Okay, so pretty much, it’s this guy who really, really likes books, and every time Batman meets him, he has a different costume and personality that came from a fictional character. Sometimes he even changes mid-fight, based on what the mood is.

His villain backstory is pretty much that he was constantly put down for liking books - he was born in a small football town - and then found his escape in college, where he worked at the library. But one day, the library was demolished, and turned into a parking garage - and now Otto Pageson (that’s his name) has a personal vendetta against the progress of man.

He lives in his own book-filled lair away from the city, only coming out in order to enact his revenge by destroying construction sites and spray painting book quotes onto walls using ink. He became the infamous Page-Turner (working title; Bookworm is already taken).

Batman defeats him the first time by asking him what his favorite book is while trapped in his lair, only hoping to buy some time. However, the Page-Turner is so overcome by the fact someone is interested in him and books that he lets Batman go, giving him a copy of Frankenstein as both an answer and a gift. Batman is warned to never again trifle with his schemes, lest he be forced to use violence.

Batman and Page-Turner continue this love-hate relationship, with them occasionally exchanging books and favors. Batman gives him a pair of noise-cancelling headphones so he can read in Arkham and listens to his info-dumping of books (including his hatred of The Pearl). Page-Turner can sometimes tell a new villain’s gimmick, and is a well of information that Batman occasionally uses.

Page-Turner is also on the spectrum, so awesome! I might also be projecting onto him a little bit, but whatever!
