Professional Engineers, Engineering Licenses, and Electrical/Electronic Engineers

I recommend you watch the video first to help you understand what I’m about to discuss. Also, bear in mind that this post is really just meant for discussion and to shed light on a topic that I feel strongly about.
So, I, at some point, want to become a professional engineer. What does this mean? Well, firstly, I live in the United States, which means the steps to become a licensed professional engineer are as follows:
1. Complete a engineering degree at an accredited 4-year university
2. Register for and pass the Fundamentals of Engineering Exam (FE) for the respective engineering degree
3. Work for the required number of years under a licensed professional engineer or gain some other equivalent work experience
4. Register for and pass the Professional Engineering Exam (PE)
As an electrical engineer, there may be a couple of reasons to become licensed, the big one being if you are working closely with civil engineers on large public projects. While there is likely a nice paycheck and, of course, an amount of prestige in becoming a professional engineer, the purpose of the professional engineering license is for accountability. If you as the professional engineer on a project signs off on plans for the electrical systems of a building even though those plans have proven faulty in past projects and the building later catches fire, you are the one who will “bite the bullet” as they say.
This will be important later in the discussion, but let’s go back to the steps towards acquiring a license.
Looking at those steps and comparing those steps to other disciplines that require licenses, you can see that it is a pretty rigorous process. And rightfully so, I might add. People’s lives are at stake in engineering as much as say in medicine. Every bridge that has collapsed, building that has caught fire, and airplane that has crashed has costed people their lives. Engineers who designed these structures and vehicles lost their jobs, lost the ability to every practice engineering again, and most certainly had to have serve some sort of sentence. Engineering licenses are hard to acquire for a reason, and the amount of legality involved is, I believe, certainly justifiable.
Now, assuming you watched the video, let’s discuss that as well. I don’t pretend to know the entire situation with the new professional engineering laws in Victoria, but from the video, it sounds like it is a step in the right direction. I was pretty surprised to learn early on in the EEVblog series that Australia as a whole did not have any laws like this up until now, and I was wondering when it was going to happen. I don’t mean any malice in saying that, I understand engineering culture and laws are very different there compared to the ‘States.
I found myself both agreeing and disagreeing with Dave. The reason why I disagree with him should be obvious, but I do agree that the law should be more specific and in detail lay out the who and why. Electrical engineers should most certainly have a license if they are to be working on building projects and such, but electronics engineers seem to be in this weird gray area. Personally I could think of a few reasons why an electronics engineer would need a license, but again, the difference in law and culture between the U.S. and Australia means that those reasons may not be fully applicable to engineers in Australia.
For reference, electrical engineering is a broad term for the fields related to electricity. This includes everything from power down to computers and micro-controllers. Electronics engineering is a subset in electrical engineering primarily focused on the small-scale aspect, usually in PCB design, VLSI (interesting topic for another post), and semiconductor devices.
I think a lot of Dave’s argument is in this definition as well as in the legal definition of “professional”, which he mentions in his video. But to reiterate my point and Dave’s, the law is too broad which is obviously causing some confusion. You can apply common sense to it, of course, but, just like with electronics engineers, there may be a gray area that will need to be ironed out. “Who needs to get an engineering license and why?” The “why” seems to be mostly there, but the “who” might need some reworking. Dave also talks about other states moving to pass similar laws, and my hope is that they do so but only after Victoria gets a good grasp on this one. Set an example for those who follow.
It will be interesting to see how this plays out for the rest of Australia and to see if this has any impact on the wider engineering community. I’m very interested to get other viewpoints on this and updates on how this new law progresses and its effects on engineers working there.
