 2014. The summit commemorated the 50th anniversary of the groundbreaking Civil Rights Act of 1964. During the event, the former president urged the nation to do more civil rights work. “There’s still a gross disparity between Black and white people on education and employment,” he said. “A good amount of schools in the South are still segregated.” Given these factors, the civil rights movement isn’t just history, Carter explained but remains a pressing issue in the 21st century.

WAYNE NEWTON

April 3, 1942

Carson Wayne Newton was born in Norfolk, Virginia. While he was a child, his family moved to near Newark, Ohio. He began singing in local clubs, theaters, and fairs with his older brother, Jerry. Because of Newton's severe asthma, his family moved to Phoenix in 1952, where he left High School before finishing his junior year. As the Rascals in Rhythm, the Newton Brothers appeared with the Grand Ole Opry roadshows and performed in front of president Dwight D. Eisenhower.

He is one of the best-known entertainers in Las Vegas, known by the nicknames the ‘Midnight Idol,’ ‘Mr. Las Vegas’ and ‘Mr. Entertainment.’ His well-known songs include 1972’s “Daddy, Don’t You Walk So Fast” (#4 on the Billboard chart), “Years” (1980), and his signature song “Danke Schoen” (1963).

His first television appearance was in 1963′s “Celebrity Party” a Dick Clark production featuring many of the top singers and musicians of the time.

Newton first appeared with Lucille Ball in “Lucy Discovers Wayne Newton” (TLS S4;E14) aired on December 27, 1965. When Lucy Carmichael hears Newton singing on his farm, she decides to introduce him to a record producer.

Although already a rising pop singer, Newton is literally catapulted into stardom by this appearance. He performs:

“I played a country boy singing to animals on ‘The Lucy Show,’ and CBS wanted her company Desilu to produce a series around that character. Just before the final papers were signed, I get a call from Lucy saying, ‘Wayne, I haven’t been able to sleep. Can my husband and I fly to Vegas tonight and meet you?’ Lucy says, ‘We’re going to say a name and I want your reaction: Jim Nabors. Unless you want to be this country boy the rest of your life, turn the series down because it will ruin your life.’ I thought that was the greatest example of someone, being the great star she was, caring that much about somebody else.” ~ Wayne Newton

Lucille Ball took a parental-like interest in Newton’s career. She invited him back for “Lucy Sells Craig to Wayne Newton” (HL S1;E9) on November 25, 1968.

Lucy Carter gets her son Craig a gig filling in for Wayne Newton’s drummer. Naturally, Lucy and Kim also manage to get into his act. Newton sings:

“Swanee” / “Waiting for the Robert E. Lee”

Wayne Newton is one of ten celebrities to also have appeared on “The Lucy Show.”

His final appearance with Lucille Ball on television was again on “Here’s Lucy,” in “Lucy and Wayne Newton” (HL S2;E22), first aired on February 16, 1970.

This episode was shot on location at Newton’s ranch outside of Las Vegas. Like the previous episode, it also features his brother Jerry, who’s catch-phrase is “Oh gosh yes.”

In 1968, Newton married Elaine Okamura. They have one child; they divorced in 1985. In 1994, Newton married Kathleen McCrone. The couple have one daughter.

Tanker underway again after ‘potential hijacking’ near UAE ends

Britain has urged the United Nations to respond to “destabilising actions and lack of respect for international law” by Iran following a series of incidents involving tankers in the Persian gulf.

Foreign Secretary Dominic Raab on Wednesday morning wrote to security council president T. S. Tirumurti, amid news of a possible hijacking off the coast of the United Arab Emirates, reportedly on the ship the Asphalt Princess.

It comes after a Briton and Romanian were killed in a separate drone attack on the Mercer Street tanker off the coast of Oman, which the UK, US and Israel blame on Tehran.

As the latest incident unfolded UK chief of the defence staff General Sir Nick Carter said had Iran made a “big mistake” by allegedly targeting the tanker last week.

