It is a completely different property/domain where you don’t have any control and doesn’t let you pass information from UTM parameters to Chrome extension, not letting us create a custom experience based on campaigns used to attract customers.
Consider a scenario where you are an NBA fan passionately supporting the New York Knicks. While casually scrolling through Facebook, you see an advertisement related to the New York Knicks.
After clicking the ad, you will be redirected to install a Chrome extension promising to personalize your new tab experience. After installation, your new tab features a captivating image of the New York Knicks. Wouldn’t that make you happy?
This is the essence of personalization and how it contributes to customer retention.
What to look for?
If parameters inside the cookies are misconfigured there is a risk of negative consequences, potentially leading to the loss of customers. Consider a scenario where users encounter an ad leading them to a Chrome extension. If this extension presents offensive images or content due to misconfigured cookie settings, the user will probably promptly remove the extension. Consequently, this could result in a negative user experience, damage your brand reputation, and potentially lose customer trust.

I've been talking with a few people irl about the TikTok ban and I was wondering if I could get your take on it? (iirc you work in election security). Mainly I'd like to know why TikTok/China is *uniquely* bad wrt dating mining/potential election interference when we've seen other companies/governments do the same thing (thinking of the Russian psyops here on Tumblr in 2016). It feels like the scope is so narrow that it doesn't come close to targeting the root problem (user privacy and data mining as a whole), leading me to think it's only point is "ooh China Scary". Thoughts? (No worries if you'd rather not get into it, I just thought of you as someone who might have more insight/informed opinions on the matter).
So I'm not really familiar with all the details of the case and certainly not all the details of the bill. But I will give my perspective:
TikTok as a particular threat to users' data and privacy has been known for some time in the cybersecurity world. US government employees and contractors have been straight-up forbidden to have it on their phones for some time now. I, for example, have never had it on my phone because of these security concerns. (Worth noting, I'm not a government employee or contractor, it was just a known-to-be dangerous app in the cybersecurity world so I avoided it.)
This is because the parent company, as I understand, has known connections to the Chinese government that have been exploited in the past. For example, to target journalists.
Worth noting, another app that would potentially be on the chopping block is WeChat, which also has close ties to (or is outright owned by?) the Chinese government. This is just speculation on my part but it's based on the fact that all the concerns around TikTok are there for WeChat too and it has also been banned on government devices in some states, so I imagine it would be next if the bill passes.
I think this is important to note because I've seen some hot takes here on Tumblr have said that the entire case against TikTok is made up and there is no security threat. That is simply not true. The concerns have been there for a while.
However, the question of what to do about it is a thorny one.
The determination seems to be that so long as TikTok is still owned by its parent company with its direct ties to the Chinese government, there really is no way to guarantee that it's safe to use. From that angle, demanding that the company sever ties and set up some form of local ownership makes sense.
I am not a lawyer, but, that being said, forcing them to sell their local operations to a locally-based buyer is a pretty invasive and unusual step for legislators to take against a private company, even in a clear case of spying. I'm sure TikTok's widespread popularity is a big part of the threat it poses, which lends to the argument used to justify such an extreme step. (Because it is on so many phones, it really could be a danger to national security.)
That said, at one point young activists on TikTok embarrassed Trump (lots of good context in this article) while he was campaigning in 2020, and there was some talk then about shutting it down which seemed pretty clearly linked to how it was used as a platform to organize against him. I'm sure there's at least some right wing antipathy towards the app that has a political basis going back to this event. Trump signed an executive order banning it, the ban going into effect got bogged down in the courts, and then Biden rescinded that executive order when he got into office, pending an investigation into the threat it posed.
Those investigations seem to have further confirmed that the Chinese government is getting access to US user data through the app, and further confirmed it as a security threat.
Now, to muddy the waters further, there's several dodgy investment funds including one owned by former Secretary of the Treasury to Trump Steven Mnuchin that are circling with an interest to buy TikTok if it does sell. That's very concerning.
Funds like Mnuchin's interest in purchasing TikTok (even though they do invest in other technologies too, so it is in their portfolio) definitely makes the motivations behind the sale look pretty damning as momentum builds, that it could be some sort of money grab here in the US.
