THE INDIA STACK STORY - PAVING THE WAY FOR FINANCIAL INCLUSION
Not so long ago, currency notes formed an integral part of India’s financial system. Whether it was for buying and selling of goods or for keeping a certain amount aside as emergency funds at home, cash was what the people of India heavily relied on. Fast forward to today and payments through smartphones are gradually becoming the norm. Millions of people in the formal and vast informal economy are now accepting payments, settling invoices, and transferring funds across the country with just a few screen taps. As with most things tech, covid-19 accelerated the adoption of contactless digital payments as people went from one lockdown to another. Now from paying the milk delivery man to making high-end purchases on e-commerce sites, the Indian consumer is increasingly getting comfortable making online payments.
And a lot of credit for this payment revolution in India can be attributed to the India Stack!
What is India Stack?
The India Stack website defines it as “the moniker for a set of open APIs and digital public goods that aim to unlock the economic primitives of identity, data, and payments at population scale. Although the name of this project bears the word India, the vision of India Stack is not limited to one country; it can be applied to any nation, be it a developed one or an emerging one. Having said that, this project was conceptualized and first implemented in India, where its rapid adoption by billions of individuals and businesses has helped promote financial and social inclusion and positioned the country for the Internet Age.”
The first step in the creation of the stack began in 2010 with the launch of a biometric digital ID system called Aadhaar. The government initiated a campaign encouraging people to have their photographs, fingerprints, and other biometric details are taken at enrollment centers across the country. Each person received a unique 12-digit identification number that could be used to access a range of services.
The second layer of India Stack involved introducing a new layer to the retail payment system, known as the Unified Payments Interface (UPI) so that banks could exchange messages and payment orders with non-bank firms. As with the Aadhaar digital ID, a crucial feature of the system was its interoperability: users could transact with all actors in the financial system, public and private, large or small.
A third “paperless layer” of the stack allows for the verification of digital documents that can replace traditional paper equivalents, increasing efficiency, and integrity. More importantly, the fourth and final layer of the India Stack (which is not yet fully operational) is formed of aggregators (data fiduciaries) that intermediate the flow of financial data between individuals and financial firms.
While no single aspect of the India Stack is entirely unique, the key differences of the Indian approach are:
comprehensiveness, in the sense of the stack seeking synergies across multiple infrastructure layers
introduction of a centralized digital ID that has helped millions of people get an ID for the first time and that allows for e-KYC verification
introduction by the public sector of standards and open APIs facilitating (but not mandating) interoperability of payments, and
operationalization of consent for user data sharing by data fiduciaries in finance and, eventually, in other sectors (work under progress)
Steps towards social and financial inclusion:
1. Uniform identification for all citizens
For the first time, through Aadhaar, India gave formal identification credentials to all citizens and ushered millions of them, irrespective of social standing, into the digital economy. A staggering 1.3 billion Aadhaar cards have been issued since 2016.
2. Bank accounts for all
India’s central bank, seeing the potential in Aadhaar, developed an electronic procedure so that commercial banks could verify a new customer’s identity instantly through the Aadhaar database. These biometric checks reliably verify the identity of the holder, thus reducing the likelihood of false identities and fraudulent claims. An ambitious financial development policy (Pradhan Mantri Jan Dhan Yojana) was launched in 2014 to provide a bank account to all households in India. In just one year, 166 million people had opened accounts as part of the program. The number had risen to almost 384 million by 2019. The gender gap in bank account ownership has narrowed, and so has the gap between those with secondary education and those without it.
3. Direct benefit transfers
Now that most people in India have bank accounts, the government has been able to make large-scale direct benefit transfers quickly and efficiently. For example, the government’s COVID-19 relief program, which used the India Stack to pay out $44 billion to women and small farmers. For decades, India’s efforts to deliver government services have been plagued by a host of problems from slow-moving bureaucracy to frauds and scams. The India Stack presents a solution that represents a powerful return on investment. As of March 2020, India had saved an estimated $20 billion by having a more secure system that eliminates fake and duplicate beneficiaries.
4. Save and transfer money digitally, even without a bank account
The second layer of India Stack involving Unified Payments Interface (UPI) has made it cheap and simple to store and transfer money digitally—even for those without a bank account. With the new system in place, from the roadside pani puri seller to the small neighborhood trader, one can receive payments for goods or services through a digital wallet, even without a bank account. They can transfer funds instantly to someone else—a struggling relative in a remote village, say—so long as the recipient too has a digital wallet. Transfers like these would take days or even weeks and would likely involve depositing cash at a distant bank branch and paying hefty transfer fees.