He told BBC Radio 4’s Today programme: “What we need to be doing, fundamentally, is calling out Iran for its very reckless behaviour.

“They made a big mistake on the attack they did against the Mercer Street vessel last week because, of course, that has very much internationalised the state of play in the Gulf.”

He added: “Ultimately, we have got to restore deterrence because it is behaviour like that which leads to escalation, and that could very easily lead to miscalculation and that would be very disastrous for all the peoples of the Gulf and the international community.”

The Royal Navy reported on Wednesday morning that boarders had left the the Panama-flagged asphalt tanker Asphalt Princess, which was believed to have been seized off the coast of the United Arab Emirates.

Three maritime security forces had told Reuters on Tuesday that the Asphalt Princess tanker had been seized by suspected Iranian-backed forces, which Iran denies.

The AIS tracking status of the tanker was “underway using engine” early on Wednesday, according to Refinitiv ship tracking data.

The United Kingdom Maritime Trade Operations, a Royal Navy agency, said what it had described on Tuesday as a potential hijack incident was now “complete” and the vessel involved was safe.

The agency gave no further details in a warning notice based on a third-party source, and did not name the vessel involved. Shipping authority Lloyd’s List and maritime intelligence firm Dryad Global had both identified the hijacked vessel as Panama-flagged asphalt tanker Asphalt Princess.

The incident took place in an area in the Arabian Sea leading to the Strait of Hormuz, the conduit for about one-fifth of the world’s sea-borne oil exports.

Satellite-tracking data for the Asphalt Princess had shown it slowly heading toward Iranian waters off the port of Jask early on Wednesday, before it stopped and changed course back toward Oman.

The Independent has contacted the Foreign, Commonwealth and Development Office for more information.

Tehran’s relationship with western powers has deteriorated in the years since Donald Trump pulled out of the 2015 treaty that sought to limit Iran’s nuclear ambitions. Commercial shipping around the Persian Gulf has increasingly been caught in the crosshairs.

Alicia Kearns, a Conservative MP who sits on parliament’s foreign affairs committee told The Independent of the latest incident: “Whether it was Iranian proxies or the Iranian military, the Gulf of Oman remains a treacherous stretch of water for commercial shipping companies. This will only become worse as deteriorating relations between Iran and other nations leave Iran feeling more aggrieved and warranted in escalating incidents like this, as well as limpet mine attacks.

“It’s a reasonable assumption that the armed group were Iranian proxies or Revolutionary Guard, because Iran not only has a history of maritime piracy, and then denying outright their actions, but the Asphalt Princess has been detained by Iranian forces on multiple occasions in the past, and the owners previously had another ship targeted as well.”

Abdulkhaleq Abdulla, a prominent and well-connected Emirati political analyst told The Independent that the UAE had no interest in flared tensions in the strategic waterway and would be looking for ways to de-escalate after the recent incidents.

“This should be of concern to the international community which should step up but the UAE doesn’t want an increase in tension or hostilities – it does not want escalation at the moment,” he said.

“The thinking here is the UAE does not want to be dragged into any unnecessary confrontation with Iran. We do not want that to happen period. That said, everyone has a direct interest in the safety and security of this very fragile water way.”

Yoruk Isik, an Istanbul-based maritime expert and non-resident scholar at the Washington-based Middle East Institute, who has been following the Asphalt Princess said he thought it was more likely related to small-time Iranian oil smuggling than a major international incident.

“The company that owns the Asphalt Princes – is Prime Tankers LLC (of the UAE) – it operates a fleet of middle age to older ships and most of the ships have gaps in their Automatic Identification System (AIS) tracking that makes us suspicious that they are hiding small time smuggling, perhaps Iranian.”

