Village of the damned: Inside the Fox Street fire

Special investigation: For years, Matt O'Donoghue was told about major problems at a controversial development in Everton. Then the dire predictions came true. By Matt O’Donoghue.

“Block D is an inferno right now”, the first message reads. “Look what’s been torched.” More follow. “Not sure how other blocks are faring, they’ve been evacuated.” Some have video or photos attached. “Seen this. I feel sick.” One simply reads: “Fox Street’s final chapter.”

Block D at the stalled residential development of Fox Street Village sits on the edge of Everton. It is ablaze, and a lot of people want me to know. As the firefighters battle to hold back the flames that threaten to leap from block to block, frantic calls, dramatic videos, and heartbreaking messages light up my phone screen. Many of those getting in touch are people I met over the past five years I’ve been reporting on the sorry saga of Fox Street Village. They’re all saying the same thing: “It was only a matter of time.”

“Something like this had to happen,” says Chris Burridge, who owns one of the Fox Street Village apartments as he surveys the damage. It’s Sunday, January 28th and the day after the fire. Steel girders are bent and buckled like roller coaster tracks; the metal cools and creaks, and loose material flaps in the wind. “There’s been no decent perimeter fence for some time, even though we’ve been reporting incidents. We were lucky Block B didn’t go up. The flames and heat were ferocious. Mersey Fire saved those buildings.”

Lucky indeed. Fox Street Village was originally intended to be a 400 apartment complex spread across four blocks that were to be four or five stories tall. But Block D was never completed and has remained an unfinished shell for the past five years. The rest of the site, on the other hand, is home to a number of residents. Had the fire spread there, it would have been catastrophic. Letting agents are on-site to support tenants and help with the clean up, while insurance brokers and risk assessors mill about around them. Lifts, heating, and water are soon back on. Black debris litters the ground and the flat roofs of the adjacent blocks, while clumps of burnt insulation and wood continue to drift from above.

A team from Residence 365, the company that manages the Village’s interior communal areas, is helping to get residents back into their homes. “Unfortunately, as the fire started to take hold, many residents in Block A failed to evacuate,” says Carolyn Delaney, Residence 365’s managing director. “Police had to force their way into every apartment to make sure that building was clear and everyone was safe. Those doors and frames will have to be repaired.”

Outside, Block B’s walls and windows are warped from where it faced the fire. The cladding is buckled and wavy, like bad icing on an overbaked cake. Most of the glass is cracked and broken, and window frames have bowed out of shape. The fire breaks under the cladding will have activated and expanded. There will need to be a lot of work to put things right.

“The grounds and estate management company are nowhere”, says an exasperated Burridge. The last he was told, a company called Xenia Estates Limited were responsible for looking after the outside areas. “It’s outrageous. They’ve sent nobody down here to help or make things safe.”

Kevin Robertson-Hale is a local campaigner who set up the action group Everton Together. He was shopping at the ASDA on the Breck Road when he first saw the black clouds rising above his community. He knew straight away what was likely to be burning. “It’s just a miracle that nobody’s been hurt,” he says. Although Block D was not a finished building, homeless people have been sleeping there and using it as a shelter. “The way the place went up, someone asleep would never have got out.” Kevin is horrified by what has happened, but certainly not surprised. “We’ve been saying for years that something was going to happen. Either someone was going to fall off and break their neck, or it was going to go up in flames.”

Beneath the debris and behind the spectacular videos, the plumes of smoke billowing out and up from the bare bones of blazing Block D, are hundreds of stories of loss and despair. To properly understand what went wrong at Fox Street Village, to learn why things must be fixed, we have to understand why they were broken in the first place.

It was the perfect storm; shops closed, tower blocks were pulled down and the city’s terminal decline was hastened by Margaret Thatcher’s vicious attempts to starve the upstart council controlled by Hatton’s Militant Tendency into surrender.

Fox Street Village followed the same controversial funding model that has dogged similar schemes across the city, known as ‘fractional sales’. Buyers — many based overseas — are enticed with the promise of a good rent and a solid investment in return for paying a large part of the sale price upfront. But as countless investors at other stalled sites in Liverpool have discovered to their detriment, there’s little or no protection should things go wrong.

