Step 01: Registration
Visit the official website of PM Surya Ghar Muft Bijli Yojana https://registration.pmsuryaghar.gov.in/ and click on the start registration button.
The customer will have to update their mobile number and get the OTP verified.
Then customer will have to update their state, district, electricity distribution company, consumer number, and email ID and follow the stated instructions.
Upload the latest electricity bill and your roof’s photograph where you want to install solar.
Update captcha and click submit.
Step 02: Feasibility Approval
Once the user completes the registration, they can now log in using their registered mobile number and consumer number. Apply for the rooftop solar system by filling out the form.
Wait for feasibility approval from your DISCOM.
Step 03: Selecting a Registered Vendor
Once the feasibility approval is received, choose a trusted solar solutions vendor like Orb Energy, known for its expertise and quality services from the registered vendor list.
Registered vendor will do site assessment and give you the proposal – inclusive of subsidy benefit to install solar.

On 2 January 2018, the Ministry of Finance in the Department of Economic Affairs notified the Electoral Bond Scheme 2018 in exercise of the power under Section 31(3) of the RBI Act.
The Electoral Bond is issued in the nature of promissory note which is a bearer banking instrument and does not carry the name of the buyer.
The scheme allowed anonymous donations to political parties through interest-free financial instruments.
The scheme was challenged by several petitioners, including the Association for Democratic Reforms, who argued that it violated the voter’s right to information, the principle of free and fair elections, and the equality clause of the Constitution.
On 15 February 2024, a five-judge Constitution Bench of the Supreme Court, led by Hon’ble Mr. Chief Justice D.Y. Chandrachud, unanimously struck down the scheme as unconstitutional, holding that it infringed on the fundamental right of the voters to know the source of funding of the political parties
The features of the Scheme are as under:
The Bond may be purchased by a person who is (i) a citizen of India; or (ii) incorporated or established in India. ‘Person’ includes (a) an individual; (b) a Hindu undivided family; (c) a company; (c) a firm; (d) an association of persons or a body of individuals, whether incorporated or not; (e) every artificial juridical person, not falling within any of the above categories; and (f) any agency, office, or branch owned or controlled by such a person. An individual can buy bonds either singly or jointly with other individuals;
An Electoral Bond can only be encashed by an eligible political party. A political party, to be eligible to receive an electoral bond, has to be registered under Section 29A of the RP Act, and ought to have secured not less than one per cent of the votes polled in the last general election to the House of the People or the Legislative Assembly of the State. An eligible political party can encash a bond only through a bank account with an authorised bank. The scheme has notified the State Bank of India as the bank authorised to issue and encash bonds;
The instructions issued by the Reserve Bank of India regarding KYC apply to buyers of the bond. The authorised bank may call for additional KYC documents if necessary;
Payments for the issuance of the bond are accepted in Indian rupees, through demand draft, cheque, Electronic Clearing System or direct debit to the buyer’s account. Where payment is made by cheque or demand draft, it must be drawn in favour of the issuing bank at the place of issue;
The bonds are issued in denominations of Rs 1000, 10,000, 1,00,000, 10,00,000 and 1,00,00,000;
The bond is valid for fifteen days from the date of issue. No payment will be made to a political party if the bond is deposited after the expiry of fifteen days. If the bond is not encashed within fifteen days, it will be deposited by the authorised bank with the Prime Minister’s Relief Fund;
A buyer who wishes to purchase electoral bond(s) can apply in the format specified in Annexure II of the Scheme. issue the bond if all the requirements are fulfilled. The application shall be rejected if the application is not KYC compliant or if the application does not meet the requirements of the scheme;
The bond issued is non-refundable;
The information furnished by the buyer is to be treated as confidential by the authorized bank. It shall be disclosed only when demanded by a competent court or upon the registration of criminal case by any law enforcement agency;
The bond shall be available for purchase for a period of ten days on a quarterly basis, in the months of January, April, July, and October as specified by the Central Government. Bonds will be available for an additional period of thirty days as specified by the Central Government in a year when General Elections to the House of People are to be held;
No interest is payable on the bond. No commission, brokerage, or any other charges for issue of a bond shall be payable by the buyer against purchase of the bond;
The value of the bonds shall be considered as income by way of voluntary contributions received by an eligible political party for the purpose of exemption from Income Tax under Section 13A of the IT Act; and
The bonds are not eligible for trading.