​​To participate in the UPI, fintech firms are required to partner with a bank or obtain their own special license. This keeps all participants under the watchful eye of the regulator allowing the central bank to promote financial inclusion while safeguarding stability.
As per the latest NPCI BHIM UPI Stats (November 2021), there are 274 banks live on UPI and the volume of payments done is 4,186 million.
5. Access to financial services for people in the informal sector
Once the fourth layer of the stack is ready, Account Aggregators (data fiduciaries) can authenticate to third parties an individual's identity, based on their digital ID. Fiduciaries can also use the stack’s API to certify the veracity of digital documents. These documents might include statements of financial assets, liabilities, and cash flow—a powerful basis for establishing trust in the digital economy and a way for people to leverage the data their activities generate. It can also support access to financial services for people in the informal sector who can produce few records proving their creditworthiness.
While initially earmarked to be piloted in the financial services industry, the grander vision is to enable consent-based data sharing across a number of important sectors like healthcare and e-commerce where ordinary citizens will have the ability to leverage their own data to avail of relevant products and services like loans, telemedicine, portfolio advisory, and several other use cases that are waiting to be developed.
6. Seamless and streamlined workflows
The various products built using the India Stack are also empowering Indian citizens in multiple ways :
DigiLocker is a public utility provided to Aadhaar holders by the Government of India through which they can access their digitally signed, legally valid electronic documents. Currently, there are more than 4.6 billion documents issued directly into Digilocker by authorities. These documents range from driver’s licenses to educational diplomas, to insurance policies. In total, there are currently 1460 institutions signed up as document issuers on Digilocker, 233 are integrated with DigiLocker as requesters who can verify user documents with consent.
This product facilitates digital document exchange with the consent of the citizen ensuring faster service delivery- Government Benefits, Employment, Financial Inclusion, Education, Health, and reduced cases of fraud.
Another product built on top of Aadhaar, eSign, allows any Aadhaar holder to produce legally valid digital signatures on any document, at any time, using any device. Consent for this signature is obtained through a one-time password sent to the signer’s Aadhaar-linked mobile number. Presently, eSign is used to streamline workflows for multiple fields including financial services, legal services, healthcare, and more.
Facilitating innovation:
The large-scale digital growth India has experienced as a result of the India Stack, combined with the platform’s designation as an open-access “public good,” has incentivized several startups across various sectors to use IndiaStack APIs to build their products.
1. Background verification
While startups like AuthBridge, AadhaarAPI, FRS Labs, BioEnable, and Evolute focus primarily on Aadhaar and e-KYC, others like DirectVerify, Checkwala, and CertiSafe also offer DigiLocker, thereby providing document verification and digitizing features along with employee background verification.
2. Payments / Wallets
With RBI’s KYC requirement being fulfilled by Aadhaar, all prominent FinTech companies like Paytm, PhonePe, Razorpay, and Chillr are using eKYC to easily onboard customers, creating disruption in the way Indian customers access financial services and products.
3. Digital lending
Startups like Capital Float, RangDe, EzCred, Indifi, and CreditVidya are utilizing Aadhaar Auth and eKYC to authenticate the borrowers and then offer them quickly dispensable loans. Startups like MicroGraam, FlexLoans, NiraFinance, and Quikkloan additionally utilize UPI and simplify P2P lending.
4. Paperless processing
Startups like Digio, FinaHub, ezeDox, TrueCopy, Leegality, and Docswallet, which offer online document management and DigiLocker facilities, are using primarily Aadhaar, e-KYC, and e-Sign authentication.
Upcoming sectors such as investment distribution, financial product comparison, insurance distribution, credit scoring, fraud detection, cyber security, etc. Prominent players include Policybazaar, Bankbazaar, and TrustID.in, Wishfin, Perfios, Acko, Indus, and Rubique. Most businesses utilize Aadhaar and e-KYC integration. Some, such as Reserver, Jama, Gramcover, and Banknomics additionally make use of e-Sign and UPI.
The way forward
The development of the India Stack has implemented open banking principles through interoperability and data sharing in the financial sector. By bringing in a diverse range of banks and non-banks together under a common infrastructure, this architecture has potentially facilitated financial inclusion, as evidenced by the increase in high volume-low value payment transactions. The potential of the infrastructure provided by the India Stack could extend far beyond finance. As a broader data policy framework, the confluence of the four layers forms the basis for a competitive and inclusive digital economy, in which individuals exercise meaningful control over their data.
Never in the history of Indian infrastructure projects have we seen such a successful working partnership among civil society, government ministries, bureaucrats, payment companies, regulators, banks, non-banking financial-services companies, and fintech organizations, with largely no political interference. These are exciting times in the Indian digital infrastructure space.