When Fox Street Village Limited collapsed into administration, in 2019, it owed creditors £10 million and the city council nearly £700,000. The council told us that an invoice for over half a million pounds remains unpaid but that the building’s new owners will have to pick up that tab. Meanwhile, £6 million that investors had paid out for Block D was instead spent on a new fifth building the developers had added to their scheme. A search of records show creditors who had paid for apartments in Block D came from Birkenhead to Beijing and all points in between. With no money left to complete the job, and no cash to settle their bills, the steel frame and internal walls made of wood have remained open to the elements. The freehold to the site was sold to Manchester-based property investment company SGL1 Limited in 2020 for a reported £1.6 million. The site was split and a separate company run by the same two directors as SGL1 but called SGL3, took over the unfinished Block D. A series of complex court cases followed as buyers battled to gain control and finish the scheme. By 2021, the architect’s original drawings for Block D had been rebranded as “Park View” to be marketed at a new group of buyers. A one bed studio in the unfinished wood and steel shell was being advertised for £85,000. The Post is unsure how many people bought into this new scheme or whether their money is protected.

“I bought a three-bedroom apartment that cost £135,000, which was a really good deal. With hindsight, almost too good to be true. I’ve been firefighting one problem after another since day one.” November 8th, 2023 and I am rattling along the M62 with Chris Burridge. “It doesn’t look that good,” Chris says with detached stoicism and monumental understatement as Fox Street Village Block D comes into view. “It would be funny, if it wasn’t so costly and dangerous.” Chris is one of the apartment owners who have been battling over an £80,000 bill to install a transformer that would safely reconnect their electricity to the grid. The builders left a hot-wired connection into the mains, which Chris says the buyers only found out about after they’d secured the right to manage some of the site. It was just the latest in a long line of hidden surprises that have revealed themselves over the five years since tenants moved in. “The biggest block, Block D, is just a shell that should have been finished years ago,” Chris tells me as we pull up alongside what looks like a building entirely made of wood and wrapped in tin foil. “There should have been one large, shared entrance area, an underground car park for 170 vehicles, shops, a cinema room with communal laundry, and a bike store. All of those amenities were what made this site so attractive.”

Chris pauses to re-imagine what could have been, before reality kicks back in. “None of that exists. What we’ve actually got are great apartments next to the rat-infested fire trap of a mess that is Block D.”

According to the last census, Everton West — where Fox Street Village sits — has the third highest numbers of children on free school meals. This neighbourhood has some of the poorest health indicators, including the lowest life expectancy, across the whole of the city.

As Liverpool’s reputation grew as a great place to study, the last decade has seen residential housing for the influx of students become the city’s short-term planning solution and a way to kickstart Everton’s economy.

Residents in this area have been complaining to me about the rats for as long as I’ve been investigating Fox Street Village. Back in April 2019, I broke my first story on the slow-motion car crash that has taken place here — months of work as part of an ongoing investigation for ITV’s Granada Reports. Back then, tenant Ross Lowey told me on camera: “We don’t feel safe. Every time we come back round that corner, we expect to see flames coming out of it.” He was far from alone in his unhappy prophecy.

Six months before that first ITV News report, in November 2018, I had been on a separate investigation into how developers duck out of paying the millions they owed to their cash-strapped council. It suddenly took an unexpected twist. While I ploughed through a mountain of conflicting planning documents that link to this case, a buyer tipped me off that their building was about to be the first on Merseyside to be shut down and issued with a Prohibition Notice. It was the last-ditch resort for a city council that had run out of ideas on how to make this site safe. “Serious construction issues will contribute to the spread of fire,” the Prohibition Notice reads. “Fire will spread quickly and possibly unnoticed.”

Put simply, the problems that the buyers had uncovered at their completed flats were so severe that they put lives at risk. While Block D remained unfinished, three of the four blocks that people had already moved into were so dangerous that everyone would be forced to move out — immediately. Judge Lloyd would later brand the project “disgraceful” as she fined the developers £3,120 for breaching planning conditions. She expressed sympathy for the residents and investors who had been affected. Planning inspectors said the development was “poorly finished” and failed to meet standards. Those problems have cost hundreds of thousands of pounds to put right.

