Called "price discrimination" or the "two-price system," it's a long-standing technique used by retailers and service providers to squeeze the most profit out of their customers by selling to different people at different prices. "The goal is to increase sales and profits," said Jean-Paul Lam, an associate professor of economics at the University of Waterloo in Waterloo, Ont.
"Retailers will charge customers the price they are willing to pay, allowing them to capture more of the consumer surplus, which is the difference between what a customer is willing to pay and what they actually pay," Lam explained in an email. "These retailers/producers can increase their profits and profit margins by capturing more consumer surplus."
For most of us, if we think about how grocery stores set their prices, they tack on some percentage markup to cover their own costs. But that's not how pricing works. Instead, retailers use their different branded stores to charge a range of prices from slightly above the supplier's price to many dollars above that price, depending on how much they think we'll pay.
And a lot of Canadians don't like it. Following a recent CBC article on grocery pricing, readers from across the country told us the evidence that retailers were price-gouging.
Ted Keay of New Minas, N.S., did some comparison shopping for the same 250-gram at four different stores. Prices varied wildly, he said, going from a high of $10.29 at Sobeys to a low of $6.97 at Giant Tiger. Mary Briggs of Mississauga, Ont., thought she would take advantage of a 20 percent seniors' discount at Shoppers Drug Mart, a drugstore chain owned by Loblaw Companies Ltd. But she found that even after the discount, the drugstore price of $15.99 for the Tide Pods she wanted was more than the $10.99 at the Loblaw-owned Independent Grocery.
"Why two companies owned by Loblaws have such a large price difference is the question," Briggs said in her email. Someone discovering they bought the Tide Pods for $5 more than at a nearby store owned by the same company might feel they've been played for a sucker. But for grocery chains using the technique of price discrimination, that big difference is not a bug. It's a profit-maximizing feature.

"And that amount be different for different people … because some consumers are very price sensitive and others are not."
Some shoppers may be too rich to pay attention, too busy or not a numbers person. Maybe they value convenience or can only get to the one nearby store. Like customers choosing between Saks Fifth Avenue and Zellers, they are "status signalling" by shopping in fancier, more expensive shops. Hardisty said that's why your data gathered through loyalty and credit cards is valuable. When they know your shopping habits and price sensitivity, retailers have a better idea of how much they can get away with charging.

Hardisty said profits, and they don't want to alienate even shoppers who think they are being suckered with excessive profits saving by shopping around," he said, but that's not all. "You're actually doing some good for the world, too. Because you are sending a signal. You're telling the companies, 'I'm not going to get ripped off like that's the dollars."

Then, Fishy has gotten me a windbreaker! I have always wanted a lighter jacket but living in the Vancouver area finding something that's comfy and not 100s of dollars was tricky. Fishy has succeeded in ensuring that I can wear a coat he gave me all year round. It is so comfy and fits both my arms AND my shoulders. Just like the green coat. I guess American sizes really are better fitting than what we have here.

