Ein 65-jähriger Däne, ein ehemaliger Hotelbesitzer aus Ko Phangan, erlebt den ultimativen thailändischen Albtraum, nachdem er am Dienstag nach fast zwei Monaten Haft aus einem Internierungslager der Einwanderungsbehörde entlassen wurde. Doch am 21. Dezember droht dem europäischen Staatsbürger, der nach dem Scheitern seines Geschäfts im Jahr 2020 nahezu mittellos war, eine Gefängnisstrafe von zweieinhalb Jahren, die vom Berufungsgericht in Samui bestätigt wird.

Zu diesem Zweck unterzeichnete er im Namen des britischen Staatsangehörigen die erforderlichen Dokumente. Dies war später die Grundlage für die Ansprüche des britischen Mannes gegenüber der Polizei auf Ko Samui. Nachdem Herr Wulff und seine Frau das Darlehen erfolgreich gesichert und das Finanzministerium bezahlt hatten, ließen sie das Anwesen und das Resort wieder in den Besitz des Unternehmens übergehen, doch im Jahr 2020 kam es zu einer Pandemiekrise, die Thailand faktisch für mehrere Jahre vom Ausland abschottete. Es schlug vor, dass Herr Wulff den Betrag von 17 Millionen Baht bzw. 485.714 US-Dollar zahlt, und ordnete gegen den Dänen eine Ratenzahlung in Höhe von 200.000 Baht pro Monat an. Herr Wulff erklärte, er habe der Einigung mit der Begründung zugestimmt, dass er bei einem Freund in Österreich einen Job finden und die geforderten hohen monatlichen Rückzahlungen leisten könne. Dies führte dann zu weiteren Komplikationen und Problemen für den dänischen Staatsbürger, da er von Beamten der Einwanderungsbehörde am Flughafen Suvarnabhumi festgehalten wurde, als er versuchte, nach Österreich zu fliegen, um die Stelle anzutreten. Schließlich legte er über seinen Anwalt beim Berufungsgericht Berufung gegen die Entscheidung ein und erwirkte seine vorläufige Freilassung gegen Kaution. Danach zogen Herr Wulff und seine damals fünfjährige Tochter von Ko Phangan nach Nakhon Ratchasima im Nordosten Thailands, der Heimat des Vaters seiner Frau, während seine Frau zurückblieb und einen Job in Ko Phangan annahm. Leider geriet er auch hier in Schwierigkeiten, als bei der Einwanderungsbehörde eine anonyme Beschwerde über seinen Visumsstatus eingereicht wurde. Dies führte zur erneuten Verhaftung von Herrn Wulff und seiner anschließenden Inhaftierung im Immigration Detention Center in Bangkok an der Sathorn Road, einer notorisch überfüllten Einrichtung, über die Menschenrechtsaktivisten und Vertreter der Vereinten Nationen mehrere Todesfälle unter Häftlingen dokumentiert haben, die entweder auf ihre Abschiebung oder auf die Klärung ihres Visumstatus warteten. Seine Geschichte wurde mit der Unterstützung eines engagierten Rechtsteams auf der angesehenen skandinavisch-asiatischen Nachrichten-Website Scand Asia hervorgehoben , während ein Online-Spendenaufruf wenig erfolgreich war. 3 Years Since Beirut Blast, No One Held Accountable As Probe Suspended

On August 4, 2020, the massive blast at Beirut's port destroyed swathes of the Lebanese capital, killing more than 220 people and injuring at least 6,500.

Beirut: Lebanon on Friday marks three years since one of history’s biggest non-nuclear explosions rocked Beirut. Yet nobody has been held to account as political and legal pressures suspend the investigation.

On August 4, 2020, the massive blast at Beirut’s port destroyed swathes of the Lebanese capital, killing more than 220 people and injuring at least 6,500.

Authorities said the disaster was triggered by a fire in a warehouse where a vast stockpile of industrial chemical ammonium nitrate had been haphazardly stored for years.

Three years on, the probe is virtually at a standstill, leaving survivors still yearning for answers.

The main activist group representing families of those killed has called for a protest march on Friday afternoon, converging on the port.

