U.S. District Judge Haywood Gilliam Jr.’s order prevents work from beginning on two of the highest-priority, Pentagon-funded wall projects--one spanning 46 miles (74 kilometers) in New Mexico and another covering 5 miles (8 kilometers) in Yuma, Arizona.
A week of relentless rain in Oklahoma (Washington Post) If you’ve tuned into an evening newscast lately, odds are you’ve seen dozens of tornadoes that have been spinning up in the Great Plains and Midwest. Golfplan unveils Thai resort 18 in shadow of Buddha Mountain
With a December christening here at Chee Chan Golf Resort, the course architects at Golfplan (www.golfplan.com) have again showcased their skill at integrating world-class golf holes with signature elements in the local landscape and culture.
Here by the Gulf of Siam, the dominant element is the Chee Chan Buddha, whose serene likeness has been carved into a limestone escarpment some 110 meters high. “Buddha Mountain” is one of the region’s best known tourist and devotional attractions. Today, his gilt-edged visage is visible from nearly every spot on the 220-acre property, including the entire opening hole.
“We couldn’t afford to miss that opportunity — to start golfers on their spiritual journey under the watchful eye of Siddhartha Gautama,” said Golfplan Partner David Dale. “The Buddha invites a decision on the very first tee: play conservative to the right/lower landing area and approach the green uphill, over deep bunkers — or drive more aggressively (left of the center bunker) to create a downhill approach to unguarded putting surface.
“We have much to learn from the Buddha, who taught us a ‘Middle Way’ between sensual indulgence and uncurbed asceticism. For golfers the larger message is unambiguous: Relax and keep it in the fairway.”
The Dec. 12 grand opening at Chee Chan Golf Resort punctuates a busy end-of-year period during which Dale and his partner in Golfplan, Kevin Ramsey, unveiled and otherwise celebrated a series of projects that cannily place golf in disparate cultural contexts: • In October, the firm opened the full 18 at Lake Victoria Serena Golf Resort & Spa, in Uganda, where Ramsey designed an enormous man-made lagoon that divides holes 1 & 9 from 17 & 18, accommodates the property’s sparkling new marina, and integrates the entire property directly with its primary attraction, mighty Lake Victoria itself. • Ramsey also applied the finishing touches this fall to Tabori Hills, a resort track to open next year in the former Soviet Republic of Georgia. Thanks to Ramsey’s routing, this cliff-top design will afford golfers stunning, long views of the Georgian capital, Tbilisi (where downtown patrons can access the resort by gondola). • Dale couldn’t make Chee Chan’s grand opening; he was in Korea, debriefing with PGA Tour officials following The CJ Cup, which is contested over his feted design at The Club at Nine Bridges (#41 on GOLF Magazine’s world top 100). Dale watched most of October CJ Cup from the sleek, modernist teahouse behind the 14th green.
“South Korean designs must, according to local custom, feature teahouses in the middle of each 9,” Dale explained. “We spent months routing and rerouting that stretch of the back nine at Nine Bridges — to create the perfect perch for that teahouse. We did the same on the homeward stretch to create dramatic views of Mt. Halla, which is sacred to the Korean people.
“At Chee Chan, the cultural aspect was ready-made and close by, but we accentuated the experience over and over again. By my count, holes 5, 6, 11, 14 and 17 all play toward Buddha Mountain — 11 and 17 afford golfers excellent views of a Buddhist temple nestled into a different hillside. The experience is unique precisely because it’s so unique to Thai culture.”
Formed in 1972, Golfplan has been introducing golf to new markets and maximizing cultural experiences for nearly 50 years. Based in Santa Rosa, California, USA, it is the most international firm in all of course architecture, having creating more than 218 original designs in 32 different countries (if master planning and renovation are considered, make that 85 countries). This sort of sustained, diverse productivity is one reason GolfInc magazine named Dale and Ramsey among the “Top 10 Most Powerful People in Asian Golf” for 2016.
Golfplan has worked extensively in Thailand. Their designs at Panya Park, Panya Indra and Mountain Shadow (down the road from Chee Chan, in Pattaya) all remain popular — and profitable, Dale is quick to add. But those courses were built in the 1990s.
