These Missouri inmates run their own corner of the prison. The warden is OK with that (St. Louis Post-Dispatch) At Northeast Correctional Center, the Missouri prison system has been turned on its head. There’s a new program called Dynamo that offers a tremendous amount of freedom to inmates who have shown many years—sometimes decades—of good behavior behind bars. Based off a prison model in Norway that prioritizes reintegration to society, staff handpicked 14 longtimers in their 50s, 60s and 70s to lay the Dynamo foundation with the goal of growing from there. Now, though each of the inmates carries convictions for long-ago heinous crimes, they don’t even have correctional officers in their housing unit. Dynamo inmates have keys to their housing unit and yard, which they can access at any hour and are responsible for cutting the grass. They have open movement to food service, jobs, library, recreation and canteen. They have access to a day room with a soft sofa, large television, washer and dryer, refrigerator, ice machine, plants and an aquarium to help alleviate stress. Most unusual of all, inmates have their own cells, which they can paint the color of their choosing—and are expected to clean. “We took them out of a structured environment and put them in a responsible environment,” said Warden Clay Stanton. “They are now responsible for all aspects of upkeep of the place.” So far, he said, results have been “amazing,” including: Zero fights and no drugs, overdoses or violations.
Saying sorry in Colombia (CSM) Colombia formally apologized for “false positive” extrajudicial killings by the military during its civil war. A special peace tribunal found that between 2002 and 2008, Colombian soldiers under pressure from superiors killed at least 6,402 civilians and passed them off as rebels killed in combat—creating false evidence that the government was winning the conflict. Though previous administrations have resisted calls to make amends, Defense Minister Iván Velásquez apologized for the murders at a ceremony attended by 19 victims’ relatives. The civilians who died were often from poor communities and lured by the promise of jobs before being executed. The peace tribunal investigating the “false positive” cases has charged at least three generals for the killings, and more than 700 members of security forces have given evidence so far. Relatives at the ceremony and human rights advocates say they will continue to press for justice.
Corruption case reopened against Argentina’s Vice President Fernández, adding to her legal woes (AP) A federal appeals court in Argentina reopened a money laundering investigation into Vice President Cristina Fernández de Kirchner on Tuesday, increasing her legal woes just weeks before she leaves office and loses her immunity from arrest. Fernández, 70, who served as president from 2007 to 2015, leaves office when President-elect Javier Milei is sworn in on Dec. 10. She already has been sentenced to six years in prison in a separate corruption case involving her ties to family friend and businessman Lázaro Báez. That sentence, issued in December 2022, isn’t firm until appeals are decided, which could take years, and anyway she has been immune from arrest while still in office. Now, her advancing age could spare her time behind bars, because detainees who are 70 or older generally are granted house arrest in Argentina.
Finland closes its border with Russia (Guardian) Finland has announced plans to temporarily close its entire 830-mile border with Russia. The closure comes in response to what Finland says is a “hybrid operation” by Moscow, which involves Russia sending waves of asylum seekers into Finland across the border in order to pressure its Nordic neighbor. So far in November, over 900 people have sought asylum in Finland by way of Russia, though most of those asylum seekers came from countries including Somalia, Yemen, Iraq, and Syria. “This is an organised activity, not a genuine emergency,” said Finnish prime minister Petteri Orpo. “I think this is another example of how Russia is using many different tools to put pressure on neighbours. We have seen them using energy, we have seen them using cyberattacks, we have seen them using different kinds of clandestine operations to try to undermine our democracies.”
Russia Wants Foreign Visitors to Sign ‘Loyalty’ Pledge to Regime (Bloomberg) Russia wants foreigners entering the country to sign a “loyalty agreement” pledging not to challenge the Kremlin on issues like President Vladimir Putin’s war in Ukraine and a ban on promoting LGBT relationships, according to the Tass news service. Under a draft law prepared by the Interior Ministry, foreign entrants would sign a declaration agreeing to comply with prohibitions “established to protect the national interests of Russia,” the state-run news service reported Wednesday, citing the document. It was unclear if the measure would apply only to short-stay visitors or also to foreigners granted long-term visas to live and work in Russia.
Most Russians back war in Ukraine and buy Putin’s case for it, report says (Washington Post) New polling shows that while Russians are growing weary of the war against Ukraine, they are divided about how much harm it has done and how to end it. A report based on polling and focus groups by the Carnegie Russia Eurasia Center and independent polling group Levada Center found that a striking 68 percent of Russians support continuing the war. Most Russians are convinced that Russia has paid such a high price that it must not relinquish any of Ukraine’s territory it now occupies, it said.
