Headcanon - The Guilt of GUILT

Of course the head of R&D at Caduceus hates all the strains of GUILT and what they stand for, but...

Victor has a PARTICULARLY STRONG animosity towards the Pempti strain of GUILT due to the fact that despite his every effort to cure it within Secretary Richard Anderson, he still died despite the Pempti being successfully cured.

He suffers from flashbacks of the moment where he'd promised the Secretary that he'd cure him and that he'd live. There are times he often wishes he could go back and redo his research... if he hadn't half-assed the nanomachine and figured out that the GUILT had a damn contingency plan--!

It was one of the few times that Victor actually doubted himself, and the memory of it still haunts him to this day. And even though he does continue to do further research on Pempti so that Caduceus can be ready in case of another outbreak... he can't focus on it for too long before he has to stop.

He has a very high animosity towards Paraskevi as well. When Cybil Myers fell victim to it, not long after the loss of the Secretary, he was terrified that Cybil would die too and Caduceus would lose their best anaesthesiologist... and even though he kept his arrogant self at the forefront, after the operation was finished, he often found himself checking up on Cybil constantly... monitoring her vitals, her condition... hoping that she'd pull through.

Fortunately she did, but that never stopped Victor from worrying about her.

Abscam FBI Sting Operation

The FBI was aided by the Justice Department and a convicted con-man, Mel Weinberg in videotaping politicians accepting bribes from a fictitious Arabian company in return for various political favors

Weinberg, supervised by the FBI, created a fake company called Abdul Enterprises in which FBI employees posed as fictional Arab sheikhs led by owners Kambir Abdul Rahman and Yassir Habib, who had millions of dollars to invest in the United States.

This list does not include a number of politicians who faced scrutiny for their questionable involvement with operation Abscam. 

FBI documents later disclosed in accordance with the Freedom of Information Act, consisting of newspaper clippings and letters written to the FBI, revealed a mixed response of the American public. 

Some Americans supported the FBI, but others argued that Abscam was an entrapment scenario ordered by a revenge-minded FBI, which earlier had been stung by Congressional inquiries into acts of police brutality and similar widespread abuses.

Congressional concern about sting operations persisted, creating numerous additional guidelines in the ensuing years:

During the course of Abscam, the FBI handed out more than $400,000 in "bribes" to Congressmen and middlemen.