Elaine Cheng has a degree in Food and Nutrition. She also has a Master’s Degree in Food Culture & Communications. She also has a successful food consulting business. The common thread should be obvious. Elaine’s love of food has led her through all kinds of experiences, which she has collectively leveraged to give back to her community. Whether it’s through feeding those in need, telling stories, or helping people get their ideas off the ground, Elaine uses food as the means to make positive change in the lives of those around her. On education: I’m more of a practical, hands-on person than a book person. I didn't want to go the clinical dietitian route and work in hospitals. So I decided to do my culinary training at the Pacific Institute of Culinary Arts. Then, I worked as a Nutrition Consultant for restaurants for about six years on behalf of the Government Health Check Program and the Informed Dining Program. Then I thought maybe I could pursue further studies in these two avenues, nutrition and cooking. I looked into a couple Masters and there's one in Italy that’s so out of the box. They don't believe in just regurgitating information and memorizing textbooks and regurgitating it and then forgetting it. They believe in experiential learning. We went on trips every month to a different part of Europe and lived there for a week and learn about the food culture. We dined in vineyards. We made relationships with farmers and really heard their stories about how they started and got to know their families. We also visited breweries, distilleries, cheese makers, fishmongers, and the whole spectrum of the food culture in that city.
On experience: Our reports were not written. They use the five senses. For example, our class was broken up into three groups. One went to Amsterdam, one went to Switzerland, and one went to France. Each of us had to present our findings. The Switzerland group staggered us around the classroom and blindfolded us. Then, they would pour wine in our glasses and ask, "What kind of memories does this evoke? What kind of stories come across your mind when you drink this wine? Do you think it's a red or a white wine?" Then, they would play music. They would play sounds of wood crackling noises and they tell us, "This is what we heard when we walked into the home of the farmer at the top of his mountainside." Then, they would walk around with trays of truffle-infused fennel and waft it in our noses. "This is what we smelled when we walked in the fields of this place." It's a lot of using your other senses. We had to drink a lot of wine, then chart our emotions, twenty different emotions in order of what we feel, anger, aggression, excitement, happiness, a whole bunch of them. It was funny to see that our classmates had similar graphs of those emotions. We do the same for chocolate, cheese, honey, prosciutto, olive oil. We learned to train our palette to be critics and learn to distinguish quality in food.
On food and community: My classmates were Austrian, Australian, Norwegian, Japanese, German, so we would have cultural nights in each of our homes. I became really inspired by the community that I experienced there. I wanted to bring that to a lonely city like Vancouver. I started thinking about ways to incorporate food and communicate it in a way that bridges community. Then, I moved to the UK for a couple months to do my internship. I worked with the former Jamie Oliver Ministry of Food. I saw the poverty gap and I wrote my thesis on how food can bridge that. I also worked with co-workers who were all from the streets. They were given a chance by the Prince’s Trust Foundation to really empower them with skills and training and apprenticeship in kitchens. They decided to move back into their communities and teach kids and adults how to cook.
On food waste: There's a lot happening around food waste and food redistribution and really cool, creative movements highlighting food waste. I wanted to focus on one aspect of food sustainability and that was the one. Like imperfect produce. They would sell it in different grocery stores and market it as a brand and really draw attention to that. Then, I approached the founder of this worldwide movement called Feeding the 5000. Feedback Global is his organization, and they have movements all over 52 countries around the world except North America. I asked if we could bring the movement to Canada. It’s is basically an event to raise awareness for food waste in the city. We fed a couple thousand people all on food that would have gone to waste, imperfect produce from the farms that they can't sell in stores, overstocked freezers from suppliers, overstocked items, near expired items.
On events: To tap into the creative food communication bridging community, I launch events that highlight a social cause that's really dear to my heart. For example, I partnered with Dinner Party YVR. I did an event to highlight bringing clean water to Africa. We used food and art and storytelling through a four course menu to illustrate the story of Africa. Then, at the fundraiser, each element on the plate tells a story about the people. It was a progression. It was a journey of what it's like to bring water there. I know there's a lot of foodies and people loving food in the city and events. I wanted to do an event story to highlight something they would not think about if they're just going along in their day to day routine. I like to bring in social causes that just really impact the world into action. Food is my vehicle to bring that up.
On presentation: One event was even more gourmet, beautifully plated items, but they were all imperfect produce. We would slice fennel really thin and we would deep fry things. We plated used oyster shells that were from a restaurant and we sanitized them and we did a faux fried rice out of roasted cauliflower. We plated it like art, like a high-end restaurant using garbage. That's where the connection comes in.
On the future: I don't like to preach to the converted. I like to preach to the person who's never thought about it in a relevant way. I would love to start a social enterprise. Own a commissary kitchen, have a co-working space outside that would help entrepreneurs, a good working community space. Then, the kitchen would be for any food entrepreneurs who need the space to make something for social good and give back, zero waste products or whatever. I also have a model where we employ people who are marginalized to work in the kitchen and have a coffee shop there as well.

Sysco Recalls Red Onions in Salmonella Outbreak
Residents of the US and Canada – we know have a source in the mystery Salmonella outbreak. Red onions! According to the CDC, 212 Americans are sick in this outbreak and 114 cases in Canada according to the Public Health Agency of Canada. PHA confirmed that they discovered the source of the outbreak just yesterday. Now, US distributor Sysco recalls red onions in Canada. But what about the US?

