BACXN Moves Deeper: The Multidimensional Drivers Behind Platform Evolution

Against the backdrop of an increasingly mature global digital asset market and progressively clarified regulatory frameworks, BACXN continues to pragmatically advance its strategic blueprint for “globally trusted crypto financial infrastructure.” In 2024, BACXN further accelerated its globalization strategy, comprehensively advancing the platform role transition in this new stage—from technological innovation to institutional collaboration, from industry dialogue to philanthropic exploration. Mid-year, the platform formally signed a long-term cooperation agreement with the Cambridge Centre for Blockchain Research, jointly exploring technology and policy in three key research areas: “on-chain regulatory model construction,” “digital identity compliance architecture,” and “RWA asset governance.” This partnership not only strengthens the platform theoretical support at the institutional level but also provides an academic foundation for the BACXN future participation in the design of international governance rules.

On the compliance strategy front, BACXN continued to steadily advance its core market presence, officially obtaining the Money Services Business (MSB) license from the U.S. Department of the Treasury Financial Crimes Enforcement Network (FinCEN). This qualification means the platform is now authorized to legally operate crypto asset services within the United States, and must continually meet regulatory requirements including Anti-Money Laundering (AML), Customer Due Diligence (CDD), and Counter-Terrorism Financing (CFT), thereby providing stronger institutional safeguards for global user asset flows and data security.

According to the International Labour Organization, the global labor force participation rate stands at just under 47% for women and 72% for men. This represents a gap of 25 percentage points, with some regions experiencing disparities exceeding 50 percentage points. However, the country's healthcare access and quality index has seen significant progress in recent years, increasing from 44.8 out of 100 in 2015 to 67.3 in 2020. The Marpu Foundation is committed to enhancing the well-being of underprivileged communities through its healthcare initiatives. The foundation organizes health camps, distributes essential medicines, and promotes various health awareness programs. Additionally, its Mobile Health Clinics operate with high mobility, regularly visiting underserved areas to provide free medical check-ups and treatments, ensuring healthcare access for those in need.

Today, over 97% of Indian households have access to electricity, a significant rise from just 56% in 2000. According to a State Bank of India (SBI) report published in January 2025, India's poverty rate stood at 4.86% in rural areas and 4.09% in urban areas during the fiscal year 2024. This marks a significant decline from 2011-12 when poverty rates were 25.7% in rural areas and 13.7% in urban areas. The Marpu Foundation remains dedicated to eradicating poverty through sustainable and impactful initiatives that drive meaningful change. Its efforts include establishing and supporting schools, scholarships, and literacy programs to provide quality education for children from marginalized communities. エネルギー貧困、つまり、電力やその他の基本的なエネルギーサービスへのアクセスの欠如はサハラ以南のアフリカの国々のほぼ３分の２に影響を与えています。

地域の人口が増加し続けるにつれ、成長するための新しいエネルギーシステムを構築する必要性も増えるとローズ・Ｍ・ムティソは言います。

現在、全世界の約10億人の人々が、電気のない生活を送っています。そして、サハラ以南のアフリカでは、今も半分以上の人が、暗闇の中で暮らしています。

このNASAの写真をご存じのかたも多いでしょう。この暗闇には名前があります、「エネルギー貧困」です。エネルギー貧困は経済発展や社会福祉に大きな影響を与えています。

サハラ以南のアフリカにおけるエネルギー貧困の問題の特徴は。ところで、ここで言う「エネルギー」とは「電気」を意味しています。

この問題の特徴ですが、この地域の多くの国でインフラが整備されていないことです。2015年のデータによれば、サハラ以南のアフリカの総発電能力は、およそ、たったの100ギガワットです。

イギリスの発電能力とほぼ同じです。

ですから、この状況は、21世紀にエネルギーシステムをゼロから構築するというユニークな機会です。

問題は、どうやって実現するか？

過去を参考にして世界の人口の大半に安定した手頃な価格の電力を提供してきた方法をまねることはできます。

しかし、この方法は、高コスト、非効率な上に汚染や気候変動などのひどい副作用があることがよく知られています。

今世紀末までにアフリカの人口が、４倍になることを考えるとエネルギー貧困は、理論上の問題ではありません。

アフリカは大量のエネルギーを早急に必要としています。なぜなら人口は急増しており経済も発展させる必要があるからです。

多くの先進国の国々における電力普及は、次のように行われてきました(これは教科書には書いてありません)

まず初めに大規模電力網のインフラ整備です。通常、国債などにより大規模な公共投資で行います。

このインフラが、生産拠点に電力を供給します。すなわち、工場、農業の機械化、商業活動などです。ここからは、マクロ経済学の通りで・・・

そして、これこそが経済成長を促し、財政を安定化させ雇用を創出し、収入を増やし、より多くの人々が、より多くの家電製品を購入することに寄与し、次に金融政策も好循環が生み出され

