Over the past two years, more than 20 states have expanded access to state jobs through a simple move: assessing or removing bachelor’s degree requirements. With state, local, and federal governments employing 15% of the U.S. workforce, these actions are of enormous consequence, especially for “STARs,” or workers who are skilled through alternative routes. STARs—who have gained their skills through community college, the military, partial college, certification programs, and, most commonly, on-the-job training—represent over half of the nation’s workforce, and currently occupy approximately 2 million state jobs.
Government leaders see removing bachelor’s degree requirements as critical to meeting their hiring needs and public service delivery obligations. And at a time when states are struggling to fill a high number of open roles, removing these requirements can attract a larger pool of talent.
Many states already have laws or policies that forbid discrimination based on educational attainment. But in practice, hiring patterns have favored degrees, and the composition of the state workforce reflects this. While they comprise half of the workforce, STARs fill only 36% of state jobs—representing a gap of 1 million good state jobs for STARs nationwide.1 The explicit commitment to removing degree requirements is a signal to STARs that they are welcome to apply.
Further, these actions are meant to build a state workforce that reflects the community it serves. Historically, government employment has been used to improve economic equity, providing increased economic opportunities for members of historically disadvantaged groups (notably women and Black workers). In recent decades, however, the bias toward credentialing has resulted in the inadvertent exclusion of STARs, with disproportionate consequences. When a bachelor’s degree is required for a position, employers automatically screen out almost 80% of Latino or Hispanic workers and nearly 70% of Black, veteran, and rural workers. Increased STAR hiring will help correct this inequity.
It is still too early to measure the impact of these changes on hiring behavior, as it will take time while hiring numbers slowly accumulate through job turnover and new positions. Yet we can already see signs that the effort is bearing fruit. In the first quarter of this year, more than 20 states made a yearlong commitment to focus on skills-based hiring through the National Governors Association’s Skills in the States Community of Practice. As one of the lead partners, our organization—Opportunity@Work—supports states through peer learning to prepare and make action plans for the organizational changes needed to implement skills-based practices, which will ultimately improve hiring and advancement outcomes for STARs.
We also see changes in state job postings. We analyzed two years of data on jobs that paid over the national median wage and were posted by all the states that took action to remove degree requirements by April 2023.2 Our findings show that in the 12 months prior to these state actions, 51.1% of roles explicitly listed a bachelor’s degree as a requirement. In the 12 months following, that percentage fell to 41.8%—a nearly 10-point shift. The largest shifts occurred in job postings for roles in management, IT, administration, and human resources—all occupations in which STARs have been underrepresented in the public sector compared to the private sector. For example, in state governments, 69% of general and operations managers hold a bachelor’s degree, while only 45% do in the private sector.3
State leaders view these actions as a critical first step. “We are creating opportunities for everyone, not just those with higher education,” said Melissa Walker of the Colorado Department of Personnel and Administration. “We want to draw on all kinds of experience.” Colorado has pragmatically focused on policy implementation and behavior change; in addition to updates to agency rules and regulations, its executive order focused on a transition to skills-based hiring as the norm for Colorado human resources, including funding for the training of hiring managers and development of a skills-based hiring toolkit. The state’s Department of Personnel and Administration is providing training and resources for human resources teams across state agencies, enabling each to make the necessary changes in their processes and procedures. Resources include a new job description template designed to identify skills—a simple tool that promotes skills-first thinking and behavior change at the hiring manager level.
Culture and systems change both take time. Adjusting common processes and procedures—as well as attitudes and behavior—is challenging, especially in a large, decentralized state government. Yet more than 20 states have begun this hard work. This month, bolstered by these early successes, Opportunity@Work is proud to launch the STARs Public Sector Hub to support these states and others on their skills-based journeys and build the public workforce to meet this moment.

Cracking the CFA Code: Myths You Need to Stop Believing
Tumblr media
The Chartered Financial Analyst (CFA) indicates being one of the highly regarded memberships in the world of finance. But the myths surrounding it are countless, which lead to confusion and discouragement in the aspiring candidates. Hence, it is imperative now more than ever, owing to the rise of new-age learning formats-from an online CFA course to blended CFA programs-to know what the CFA journey entails.
Let us now debunk some of the most common myths and expose some realities that every aspiring CFA candidate ought to know.