HOLLYWOOD (UPI) - There is something ludicrous in the sight of a man trying to do a woman's work. A man looks about as silly wielding a dust mop as a woman does trying to throw a baseball overhand.  
But even funnier, I think is a woman trying to do a man's work. I don't mean in the professions or trades — I mean around the house. Certain household functions like climbing ladders and fixing light switches have a built in logic that is completely foreign to the feminine mind.  (1)
I think this has a universally comedic element in it. It had better have —  because that’s the premise of the new television show I’ll be doing on the CBS Television Network this fall under the title “The Lucille Ball Show.” 
Maybe it should be named “The Lucy Show" (2) — because that's the character I’ll be playing: The same improbable kook I had so much practice at playing on “I Love Lucy." She's a widow with two children trying to be both the lady of the house and the man of the house. As you might suspect, if you knew Lucy, she approaches her problems in a kind of inside-out way. (3)
Like Most Women 
Actually, Lucy is like most women, only more so. 
After 11 years of playing Lucy it may be that I’ve acquired some of her characteristics, or maybe she has acquired some of mine. This question, if it must he answered, will have to be answered by someone else. But whatever the answer, I’d like to say that I love Lucy, too — and whatever changes in her situation, I'm going to do my best to day her the way she’s always been. 
In this, I’m happy to report, I'll have expert assistance. Vivian Vance will be with me for one thing. (4) Bob Carroll Jr., Madelyn Martin, Bob Weiskopf and Bob Schiller will be writing the new show (5) — and they are the ones who as writers of “I Love Lucy" made Lucy what she is as much as I did.