China has also pointed out that forcing the sale of a company because of spying concerns like this opens a whole can of worms. If China thinks that, say, Microsoft is spying on their citizens, could they force the US company to sell its operations in China to a Chinese investor? Could they force Google? Could they even further polarize the internet in general between "free" and "not free" (as in, behind the great Chinese or Russian firewall, as examples) if this precedent is set, so that no Western companies can operate in authoritarian states without selling their local operations there to a government-controlled organization, and thus be unable protect their users there? Or, if you don't have so rosy a view of Western companies, could it effectively deal a blow to international trade in general by saying you have to have to sell any overseas arms of a company to someone who is from there? Again, I'm not a lawyer, but this is a hell of a can of worms to open.
But again, this is muddy because China absolutely is spying on TikTok users. The security reason for all of this is real. What to do about it is the really muddled part that has a ton of consequences, and from that angle I agree with people who are against this bill. Tons of bad faith consequences could come out of it. But the concerns kicking off the bill are real.

The United States Federal Trade Commission is taking action against two American data brokers accused of unlawfully trafficking in people’s sensitive location data. The data was used, the agency says, to track Americans in and around churches, military bases, and doctors’ offices, among other protected sites. It was sold not only for advertising purposes but also for political campaigns and government uses, including immigration enforcement.
Mobilewalla, a Georgia-based data broker that’s said to have digitally tracked the residents of domestic abuse shelters, is accused by the agency of purposefully tracking protesters in the wake of George Floyd’s murder in 2020. In a court filing, the FTC says Mobilewalla attempted to unmask the protesters’ racial identities by tracking their mobile devices to, for example, Hindu temples and Black churches.
The FTC also accused Gravy Analytics and its subsidiary Venntel of harvesting and exploiting consumers’ location data without consent, alleging that the company used that data to unfairly infer health decisions and religious beliefs.
According to the FTC, Gravy Analytics collected over 17 billion location signals from approximately a billion mobile devices daily. It has reportedly sold access to that data to federal law enforcement agencies such as the Department of Homeland Security, the Drug Enforcement Agency, and the Federal Bureau of Investigation.
Gravy Analytics could not be immediately reached for comment.
A spokesperson for Mobilewalla says the company's privacy policies are constantly evolving, adding: “While we disagree with many of the FTC’s allegations and implications that Mobilewalla tracks and targets individuals based on sensitive categories, we are satisfied that the resolution will allow us to continue providing valuable insights to businesses in a manner that respects and protects consumer privacy.”
“This data can be used to identify and target consumers based on their religion,” the FTC says. The location data collected by the two companies makes it possible, the agency says, to “identify where individual consumers lived, worked, and worshipped, thus suggesting the mobile device user’s religion and routine and identifying the user’s friends and families.”
According to the two settlements, which must be finalized in court before they would go into effect, Gravy Analytics and Mobilewalla are barred from collecting sensitive location data from consumers and must delete the historical data they gathered on millions of Americans. Mobilewalla would be banned from acquiring location data and other sensitive information from online auctions known as real-time bidding exchanges, marketplaces where advertisers compete to instantaneously deliver ads to targeted consumers. This case marks the first time the FTC has moved to police the collection of data directly from an ad exchange.
In another first, the proposed Gravy Analytics settlement would introduce military installations to the list of “sensitive locations” where the FTC bans location tracking. Under the terms, the company would be prohibited from selling, disclosing, or using data drawn from these locations, which include mental health clinics, substance abuse centers, and child care service providers.
In November, a collaborative investigation by WIRED, Bayerischer Rundfunk, and Netzpolitik.org revealed that over 3 billion phone location data points, collected by a US-based data broker, exposed the movements of US military and intelligence personnel in Germany. These movements included visits to nuclear vaults and brothels. In that story, WIRED first reported on FTC chair Lina Khan’s efforts to shield US military and intelligence personnel from data brokers.
US senator Ron Wyden of Oregon, who first urged the FTC to take action against Mobilewalla in 2020, praised the announcements, calling the companies’ actions “outrageous violations of Americans’ privacy.”
“These companies enabled US government agencies to surveil Americans without a warrant and enabled foreign countries to spy on service members with just a credit card,” says Wyden, who also previously investigated Venntel with other members of Congress.