“It’s a privilege to work again in Thailand, especially on a site so unusual. This is flat, coastal country here by the Gulf — but we had fully 25 meters of elevation change to work with at Chee Chan,” Dale reported. “The eye is naturally drawn to the escarpment featuring the Buddha, but the property is ringed by these limestone karsts — some are 150 meters tall! The perimeter holes play uphill to their bases, then back down again. These enormous features give the entire course both an amphitheater feel and a pleasing sense of seclusion.
“In this environment, it’s tempting to shape the golf course in competition with these large features. But I think we struck the right balance. The contour is flamboyant but toned down through the landing zones. There are several cavernous valleys that separate the holes, which tend to melt over and between these landforms. With the introduction of drought-tolerant bahia grass to frame and accent all this, it’s a pretty stunning tableau.”
Buddha Mountain was created on the northern face of Khao Chee Chan in 1996, to commemorate His Majesty the King of Thailand’s golden jubilee. It’s been a major domestic tourist draw ever since — enough to invite subsequent development of a water park, winery and shopping district. With new accommodations and world-class resort golf added to the mix, this corner of Pattaya (just 90 minutes from Suvarnabhumi International Airport) is a fully fledged destination unto itself.
“I love golf,” said Narit Chia-Apar, founder of Chee Chan Golf Resort and chairman of the developing entity, Chartered Square Holding Company. “I know how golfers think and what they want. I know the level of service that is expected, and so I built the course based on the needs of myself as a golfer, and not just as an investor. Whatever I see fit to give the best impression for our visitors, I will make sure that we have it here.”

The military has its own time zones which are different from civilian time zones. The military names each time zone with a letter A-Z, instead of a common name or abreviation, which is how civilian time zones are named.

How are Time Zones Named in the Military
UTC (Universal Time Zone) or GMT, is considered the “starting point” for imte zones. This zone is given the letter “Z”. Since Z has the call sign of “Zulu” in the military, it is commonly referred to as “Zulu” time zone or “Zulu Time”. Moving West from Zulu, or UTC, time zones are named sequentially from A to M. Moving East from UTC, time zones are named sequentially from N to Y. This intuitive naming allows for simpler translation and conversion of times during planning phases, and in daily military life.

While it is easy for civilian companies to manage the three or four major contintental US time zones straight, remember the Military operates all over the world. Time zone naming is not standardized in foreign countries. Each one has its own unique way of referring to their time zone. Units in different parts of the world can name their time zone one way, while a unit in another calls the same one something different.

The armed forces conduct missions across multiple time zones, in various countries with different languages. Using time zone letters leaves the smallest margin of error and simplifies the communication of time no matter where the military operates, or where the mission is taking place.
Using letters to name time zones make it easier to encrypt and decode plans. The system of military letter time zones also removes the possibility of confusing common names for one time zone with another. Utc to gmt +8.

Today is the day. You´ll finally find out where your mission will lead you. You, your best friend Charlotte Brown and the other new Elders will be sent to their new districts, to their mission for the Mormon Church. You knew that you´re mission companion would be Charlotte because you were the only girls. Not many families allow their daughters to become missionaries; you were two of the few. Your boyfriend Kevin was more than happy to hear that you would become a Sister for your Church. Well, mostly because he could see you more often, which you enjoyed too. The mission president´s voice rang across the room through the old microphone, screeching a bit before you are able to understand him completely.
“Elders and Sisters, form a line and step forward when your name is called!”
Everyone quickly stepped into line, you looked to Kevin´s spot and you see him smiling at you. You can´t help but smile back and your heart flutters, both from the excitement and for Kevin. The first name called is Elder Young´s and his partner Elder Grant.
“And your mission location is… Norway!”
They seem to be very excited about going to Norway and you´re happy for them, they´re going to the place they wanted to go. You hope for yourself and Charlotte it´ll be the same. The next names are Elder White and Elder Smith. You can´t help but grin when you hear Elder Smith shout: “I knew we´d get paired together!” This whole ordeal continues through all the names when the mission president finally says:
“Elder Price!”
You knew it was his dream to be sent to Orlando, he was there once with his family and loved it so much, he didn´t want to go back. You pray for him and his partner, whoever it´ll be.
“Your brother will be… Elder Cunningham!”
Suddenly a loud, obnoxious voice rings from behind you as someone pushes you to the side.
“That´s me! That´s me! Hello!”
“Oh- hi!”