“We don’t know for sure but they are a prime suspect in Iranian oil smuggling – it is the second time their ships have been involved in something like this. As you can see from the MT Riah incident in 2019” – a refernec to the seizure of Panama-flagged tanker whose 12-man Indian crew were detained by the Iranian coastguard in 2019.

“The ownership is for sure Prime Tankers LLC – this is the second time they have been involved in an incident . This company has no linkage to Israel whatsoever.”

He said that although the alleged hijacking incident was taking place at the same time as a series of attacks on tankers and soaring tensions between Iran, the US and Israel this was likely “an exception”.

Isik said it was likely tied to “rogue elements of Iranian Revolutionary Guard Corps not necessarily operating on behalf of Iran” that were trying to settle a commercial dispute.

“Maybe someone didn’t get paid and so they boarded the ship,” he said, adding that he was certain the ship was Iranian only because at the beginning of the incident it changed course towards Iran, which he said would not be possible if it was private or pirate operation.

What does the Confederate flag represent to the people in the South?

COMMENTARY:

In the Army community before Vietnam, Robert E. Lee was sanctified, as defined by the Profession of Arms. Eisenhower lived in Gettysburg in the first house that belonged to Mamie and not to the US Army. Eisenhower kept a picture of Lee on the wall in his office for the same reason a master builder of bridges might keep a portrait of John A. Roebling on the wall of his/her work space, as a muse.

I feel the same way about Lee. He wouldn’t be my inspiration. My inspiration was Bill Mauldin’s Willie and Joe. These are the guys that took the same oath as the Oath Keepers and slogged their way through eons of drudgery and sudden moments of the Fear of the Lord commingling with an eleven on the Pucker Meter. When they came back from being Up Front for the duration, they didn’t storm the Capitol. The idea of actually assaulting the US Constitution by force of arms, such as January 6, was played out in the minds of the Greatest Generation by the civil rights movement in the South and the anti-war movement more or less universally, but they left the fighing to the constitutional authories to sort out. That’s the point of the 2nd Amendment: the Ku Klux Klan does not fall within the actionable boundaries of the UCMJ and, as both Socrates and Jesus concur, the civic duty of a citizen in a society defined by the secular rule of law, as opposed to any theocracy, is defined by Romans 13″1 - 7: it’s why we elect the leadership of the Republic.

And, in the Profession of Arms as the moral substance of the Clausewitz Paradox that defines the instrumental relationship between the civilian playing the role of POTUS and the terrible swift sword. Robert E. Lee is the absolute metaphysical Archetype of the republican terrible swift sword.

What the fuck do you thing war is all about?

America has been doing war against the African-American community for 40 years with the War on Drugs. SWAT means “Special Weapons and Tactics” which are principally the urban warfare tacticts the Army and the Marines took to Fallujah. SWAT tactics were just being introduced into the civilian police forces when I got back from Vietnam in 1971 in response to the boutique terrorism of the Weather Underground and extreme Maoist black counter-terrorism gangs. The whole Patty Hearst thing brought it to a head and people like Christopher Hitchens began to re-think the charms of the Trotsky insurgence. Munich in 1972 demonstrated that the battle had gone to another level and the Radical-Liberals on the Upper East Side began to keep their distance from Yoko Ono.

And, when the Reagan people took over Washington, which was nearly 70% black at the time, the PeterMeter on racism went off the scale. All these preppy white bigots like Klukker Karlson began showing up at saloons all over town and they began to transform the DC culture to their version of We, the People Land, like a Disney-version of Mr. Smith Goes to Washington to make white supremacists feel safe and cozy.

White people are scared to death of DC because it is Chocolate City run by black folks who are determined to get some pay backs from the white bigots who come into town to buy their drugs or hook up with their whores. I live in DC because I have always felt safe here and I’ve been held up at gun point twice. It comes with the NRA version of the 2nd Amendment.