The council say that it was only after the buildings were largely constructed that it became apparent there was a failure to comply with conditions or the plans that had been passed. When the new owners submitted another application to make up for the missing car park, a fresh deal was struck for them to pay towards a cycle route and parking scheme. But planning approval was refused when no money was forthcoming.

Two companies were involved in the development of Fox Street Village: Linmari Construction Limited and Fox Street Village Limited. Both were run by company director, Gary Howard. In 2013, Howard was left as the sole director of Fox Street Student Halls Limited after his business partner, Lee Carroll, was forced to step down. Carroll had been found guilty of being a gang master under legislation brought in to tackle labour exploitation after an investigation into a recruitment company that Carroll ran with John Howard. Carroll was banned from being a company director for 12 years.

While nothing should be inferred from Gary Howard’s previous business history, six companies where he was a director and shareholder have a County Court Judgement against them. Just like Fox Street Village Limited, seven firms that Howard also once helped run have gone into administration owing money to creditors — two of which were also residential developments in Liverpool designed for student living. We’ve been unable to contact Mr Howard for a comment.

“The frameworks that are supposed to deliver safe buildings, protect their owners and keep those inside safe are not up to the job,” says Dr Len Gibbs, whose doctoral thesis focused on the problems with unfinished developments in the Liverpool area.

That regulatory framework — to get a building through from an architect’s drawings to the point of being occupied — can be roughly broken down into two stages: planning and building control. The first part is strictly controlled by rules and regulations that must be met and followed to the letter. A council department controls the planning process, and everything has to be approved by a committee after a rigorous assessment by trained officers. Once it passes and everybody agrees that the buildings are what the council and community needs, the proposals are said to have ‘gained consent’.

When developers have their planning consent, a building control team comes on board to oversee every step of the construction. Site inspectors visit to approve stages such as the foundations and drains, and the relevant paperwork is filed with the city council to confirm everything has progressed according to the plans that were submitted and in accordance with the required regulations. In theory, these two functions operate independently but in support of one another to deliver a building that doesn’t kill the people who move in.

That’s something of a simplification, but these are incredibly complex areas that require years of training to properly understand. Only when every step has been followed can a completion certificate be issued against the building and each individual apartment. These final pieces of paper confirm that everything is up to standard and legally ready for tenants to move in. If all these steps are followed correctly, then a development of buildings that were once judged to be a threat to the lives of residents should never be occupied. Yet they were occupied.

Prompt 23 - Who’s bra is this?

When you first moved in with Harrison, one of the first things he did was add you to his insurance policy for his car. He trusted you with his heart so he could trust you with his car.

You had your own, so it was not like you had to drive it often, but he would lend it to you if your car was at the garage or you needed to drive long-distance, his car being the comfier of the two. The thing about Harrison is that he always cared for your comfort; on long drives, you would choose the music and the car's temperature.

He was a sucker for you, and everyone knew it. The boys often teased him for being whipped for you, but he claimed it was love. The thing about Harrison was that he was truly and utterly in love with you. He was at the point where if you suggested going to get married, he would book it for the next day, just to call you his wife legally. He didn’t need the paperwork, but he wanted it. He wanted it all with you.

When Harrison left to go film for ‘The Irregulars’ in Liverpool, he left you his car. He claimed that the train would be easier as he could travel with his castmates to go over lines in preparation. You didn’t mind in the slightest; this meant that you could get his car valeted for him as a surprise. It was something that he had meant to do for a while but just hadn’t gotten around to doing it. He was always surprising you; it was time you did the same for him.

Driving to the valet place you dropped the keys off as you went to the shops nearby. Popping into Victoria’s Secret, you chose a few new pieces, even trying some on to take photos to tease Harrison with. Of course, his reaction was one of lust, he loved to see you, and he loved to see you love your body too.