The Recall
According to the Government of Canada:
“Sysco is recalling red onions imported from the USA from the marketplace due to possible Salmonella contamination. Consumers should not consume the recalled products described below or foods containing these raw red onions. Food service establishments, institutions, retailers, distributors and manufacturers should not serve, use, or sell the recalled products described below. These may also have been purchased from Sysco on-line or through various restaurant locations.
Sysco is recalling red onions in Western Canada through the following Sysco locations: Victoria, Vancouver, Kelowna, Calgary, Edmonton, Winnipeg and Regina. The Canadian Food Inspection Agency (CFIA) will continue its investigation into other possible importers and additional recalls may follow.”
The agency confirmed that this recall was triggered by findings by the CFIA during its investigation into a foodborne illness outbreak. The CFIA is conducting a food safety investigation, which may lead to the recall of other products. If other high-risk products are recalled, the CFIA will notify the public through updated Food Recall Warnings.
The CFIA is verifying that industry is removing the recalled products from the marketplace.

The Salmonella Outbreak in US and Canada
As of July 30, 2020, there have been 114 confirmed cases of Salmonella Newport illness linked to this outbreak in the following provinces: British Columbia (43), Alberta (55), Manitoba (13), Ontario (2), and Prince Edward Island (1). The individual from Prince Edward Island reported traveling to Alberta before becoming ill. Saskatchewan has not reported any confirmed illnesses related to this outbreak, but provincial public health authorities are investigating some Salmonella Newport illnesses in the province.
Individuals became sick between mid-June and mid-July 2020. Information is available for 102 illnesses. Out of 102 people, 16 individuals have been hospitalized. No deaths have been reported. Individuals who became ill are between 3 and 100 years of age. The majority of cases (56%) are female.
Individuals who became ill reported eating red onions at home, in menu items ordered at restaurants and in residential care settings.
The Canadian Food Inspection Agency (CFIA) is conducting a food safety investigation. If contaminated food products are identified, CFIA will take the necessary steps to protect the public, including recalling the product as required.
In the US, the CDC’s latest update includes:
Since our last update on July 21, 2020, an additional 87 ill people have been reported in this outbreak, including 38 from 8 new states: Arizona, Florida, Idaho, Maine, North Dakota, Nebraska, South Dakota, and Virginia.
A total of 212 people infected with the outbreak strain of Salmonella Newport have been reported from 23 states.
31 hospitalizations have been reported. No deaths have been reported.
A specific food, grocery store, or restaurant chain has not been identified as the source of this outbreak.
CDC is not advising that consumers avoid eating any specific foods, or that retailers stop selling any specific foods.
This investigation is ongoing. CDC will provide more information as it becomes available.
It is possible that more recent illnesses may be reported in the outbreak because there is a period of time between when a person becomes ill and when the illness is reported to public health officials. For this outbreak, the illness reporting period is between two and four weeks.
Salmonella Symptoms
Salmonella is no joke when it comes to illness and can cause salmonellosis which is one of the most common bacterial foodborne illnesses.
Salmonella infection is usually caused by eating raw or undercooked meat, poultry, eggs or egg products. The incubation period ranges from several hours to two days. Most salmonella infections can be classified as stomach flu (gastroenteritis). Possible signs and symptoms include:
Nausea
Vomiting
Abdominal cramps
Diarrhea
Fever
Chills
Headache
Blood in the stool
Signs and symptoms of salmonella infection generally last two to seven days. Diarrhea may last up to 10 days, although it may take several months before bowels return to normal.
A few varieties of salmonella bacteria result in typhoid fever, a sometimes deadly disease that is more common in developing countries.
Most people recover without treatment. In some persons, however, the diarrhea may be so severe that the patient needs to be hospitalized. Older adults, infants, and persons with weakened immune systems are more likely to develop a severe illness. Individuals concerned about an illness should contact their health care provider.
What should you do to protect your health?
It is a good idea to check your home for red onions, including whole, sliced, or chopped, as well as prepared foods that contain red onions as an ingredient, such as pre-made salads, sandwiches, wraps, or dips.
The PHA of Canada recommends:
If you have red onions at home:
Look for a label showing where the red onion was grown. It may be printed on the package or on a sticker.
If the packaging or sticker shows that it is from the U.S., don’t eat it. Throw it away and wash your hands.
If it isn’t labeled, don’t eat it. Throw it away and wash your hands.
If you don’t know whether the red onion found in a pre-made salad, sandwich, wrap or dip contains red onion from the U.S., don’t eat it. Throw it away and wash your hands.
Wash and sanitize drawers or shelves in areas (such as fridges and cupboards) where red onions were stored.
If you buy red onions at a store:
Look for a label showing where the red onion was grown. It may be printed on the package or on a sticker.
If the packaging shows that it is from the U.S., don’t buy it.
If it is an unpackaged product, or is not labelled, ask the retailer whether the red onion comes from the U.S.
If you can’t confirm that the red onion in stores is not from the U.S., don’t buy it.
If you order salad or any other food item containing red onions at a restaurant or food establishment, ask the staff whether the red onions come from the U.S. If they did, or they don’t know, don’t eat it.
Restaurants and retailers should check the label on bags or boxes of red onions, or ask their suppliers about the source of their red onions.
Suppliers, distributors and others in the supply chain should not ship or sell red onions imported from the U.S.
If you have been diagnosed with a Salmonella infection or any other gastrointestinal illness, do not cook food for other people.
Contact your local public health authority to report any food safety concerns at restaurants or grocery stores, or if you suspect food poisoning from a restaurant or other food establishments.