That´s Elder Cunningham. Nobody really likes, which you don´t understand. Yea, he wasn´t the best Elder, but he was a caring, loving person who just wants the best for his friends. Kevin didn´t seem excited, but at least he tried to be polite, while the other Elders just sneer.
“And your mission location is… Uganda!”
Your eyes open wide and you can´t believe what you just heard. Your eyes turn to Kevin, disappointment written in his eyes, though nobody else notices. He is very good at hiding his feelings, but you can read him like an open book.
“…U-Uganda?”, his voice shaking slightly.
“Uganda? Cool! Where is that?” Arnold asks which leads to a few groans and even a facepalm from the other Elders.
The mission president looks confused but shakes it off, saying into the microphone: “Africa.”
“Oh boy- Like ‘Lion King’!” he laughs.
Well, at least Kevin has a partner who also loves Disney, the other Elders used to make fun of his passion for Disney and Disney World. Kevin looks devastated but finds his way back in line.
“And last but not least, Sister Y/L/N and Sister Brown. You´ll also go to Uganda, District 9 with the Elders Cunningham and Price.”
The mission president walks away from the podium and makes his way out of the room. You don´t know how to feel, you´re ecstatic to go with Kevin together to Uganda, but you´re disappointed that Kevin won´t be able to go to Orlando. Yesterday he was still gushing about Sea World and how he would play golf every weekend. Now, he just looks, well, sad. But, when he hears that you will come with to Uganda, light returns to his eyes again. His pout turned into a smile. He walks towards you and hugs you.
“At least you´ll be there with me…” He starts caressing your hair and rests his head on yours. Your arms snake around his torso and you pull him closer, if even possible. “I know you´re disappointed, but we could go to Orlando once we´re back, okay?”, you whisper to him, hearing his heart beat through his dress shirt. “Mmh-okay. But only with you.” He kisses your forehead and the other Elders catcall and whistle, to which you roll your eyes. Kevin bursts out laughing and you hold his face, kissing the tip of his nose. “Of course. Just me… and well, the baby…” you whisper with a shaking voice. Kevin´s eyes widen, his jaw drops.
“The- what?!”
After you say your good-bye´s to everyone, Kevin takes you by the hand and drags you outside. He checks if nobody followed you and turns back to you.
“What do you mean, the baby? Y/N, if that is some stupid joke then… I mean… we were careful and- and we only…”, Kevin´s voice breaks and tears glisten in his eyes.
“Kevin, please… just breathe, okay?”, You rub his shoulder, but he flinches back, as if your contact burnt him.
You sigh, sitting down on the park bench. You bury your face into your hands as hot tears make their way down your cheeks. You didn´t want to make him upset, but you couldn´t keep this a secret. This is, after all, his and your child. Kevin notices you crying when a sob shakes your body. He collects himself immediately and rushes to your side, stroking your hair and shushing you quietly.
“I´m sorry. Everything will be alright. I´m sorry, I didn´t react how I should´ve. I didn´t even think about what this means for you. But, whatever happens, I´m right by your side, okay? I´ll never leave you.”
He holds you in his arms for what seems like an eternity. You rub your eyes and hug him.
“I´m sorry…”, you whisper to him.
He tilts his head and narrows his eyes. His hand moves to hold your face, so you´ll look at him.
“Sorry for what? Being pregnant? It´s not your fault! If anything, it´s my fault, but I think… maybe Heavenly Father wants this, maybe he wants us to bring a child into this world- unless, of course, you don´t want it! I-I totally understand if you d-“, you cut him off with a kiss. First, he´s a bit shocked, but he melts into the kiss.
“You said you would be here for me and support me. Would you really do that?”, you ask after you break apart, avoiding his eyes.
“Y/N, look at me.”, he bids you, “Of course I´ll stay with you, I will stay with you every step of this journey, I will stay with you when you tell the church and your parents.”
“Tell us what?”, two voices say in behind you.
You freeze and stare with wide eyes ahead of you. Kevin clutches your hand firmly and is the first one to turn around. A slightly irritated smile is set on Kevin´s face before he says:
“Hello Mr. and Mrs. Y/L/N.”
“You are WHAT?!”
You flinch when your father raises his voice. Kevin stands next to you, his eyes on the floor. After your parents got you home, you told them about your pregnancy. They obviously didn´t like the ‘good’ news.