Men rise to great fortune “more through fraud than through force”, argued Niccolo Machiavelli, a 16th-century adviser to unscrupulous princes. Modern potentates can find similar advice in “How to Rig an Election”, a book by Nic Cheeseman and Brian Klaas. “In many countries around the world the art of retaining power has become the art of electoral manipulation,” argue the two academics (who, to be clear, do not approve).
Only a handful of autocratic regimes, such as China 🇨🇳 and Eritrea 🇪🇷, dispense with elections entirely. Most at least pretend to offer voters a choice, while making sure the opposition cannot win. It is a shrewd strategy. Regimes that practise what Mr Cheeseman and Mr Klaas call “counterfeit democracy” tend to last longer than pure dictatorships. Holding elections makes them seem more legitimate, so they are less likely to be ostracised internationally. And allowing an opposition gives them someone to demonise.
Several elections in 2024 will illustrate this sad truth. In some cases, the deception will be obvious. Paul Kagame, president of Rwanda 🇷🇼, won 99% of the vote last time, so it is safe to say he will be re-elected in August. In Mali 🇲🇱 elections due in February were delayed for “technical reasons”. Voting is impossible in jihad-racked parts of the country and few expect the junta that seized power in 2021 to step aside.
“Only a Handful of Autocratic Regimes Dispense with Elections Entirely”
Most election-riggers are more subtle. They want to cheat just enough to win, but not so much that their country’s reputation takes a nose-dive. Rather than crudely stuffing ballot boxes on election day, they try to tilt the playing field beforehand, in various ways.
This starts with steps that are not directly tied to elections, such as handsomely paying the police and army to ensure their loyalty, co-opting judges, turning the public broadcaster into a propaganda megaphone and hounding watchdog groups into bankruptcy with meritless tax probes. Some leaders deploy convoluted legal arguments to evade term limits, as in El Salvador 🇸🇻 and Russia 🇷🇺.
All this sets the scene for stage two: nobbling the election itself. By fiddling with electoral boundaries, rulers can make opposition votes count for less. By not updating the electoral roll, they can keep dead people registered—and the dead generally vote for the ruling party. Permits for opposition rallies will take months to process; ruling-party rallies proceed without a hitch. Some regimes quietly sponsor bogus opposition candidates to split the anti-incumbent vote. Expect plenty of this in Russia in 2024.
Real opposition parties are kept off balance with a thousand bureaucratic shoves. In Zimbabwe 🇿🇼 in 2023, strict but selectively enforced limits on campaign spending, combined with a sudden 20-fold increase in registration fees for candidates, left the opposition with little cash for campaigning, while the president swanned around in a helicopter. On election day itself, a mysterious shortage of ballot papers in opposition strongholds forced voters to queue until the small hours. No such delays afflicted ruling-party strongholds, where ferocious “volunteers” (who actually worked for the security services) sat outside polling booths checking ids and conducting an “exit poll” to make sure everyone voted for the president. All these tricks will be copied by others in 2024.
Popular opposition candidates are often barred from running for office—it is astonishing how many can’t seem to fill in their paperwork properly. Some are locked up; not for political reasons, of course, but for ordinary crimes such as fraud—one of the charges for which Alexey Navalny is serving 30 years in Russia. Rahul Gandhi, the main opposition leader in India 🇮🇳, was sentenced to prison for defamation in 2023 and barred from political office; he managed to get the ruling suspended in time for the world’s biggest-ever election in 2024, but it wasted months that could have been spent campaigning.
If Bangladesh 🇧🇩 were to hold a fair election in 2024, the opposition led by Khaleda Zia would probably win. But Ms Zia is under house arrest after being convicted of corruption, and the ruling party is expected to triumph. The last time Belarus 🇧🇾 held a presidential election, the wife of a disbarred and jailed opposition leader almost certainly won by a wide margin, but the incumbent despot Alexander Lukashenko says she didn’t, and he has both guns and Vladimir Putin on his side. The next election, in February 2024, will be “fair, unlike elections in the United States”, Mr Lukashenko says.
Many people fret that technology—especially ai—will make election-rigging easier. The volume and verisimilitude of fake videos of opposition leaders doing unspeakable things will surely increase in 2024, and that may sway some voters, especially in countries with low literacy and declining press freedom, such as India 🇮🇳 and Pakistan 🇵🇰. But ruling parties already had ample tools to spread disinformation, so the effect may be marginal.
Institutions matter more. In a country with ingrained democratic habits and robust checks and balances, it is hard for a leader to alter the result, as the United States 🇺🇸 discovered in 2020. For institutions to survive, however, voters need to care about them. If, in 2024, Americans re-elect the man who tried to overturn the 2020 election, they will have to live with the consequences. ■