And of course, Desi Arnaz will be the executive producer of the new series. (6)
A decade without a vacation can make you pretty tired and when we stopped filming “I Live Lucy” I was just that. But I didn’t take a vacation. I went into Broadway musical '“Wildcat," and by time I'd been in that show for a year (7), I was exhausted. So I took a year off — a sort of sabbatical — from work. It was a wonderful vacation and I finally had time to do a lot id things I'd never had time for before. I enjoyed it so much I didn't get excited about the new series until Vivian and I started getting down to specific discussions with the writers and Elliott Lewis, our producer. 
Then I suddenly realized how much I had missed Lucy.
I just hope everyone else has missed her as much.

FOOTNOTES FROM THE FUTURE

(1) This opening paragraph seems extremely sexist in the present day. Bear in mind that in 1961, America had not gone through the women’s liberation movement, and the culmination of the Equal Rights Amendment was still more than a decade away.  Lucy’s gender role thoughts reflect a very 1950s ideal. The very first image of Lucy and Ethel in 1951 (above) was of them washing dishes.  As the Lucy character ages, comedy based on these type of domestic stereotypes will wear thin.

(2) The working title of the show was “The Lucille Ball Show” but it was eventually changed to “The Lucy Show” before the first broadcast in October 1962.  Lucille is not being entirely truthful with the public.  In reality, when “I Love Lucy” / “The Lucy-Desi Comedy Hour” ended in April 1960, they were without their iconic star and ratings dipped.  Similarly, Desilu was also facing financial trouble.  The creation of a new show for Lucille was the natural answer to these problems, and Ball agreed to do it for one - possibly two seasons - but no more.  As with “I Love Lucy”, however, syndication is where the real money was - and “The Lucy Show” would need more than two seasons to be successfully syndicated.  So at the end of 1964, Ball re-upped, although the series changed greatly from its original premise.

(3) The premise of the show was borrowed from the book “Life Without George” by Irene Kampen, who got screen credit on every episode.  In the book, Viv’s character was also a widow, but for TV was changed to a divorcee. Vivian played the first divorced female leading character on a TV sitcom.

(4) Vance agreed to return to Desilu, despite having moved East to live with her new husband. The rigorous schedule and great distance finally proved to much, and she left the series after season 3.  She made guest appearances on “The Lucy Show” and “Here’s Lucy.”

(5) Writers Madelyn Martin (formerly Pugh), Bob Carroll Jr., Bob Schiller and Bob Weiskopf stayed with the series through the end of season two in spring 1964.  They still received screen credits for all 156 episodes as ‘creators’.  They left the show after being with Lucille since “My Favorite Husband” in 1948, claiming they were out of ideas!

(6) Desi Arnaz stayed as Executive Producer for 13 episodes. He had sold his shares in Desilu to Lucille, and wanted to usher in the new series.  Once the show was on his feet, he resigned, but mutual agreement.

(7) Lucille began doing “Wildcat” on October 29, 1960 (out of town tryouts), and had undergone several weeks rehearsal prior to that.  The show opened on Broadway on December 16, 1960.  Eight performances a week singing and dancing proved taxing for the nearly 50 year old star, and she had to withdraw from the show due to exhaustion at the end of May 1961.  Ball’s understudy assumed the role, and the show closed shortly afterwards.  There were plans to bring it back in the fall (with or without Ball, no one knows), but they never materialized. All tolled, Ball was in the show for seven months, a few months shorter than the year she claims here.  Preparations for such an endeavor, however, likely began months earlier than rehearsals, so it was likely close to a year all said and done.

Rackets Give Fraley Untouchable Legacy
  In January 1961, when amateur events dominated the top tier of competitive tennis including the tournament now known as the US Open, United Press sportswriter Oscar Fraley concluded that "the amateur tennis fathers eventually could wind up in command of the professionals for the good of the game."

  The scenario was realized starting more than eight years later. In 1969, the U.S. National tournament was renamed the US Open, as the event was open to amateur and professional players alike. But for Fraley — born on this day in 1914 — another racket activity had already sealed his legacy.
  In early 1956, based at United Press' headquarters in the Daily News building on East 42nd Street, 41-year-old Fraley was 14 years into writing the wire service's daily syndicated Sports Parade column. Over scotch one evening at the Waldorf-Astoria hotel ten blocks uptown, Fraley met a man from an out-of-state printing business nine years Fraley's senior.
  Fraley learned that his drinking mate was Eliot Ness, the long forgotten leader of the United States Treasury Department unit that took down racketeering Mob boss Al Capone in the early 1930s. Many drinks later, Fraley agreed to write a book about the inside story of the crime fighting of Ness' unit during Prohibition. The Untouchables, which Fraley wrote with Ness in three weeks between sportswriting duties, sold more than a million copies, launched a popular television series and a hit movie starring Kevin Costner, all after Ness' death in 1957 and before Fraley's in 1994.

  In sports, Fraley is best known as the prolific writer of United Press' Sports Parade. He penned the column for more than 20 years, starting in 1942, regularly writing out some 300 columns per year with syndication in more than 400 newspapers. In 1958,United Press became United Press International (UPI).
  New York Sports Tours has a particular interest in Fraley's tennis work. Among the items in the company's historical artifacts collection is Fraley's sterling-silver 1942 Lawn Tennis Writers Association of America (LTWAA) membership lapel pin. Earned two years after Fraley joined United Press sportswriter and etched with his name, the badge was manufactured by Manhattan's Robert Stoll Inc.
  Fraley served as the LTWAA president in 1944 and 1945. Among the more than 20 sports books he wrote is 1954's How to Play Championship Tennis.

