आगरा के शाहगंज इलाके के दौरेठा क्षेत्र में स्थित भीम नगरी मैदान, जो आगरा ��िकास प्राधिकरण (एडीए) की संपत्ति है, बीते डेढ़ साल में एक स्थायी अवैध कूड़ा डंप में तब्दील हो गया है। इस मैदान पर अप्रैल 2023 से लगातार कचरा जलाया जा रहा है, जिससे पूरे क्षेत्र में जहरीला धुआं फैल रहा है। इससे स्थानीय निवासियों को गंभीर स्वास्थ्य समस्याओं का सामना करना पड़ रहा है, लेकिन अब तक कोई ठोस कार्रवाई नहीं की गई है। एडीए की जमीन पर अवैध कचरा डंप भीम नगरी मैदान एडीए के जवाहर पुरम कॉलोनी के ठीक बगल में स्थित है। इसे सार्वजनिक उपयोग के लिए सुरक्षित रखा गया था, लेकिन पिछले डेढ़ साल में इस जगह पर कूड़ा डंपिंग और जलाने का काम शुरू हो गया। स्थानीय निवासियों का कहना है कि इस इलाके में कचरा जलाने का काम रात के अंधेरे में किया जाता है, ताकि प्रशासन की नजर से बचा जा सके।

स्थानीय निवासियों की शिकायतें अनसुनी दौरेठा क्षेत्र के निवासी लंबे समय से इस समस्या से जूझ रहे हैं। उन्होंने बताया कि उन्होंने नगर निगम, एडीए और पर्यावरण विभाग सहित कई जगह शिकायतें दर्ज कराई हैं, लेकिन अब तक किसी ने उनकी समस्या का समाधान नहीं किया। दौरेठा निवासी और हिंदुस्तानी बिरादरी के उपाध्यक्ष विशाल शर्मा ने बताया कि उनकी मां, जो पहले से ही सीओपीडी (क्रॉनिक ऑब्सट्रक्टिव पल्मोनरी डिजीज) से पीड़ित थीं, इस जहरीले धुएं के कारण और अधिक बीमार हो गई हैं। “हमारी मां को अब दिन में कई घंटे ऑक्सीजन सपोर्ट या नेबुलाइज़ेशन पर रहना पड़ता है। यह धुआं पूरे दिन हमारे घर में भर जाता है और सांस लेना मुश्किल हो गया है। हमने कई बार शिकायत की, लेकिन कोई सुनवाई नहीं हो रही,” विशाल ने कहा। निवासियों पर पलायन की नौबत स्थानीय निवासी अब इस समस्या से इतना परेशान हो चुके हैं कि वे अपने घर बेचने और कहीं और बसने का मन बना रहे हैं। इस इलाके में रहने वाले सुरेश चंद ने बताया, “यहां रहना अब असंभव हो गया है। बच्चे लगातार बीमार पड़ रहे हैं। हमने सोचा था कि यह इलाका शांत और सुरक्षित रहेगा, लेकिन यह कूड़ा डंप हमारे जीवन को नर्क बना ���हा है। अगर यह जल्द नहीं हटा तो हमें घर छोड़ने पर मजबूर होना पड़ेगा।” स्वच्छता ऐप पर शिकायतें भी खारिज दौरेठा के निवासियों ने स्वच्छता ऐप पर भी इस समस्या की शिकायत दर्ज कराई, लेकिन उनकी शिकायतों को खारिज कर दिया गया। नगर निगम अधिकारियों ने जवाब दिया कि यह इलाका आगरा नगर निगम की सीमा के बाहर आता है, इसलिए उनकी कोई जिम्मेदारी नहीं बनती। नगर निगम का पल्ला झाड़ना

जब इस मुद्दे पर आगरा नगर निगम के एक अधिकारी से बात की गई, तो उन्होंने कहा, “दौरेठा का यह इलाका ग्राम सभा की सीमा के अंदर आता है। नगर निगम की सीमा के बाहर होने के कारण हम इस पर कोई कार्रवाई नहीं कर सकते। यह जिम्मेदारी ग्राम सभा की है।” सांस लेना हुआ मुश्किल स्थानीय निवासियों का कहना है कि 24 घंटे जलते रहने वाले इस कचरे से पूरे इलाके में जहरीला धुआं फैलता है। इससे सांस की समस्याएं, आंखों में जलन, और त्वचा रोग जैसी समस्याएं आम हो गई हैं। अचल शर्मा, जो पिछले 15 सालों से इस इलाके में रह रहे हैं, ने बताया, “हमारे बच्चे तकलीफ में हैं। रात में ठीक से सो नहीं पाते क्योंकि धुएं की वजह से दम घुटने लगता है। हमने अधिकारियों से मदद मांगी, लेकिन कोई जवाब नहीं मिला।” प्रदूषण का स्तर खतरनाक पर्यावरणविदों का कहना है कि टीटीजी क्षेत्र में खुले में कचरा जलाना पहले से ही प्रतिबंधित है, क्योंकि इससे वायुमंडल में खतरनाक प्रदूषक तत्व फैलते हैं। हालांकि, इस इलाके में यह गतिविधि खुलेआम हो रही है। स्थानीय पर्यावरण कार्यकर्ता मनमोहन सिंह ने कहा, “दौरेठा जैसे इलाके में ऐसा होना बेहद चिंताजनक है। यह क्षेत्र पर्यावरण की दृष्टि से संवेदनशील है और आगरा एयरफोर्स बेस के रनवे के काफ़ी पास होने के कारण यहां इस तरह का प्रदूषण न केवल इंसानों के लिए ख़तरा है बल्कि पक्षियों आदि के यहाँ कूड़े पर मंडराते रहने के कारण यह विमानों के लिए भी खतरनाक हो सकता है।” क्या कहता है एडीए? एडीए के एक अधिकारी ने नाम न छापने की शर्त पर कहा, “हमें इस समस्या के बारे में शिकायतें मिली हैं, लेकिन हमारी टीमों को अब तक कचरा जलाने वालों को पकड़ने में सफलता नहीं मिली है। हम जल्द ही इस जगह को साफ करवाने और सुरक्षा के इंतजाम करने की योजना बना रहे हैं।” हालांकि, स्थानीय लोग इस तरह के आश्वासनों से संतुष्ट नहीं हैं। समाधान की उम्मीदें धूमिल स्थानीय निवासियों का कहना है कि जब तक प्रशासन और संबंधित विभाग आपस में जिम्मेदारी तय नहीं करेंगे, इस समस्या का समाधान नहीं होगा। “हम केवल चाहते हैं कि यह कचरा डंप हट जाए और हमारी जिंदगी सामान्य हो सके। क्या यह मांग इतनी बड़ी है?” एक स्थानीय निवासी ने निराशा जताते हुए कहा। जन आंदोलन की चेतावनी निवासियों ने चेतावनी दी है कि अगर जल्द ही इस समस्या का हल नहीं निकाला गया, तो वे बड़े स्तर पर विरोध प्रदर्शन करेंगे। “यह केवल हमारी नहीं, पूरे समाज की समस्या है। हमें मजबूर न किया जाए कि हम सड़कों पर उतरें,” विशाल शर्मा ने कहा। दौरेठा के इस मामले ने एक बार फिर से यह सवाल खड़ा कर दिया है कि प्रशासन की अनदेखी और विभिन्न विभागों के बीच जिम्मेदारी तय करने की कमी का खामियाजा आखिर कब तक आम जनता को भुगतना पड़ेगा। Read the full article