“How could you be pregnant? You didn´t even have se- Oh.” Your father’s furious eyes flicker from you to Kevin. His suddenly calm voice felt like horror to you and Kevin could feel it too.
“Kevin, did you have sexual intercourse with my daughter?”
Kevin glances to you, fear in his eyes. He turns back to your father and clears his throat before answering.
“Um… yes…? And I´m really sorry! It was my fault, I should´ve been more careful! I will stay by her side and support her of course and-“
Your father turns away from him before Kevin can finish his ramblings, his cold stare landing on you.
“You are a disgrace. To our family and to the church. Why did Heavenly Father curse me with such a whore as a daughter?”
Every single word is spat into your face; his eyes are filled with hate. You can´t hold the tears back anymore. Your father had never said anything like this to you. You break down and bury your head in your hands; silent tears are rolling down your cheeks.
“How can you say something like that to your own daughter? She is the most wonderful person on earth, she is beautiful and intelligent! Every time I look into her eyes I see a whole universe and so much hope. She always sees the good in the people and I love her. It´s not her fault she´s pregnant! It´s mine!”
There´s a fire burning in Kevin´s heart while defending you. His heart aches to see you hurt like this. He just wants to hold you and tell you everything is going to be alright again.
“Mr. Price, get out of my house.”
Kevin doesn´t move an inch and just glares at your father, but your father doesn´t budge.
“This is nonsense!” Kevin shouts.
He picks you up and carries you outside, into his car. You feel relief washing over you. You don´t have to hear your father screaming anymore or your mother crying. The last thing you hear before Kevin drives away from your house is your father, shouting:
“I don´t have a daughter anymore, so don´t come back!”
Tears spring back to your eyes, both of relief and sorrow. Your father was often like this, but not this bad. You are happy to leave, finally getting away from him, but you don´t want to leave your mother alone with him. Who knows what could happen? You convince yourself that it´s better like this, since you have to protect another life from that horrible man. You wipe your tears away and drift off into sleep when you reach the Main Street.
After you reach Kevin´s house, you and Kevin explain everything to his parents. They aren´t quite excited hearing that their nineteen-year-old son impregnated his girlfriend, but they soon warm up and offer to support the both of you, which you gladly accept.
You sit with the Price family in their living room as they try to convince you to stay in the USA instead of going for a mission for two years.
“You would have to give birth to the baby in Uganda. Doesn´t that sound a bit, well- how do I put it- unsafe? And there´s no one you know.” Kevin´s mother reminds you.
“I won´t be alone. I´ll have Kevin and he´s everything I need.” You smile and tuck a strand of hair behind your ear. Kevin takes your hand in his and smiles at you.
“Whatever you do and wherever you go, I´ll be there right by your side to support you and love you.”
The moment is ruined by Kevin´s younger brother, Jack, making fake gagging noises. Kevin just laughs it off.
“Y´know little brother, one day you´ll be saying the same things to your future wife.”
He gives Jack a little hair-ruffle and doesn´t notice the blush rising on your cheeks. Since you were together with Kevin, you wanted to marry him, but hearing him say it out loud is a whole different feeling to you, even though it feels right.
Your hand wanders to your stomach, your heart is fluttering and you can´t help but smile. Kevin turns back to you, the doubt and fear in his eyes from before is gone. He takes your hands and kisses them.
“So, what are we going to do? Should we go to Uganda, or should we stay here together?”
Kevin squeezes your hands slightly and waits for your answer. Without any doubt you tell him:
“Let´s go do this mission!”
The next day you meet Elder Cunningham and Charlotte at the airport. They seem to be engrossed in a deep conversation.
“So, the doctor is an alien who saves the world from other aliens? How does that make sense?” Charlotte asks the Elder next to her.
He looks so small next to her. You admit, Charlotte can be very intimidating, but her heart is strong and she´s loyal to her friends. Cunningham stutters,
“We-W-Well, it doesn´t make sense if you say it like that, but-“
Arnold gets cut off by Kevin clearing his throat.
“Oh! Hi, best friend!”
Arnold is relieved that he doesn´t have to talk to Charlotte anymore and quickly waddles over to you, where he starts to cuddle Kevin. Kevin gets into his defense-mode and tries to push Arnold off, but isn´t able to do so. You can´t help but smirk a bit, holding your hand in front of your mouth to hide your grin, but Kevin notices and sends you a pleading glance.