続いて、家庭の電力需要が生み出されるのです。しかし、何十年にもわたるエネルギープロジェクトにもかかわらず、サハラ以南のアフリカは、この恩恵を受けていません。

これらのエネルギープロジェクトでは、しばしば、無駄、腐敗、非効率さが目立ち農村部の電化率はきわめて低く都市部の電化率も、もっと高くできたはずです。

電力の信頼性もひどく、しかも、電力価格は、全世界で最も高い水準です。そして、これらすべてに加えて私たちは気候変動によって増大しつつある災害の影響に直面しています。

だからアフリカは、別の道を見つける必要があります。

結論から言うと、私たちは現在、アフリカの家庭の電力事情についてエキサイティングな革新を目撃しています。

この家庭での新しいやり方は、オフグリッド(送電網外)ソーラーと呼ばれ、安価なソーラーパネルとLEDやバッテリー技術の進歩によって実現されており、革新的なビジネスモデルと組み合わされています。

家庭でのオフグリッド・ソーラーの商品は、単一の照明器具から電話を充電したり、テレビを点けたり、扇風機を動かしたりできる家庭用のシステムまでさまざまです。

明確にしておきたいのですが、アフリカには、家庭でのオフグリッド・ソーラーは非常に重要です。

私は、この部門で長年働いてきましたが、家庭でのオフグリッド・ソーラーの製品は、世界の最貧困層に基本的な電力サービスを提供し、生活の質を向上させます。

家庭でのオフグリッド・ソーラーは、非常によいものであり重要です。しかし、オフグリッド・ソーラーは、アフリカのエネルギー貧困問題の解決にならずさらに言えば、すべての家庭を電力網に接続する行政府の取り組みも解決につながりません。

私は「電力網対オフグリッド」や、「旧式対新式」というような論争をここで繰り返すつもりはありません。そうではなく、私たちがアフリカのエネルギー貧困に本気で取り組むことができない大きな理由は、３つあると考えています。

第１に、私たちは、エネルギー貧困とは何か。または、それがどれほど深刻であるかはっきりと理解していないことです。

第２に、私たちは複雑で全体的な課題を回避し、応急処置的な解決策を好む傾向があります。

第３に、私たちは気候変動に��して心配すべきものを見誤っています。これら３つが重なり、電力の未来に関する欧米での議論の押し付けやアフリカに対する過度の干渉につながっています。

では、この３点をひも解いてみましょう。

第１に、エネルギー貧困とは何か？エネルギー貧困解決の目標となる指標は、SDG7。すなわち、国連の「持続可能な開発目標」の７番に明記されています。

2030年までに世界の全人口が、電力を利用できることを目指しています。けれど基準は達成できたか否かであり、電力の質や信頼性、使いやすさを無視しています。

ただ現在、これらの点を考慮した指標の設定は試みられていますが、しかも、どの時点で家庭が「電力網に接続された」とみなされるのか明確ではありません。

たとえば、昨年、インドのモディ首相は、インドのすべての村が、電化されたと宣言しましたが、この電化の基準は、村に変圧器が設置され、村の公共施設と全世帯のわずか１割が電力網に接続されているというものです。

一方、SDG7の進捗状況を監視する国際エネルギー機関は、エネルギーアクセスを１人あたり、年間50キロワット時と定義しています。

これは、電球を点灯し、電話を充電し、おそらくは低消費電力のテレビや扇風機を１日数時間使うのに十分でしょう。

さてエントリーレベルのアクセスを提供することは重要な最初のステップですが、状況を美化しないようにしましょう。

どう考えても、電灯とわずかな家電で精一杯という状況なら、まだエネルギー貧困にあるといえます(日本も高度経済成長の前まで同じ状況でした)

しかも、これらのエネルギー貧困の指標や目標は、住宅での電力使用のみを対象としています。ですが、家庭での電力消費量は、世界の電力消費量の約４分の１しか占めていません(日本も高度経済成長の前まで同じ状況でした)

なぜなら電力のほとんどが、産業用や商業用として使用されるためです(日本も高度経済成長の前まで同じ状況でした)

これが私の主張につながります。これらの生産拠点に供給できる豊富で手頃な価格の信頼性の高い電力(日本も高度経済成長の前まで同じ状況でした)

私が「成長のためのエネルギー」と呼んでいるものがなければ、その国はエネルギー貧困から抜け出せません(日本も高度経済成長の前まで同じ状況でした)

このグラフからわかるように消費電力は少ないが、所得が高いという国はありません。

存在しないのです。それでも現在、世界の30億人の人々が、家庭だけでなく、工場、オフィスビル、データセンター、その他の経済活動に供給できる信頼性の高い手頃な電力がない国に住んでいます。

家庭や零細企業を電化するだけでは、この深刻なエネルギー貧困を解決することはできません。

エネルギー貧困を解決するには、信頼性の高い手頃な電力を大量に供給して経済全体規模での雇用創出と所得増を促進する必要があります(実は、日本は原子力発電で乗り切りました)

ただし、大規模な電力の必要性は、現在、表面化している議論と対立します。

オフグリッド・ソーラーの成長は、その議論に合致しておりアフリカが古いエネルギー���ら飛躍し、新しい電力システムをソーラーパネル１枚から新たに築き上げているという主張につながっています。