Calgary Co-op relationship breakup causes unemployment and litigation
CALGARY — The emotions are likely to get damaged when a friendship breaks down despite more than 60 years of shared benefits.
The aftermath also involves the demolition of a large Calgary factory this month, hundreds of jobs and a complaint alleging millions of dollars in losses, in the continuing dust-up between grocery and fuel manufacturer Calgary Co-op and Saskatoon-based provider Federated Co-operatives.
Tom Webb, an adjunct professor at the Sobey School of Business at Saint Mary's University in Halifax who has taught and written about co-ops for decades, said the increasingly poisonous arrangement runs contrary to the core "co-operative" principle that has guided the creation of co-op organisations.
The breakup of the partnership erupted publicly last August when Calgary Co-op revealed that it had told FCL that, in the spring of 2020, it was transitioning to Vancouver-based Save-On Foods as a supermarket provider, pledging to "elevate" customer experience with more organic, healthy and convenient products and a new range of exclusive private labels.
It said FCL will proceed to purchase petrol. In November, Federated replied with an announcement that it would shutter the huge Calgary Food Distribution Center, cutting more than 200 local jobs.
Instead, the war extended into the courts. In February, Calgary Co-op filed a notice of claim against Federated concerning a proposed "Loyalty Plan" FCL which mandated participants to buy at least 90% of their goods for resale from Federated to earn "patronage" (essentially profit-sharing) payments.
Calgary Co-op — one of the highest of the 168 supermarket cooperative affiliates of FCL in Western Canada — earned $47.7 million in patronage payouts for the year ending Oct. 31, 2019, of which $38.6 million was linked to its dollars-per-liter gasoline sales.
The latest rewards programme was designed to "prejudicially strike" Calgary Co-op, it claims in its complaint, requesting the court to require Federated to coninue paying the patronage linked to petrol, along with undisclosed penalties.
In its defensive statement submitted March 23, Federated points out that given its scale, Calgary Co-op has the same privileges and responsibilities as any other participant — and notes that 163 out of 164 qualifying participants have already participated in the loyalty programme, with Calgary Co-op being the sole holdout.
Federated is seeking restitution from Calgary Co-op in its counterclaim, alleging it violated secrecy commitments when it signed a direct rival contract with the supermarket.
This claims that losing Calgary Co-op's grolcery business would result in a loss of more than $385 million from FCL's annual revenue and more than $20 million from net income, causing it to pay severance costs of $4 million for management and more than $2 million for unionised employees as it dismisses personnel, push a competing supermarket supplier to compete and decrease its productivity in service distribution.
Given the current burden on the supermarket supply chain as consumers stock up to cope with the COVID-19 pandemic, FCL spokesperson Cam Zimmer confirms the layoff notifications have been released and warehouse staff contracts are due to end as of April 13.
Meanwhile, Calgary Co-op spokeswoman Sage Pullen McIntosh says the move to swap mid-month grocery suppliers is continuing as planned, with retail products to be delivered through Save-On's Edmonton warehouse and delivery arm.
FCL posted revenue of $9.2 billion throughout fiscal 2019, net profit of $959 million and patronage distribution of $649 million.
Statistics Canada's new estimates indicate that in 2018 there were over 5,800 operating non-financial co-ops in the country raising $53 billion in income, but about two dozen of those employing more than 500. Fewer than 18 employees were working throughout the typical coop.
Approximately 44 per cent of Canada's co-ops are based in Quebec, where conventional worker cooperative help is higher than in most nations, Webb said.