When you got back to the valet, a worker informed you that the belongings left in the car were in a bag in the boot, giving you a weird look as they did so. Placing your shopping in the boot with your belongings, you headed home. You had to admit to yourself that the car looked brand new sat on the drive outside your house.

Once all of the bags had been taken out of the car, you went to go through the bag from the valet to decide what needed to go back into the car, when something caught your eye. Pulling it out you were shocked.

Never in your life did you think that you would find another woman’s bra in your boyfriend's car. It didn’t look like one of yours, the size looked wrong. You confirmed this by looking at the label, and it was indeed a different size.

What was Harrison doing with it? Taking a photo of it, you sent it to Harrison with the caption ‘look what I found in your car’. Immediately your phone started to ring, Harrison’s name and photo filling your screen.

“Y/n, love. I have no idea who’s that is. I’m as shocked as you are. Please believe me, sweetheart.” His voice was pleading, and you wanted to believe him. He had never given you any reason to doubt him before.

“Harrison, I kinda need you to figure out who’s this it. My mind is coming up with all sorts of ideas, and yet I don’t want to believe any of them, I want to believe you.”

“Tom, he borrowed the car one-night last week. His was in for repairs.” With that, you hung up. You needed to figure out who’s this bra was.

Forwarding the photo to Tom, you sent the message ‘do you remember this?’. He didn’t respond straight away, but when he did, you were relieved.

It was short and simple ‘yes, I also remember who wore it. I got lucky, just don’t tell Harrison it was in his car”. Unluckily for him, it was too late for his best friend to find out.

To put Tom through what you had been through, you kept it simple. ‘He knows, by the way, you owe me for the valet”.

DJing, performing and loneliness.

I’ve been meaning to write something about this for a few weeks now. Firstly when I started to feel a little depressed again after months of feeling refreshed and reinvigorated. Secondly, after Avicii died and when a lot of my friends dismissed the situation stating “Oh well, his music was shit anyway.” And finally, during mental health awareness week, when I saw loads of people lighting up my social media, the news, and the world with positive messages that it is ok to feel empty, lost and hopeless sometimes, which is important to hear, even if it does start to sometimes get a little repetitive, acceptance is key - and it seems the world has begun to embrace mental health and the benefits of discussing it and being aware of taking care of our mental well-being in our daily lives. 

I’m here to talk about the darker side of my experiences within my job, a job which I love to bits. I get to play music in various forms for a living and I could not be more thankful that this and this alone, mostly pays for my electricity and food and rent. Although it’s not been an easy path, or a quick one - and the route to this situation has been dogged with difficult scenarios, the most difficult of all, constant loneliness. 

When I began DJing I didn’t even consider how much solitude and isolation I was entering myself into. I just loved music. My first residency was at a bar called SOYO in Sheffield - where I would play for 4 or 5 hours on a Sunday night. I’d spend hours all day picking out music for the evening, working on my mixes, downloading, researching, picking through old CD’s and vinyl in every charity shop I could find trying to ensure that my sets were interesting and varied every time - although it often didn’t matter because unless a big group of my friends came down to see me play (which they did quite regularly and I can never thank them enough for that) I would just have the general public mouthing off in my ear about playing more Rihanna and turning my shit soul music off.

My first night at SOYO playing “Mixtape” - I bought all these cassettes for about 5p each in a charity shop and carried them in every week for decoration.

I was also working a “normal” job at the time, in a hotel as a waiter and bar tender. I was offered a second DJ residency and quickly worked out the sums, in two DJ gigs per week, I would be earning more than I would for working 30 hours at the hotel. I took great pleasure in telling my bosses to fuck off on a particularly stretched evening where I was clicked at by a man who hosted celebrity dinners, the particular celebrity this evening was Trigger from Only Fools And Horses. He wanted more champagne. I wanted him to get shat on by a flock of seagulls (the band or a load of angry sea birds) Deciding that was probably not going to happen inside a 3 star hotel, I walked out instead. 

Practicing mixes whilst my housemates and I prepared for a night out on the town, no doubt a few beers in. Ironing board was a great DJ booth.