“This is a day of commemoration, mourning and protest against the Lebanese state that politicises our cause and interferes in the judiciary,” said Rima al-Zahed, whose brother was killed in the explosion.

“The judiciary is shackled, justice is out of reach, and the truth is shrouded,” she told AFP.

The blast struck amid an economic collapse that the World Bank has dubbed one of the worst in recent history and which is widely blamed on a governing elite accused of corruption and mismanagement.

Since its early days, the probe into the explosion has faced a slew of political and legal challenges.

In December 2020, lead investigator Fadi Sawan charged former prime minister Hassan Diab and three ex-ministers with negligence.

But as political pressure mounted, Sawan was removed from the case.

- ‘Culture of impunity’ -

His successor, Tarek Bitar, unsuccessfully asked lawmakers to lift parliamentary immunity for MPs who were formerly ministers.

The powerful Iran-backed Hezbollah group has launched a campaign against Bitar, accusing him of bias and demanding his dismissal.

The interior ministry has refused to execute arrest warrants which the lead investigator has issued.

In December 2021, Bitar suspended his probe after a barrage of lawsuits, mainly from politicians he had summoned on charges of negligence.

But in a surprise move this January, Bitar resumed investigations after a 13-month hiatus, charging eight new suspects including high-level security officials and Lebanon’s top prosecutor, Ghassan Oueidat.

Oueidat then charged Bitar with insubordination and “usurping power”, and ordered the release of all those detained over the blast.

Bitar has refused to step aside, yet has not set foot inside Beirut’s justice palace for months.

“Work (on the investigation) is ongoing,” said a legal expert with knowledge of the case, requesting anonymity due to the sensitivity of the matter.

Bitar is determined to keep his promise to deliver justice for victims’ families, the expert added.

Zahed, whose brother died in the blast, said: “The truth does not die so long as there is someone to demand it.

“We believe that we will get the truth.”

On Thursday, 300 individuals and organisations including Human Rights Watch (HRW) and Amnesty International renewed a call for the United Nations to establish a fact-finding mission, a demand local officials have repeatedly rejected.

“International action is needed to break the culture of impunity in Lebanon,” HRW’s Ramzi Kaiss said in a statement.

Amnesty’s Aya Majzoub accused authorities of using “every tool at their disposal to shamelessly undermine and obstruct the domestic investigation to shield themselves from accountability”.

The mega-blast

The massive explosion, heard as far away as Cyprus, destroys much of Beirut port and entire districts of the city in scenes that shock the country and the world.

The blast leaves a 43-metre (141 foot) deep crater and registers as the equivalent of a magnitude 3.3 earthquake.

The disaster spreads fear and chaos, with mountains of broken glass littering roads and bloodied survivors flooding overwhelmed hospitals.

The blast was caused by a fire in a warehouse where a vast stockpile of the industrial chemical ammonium nitrate had been haphazardly stored for years.

The tragedy strikes amid a deep economic crisis, almost a year after mass demonstrations erupted against a ruling class deemed inept and corrupt as living conditions worsen.

On August 10, Prime Minister Hassan Diab resigns under a barrage of pressure over the explosion.

Probe thwarted

In December 2020, the lead investigator examining the blast, Fadi Sawan, charges Diab and three ex-ministers with negligence.

Two of them file a complaint, the probe is suspended, and Sawan is removed from his post by court order.

In July 2021, the new investigating magistrate, Tarek Bitar, moves to interrogate four former ministers but parliament stalls on lifting their immunity.

He is forced to suspend the probe following a series of court challenges.

Gun battle

In October 2021, the powerful Shiite movement Hezbollah and its ally Amal call for demonstrations to demand Bitar's dismissal.

Seven people are killed in gun battles during the rally.

At the end of 2021, Bitar resumes his investigation but less than two weeks later is forced to suspend work for a fourth time following more legal challenges.

Silos collapse

On August 4, 2022, several grain silos damaged in the explosion collapse in a cloud of dust, a traumatic reminder of the disaster that struck exactly two years before.

Days earlier, other parts of the silos crumbled after a fire broke out when remaining grain stocks fermented and ignited in the summer heat.

Judicial showdown

In January 2023, 13 months after his probe is suspended, Bitar resumes work and charges Prosecutor General Ghassan Oueidat and seven others with probable intent to murder, arson and other crimes.