Modi gov't directly responsible for world's worst COVID surge: Ex-Indian FM Since 15 April, India has been grappling with an exponential rise in COVID cases, deaths and shortage of basic facilities. In the wake of the unprecedented crisis, Prime Minister Narendra Modi has been facing blistering criticism for the government’s handling of the pandemic, both, internationally and within the country. India’s former foreign minister and ex-Bharatiya Janata Party (BJP) leader Yashwant Sinha told Sputnik that despite warnings from various international agencies, the Narendra Modi government has failed miserably in handling the current COVID-19 situation. He also explained how the BJP used the Election Commission of India (ECI) as “its puppet” in the recently held state assembly elections. Sinha left the BJP after he reached ideological dissent within his party in 2018 and recently joined Mamata Banerjee’s Trinamool Congress (TMC). Sputnik: How do you assess the work of the Narendra Modi government in handling the current COVID-19 situation? Yashwant Sinha: The problem with the Narendra Modi government is that it starts celebrating and taking credit too early. In January, while addressing the World Economic Forum, Narendra Modi declared that India saved the world by controlling COVID in the country, and the party office bearers gathered on February 21 to congratulate PM Modi for the victory over the deadly virus. All this time, experts were warning that the second wave of COVID-19 is expected to hit the nation soon. All the warnings fell on deaf ears of the BJP government. This is the major reason why we are grappling with the worst worldwide COVID-19 surge and today, we are breaking all the records of daily infections and deaths. The entire health infrastructure has collapsed. A country like India cannot put together enough oxygen for the patients, and the whole situation is in a mess. Now, who will take the blame for this? The federal government and Prime Minister Narendra Modi, who failed to anticipate the danger despite regular warnings and failed to manage the situation, is directly responsible for this. Sputnik: How did the government handle the country’s economy during the pandemic? Yashwant Sinha: I really don’t think that the economy of the country is in a good shape. The Narendra Modi-led government is extremely good at manipulating the data; therefore, I don’t trust the statistics shown by the government anymore. A lot of people, holding important portfolios, had to resign because they didn’t agree with the government or its reports. Finance Minister Nirmala Sitharaman announced relief packages of $278 billion (INR 20 lakh crore rupees) for the aftermath of the COVID crisis. Where is the money? Various reports said that the announcements by the government were eyewash and it had hardly spent 1-2 percent of the said amount. This money was specially allocated for the Micro, Small & Medium Enterprises (MSME) sector and the MSME figures are released with three years lag — therefore, we don’t have a bigger picture. Despite the allocation of relief package for the MSME sector, it is in very bad shape. So, I don’t think that the economic situation has been handled in the desired way. Sputnik: How did the government tackle the crisis of migrant labourers and the unorganized sector? Yashwant Sinha: If things were managed in a better way, then migrants would have never walked back to their respective states during the second wave of the COVID-19. The small business units are shutting down and unemployment has become one of the major issues. The government failed to serve the interest of the country, particularly the unorganized sector and the worst part is that still, it is not thinking about it. Sputnik: Most of the states are complaining about non-availability of vaccine doses. How do you see the entire vaccination process in the country? Yashwant Sinha: Vaccination should be made free and compulsory, like primary education, as it is the only protection we have against the deadly virus. We have to vaccinate all our countrymen as soon as possible. Secondly, online registration should not be the only way to get registered for the vaccination. On the spot, registrations should also be started. Currently, I’m in my village in Jharkhand (It is one of the tribal states of India) and here people are not much aware about online registration. So, for such a populace, the government should mobilise the healthcare and frontline workers, who can go village to village and vaccinate the people on the spot. Apart from this, we must not laud ourselves as a world leader in the pharmacy sector and export the vaccine to other countries. First, we should ensure vaccination for our population and then we can look forward to supporting other countries.     Also, it is important that the cost of the vaccination should be taken care of by the government. I think there won’t be much of a problem with it as the Finance Minister had announced a $1.7 billion health package to fight against COVID-19 and a huge amount of money had been collected in the PM-CARES fund. However, I will still say that the government, so far, has performed miserably in managing this crisis. Sputnik: How was your experience of the West Bengal elections as this was the first time that the BJP had a magnanimous campaign in the state? Yashwant Sinha: I am really disappointed with the way the elections were conducted in West Bengal. The Election Commission of India didn’t act as an independent agency. It was working on the directions of the federal government. Knowing about the pandemic spread, the poll body shouldn’t have extended the polls in the state. Additionally, Narendra Modi behaved like a street urchin during the poll campaigns. He taunted Mamta Banerjee as ‘Didi, O Didi’ (Sister, Hey Sister) or Do May, Didi Gayi (2 May, Banerjee gone). Such language is not expected from the Prime Minister of a country. Modi-Shah duo has always tried to sideline their rivals, whether within the party or outside, similarly they realised that Mamata Banerjee would be a threat for them in 2024 so they only made plans for defeating her, though they couldn’t succeed, and didn’t focus on Pinarayi Vijayan (of Kerala), MK Stalin (of Tamil Nadu). Sputnik: You’ve been reiterating that the West Bengal election will shape up the 2024 Parliamentarian Election in India. How? Mr Sinha: At present, there is no opposition against the federal government, and nature doesn’t tolerate the vacuum for long. Similarly, the political vacuum has to be filled. By 2024, more ably and small leaders will emerge and challenge Narendra Modi. Three Countries to Participate in Singapore Airshow 2020 Flying Displays

There will be five flying display performances from three countries at the Singapore Airshow 2020, next week. A key highlight of the biennial Singapore Airshow, the flying displays will be witnessed by close to 50,000 trade attendees and 60,000 public day visitors when the aerospace and defence exhibition opens from 11 – 16 February 2020, at the Singapore Changi Exhibition Centre. Flying for the first time in Singapore will be China’s People’s Liberation Army Air Force aerobatics team Ba Yi, the United States Marine Corps’ F-35B Joint Strike Fighter, and the United States Pacific Air Forces’ F-22 Raptor.

Returning to Singapore Airshow 2020 is the Republic of Singapore Air Force’s integrated aerial display team of an F-15SG fighter jet and two AH-64D attack helicopters. The United States Air Force’s B-52 Stratofortress will also be performing a flyover on 15 February.