That was the second to last time that I worked as part of a “team” (there’s no ‘I’ in team, but there is an ‘I’ in ‘isolation’) and I’ve only just realised that now, writing this. I threw myself into solitude at work. Not only would I be spending long hours behind the decks picking out records (a lot of which I hated) to try and encourage people to have a good time, slowly honing my craft, earning my stripes - as they say, I would also be on my own during a lot of the day, picking out music for future gigs, emailing people to try and get work, practicing mixes, recording mixes, over and over again to try and prove that I was good enough, chasing up payments that had been promised but never delivered, all the while learning about music history, keeping up with current trends, emerging trends, reading about popular music in all its forms since the pirate radio days of the late 60′s - to 90′s rave and 00′s boy bands, really just attempting to diversify myself as a music collector and human - whilst most of my other friends were at work. And when my friends finished work and invited me out for a pint, for a birthday meal, round to their house to watch a film, or out on a date, I was busy working as many days as I could to make a living doing something that I absolutely adored. And gradually, the invitations stopped coming. And I didn’t even notice. I was obsessed with making playing music, my job. And going out after I finished my job with people that worked in bars and getting pissed because I was so desperate for human interaction. Sadly, a lot of these situations I can’t even remember. There could have been some great ideas discussed, but in all honesty, there probably wasn’t! 

My friend Ben travelled back to the UK from New Zealand. It was the first time I had seen him in 5 years, and I was obviously working. He bought us double rums all night. I was very ill the next morning.

There was a point around 5 years ago, when I DJ’d every single day for 3 months straight. And because back then I was only just starting out, most of the gigs I did for free or for very little money. I didn’t have time to go and see my friends. I barely saw my housemates, although we did have some incredibly special moments during those years. Then, I took a job teaching - working in a small team of wonderful individuals and my entire outlook on everything changed. I was happier and fulfilled and I didn’t know why. I wasn’t feeling distant as much, even though this was only a temp job and it paid barely enough to afford food for the week. The interactions with other human beings were worth more than the £50 a shift, more invigorating to my happiness than a big bag of chips and a can of dandelion & burdock.

I left Sheffield in 2014 and then my troubles really began. Now living in Leeds, I was short on work there, so travelled back to Sheffield regularly on the M1, via trains, on the National Express - usually alone. I would then DJ alone, for upwards of 5 hours, and then return home, where I would sleep - wake up alone, spend all day alone as my then girlfriend went to work, finding music, chasing gigs - mind constantly whirring, rarely allowing myself time to see friends, to see family or to relax - there were bills to pay and music was the only way I was going to pay them - and I would make it work. 

Playing indie bangers at Bumper in Liverpool - I caught the train and after the venue closed at 5am, I waited until 8am for the first train home sat on the steps outside Lime St Station. 

I fell into the worst part of my depression after the collapse of two relationships in quick succession - left alone to stew and process that heartbreak and misery for many hours a day as well as the usual non-stop work, travel, work, travel to work, travel work, work and non-stop work, that no-one even noticed that I wasn’t ok, because they were so used to not hearing from me. The assumption was (and still is in many cases) that I was that “funny guy” on their Facebook, that made them laugh or dance when they saw me (probably constantly drunk at this point, because I was absolutely fucking miserable) and not the guy that spent hours and hours on end in bed all day cry-laughing at himself for being a fucking hopeless loser and focussing on all the wrong things in a constant downward spiral of epic proportions.

A wonderful doctor friend of mine, Sarah, recognised I was depressed and encouraged me to visit my GP. I was in the GP for all of ten seconds, before I was dismissed with the NHS depression helpline number and told “It’s about a 6 month wait if you want to talk to someone.” Sarah then took it upon herself to ring me every day, even if it was just for 5 minutes - she’s a true credit to the NHS, her profession and a fucking good mate. She rang me every single day, without fail. She encouraged me to form a focus - and I decided to relocate to Manchester for a fresh start and new challenge. 

I’ve since had further help, a course of counselling at which my counsellors immediate opening gambit, when I told her how I was feeling and that I didn’t know why, was to say “Well it sounds like you’re a little bit lonely.” Things clicked pretty fast after that and I realised how important it was to make time to see your loved ones, the very thing I had been missing out on for years.