MYTH 1: Only Finance Graduates Can Apply
It is one of the greatest myths that only students with a degree in finance or business can sit for the CFA exams. Candidates from all fields apply-engineering, economics, pure sciences, and even liberal arts. The CFA Institute does not employ a restriction based on academic stream-it looks for absolute commitment, genuine curiosity, and willingness to grasp the curriculum.
MYTH 2: The Exams Are Impossible to Pass
CFA examinations are indeed difficult. About 300 hours of study is required at each level. Hardly impossible, however. A good number of candidates mark their first attempt with a structured study plan and sheer determination. To illustrate, the passing percentage of Level I in February 2025 was 45%-proving success can surely be achieved with discipline and the right study methods.
MYTH 3: One Needs Only the Official CFA Materials
Although curricula set by the CFA Institute are quite detailed, relying on them solely does not suit every candidate's learning style. Some may find it beneficial to complement the studies by using third-party prep providers, online mock exams, or via interactive video lessons, as it elucidates even some of the most complex topics such as derivatives or financial reporting. It is all about finding the most effective study method for the person.
MYTH 4: Ethics Is the Most Important and the Only Section That Matters
In clearly borderline cases, ethics are important. At the same time, it is a small part of a multitude of other exams. Neglecting Quantitative Methods, Economics, or Portfolio Management can keep you from passing overall. Ethics matters, but you need to be able to pass across all topics.
MYTH 5: Passing the CFA Guarantees a Job
The CFA charter enhances your profile and opens doors for you, but it does not assure you of employment. Getting a job requires soft skills, experience, and professional networking. Consider the CFA a good foundation, not the entire building.
Myth 6: Cramming Actually Helps for the CFA
In comparison to college examinations, CFA material is huge and inter-related. Cramming in the last couple of weeks is a gamble-one with a bad payout. Candidates should instead stretch their reading over 4-6 months, using active recall and regular practice exams. Consistency and long-term retention always win out over last-minute panic.
Myth 7: The Curriculum Never Changes
Each year, the CFA curriculum reflects changes in respect of market realities. In 2025, Level III was subject to an altered exam structure and new material related to ESG and ethics. Failing to keep abreast of these changes may lead to poor preparation and unpleasant surprises on exam day.
Global Demand Vs Local Momentum
The contrariety of demand for globally recognized finance professionals has been on the rise, and the CFA is invaluable now more than ever. Fast-growing parts of the world are finding other professionals wanting to find ways to balance their work and study.
The emergence of this trend has seen a surge in the online CFA course in UAE since finance professionals in the region slowly shifted to digital learning platforms. The platforms provide structured guidance and flexible opportunities of work with the access of global networks to make your preparation easy and effective alongside a full-time job.
Conclusion
The pursuit of becoming a CFA charterholder is a hard one, but the rewards are worth every ounce of effort. And shedding the surrounding myths is the first step. Whether a fresh candidate or a retaker, clarity is the nearest ally.
At any time today, the CFA is a qualification and a commitment to ethical finance, rigorous analysis, and international standards. Trust the process, use the right toolkit, and let no myth get in your way of cracking the CFA code.

Is Your School Keeping Up with Digital Literacy? STEM Labs Can Help!
Tumblr media
From Confusion to Confidence—A Digital Literacy Journey
When Ms. Thompson introduced coding to her 7th-grade class, she expected excitement. Instead, she saw confusion. Many students struggled with basic digital skills—navigating online tools, understanding cybersecurity risks, and problem-solving with technology.
Realizing the gap, she worked with her school to upgrade their STEM lab, integrating hands-on digital literacy programs. Within months, students who once hesitated to type a simple command were now building websites, programming microcontrollers, and analyzing data sets.
Her experience reflects a broader challenge—is your school preparing students for the digital age? A well-equipped STEM lab can be the key to bridging the digital literacy gap.
Why Digital Literacy Matters More Than Ever
Digital literacy is no longer optional—it’s a fundamental skill for future careers.
Key Statistics:
90% of jobs today require digital skills. (World Economic Forum, 2023)
Schools with integrated digital literacy programs see 45% higher student engagement. (EdTech Magazine, 2023)
Cybercrime increased by 600% in recent years, highlighting the need for strong cybersecurity education. (Cybersecurity Ventures, 2023)
STEM labs improve digital problem-solving skills by 35% compared to traditional classrooms. (International Journal of STEM Education, 2023)
Despite these facts, many schools still rely on outdated methods, leaving students unprepared for a tech-driven world.