No-waste grocery stores not a garbage idea to help tackle food waste
VANCOUVER — Customers at a boutique Vancouver grocery store won’t find racks of individually packaged goods or rolls of plastic bags in which to lug their food home.
The missing plastic and packaging isn’t an oversight. A carefully constructed supply chain allows Nada to sell hundreds of food products without single-use packaging and add little waste to landfills.
The store’s owner is part of a wave of environmentally conscious entrepreneurs who are opening no-waste markets across Canada in an effort to help Canadians and the grocery industry reduce waste amid a global garbage glut.
“There’s absolutely a huge demand for this type of shopping,” said Brianne Miller, founder and CEO of Nada, which opened its doors to the public about seven months ago.
The roughly 215-square-metre shop stocks colourful produce; bins of bulk items like flour, confectionery and spices; vats of oils and vinegars; and other goods that customers can buy in any amount. Single eggs and sprigs of herbs? Sure.
The shop encourages customers to bring clean, reusable containers from home to box the food. Shoppers who arrive unprepared can rifle through bins of free miscellaneous containers or purchase reusable packaging.
Patrons weigh and label their container the first time they bring it, and that weight is deducted at check out.
The few products from other companies sold in containers, like Earnest ice-cream or Avalon Dairy milk, charge a deposit fee. Those made in-house charge a high deposit fee, like $4 over the more typical $1, to encourage returns.
Nada started as a pop-up to test the market and Miller soon determined it could be a viable business model in Vancouver. The shop is now on track to break even in the coming months, she said.
She has already expanded the product offering and added a cafe that diverts what could otherwise become food waste from the market’s produce section to an ever-changing menu featuring soups and other dishes.
Miller plans to open a few more stores in B.C.’s Lower Mainland in the next few years, but recognizes she faces some challenges.
While the business model is a natural complement to the plastic-free trend that hit the mainstream last year with a widespread movement against single-use plastic straws, it seems to run counter to convenience culture. Time-strapped consumers are increasingly buying groceries and takeout meals online.
One customer who stopped by Nada on a weekday morning said while she shops there every couple weeks, it requires some forethought. She must remember to clean her containers and bring them along, but that’s not an insurmountable obstacle.
“It definitely means that you don’t necessarily have the same spontaneous shopping,” said Michelle Genttner, co-owner of soon-to-be opened Unboxed Market in Toronto.
But the stores do their best to accommodate first-time shoppers or forgetful regulars.
Customers will be able to rent or purchase containers from Unboxed, for example, or use available paper bags in a pinch.
Miller hopes Nada helps to dispel what she calls the myth of inconvenience. People who often cook for themselves could likely purchase 90 to 100 per cent of their weekly grocery haul at the store, she said, rattling off a long list of what’s available including freshly baked bread and frozen perogies. Though the store doesn’t yet sell meat aside from some occasional frozen seafood.
There’s also the added complexity of finding producers willing and able to work with a no-waste grocer’s standards.
Many of Miller’s suppliers send their goods to the store in reusable containers. Some, like one local ice-cream maker, even changed their packaging to suit Nada’s ethos.
But it’s not yet perfect and Miller plans to spend the next several months fine-tuning the system.
One such no-waste store already closed after receiving much fanfare when it opened on B.C.’s Salt Spring Island in 2016. The Canadian Press was not able to contact Green’s former owner, but others in the zero-waste community said they’d heard the store struggled due to its remote location.
However, that doesn’t seem to scare other entrepreneurs from joining the zero-waste movement.
Linh Truong operates The Soap Dispensary in Vancouver, where she’s sold bulk beauty and household products into reusable containers for nearly eight years.
About a year and a half ago, she expanded into the storefront next door with Kitchen Staples, which uses the same concept but with bulk foods. Consumers can stock up on condiments, beans, jams, dairy and more.
At least one person a week contacts Truong for advice on opening their own no-waste market or asking to franchise her model, she said. She’s got no plans for expansion, but believes there’s room for entrepreneurs to create their versions in other communities and even buy-in from major grocers and brands.
Some big companies are taking note of the trend. Loop, which will launch this spring in the U.S. and France, is an online shopping platform that will deliver products in reusable packaging rather than their typical single-use containers. It counts Haagen-Dazs, Tide, Crest, and Dove among its partners.
“There’s a real blossoming of refill stores right now,” said Truong.