Oueidat in turn charges Bitar with insubordination and "usurping power" but the investigator refuses to step down.

Oueidat also orders the release "of all those detained" over the port blast, leaving the investigation stalled and nobody yet held to account.

Victims' families and rights groups urge the United Nations to create an independent fact-finding mission.

More than 2,700 leaders across politics and business have gathered in Switzerland, for a conference on the theme of 'Cooperation in a Fragmented World.'

The meeting, which "allows some degree of coordination among elites," has long been targeted by conspiracy theorists.

The theories reached a fever pitch after Klaus Schwab, founder of the World Economic Forum, published a book titled 'COVID-19: The Great Reset' in 2020.

Many of the world's most powerful business leaders and politicians are currently gathered at Davos, a resort town in the Swiss Alps that has a year-round population of a little over 10,000 people.

The gathering is an annual event organized by the World Economic Forum (WEF), a non-governmental organization that says it is dedicated to promoting "dialogue and collaboration between business, government, and civil society."

This year's Davos is taking place from 16 to 20 of January, with political attendees including U.S. climate envoy John Kerry, European Commission President Ursula von der Leyen, and Chinese Vice Premier Liu He.

They are being joined by business tycoons including Amazon CEO Andy Jassy, Shell boss Wael Sawan and Gautam Adani, the Indian businessman who is currently the third richest person in the world. However, George Soros, the Hungarian-American billionaire and philanthropist has said he won't be able to attend this year "due to an unavoidable scheduling conflict."

With such an array of influential figures, it is surely no surprise that Davos attracts intense scrutiny, and is the target of unverified or debunked conspiracy theories.

What Is the World Economic Forum?

The body today known as the World Economic Forum was founded in 1971 by Klaus Schwab, a German economist teaching at the University of Geneva, as the European Management Forum (EMF). According to the WEF's website, Schwab wanted to create an informal vehicle for business leaders to talk about key issues, such as "better management techniques."

In February 1971, the EMF held its first meeting in the Swiss Alpine resort town of Davos, starting an annual tradition that continues to this day.

Over the years, the organization grew and increasingly attracted political leaders along with key figures from the world of business. Reflecting its increasingly international scope, the EMF changed its name to the World Economic Forum in 1987.

Around 1,000 of the world's largest businesses are affiliated with the contemporary WEF as "partners," typically having an annual turnover of at least $5 billion.

According to its mission statement, the WEF "engages the foremost political, business, cultural and other leaders of society to shape global, regional and industry agendas."

Professor Daniel Hellinger, a Webster University academic and author of Conspiracy and Conspiracy Theories in the Age of Trump, told Newsweek that the WEF has come to supplant other informal elite power networks.

He said: "The IMF and World Bank may have more formal, institutionalized power over the world economy, but the WEF brings together super-affluent corporate leaders who meet one another and with elites drawn from other political and social milieus.

"It has come to supersede Bilderberg and the Trilateral Commission as the most coherent and powerful network of elites who own and manage vast personal fortunes and corporations [that] have assets that accede some large countries."

What Is Happening at Davos?

Around 2,700 business leaders, politicians, civil society leaders, and academics were asked to attend this year's Davos summit, which is strictly invite-only.

The forum consists of a range of conferences, meetings and other events, with a number of topics under discussion.

Along with its headline theme of 'Cooperation in a Fragmented World,' this year's Davos meeting has five sub-themes: inflation, the energy and food crisis, technological innovation, geopolitical risks, and social vulnerabilities.

In total, 51 heads of state, including German Chancellor Olaf Scholz and the presidents of Poland, South Korea, Spain and the Philippines, are expected to attend this year's Davos summit.

They will be joined by NATO General Secretary Jens Stoltenberg, IMF Managing Director Kristalina Georgieva, World Health Organization boss Tedros Adhanom Ghebreyesus and European Central Bank chief Christine Lagarde.

Swedish environmental campaigner Greta Thunberg had been expected to make an appearance at the event, though it's unclear if this will go ahead following an interaction with German police.

Conspiracy Theories

The annual Davos meetings have long been the target of conspiracy theories, which generally argue an unaccountable elite secretly uses the forum to plot their control over the world, to the detriment of wider humanity.