How STEM Labs Can Improve Digital Literacy

Personal loans can evoke a wide range of emotions, from excitement and relief to anxiety and fear. The experiences of borrowers often provide valuable insights into the realities of taking out a loan. 1. Sarah’s Journey: From Debt to Financial Freedom
Sarah, a 32-year-old marketing professional, found herself in a tough spot after a series of unexpected expenses, including medical bills and car repairs. With mounting debt on her credit cards and limited savings, she decided to explore personal loans as a way to consolidate her debt.
“I was overwhelmed and felt like I was drowning in payments,” Sarah recalls. “I knew I needed to take control of my finances, so I researched my options.”
After comparing various lenders, Sarah found a personal loan with a lower interest rate than her credit cards. She used the funds to pay off her credit card debt, leaving her with a single monthly payment.
“Consolidating my debt changed everything for me. I could breathe again,” she says. “The fixed repayment plan made it easier to budget, and I was able to pay off the loan ahead of schedule. It taught me the importance of being proactive about my finances.”
2. John’s Experience: A Cautionary Tale
John, a 45-year-old father of two, faced financial challenges after losing his job. To cover living expenses and support his family, he turned to a personal loan. However, he didn’t fully understand the terms of the loan he signed.
“I was in a desperate situation and didn’t read the fine print,” John admits. “The interest rate was higher than I expected, and I was struggling to keep up with payments.”
John’s experience serves as a cautionary tale. When he secured a new job, he was still burdened by the loan’s high payments, which affected his ability to save and invest for his children’s education.
“Looking back, I wish I had taken the time to fully understand what I was getting into. It was a hard lesson, but it taught me to always read the details and consider my long-term financial health.”
3. Maria’s Triumph: Investing in Education
Maria, a 28-year-old aspiring nurse, saw personal loans as an opportunity to invest in her education. After completing her undergraduate degree, she wanted to enroll in a nursing program that required upfront tuition payment.
“I knew that getting my nursing degree would provide long-term stability for me and my family,” Maria explains. “I decided to take out a personal loan to cover the tuition.”
With a clear repayment plan in place and the potential for increased earnings as a registered nurse, Maria felt confident in her decision. She successfully completed her nursing program and secured a job shortly after graduating.
“I’ve been able to pay off my loan with my new salary,” she says. “It was worth every penny. Investing in my education changed my life, and I’m proud of what I accomplished.”
4. Tom’s Setback: A Lesson in Budgeting
Tom, a 30-year-old small business owner, took out a personal loan to expand his shop. With dreams of growing his business, he was excited about the potential for increased profits. However, he quickly encountered challenges when business slowed unexpectedly.
“I thought I had a solid plan, but I didn’t anticipate the seasonal downturn,” Tom admits. “I struggled to make my loan payments while trying to keep my business afloat.”
Facing the pressure of debt while managing operational costs became overwhelming. Tom realized he needed to reassess his budget and financial strategy.
“I learned the hard way that it’s essential to have a contingency plan,” he reflects. “I’ve since implemented better budgeting practices and built a financial cushion. This experience taught me to be more cautious and strategic in my financial decisions.”
5. Emily’s Empowerment: A Fresh Start
Emily, a 50-year-old divorcee, found herself starting over after her marriage ended. With limited savings and the need for a new apartment, she opted for a personal loan to cover her moving expenses and initial rent.
“I was scared but determined to rebuild my life,” Emily recalls. “Taking out a personal loan gave me the breathing room I needed to get back on my feet.”
Emily used the loan wisely, ensuring she created a budget that accounted for her new expenses. The structured repayment plan helped her manage her finances while adjusting to her new circumstances.
“I felt empowered by my decision to take control of my finances. I worked hard to pay off the loan, and now I’m in a much better place,” she says. “I learned that it’s never too late to start over.”
6. Alex’s Insight: Community and Support
Alex, a 37-year-old community organizer, faced financial difficulties after an unexpected medical emergency. He turned to a personal loan to cover his expenses while waiting for insurance claims to be processed.
“Community support was crucial for me during that time,” Alex shares. “I connected with local organizations that provided financial literacy resources, which helped me understand my options.”
With the knowledge he gained, Alex was able to make informed decisions about his loan. He worked with his lender to set up a repayment plan that aligned with his income and needs.