But DC is really pretty much a Rainbow culture in the government. I’ve been involved in affordable housing since the Carter administration and I was part of the Housing for All campaign that was launched by the Community for Non-Profit Housing and Economic Development organization to capitalize the Housing Production Capital Fund with $100 million annually to preserve, repair, replace and create affordable housing to and to constantlly mitigate and prevent homelessness. As you shift people off the streets and into permanent housing, you begin to make significant shifts in the costs in public healthcare from the fiscal budget to a capital budget, which is far more cost effective than the current paradigm. I just watched a ZOOM broadcast between Anita Bonds and Stephen Glaude about raising the capital pool to $400 because Mayor Bowser’s affordable housing programs are such effective investments that, like the Parable of the Talents, the city wants to double down on it.

So, I’ve watched this city government at work since 1971 and the farther away we get from Congress running things through the Committee on the District of Columbia, the better the city works to support the mission of the Congress. DC has been a playground of elected officials since Congress bought it from George Washington and you have assholes like Matz Gaetz and Ron Johnson who are offended by anything negro at all unless its shining shoes or setting the table for 8 dinner party in Georgetown.

And that’s what the Confederate Flag means in the South as distinct from Robert E. Lee. It’s a banner that reads “We can do any fucking thing we want to do because we are white, free and 21 and, if you’re not. get your ass out of town by sundown or swing in the lyrics of “Strange Fruit” by morning.

And these are basically the assholes who claim to be Oath Keepers because they are white and free to buy as many guns as their budgets can afford and be just like the predominately white SWAT Team officers, busting down doors and shooting their way into the living room according to doctrine.

Officers like Robert E. Lee were in charge of soldiers and Marines breaking into the homes and neighborhoods in Fallujah. What are SWAT Tactics to Oath Keepers looking for glory as a fashion statement was just another day in Paradise for the soldiers and Marines veterans of Fallujah.

Lee was able to avoid the scorched-earth tactics of Sherman and Sheridan by remaining primarily on the defensive, but that’s not the reason for his sactification. It is because he is a nearly prefect model of the republican citizen soldier and hoodwinked instrument of state in the Clausewitzian paradigm and paragon of Duty as the essential virtue of the Profession of Arms.

Donald Trump is a living example of a moral code based on avoiding any civic duty as an organizing principle. And that moral anarchy defines the moral context of the relationship between the Oath Keepers and the Confederate Battle Flag.

Which is metaphysically divorced from everything Robert E. Lee represents in the Profession of Arms.

As I say, the US Army was a Southern institution when I was growing up, but in the George Thomas sense of the word. George Thomas was from the Virginia aristocracy like Lee, but he remained in the US Army and destroyed two rebel armies during the war. Beyond discussing the causes of the war on a purely academic basis, the politics were generally avoided. Any enthusiasm for the rebellion was generally avoided as distasteful and the reality of the systemic lawlessness in the civilian community that the Confederate battle flag represented remained off post.

Robert E. Lee is the exact opposite of what the Oath Keepers represent and the white supremacists who drive around in pickups flying that banner are engaged in stolen valor. The irony, of couse, is that the Oath Keepers believe their are sprinkling themselves with the pixie dust of Robert E. Lee’s honor by appropriating the symbol of the southern patriot in battle who abided by their paroles after Appomattox as tenaciously as they obeyed Lee’s orders before the last ditch ended their service.

Lee was the paragon of Duty, but Honor is the weasle word soldiers on both side give him a pass in regards to his soldiering for the South. Lee went from being the offensive coordinator for Lincoln to being the offensive coordinator for Jefferson Davis. There was nothing personal about it, just business, devotion to Duty.

After 911, nobody was flying Confederate flags until Toby Keith decided to define “patriotism” with a little right-wing cancel culture on the Dixie Chicks and, after that , every time the White Supremacist National Anthe (Lee Greenwood’s God Bless the USA), was played, more and more Confederate flags began popping out, hoping to start a fight, somewhere.

And that’s what the Confederate battle flag means in the South.