While the FTC’s orders don’t directly tackle the issue of government agencies purchasing Americans’ location data—information for which a warrant is normally required—Wyden says the cases nevertheless undermine the government’s case for allowing the purchases. The orders make clear, he says, that federal agencies are hiding behind a “flimsy claim that Americans consented to the sale of their data.”
In a statement, FTC commissioner Alvaro Bedoya notes that while surveillance conducted by private companies won't raise the same constitutional issues as surveillance by government, the difference between the two is “porous if not irrelevant” to the people being watched. "Governments have long relied on private citizens for work that would be impractical or illegal for law enforcement," he says.
Whether the orders against Gravy Analytics and Mobilewalla will be enforced remains to be seen. Major changes are coming to the agency under the future Trump administration—most expected to undermine years of work by Khan and her staff. Many of Donald Trump's allies have been vocally critical of Khan's aggressive pro-consumer approach, including Republican megadonor Elon Musk, who has taken command of an ad hoc office that will purportedly advise the White House on improving “government efficiency.”
FTC commissioner Andrew Ferguson, whose name was floated last month as a potential Khan replacement, partially concurred with the agency’s decision to bring cases against the two data brokers on Tuesday. He agreed the companies had taken insufficient steps to ensure consumer data was properly anonymized, adding that they’d failed to obtain the “meaningfully informed consent” of the consumers they targeted.
Unlike Khan, however, Ferguson argues that the companies did not run afoul of the law by “categorizing consumers based on sensitive characteristics,” such as whether they attend church or political meetings. “These are all public acts that people carry out in the sight of their fellow citizens every day,” he says.
Ferguson likewise chastised the agency for attempting to restrict the power of data brokers to target protesters specifically. “Treating attendance at a political protest as uniquely private and sensitive is an oxymoron,” he says.
In a separate action Tuesday morning, the Consumer Financial Protection Bureau announced it was taking steps to crack down on predatory data brokers that traffic in people’s financial information, calling the practice a gateway for “scamming, stalking, and spying.”
Musk, who donated more than $100 million toward Trump’s reelection, called publicly last week for the bureau to be “deleted.”

Many of the attendees were probably bussed in and had a history of participating in Antifa/BLM, pro-Hamas, and pro-Palestinian protests. The Democratic Party is known for bussing activists through NGO networks to events to fill seats—a tactic repeatedly used throughout Kamala Harris' 2024 presidential campaign trail to create fake hype. 
Data analyst Tony Seruga exposed just how staged the latest Democratic Party rally was, revealing their ongoing attempts to manipulate public perception with inorganic crowds made up mainly of DEI activists rather than genuine grassroots supporters:
GPS—Here we go again, there were 20,189 devices. Still a large crowd but not even close to the 30,000 quoted in Denver newspapers nor the 34,000 quoted by Bernie Sanders and AOC. 84% of the devices present had attended 9 or more Kamala Harris rallies, antifa/blm, pro-Hamas, pro-Palestinian protests, 31% had attended over 20. For more insight into what data we also look at in addition to GPS location data would be demographic and psychographic data using over 6,000 different databases, i.e., like the Bureau of Labor Statistics (BLS), Pew Research Center, market research firms like YouGov, Experian, specialized tools like ESRI's Tapestry Segmentation, consumer surveys, social media platforms like 𝕏, Facebook, Linkedin. Demographic data includes basic characteristics like age, gender, income, education level, occupation, marital status, family size, ethnicity, and where people live (e.g., city, state). Psychographic data dives deeper into people's lifestyles, values, attitudes, interests, personality traits, social class, activities, and how they make purchasing decisions. For example, it might show if someone values sustainability, enjoys outdoor activities, participates in community activism. While demographic data is straightforward, psychographic data can reveal sensitive personal details, like beliefs even life goals. Additionally, by cross pollinating each device with other devices regularly within close proximity to the target device we are able to build a detailed profile for each target. 90% of those in the above 84% were likely working with one of these five groups and is the reason for their presence.
Once again, this is based a very sophisticated algorithm that looks at the behavioral metrics for each device, including the physical 1:1 proximity to leaders and paymasters from these groups in the past.