I’ve spoken to very few musicians, performers and even photographers/videographers/cruise ship dancers/fridge repair technicians that haven’t told me that at some point during their career they’ve not felt lonely - it goes with the territory of being self-employed or working in the arts/entertainment industry. It’s all “smiles for the gram” then smashing in a fucking gram, to forget that you’re fucking miserable and sat on your own most of the time, scrolling through your phone hoping that someone, anyone messages you with a better offer than “do you fancy sitting on the sofa in your pants going over your setlist for tonight again whilst simultaneously listening to 18 shit house remixes of the latest shit house record that you don’t really like but they’re hammering it on daytime radio so you probably better download it - just incase.” 

I’ve started interacting with my DJ pals more and more over the last year or so - and also the bar staff and managers in venues that I work in. Human interaction is hugely important and DJing/photographing/playing live music in bars and clubs can be a very negative environment, particularly when the general public often leave their manners at the door, or on the toilet floor after they’ve smashed in a few lines/tequilas. There’s a whole heap of rejection, huge highs that come out of the blue and big lows that shake you to your core, financially and emotionally - losing gigs sucks, being skint sucks, your favourite venues being forced to close down sucks, realising you’re too old to understand why students like certain songs sucks, being constantly berated and belittled as you just try to do your job on a Saturday night, by drunken wankers that apparently know more about music and the performing of music than you do, yet somehow, they appear to not have been booked to play this particular weekend SUCKS, being used as a cloakroom sucks, having beer spilled all over the thousands of pounds worth of equipment you’ve scrimped and saved for over the years and all over your favourite t-shirt DOUBLY SUCKS and walking out of a bar or club hoping that you’ve done a good job but not really being sure and having to then drive 3 hours home, on your own, via motorway closures, speed restrictions and road kill generally fucking sucks. But you can’t do anything else once that love has gripped you. You will play music until you die, until you breathe your last breath of grotty smoke machine fluid, get your last electric shock from a terrible bashed in plug socket in whatever bashed in, held together with sellotape club/bar you are playing in on the night and float off into the big DJ heaven in the sky, where there is a big sign saying “No morons, no requests, just 100% good music.” It’s in our blood. 

DJing is better with mates. Me and the Clothes Line gang at The Harley, the night we found out that we had been nominated for an exposed award. 

I’ve also found things that help to combat my loneliness at work, and the best ones are as follows. Having a group chat via social media with other DJ’s/Musicians that are working at the same time as you - sending jokes and laughing at other people’s shit requests in a group is wonderful. We also have socials where we all meet in person and laugh at people and their shit requests. And all the DJ in-jokes come out and we sit and make snide remarks like a bunch of gassed up Beyonce’s. Taking time off from weekend gigs, to socialise with friends, family and my amazing supportive and understanding girlfriend (DJ Widow Numero Uno and the best thing that ever happened to me) - I now try and plan my calendar a few weeks/months in advance so I can book these occasions in. Plus it gives you something to look forward to on the weekends/whatever other anti-social hours you are working. Taking time to try and engage with the public when they’re making requests (to a certain extent - I don’t let people take the piss!) cos as before, human interaction (even with drunk strangers that want you to play Cotton Eye Joe because it’s Sharon’s birthday and she’s 45) = Hugely important.

Also I’ve very much enjoyed collaborating during music making, or music playing once or twice a month, so I’m not just sat on my own making weird pop music in our back bedroom. Most importantly, taking a bit of time away from music (although it is the second most important thing in my entire life) to engage in other activities. If you’re like me and your entire focus is on one thing and it engulfs your entire existence, it can become a bit exhausting, particularly for your friends who really, REALLY don’t care who you think the next best UK underground trip-hop swing crossover band are going to be, they just don’t care. They want to talk about the football. Go and watch the football. Music/work will be waiting when you get back.