Some more extreme critics, often connected to the Donald Trump-supporting QAnon movement, falsely believe the WEF acts as a sanctuary for pedophiles and Satanists.

The News Punch website, which has published a number of stories based on conspiracy theories, got thousands of shares on social media shares for a story incorrectly claiming the WEF had said "pedophiles will save humanity."

It erroneously said WEF Chairman Klaus Schwab had called pedophilia "nature's gift" to humanity and falsely claimed a paper had been presented at a previous Davos summit arguing pedophilia is "nature's attempt to cleanse the earth and 'save humanity' from itself."

These claims were dismissed as "baseless" by the Associated Press news agency. Speaking to AP, Yann Zopf, the WEF's head of media, added: "This is of course completely made up. I confirm that the World Economic Forum never made any statement of this kind and has never produced such a research paper."

Geoff Walton, a senior lecturer in information and communications at the U.K.'s Manchester Metropolitan University, told Newsweek that part of the appeal of conspiracy theories is that "as humans we are pre-disposed to look for, and see, patterns in things and see them even when they aren't there."

He added: "Conspiracy theories play on our emotions and tend to be very simple, engaging stories which are immediately attention-grabbing and seductive (people with low levels of information discernment are particularly susceptible to seductive text)."

Hellinger, who studies conspiracy theories, pointed out that, whilst some of the wilder conspiracy theories aimed at the WEF are clearly wrong, the group is influential with questionable accountability.

He said: "Meeting in a wealthy ski resort with strict limits on public access, why wouldn't they be suspected of conspiring?

"The WEF may not be able to leverage financial resources to force policies on reluctant governments or (modestly) shape the world economy, but it is in these off-limit hallways and conference rooms that powerful and wealthy elites try to reach a consensus about how to promote and defend economic globalization.

"This kind of networking may not constitute a conspiracy, but neither does it represent a transparent and democratic way to address global problems."

Joseph Uscinski, a University of Miami academic and author of American Conspiracy Theories, told Newsweek many people don't know much about international bodies like the WEF, but find the way they are run suspicious.

He said: "I am not sure that most people know who the IMF, World Bank, or WEF are. Maybe a few people online know about these organizations and actively accuse them of conspiracy.

"Oftentimes, people don't always have details about specific groups or their activities, but just think that rich, powerful people are pulling strings from behind the scenes."

The Great Reset

In 2020, WEF Chairman Klaus Schwab published COVID-19: The Great Reset, a book discussing how coronavirus could impact the world. The book was quickly seized on by conspiracy theorists.

According to The Guardian, for some radical activists, the term "the great reset" came to mean the belief that global elites were using "COVID-19 as an opportunity to roll out radical policies, such as forced vaccination, digital ID cards and the renunciation of private property."

Discussing what he believed "the great reset" would be on his Fox News show, Tucker Carlson said: "This is what it looks like: the people in charge doing whatever they want because they're in charge. There will be no live music in the Great Reset. Choirs will be illegal unless they are singing the praises of Kamala Harris. Christmas will be banned. 'Sorry, put on your mask and spend the holidays alone. Good luck.'"

Mike Rothschild, author of The Storm Is Upon Us: How QAnon Became a Movement, Cult, and Conspiracy Theory of Everything, told Newsweek that "the great reset" theory had turned the WEF into a major target for conspiracy campaigners.

He said: "WEF conspiracy theories are a fairly new phenomenon, spawned almost entirely by WEF head Klaus Schwab's book released in the first year of the pandemic, The Great Reset. Schwab saw the pandemic as an opportunity to redefine how we work, travel, and consume—but conspiracy theorists applied the old New World Order/UN Agenda 21 tropes to it and decided it was a blueprint for humanity to be enslaved or destroyed, with only the elites surviving."

Rothschild added: "It's nothing new if you've been studying this stuff for a long time, but feels very cutting edge simply because of the emphasis on COVID. It's also just got a scary-sounding name The Great Reset. [It] freaks people out, especially when you pitch it alongside conspiracy theories and hoaxes."