China Faces Bleak Cold and Flu Season (Foreign Policy) Hospitals in China are filling up with patients as respiratory illnesses surge among children, stoking fears among China’s neighbors. But the current outbreaks do not appear to be a new virus. Instead, they reflect three factors: a young population that lacks exposure to common viruses thanks to years of lockdowns, recurrent COVID-19 infections, and the rise of antibiotic-resistant bacterial infections, which are leading to rising pneumonia figures. As Annie Sparrow wrote in Foreign Policy today, Chinese medical authorities are so far evasive and uncommunicative about the outbreaks. That is in part because of distrust between the United States and China in the wake of arguments over the origins of the COVID-19 pandemic. Chinese scientists both face political pressure not to talk to outsiders and feel stigmatized by Western accusations, such as the lab leak theory. Their unwillingness to share details about the outbreaks is also because antibiotic resistance is embarrassing for China, which has long been aware of the problem but has done little to successfully combat it. Antibiotics are widely prescribed over the counter in China, leading people to use them at much higher rates than in the United States (where antibiotic prescription rates are already quite high). Antibiotics are also given in large quantities to livestock.
Gold Bars and Tokyo Apartments: How Money Is Flowing Out of China. (NYT) Affluent Chinese have moved hundreds of billions of dollars out of the country this year, seizing on the end of Covid precautions that had almost completely sealed China’s borders for nearly three years. They are using their savings to buy overseas apartments, stocks and insurance policies. Able to fly again to Tokyo, London and New York, Chinese travelers have bought apartments in Japan and poured money into accounts in the United States or Europe that pay higher interest than in China, where rates are low and falling. The outbound shift of money in part indicates unease inside China about the sputtering recovery after the pandemic as well as deeper problems, like an alarming slowdown in real estate, the main storehouse of wealth for families. For some people, it is also a reaction to fears about the direction of the economy under China’s leader, Xi Jinping, who has cracked down on business and strengthened the government’s hand in many aspects of society. In some cases, Chinese are improvising to get around China’s strict government controls on transferring money overseas. They have bought gold bars small enough to be scattered unobtrusively through carry-on luggage, as well as large stacks of foreign currency. Real estate is an option, too. Chinese have emerged as the main buyers of Tokyo apartments costing $3 million or more, and they often pay with suitcases of cash, said Zhao Jie, the chief executive of Shenjumiaosuan, an online real estate listing service in Tokyo. “It’s really hard work to count this kind of cash.”
Christmas is canceled in Bethlehem (Washington Post) In Bethlehem, Christmas is canceled. Palestinian Christian leaders across denominations in the West Bank city decided last week that they will forgo all festivities this year as a mark of solidarity with their brethren in Gaza. There will be no public celebrations, no twinkling Christmas lights and no decorated tree in Manger Square—not as long, they say, as a state of war reigns over the embattled Gaza Strip, and the majority of its residents cope with Israeli bombardments, the devastation of their homes and a spiraling humanitarian crisis. A small delegation of Palestinian Christians who came to Washington this week and delivered a letter for President Biden signed by the leaders of the Christian community in Bethlehem. “God has placed political leaders in a position of power so that they can bring justice, support those who suffer, and be instruments of God’s peace,” reads the letter, which I got to see in advance of its delivery. “We want a constant and comprehensive cease-fire. Enough death. Enough destruction. This is a moral obligation. There must be other ways. This is our call and prayer this Christmas.”
Gazans Heading South Face Horrors (NYT) They walked for hours, raising their hands when they encountered Israeli troops with guns trained on them to display their I.D. cards—or wave white rags. All around them was the sound of gunfire and the incessant buzzing of drones. Bodies littered rubble-filled streets. For the tens of thousands of Gazans who have fled the northern part of the enclave where the heaviest fighting has been taking place, evacuating to the south has been a perilous journey, according to at least 10 Gazans that The New York Times spoke to on the ground and by phone. Even though a tenuous cease-fire in place since Friday has brought temporary relief from the bombardment, they face an uncertain future—and the threat the strikes will return, leaving them displaced yet again. The United Nations says 1.7 million of the 2.3 million residents in the Hamas-controlled enclave have been displaced. The Gazans who spoke to The Times said they felt shame, loss of dignity and anger at finding themselves struggling for their lives in the latest war between Israel and Hamas. The journey—which takes Gazans hours depending on where in the north they are leaving from—is usually done on foot or on a donkey cart.
A Creature That Can Scare An Australian (NPR) Australia is home to all kinds of wildlife. Kangaroos, platypuses, massive spiders, you name it and the land down under has it. Recently, though, the country has been overrun by waves of creatures you wouldn’t expect: rats. Queensland, Australia’s northeasternmost state, is currently being infested by swarms of rats, which are eating everything they can (and some things they can’t). The rats, despite their invasive nature at the moment, are actually a species native to Australia. They’re called long-haired rats, and their population has exploded in the past week thanks to Australia’s unusually high levels of rainfall this year. That rainfall has boosted vegetation growth, in turn providing more food for local rat populations. Those surplus rats then began to venture into nearby towns for food and shelter. Now, the rodents are reproducing and dying at alarming rates, raising a stink across the state as their corpses pile up, with a few mass graves clumping up along seashores. The waves of rats don’t seem to be letting up at the moment, though, thanks to the species’ drive to reproduce. According to one expert, long-haired rats can “produce 12 young every three weeks when conditions are good,” and you can bet that the conditions will be good in Queensland for a little while longer.