The invitations aren’t flying in thick and fast, but I think that some of my closer friends have now started to realise that I’m not just constantly busy these days and I do want to see them and socialise and have fun. I always have, I just didn’t make them aware of it very well. And life is busy and sometimes things get in the way of hanging out with one another, but laughing at inappropriate jokes with good friends over a decent cup of tea will always make me happier than playing Darude - Sandstorm to a festival crowd of 2,000 people adorned with glowsticks. Well, it’s kind of 50/50 actually. But you can do both, on the same day, if you’re really clever. 

I hope this advice helps someone, even if it just makes you chuckle thinking about me hiding under my duvet severely depressing having a cry whilst at the same time laughing myself for how pathetic I am. Whether you’re just starting out or years into a career in music - loneliness is a real issue in the music industry and beyond - as if a constant fear of inadequacy, perfectionism, constant rejection, living hand to mouth, threat of going deaf and never being able to hear music again, venues closing and your car insurance premiums rising through the roof isn’t enough to send you over the edge, add in total unabridged loneliness to the bundle and you’ve got an unhappy sandwich soaked in misery dripping right there. But you don’t have to eat it. You always have a choice. 

Fuck loneliness.

He was living in the hostel in his interim between moving from Chester to Liverpool. He had studied Law and stressed at uni and in the end he was working a minimum wage job in a call centre. I felt bad for him. He seemed like he deserved better. He was friendly. He offered to find me work at the call centre. They need people. He could get me a job. I said maybe. He wanted to help me. He dreamed of travelling to Australia and picking fruit for a living. I told him to go for it. He needed to save money first. Good fortune to him.

I turned my mind to self-reflection, self-improvement, self-esteem.

I rested. I had an email from The Quiet Site, a campsite in the Lake District I had applied for a workaway at. It was a new listing, offering payment. Emily, the manager there, wanted to call me the next day. I said go for it.

Hi guys. Well, to start out with I have my driver's license address set to my uncle's house in pembroke pines, FL, but I live here in Hialeah Gardens, FL. Why do I have it set to my uncle's house you ask? Well, back when I was 18 (i'm 20 now) my mom persuaded me to set my insurance address (progressive) to my uncle's house so it would be cheaper. Our real estate agent told us to purchase and insurance policy from Old Republic to cover anything that could be wrong with the house since it was built in the 80's. Once the house was occupied by our renter, he noticed that the lights would shut off and stay off for a few hours. Old republic sent an electrician over and he told us that the prior owner had replaced a new breaker on top of a broken buster. We were not sure what work the house had done prior to our purchase so that is why we purchased the insurance. The policy we had was Old Republic Home Warranty Plan. Hi Have a question. My rear bumper was lightly tapped by 17 year old new driver. Damage is minor and cosmetic at $425. My car is only three years old and in perfect condition. The insured provided me all his insurance information and said to file a claim through his dad's insurance carrier. I called local police department 911 line to report minor collision. Officer responded and insured admitted to police officer that he tapped rear bumper. Police officer looked at my rear bumper and refused to make a police report as he said cannot issue a report unless damage is over $1500. I begged the officer repeatedly to please provide me even an incident report or something official like an affidavit as the teenager admitted to officer that he hit my rear bumper. Police Officer simply drove off and left me on the side of the road with a stranger. Of course now four weeks later, the insured and his father have simply ignored phone calls, emails and registered mail attempts by his insurance carrier to verify version. For many Britons, that can apply to institutions and objects that represent their country’s past power and glory--stately homes, the monarchy … and red phone boxes.

Battered first by the march of technology and lately by the elements in junkyards, the iconic phone boxes are now staging something of a comeback. Repurposed in imaginative ways, many have reappeared on city streets and village greens housing tiny cafes, cellphone repair shops or even defibrillator machines.

The original cast-iron boxes with the domed roofs, called Kiosk No. 2 or K2, first appeared in 1926. They were designed by Giles Gilbert Scott, the architect of the Battersea Power Station in London and Liverpool Cathedral. After becoming a staple on many British streets, the booths began disappearing in the 1980s, with the privatization of British Telecom and the rise of the mobile phone consigning most of them to the scrap heap.

About that time, Tony Inglis’s engineering and transport company got the job to remove phone boxes from the streets and auction them off. But he ended up buying hundreds of them himself, with the idea of renovating and selling them.

