Progress on the Situation at Our Northern Border
Issued February 3, 2025.
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, it is hereby ordered:
Section 1. Background. On February 1, 2025, I determined that the failure of Canada to arrest, seize, detain, or otherwise intercept drug trafficking organizations, other drug and human traffickers, criminals at large, and illicit drugs constitutes an unusual and extraordinary threat, which has its source in substantial part outside the United States, to the national security, foreign policy, and economy of the United States. To address that threat, I invoked my authority under section 1702(a)(1)(B) of IEEPA to impose ad valorem tariffs on articles that are products of Canada.
Sec. 2. Immediate Steps. Pursuant to section 3 of my Executive Order of February 1, 2025, titled "Imposing Duties to Address the Situation at Our Northern Border" ("the Executive Order of February 1, 2025"), I have determined that the Government of Canada has taken immediate steps designed to alleviate the illegal migration and illicit drug crisis through cooperative actions. Further time is needed, however, to assess whether these steps constitute sufficient action to alleviate the crisis and resolve the unusual and extraordinary threat beyond our southern border.
Sec. 3. Pause. (a) In recognition of the steps taken by the Government of Canada, and in order to assess whether the threat described in section 1 of this order has abated, the additional 25 percent ad valorem rate of duty shall be paused and will not take effect until March 4, 2025, at 12:01 am eastern time. Accordingly, sections 2(a), sections 2(d), and section 2(e) of the Executive Order of February 1, 2025 are amended by striking the term "February 4, 2025," where it appears in those sections and inserting in lieu thereof the term "March 4, 2025." The exceptions set forth in section 2(a) of the Executive Order of February 1, 2025, related to covered goods loaded onto a vessel at a port of entry or in transit on the final mode of transport prior to entry into the United States are, hereby, withdrawn.
(b) During this pause, the Secretary of Homeland Security, in consultation with the Secretary of State, the Attorney General, the Assistant to the President for National Security Affairs, and the Assistant to the President for Homeland Security, shall continue to assess the situation at our southern border, as provided in section 3 of the Executive Order of February 1, 2025.
(d) If the illegal migration and illicit drug crises worsen, and if the Government of Canada fails to take sufficient steps to alleviate these crises, the President shall take necessary steps to address the situation, including by immediate implementation of the tariffs described in the Executive Order of February 1, 2025.
Sec. 4. Severability. If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be altered thereby.
Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department, agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

UK citizens will soon have to provide biometric evidence of their identity before they can travel to the EU.
I had the technical side of the new system explained to me in boringly explicit detail today. But it should be quick and simple (in theory).
When the system is introduced (no date confirmed yet... but probably November 2024). Prior to departure, UK nationals will have to have their fingerprints recorded and a digital photograph taken. Border Force officials state that the process should only take about 5 minutes per person, so delays will be minimal. And numerous booths for carrying out this procedure are being installed at ferry, Eurostar and Euro-Tunnel terminals.
My thoughts. Will we be able to provide the fingerprint/photographic evidence in advance, rather than on the day of travel? How much chaos is this going to cause the next time our cross-Channel ports are busy, with numerous coachloads of passengers having to be processed? [The "officials" attending today's meeting were unable to answer my questions!]

Mexican border town sees fewer crossing attempts, deportations than expected under Trump

Amid busy streets scattered with pedestrians, stray dogs and the Mexican National Guard lies Nogales, Mexico, where local business owners deliberate on how the second Trump administration has affected crime, border security and more. 
"Drug trafficking has been controlled a lot, there’s barely any now. It’s not like it used to be," Filiberto, a Mexican native who owns a photography business right outside the walkable entry point into Mexico, said.
Juan, an entrepreneur at a local eatery, told Fox News Digital, "We’ve gone through very tough times because, although right now — this past year, these last two years — there’s been some calm in terms of insecurity, in earlier times we had a lot of problems."

Local authorities on both sides of the southern border wall have been vigilant to mitigate potential crime and border crossings from deportations under the second Trump Administration. 
"I don’t know if it’s the same or worse — in truth, I don’t know. But there’s a lot that’s very bad," Angelica, a local flower shop owner, said. "Here in my neighborhood, in my surroundings, yes, I live peacefully, thank God."

"Well-equipped shelters were built, and they were practically empty — 10, 15, 30 people a day. So they dismantled them. I think now they don’t exist anymore or they were reduced, because it wasn’t what they threatened it would be," he added.

"There aren’t as many people wanting to cross the border anymore… There used to be a lot, but things have calmed down a lot," food vendor Juan said. "The National Guard is watching the Mexico–U.S. border closely… the [number of] people who used to come from the south in caravans have decreased a lot. In fact, we’ve never had as much calm as we do today." 
Long-time Nogales resident Filiberto reflected on how crossing the border has changed over the past three decades. 
"There was a lot of camaraderie, a sense of community. We used to cross into the U.S. without a problem, two, three, four, five times a day — without any obstacles. The problem started when the U.S. began putting up barriers, both for visa procedures and even for crossing," he said. 
In response to questions about how Trump’s border strategy has affected crossing attempts, most inhabitants referenced how new measures have impacted local sentiment about attempting to cross into America and noticeably smaller lines at ports of entry that have barely "seen anyone."
"I think maybe fewer people are crossing, but there are still some.Many people don’t stop trying," Angelica remarked. 
"There are not that many people that want to cross anymore. With what Trump is doing, people are starting to think about going back or staying put," local store owner Mario said. 
"The border is very well guarded," a new entrepreneur setting up her storefront added. "[But] people always want a better life, thinking that the U.S. is better."