  Late New York sports historian Bill Shannon, whose work led to the creation of New York Sports Tours, once wrote of Fraley, "He was a hard-drinking reporter typical of the period and reportedly dictated columns more than once while inebriated sufficiently so as to be unable to type them himself. Fraley’s columns were crisp and literate, occasionally controversial, but always easy to read."
  For the column, he reported many times from the  Westside Tennis Club in the Forest Hills section of the Queens, where tennis' U.S. Nationals (now known as the US Open) was staged.
  His Sports Parade subjects during championship week touched on many topics, from Althea Gibson, the first Black player to win the tournament ("She will not be a popular champion, simply because of her 'I am the queen' attitude") and four-time U.S. National champion Maria Bueno ("she moves like a cat and hits the ball like a man") to U.S. Davis Cup captains ("not what a man knows, but who he knows... a series of 'towel boys'") and Danish tennis player-jazz artist Torben Ulrich ("the most entertaining item to hit tennis since Gussie Moran's lace panties").
  The son of an Irish saloon singer, Fraley positioned himself as an everyman. In a column he filed from Forest Hills in 1956, he applauded the moves that "opened up the clubhouses to the professionals and helped a stuffed-shirt sport become accepted by us of the masses."

What is UPI
 Unified Payments Interface is a new cashless payment method introduced by the National Payment Corporation of India (the entity behind IMPS, RuPay, NACH and more). It is aimed to enable easy and real time money exchange.
 How do I register for Upi App Bank?
 Download UPI App from major banks like SBI, ICICI, UBI, Axis, and more. Sign-up with the mobile number registered with the respective bank account.
 How does this work?
 UPI lets you create a unique identifier, called the Virtual Private Address (VPA). It enables you to send, receive or pay directly from your bank account.
 What is VPA?
 “Virtual Payment Address” is a unique identifier that can be mapped to your bank account. The virtual payment address resembles your email ID, for example: rupesh@axisbank or shruti@ybl (ybl/axis being the names of the PSP bank)
 How do I Link VPA with existing bank account?
 Use the mobile number with your respective Bank account to link the VPA handle.
 Do I need to wait for OTP before transactions?
 The M-pin acts as the second factor of security. Set 4/6 digits M-Pin by authenticating with Debit card details at the time of VPA creation.