That might have seemed like a crazy idea back then. “They are so much against the times,” Mr. Inglis said in a recent interview. “They are everything that you wouldn’t do today. They’re big, heavy.”

But Mr. Inglis said he had heard the calls to preserve the kiosks and had seen how some of them were listed as historic buildings. He said he had been convinced that he could make a business of restoring them, and he was soon proved right.

Britain has a penchant for conserving its heritage, of course. “We are obsessed with the old, and that’s because our experience of the modern world has been bruising,” Dan Snow, a well-known historian and broadcaster, said. “If you look around at the things that people are very nostalgic for, they are things that remind older people of our imperial and hegemonic past.”

That desire also drives much tourism to the country and historic buildings are often high on the lists of visitors. “We’ve got quite pressing economic reasons to celebrate our history,” Mr. Snow said.

As Mr. Inglis and, later, other entrepreneurs, got to work, retooled phone boxes began reappearing in cities and villages as people found new uses for them. Today, they are once again a familiar sight, fulfilling roles that are often just as important for the community as their original purpose.

In rural areas, where ambulances can take a relatively long time to arrive, the kiosks have taken on a lifesaving role. Local organizations can adopt them from BT for 1 pound, or just over a dollar, and install defibrillators to help in emergencies.

“The defibrillator is a good idea, because they’re in a prominent place,” Mr. Inglis said. “It’s just there in the back of your mind and the one time you need it you’ll think, ‘There’s one on the village green!’”

Others also looked at the phone boxes and saw business opportunities in those cramped spaces. LoveFone, a company that advocates repairing cellphones rather than disposing of them, opened a mini workshop in a London kiosk in 2016.

In addition to being eye catching, the tiny shops made economic sense, according to Robert Kerr, a co-founder of LoveFone. He said that one of the boxes generated around $13,500 in revenue a month and only cost around $400 to rent.

Mr. Inglis said phone boxes evoked an era when things were built to last and to be useful. Early models, for example, had mirrors and little shelves to rest an umbrella or a parcel on.

“I think they are an honest construction,” Mr. Inglis said. “I like what they are to people, and I enjoy bringing things back.”

But Mr. Inglis said he had heard the calls to preserve the kiosks and had seen how some of them were listed as historic buildings. He said he had been convinced that he could make a business of restoring them, and he was soon proved right.

Britain has a penchant for conserving its heritage, of course. “We are obsessed with the old, and that’s because our experience of the modern world has been bruising,” Dan Snow, a well-known historian and broadcaster, said. “If you look around at the things that people are very nostalgic for, they are things that remind older people of our imperial and hegemonic past.”

That desire also drives much tourism to the country and historic buildings are often high on the lists of visitors. “We’ve got quite pressing economic reasons to celebrate our history,” Mr. Snow said.

As Mr. Inglis and, later, other entrepreneurs, got to work, retooled phone boxes began reappearing in cities and villages as people found new uses for them. Today, they are once again a familiar sight, fulfilling roles that are often just as important for the community as their original purpose.

In rural areas, where ambulances can take a relatively long time to arrive, the kiosks have taken on a lifesaving role. Local organizations can adopt them from BT for 1 pound, or just over a dollar, and install defibrillators to help in emergencies.

“The defibrillator is a good idea, because they’re in a prominent place,” Mr. Inglis said. “It’s just there in the back of your mind and the one time you need it you’ll think, ‘There’s one on the village green!’ ”

Others also looked at the phone boxes and saw business opportunities in those cramped spaces. LoveFone, a company that advocates repairing cellphones rather than disposing of them, opened a mini workshop in a London kiosk in 2016.

In addition to being eye catching, the tiny shops made economic sense, according to Robert Kerr, a co-founder of LoveFone. He said that one of the boxes generated around $13,500 in revenue a month and only cost around $400 to rent.

Mr. Inglis said phone boxes evoked an era when things were built to last and to be useful. Early models, for example, had mirrors and little shelves to rest an umbrella or a parcel on.

“I think they are an honest construction,” Mr. Inglis said. “I like what they are to people, and I enjoy bringing things back.”