Nach Angaben von Stig wollte sein britis­ch­er Part­ner nicht bei der Begle­ichung der Steuer­schuld helfen, so dass Stig und seine Frau zunächst ver­sucht­en, bei der Kasiko­rn­bank, der Bank des Unternehmens, einen Kred­it aufzunehmen, was jedoch abgelehnt wurde. Schließlich fan­den sie einen pri­vat­en Kred­it­ge­ber, der bere­it war, ein Dar­lehen zu gewähren, mit dem die jahre­lan­gen Schulden bei der thailändis­chen Steuer­be­hörde zurück­gezahlt wer­den konnten. Das Finan­zamt hat­te die Immo­bilie damals bere­its beschlagnahmt, aber als die Steuer­rück­stände beglichen waren, wurde das Resort wieder in den Besitz des Unternehmens überführt. Zu diesem Zeit­punkt wurde die Immo­bilie erneut als Sicher­heit für einen zweit­en Kred­it ver­wen­det — unter der Bedin­gung, dass das gesamte Resort in den Besitz des Kred­it­ge­bers überge­hen würde, wenn der Kred­it nicht inner­halb ein­er bes­timmten Frist zurück­gezahlt würde. Dann kam Covid. Die thailändischen Grenzen wurden 2020 geschlossen, und das Unternehmen hatte nicht genug Einnahmen, um den privaten Kreditgeber zurückzuzahlen. Laut Stig W. verweigerte der britische Partner erneut seine Hilfe, und schließlich verlor das Unternehmen das Eigentum an der Anlage. Daher schlug das Gericht einen Kompromiss vor, wonach Stig und seine Frau einen Teil des vom britischen Partner geforderten Betrags zurückzahlen sollten. Der Betrag wurde auf 17 Mio. THB ausgehandelt, und der Däne stimmte zu, dass er monatlich 200.000 THB zurückzahlen sollte. Diesen Betrag könnte er aufbringen, wenn er einen Job in der Firma eines Freundes in Österreich annehmen dürfte. Überraschenderweise gelang es Stig W.s Anwalt, die Genehmigung des Gerichts zu erhalten, so dass Stig das Land verlassen und nach Österreich fliegen konnte, um den Kompromiss zu erfüllen. "Mir war zu diesem Zeitpunkt nicht bewusst, dass Stigs Visum bereits abgelaufen war", erklärt sein Anwalt Suwatchai Sawasdee, Inhaber der Anwaltskanzlei Suwatchai Nititham, Nakhon Ratchasima, gegenüber ScandAsia. Stig war bereits mit einem Flugticket nach Österreich unterwegs, als er von der Einwanderungsbehörde am Flughafen aufgegriffen und aufgefordert wurde, nach Koh Samui zurückzukehren, um das Problem zwischen dem Gericht und der Einwanderungsbehörde in Koh Samui zu klären. Bei dem Versuch, dieses Problem zu lösen, verging der erste Monat, Stig hatte die erste Rate von 200.000 THB nicht gezahlt, und der britische Partner informierte das Gericht, dass Stig und seine Frau gegen die Vereinbarung verstoßen hätten. Daraufhin verurteilte das Gericht Stig und seine Frau zu je 5 Jahren Haft, die der Anwalt auf je 2,5 Jahre herabsetzen ließ. Sein Anwalt legte sofort Berufung gegen das Urteil beim Berufungsgericht ein. Auf diese Weise konnten Stig und seine Frau sofort auf Kaution freigelassen werden, solange das Verfahren noch anhängig war. Stig zog mit seiner damals fünfjährigen Tochter zurück in das Haus ihres Vaters in Nakhon Ratchasima, während seine Frau in Koh Phang blieb und wieder in einem Restaurant arbeitete." Dann informierte jemand in Nakhon Ratchasima die örtliche Einwanderungsbehörde, dass ein Däne sein Visum an der Adresse des Vaters überzogen hatte, und sie holten ihn ab und brachten ihn zunächst in das Einwanderungsgefängnis in Suan Phlu in Bangkok und von dort in eine ähnliche Einrichtung in der Nähe des Polizeiclubs in Vibhavadi. Heute, am Dienstag, den 17. Oktober 2023, besuchte Herr Suwatchai ihn, um ihn über seine aktuelle Situation zu informieren.