             After the success of demonetisation, India has revamped itself from the hurdles and stood firm when Mr. Jaitley announced the budget today. In the last two and half years administration has moved from discretionary, favouritism based to system and transparency based. Inflation brought under control. CPI-based inflation declined from 6% in July 2016 to 3.4% in December, 2016. Economy has moved on a high growth path. India’s Current Account Deficit declined from about 1% of GDP last year to 0.3% of GDP in the first half of 2016-17.
DEMONITISATION:
        It is the most bold and decisive measure made by our honourable Prime Minister on November to curb tax evasion and parallel economy. The main indication for the govt. was to resolve some issues like eliminating corruption, black money, counterfeits currency and terror funding. There might be some temporary drop in economic activity (if any).
        This step will help in generating long term benefits including reduced corruption. Greater Digitisation and increasing flow of financial savings are taken into concern. The pace of Re-monetization has picked up and started accelerating which will soon reach a level of comfort for our people. Assistance to backward classes and introduction to digital transactions in rural areas has been introduced.
SOME OF THE KEY POINTS OF THE BUDGET:
1. PERSONAL INCOME-TAX:
    1)    Income tax rate cut to 5% for individuals having income between 2.5 lakh and 5 lakh.
     2)    10% surcharges on individual income above 50 lakh and up to 1 crore to make up for 15000 crore loss of due to personal I-T rate.
    3)    15% surcharges on income above 1 crore to continue.
   4)Direct tax collection not commensurate with income and expenditure pattern.
2. GOODS AND SERVICES TAX
   1)    The GST Council has finalised its recommendations on almost all the issues based on consensus on the basis of 9 meetings held.
    2)    Preparation of IT system for GST is in an ongoing process.
   3)    Panoptic reach-out efforts to trade and industry for GST will start from 1st April, 2017 to make people aware of the new taxation system.
3. PROMOTING DIGITAL ECONOMY:
1)    Under the scheme of presumptive income for small and medium tax payers whose turnover is up to 2 Crores, the present, 8% of their turnover which is counted as presumptive income is reduced to 6% in respect of turnover which is by non-cash means.
2)    No transaction above 3 lakh would be permitted in cash subject to certain exceptions.
    3)     Miniaturised POS card reader for m-POS (other than mobile phones or tablet computers), micro ATM standards version 1.5.1, Finger Print Readers/ Scanners and Iris Scanners and on their parts and components for manufacture of such devices to be exempt from BCD, Excise/CV duty and SAD.
4)    Nearly 125 lakh people have adopted the BHIM app till now. The Government will launch two new schemes to promote the usage of BHIM: they are
A) Referral Bonus Scheme for individuals and
B) Cashback Scheme for Merchants.
  5) Aadhar Pay, a merchant version of Aadhar Enabled Payment System, will be launched shortly
    6)    A Mission will be set up with a target of 2,500 crore digital transactions for
           2017-18 through UPI, USSD, Aadhar Pay, IMPS and debit cards
     7)   A proposal to mandate all Government receipts through digital means, beyond a prescribed limit, is under consideration.
4. PROMOTING AFFORDABLE HOUSING AND REAL ESTATE SECTOR:
1)    Under the scheme for profit-linked income tax deduction for promotion of affordable housing, carpet area will be taken into count instead of built up area measuring 30 and 60 Sq.mt.
2)    The 30 Sq.mt. limit will apply only in case of municipal limits of 4 metropolitan cities while for the rest of the country including in the peripheral areas of metros, limit of 60 Sq.mt. will apply
3)    For builders for whom constructed buildings are stock-in-trade, tax on notional rental income will only apply after one year of the end of the year in which completion certificate is received.
   4)    Exemption from capital gain tax for persons holding land on 2.6.2014, the date on which the State of Andhra Pradesh was reorganized, and whose land is being pooled for creation of capital city of Andhra Pradesh under the Government scheme.
  5. For Joint Development Agreement signed for development of property, the
    liability to pay capital gain tax will arise in the year the project is completed
      5. FINANCIAL SECTOR:
  1)    Foreign Investment Promotion Board to be abolished in 2017-18 and further liberalization of FDI policy is under consideration.
   2)    An expert committee will be constituted to study and promote creation of an operational and legal framework to integrate spot market and derivatives market in the agricultural sector, for commodities trading. e- NAM to be an integral part of the framework.
    3)    Bill relating to curtail the menace of illicit deposit schemes will be introduced. A bill relating to resolution of financial firms will be introduced in the current Budget Session of Parliament. This will contribute to stability and resilience of our financial system.