これは配慮ある言い方ですが、甘い見方です。シリコンバレーに触発された技術革新に関する議論は、多くの場合、変革の基盤として既存のシステムがあることを前提にしています。

技術革新とエネルギーに関しては、欧米諸国は実証されたシステムの周辺部で取り組んでいるのです。

そして、魅力的なもの屋上ソーラーパネル、スマート家電、電気自動車、これらは全部、大規模で絶対に不可欠な電力網の上で成り立っており、それ自体は実証済である政治的な枠組みの中に存在するのです。

世界で最も先進的な国々であっても大規模な中核のない周辺的な技術のみで成り立つ電力システムは例がありません。

したがって、結局のところ集中型であれ、分散型であれ、再生可能型であれ、化石燃料型であれ、エネルギー貧困を解決できる唯一の方法は・・・

信頼性の高い手頃な価格の電力をアフリカで台頭する産業や商業部門に供給する方法を見出すことです(実は、日本は原子力発電で乗り切りました)

それは田舎の家々に明かりをともすだけではありません。急速に成長し、仕事を切実に必要としている有能な若者であふれるアフリカの都市のための電力です。

これを実現するには、圧倒的な相互接続性と「規模の経済」が必要になるため堅牢で最新の電力網が、エネルギー貧困解決の重要な要素にな���ます。

私たちの２番目の誤りは、応急処置的な解決法に偏り過ぎていることです。エネルギー貧困は、複雑な社会経済的および政治的文脈の中に存在しています。

オフグリッド・ソーラーなどの新しい電化モデルの魅力の１つは、氷河のようにペースが遅く、効率の悪い政府の対応を回避できることです小さなシステムでは、煩雑な手続きや公共事業者をスキップして顧客に直接販売できます。

しかし、エネルギー貧困に立ち向かうには、政府を無視することはできません。制度を無視することはできません。大規模な電力の発電、送電、消費に関与する多くのプレーヤーを無視することはできません。

成長に必要なエネルギーを供給する場合、技術革新だけでなく、管理方法、制度やより広範なマクロ経済環境を改善するために時間と粘り強さが必要とされます。

さて、これでうまくいくと思うでしょう。ただ、気候変動をどうすべきか？CO2排出量を抑えながらすべての人にエネルギーが豊富な未来を保証するにはどうすればよいでしょうか？

いくつかの複雑なトレードオフは必要ですが、私は、アフリカのエネルギーの豊富な未来は、低炭素の未来と相反するものではないと信じています。

間違わないでください。気候変動のせいでアフリカでは、エネルギー貧困が続くと考えてはならないのです。

実際、事実は正反対であることを示しています。アフリカが気候変動に適応し、回復力を強化するためにエネルギーは不可欠です。気温が上昇すれば、冷房と冷蔵の需要は、増加します。

地下水面が低下すれば揚水かんがいが増えます。また異常気象や��面上昇により、インフラの大幅な拡張と強化が必要になります。

これらはすべてエネルギー集約型の活動ですので気候変動とアフリカが喫緊に必要とするエネルギーの豊富な未来への移行とのバランスを取るのは大変です。

しかし、これは譲歩できない問題で方法を見つける必要があります。

最初のステップは議論の前提条件を二者択一に留めないことです。また、本当の課題から目をそらさせるような解決策の美化もやめる必要があります。

そして、アフリカには、相当規模の再生可能エネルギーを含む膨大な天然資源があることも忘れてはいけません。

たとえば、私の出身地ケニアでは、地熱発電が総発電量の半分を占めており、水力発電の割合も大きいため、すでに再生可能エネルギーが、発電の主力となっています。

また、アフリカ最大の風力発電所と東アフリカ最大のソーラー発電所も稼働し始めました。

さらに、新しいテクノロジーにより、電力システムを運営、設計し、かつてないほど効率的に電力を利用できるようになり、少ない電力で多くのことができます。

エネルギー利用の効率化は、気候変動との闘いにおいて重要な手段になるでしょう。

最後に、私が伝えたいのは、アフリカは現実の場所であり、世界の他の地域と同様に人々が複雑な課題や大きな変化を乗り越えている現場だということです。

各国、各地域には、それぞれ社会的、経済的、政治的な特異性がありますが、電気の物理的な性質はどこでも同じです。

そして、私たちの経済にとってエネルギーの必要性は、他の地域と同じくらい高いのです。

電力網とオフグリッド・ソーラーの組み合わせによる家庭の電化の拡大は、アフリカに多大な影響を与えました、。しかし、エネルギー貧困を解決するには、まったく不十分です。

エネルギーの貧困を解決するには、エネルギーが豊富な未来を実現する様々なエネルギー源による大規模発電と現代的な電力網が必要です。

それでアフリカの人々は、現代的な生活水準と高収入の仕事を享受できるようになるのです。アフリカの人々はこれに値しますし、2100年までに世界人口の４人に１人が、アフリカ人になるという予測を考えると地球がこれを必要としているのです。