    4)    A mechanism to streamline institutional arrangements for resolution of disputes in infrastructure related construction contracts, PPP and public utility contracts will be introduced as an amendment to the Arbitration and Conciliation Act 1996.
   5)    A Computer Emergency Response Team for our Financial Sector (CERT-Fin) will be established.
6.FARMERS:
1)    Target for agricultural credit in 2017-18 has been fixed at a record level of  10 lakh Crores.
2)    Dedicated Micro Irrigation Fund in NABARD to achieve ‘per drop more crop’ with an initial corpus of `5,000 Crores.
3)    Dairy Processing and Infrastructure Development Fund to be set up in NABARD with a corpus of `2000 Crores and will be increased to `8000 Crores over 3 years.
4)    Coverage under Fasal Bima Yojana scheme will be increased from 30% of cropped area in 2016-17 to 40% in 2017-18 and 50% in 2018-19 for which a budget provision of ` 9000 crore has been made
5)    To ensure flow of credit to small farmers, Government to support NABARD for computerisation and integration of all 63,000 functional Primary Agriculture Credit Societies with the Core Banking System of District Central Cooperative Banks. This will be done in 3 years at an estimated cost of `1,900 crores.
6)    Farmers will also benefit from 60 days interest waiver announced on 31 Dec 2016.
7. RURAL POPULATION:
1 .Over `3 lakh crores spent in rural areas every year, for rural poor from Central Budget, State Budgets, Bank linkage for self-help groups, etc
2. Aim to bring one crore households out of poverty and to make 50,000 Gram Panchayats poverty free by 2019, the 150th birth anniversary of Gandhiji
3. Against target of 5 lakh farm ponds under MGNREGA, 10 lakh farm ponds would be completed by March 2017. During 2017-18, another 5 lakh farm ponds will be taken up.
4. Allocation for Pradhan Mantri Awaas Yojana – Gramin increased from ` 15,000 crores in BE 2016-17 to `23,000 crores in 2017-18 with a target to complete 1 crore houses by 2019 for the houseless and those living in kutcha houses.
5. MGNREGA allocation to be the highest ever at `48,000 crores in 2017-18.            6. Government has taken up the task of connecting habitations with more than 100 persons in left wing extremism affected Blocks under PMGSY. All such habitations are expected to be covered by 2019 and the allocation for PMGSY, including the State’s Share is `27,000 crores in 2017-18.
7. Women participation in MGNREGA has increased to 55% from less than 48%.
8.YOUTH:
     1)          To introduce a system of measuring annual learning outcomes in our                           Schools.
2)   Good quality higher education institutions to have greater administrative
       and academic autonomy.
3) Incredible India 2.0 Campaign will be launched across the world to        promote tourism and employment.
4)   National Testing Agency to be set-up as an autonomous and self-sustained         premier testing organization to conduct all entrance examinations for higher         education institutions.
5) Pradhan Mantri Kaushal Kendras to be extended to more than 600 districts          across the country. 100 India International Skills Centers will be established              across the country.
6) Skill Acquisition and Knowledge Awareness for Livelihood Promotion programme (SANKALP) to be launched at a cost of `4000 crores. SANKALP will provide market relevant training to 3.5 crore youth.
7) Next phase of Skill Strengthening for Industrial Value Enhancement (STRIVE) will also be launched in 2017-18 at a cost of `2,200 crores
8) A scheme for creating employment in the leather and footwear industries along the lines in Textiles Sector to be launched.
9. Incredible India 2.0 Campaign will be launched across the world to promote tourism and employment.
9. INFRASTRUCTURE:
1.  For transportation sector as a whole, including rail, roads, shipping, provision of 2,41,387 crores has been made in 2017-18.
2. For 2017-18, the total capital and development expenditure of Railways has been pegged at ` 1,31,000 crores. This includes `55,000 crores provided by the Government.
3. For passenger safety, a Rashtriya Rail Sanraksha Kosh will be created with a corpus of ` 1 lakh crores over a period of 5 years.
4. Unmanned level crossings on Broad Gauge lines will be eliminated by 2020.
5. In the next 3 years, the throughput is proposed to be enhanced by 10%. This will be done through modernization and up-gradation of identified corridors.
6. Railway lines of 3,500 kms will be commissioned in 2017-18. During 2017-18, at least 25 stations are expected to be awarded for station redevelopment.
7. 500 stations will be made differently-abled friendly by providing lifts and  escalators.
8. It is proposed to feed about 7,000 stations with solar power in the medium term.
     9. SMS based Clean My Coach Service has been started.
10. ‘Coach Mitra’, a single window interface, to register all coach related complaints and requirements to be launched.
11. By 2019, all coaches of Indian Railways will be fitted with bio toilets. Tariffs of Railways would be fixed, taking into consideration costs, quality of service and competition from other forms of transport.
12. A new Metro Rail Policy will be announced with focus on innovative models of implementation and financing, as well as standardization and indigenization of hardware and software.