“Mission-Partner-Bonding-Time!” Arnold yells, which makes some other people on the airport look at your tiny group of four.
Arnold finally let´s go of him and Kevin wipes his shirt. You are about to go over to Charlotte, but a hand grabs yours. You look back and see Kevin there with a small smile on his face. He pulls you against his chest and presses a kiss on the top of your head. You cup his face in your hands and pull him down to peck his lips. He sighs in content and whispers,
“I´m so happy and I love you, you know that, right?”
His hand moves to your stomach and rubs it lightly.
“I know that it didn´t seem like that yesterday, but I am so incredibly happy to have this baby with you!”
His hand cups now your face and he kisses you again. He hugs you tightly and whispers another ‘I love you’. He kneels down and kisses your stomach.
“And I love you too.”
This simple sentence makes you gasp; tears are rolling down your cheeks.
“YOU ARE PREGNANT?!”
Arnolds voice echoes through the airport, by which Charlotte turns around as well. They are both by your side as soon as those words come out of Arnold´s mouth. Charlotte´s eyes show hurt but also happiness. They´re both bombing you with questions so fast, you can´t answer them all. First, you try to concentrate on Charlotte.
“Why didn´t you tell me? Am I going to be an aunt now? Is it going to be a girl? Oh, I hope it´s a girl! Then, I coul-“
“Okay, Stop!” both you and Kevin cry out.
They fall silent and wait eagerly for you to continue. Kevin takes your hand and squeezes it, giving you courage.
“Okay, so… We didn´t tell you, because I didn´t know for very long and Kevin literally found out yesterday. Charlotte, yes, I guess you would be the baby´s aunt and we don´t know yet what gender it will have. Does that answer your questions?”
Arnold hesitantly raises his hand. You sigh and rub your eyes.
“What is it Arnold?”
“Um, well… how did you get pregnant?”
Heat rises to your cheeks and the memories of that one night appear in your mind, making you swallow. You look over at Kevin whose eyes are wide opened, but seem to be looking somewhere far away; his whole face is as red as a tomato. He blinks and looks at you, his gaze wandering over Charlotte and finally lands on Arnold, who seems to shrink again.
“You know exactly how babies are made, Arnold.” Kevin growls.
You´ve never seen him like this and are slightly scared, before squeezing his hand to calm him down.
“Kevin, don´t be too harsh on him! He´s just curious.”
He continues to glare at Arnold before taking a deep breath and looking back to you.
“It just happened…”
Silence settles around you.
“Weellll… anywayyy… The plane should start boarding soon! What are your seat numbers?” Charlotte tries to distract everyone from what just went down.
“I have E25. What do you have Kevin?”
You tap his arm; he takes his ticket out of his front pocket and searches for the seat number.
“Um, E24, we´ll sit next to each other.”
A smile spreads on his face, which you missed. The Boarding begins and you go towards the correct gate with your hand luggage and get on to the plane.
You soon sit in your spot next to Kevin, right next to the window, your favorite spot to sit. You love it because you can see all the clouds; you can see the big cities that seem so small when you fly over them and at night, you´re able to see every little star.
The plane takes off. You rest your head against Kevin’s shoulder and doze off. You don´t notice Kevin taking a picture of you sleeping as soon as you are in your dream land.
A/N: Hey! I´m back from the void which is called stress! Straight to the point, this is going to be a multiple-chapter fanfiction and I´m super excited for it! I have pretty much everything planned out, I even have a Pinterest board for the story! If you´re interested, the link is on the top of this post!

Mombasa Hospital, the 128-year-old facility with a fascinating history
Until the recent fire that broke into the facility and broke headlines majority of watu wa bara had probably never heard of Mombasa Hospital one of the oldest biggest medical institutions in the region. 
1891 – The History of the Mombasa Hospital begins in 1891 when the Imperial British East Africa Company, which had been granted its charter from Queen Victoria only three years earlier, received a substantial donation to build a Hospital.They chose to name it the English Hospital and they gave the running of it to the Holy Ghost Fathers of the Roman Catholic Church.  A two storey bungalow was adapted for use as a hospital with accommodation for about 12 patients.
The original Mombasa Hospital building, dating back to 1891, has benefited from conservation and is now a National monument.
1895 – The newly established East African Protectorate took over the Imperial British East Africa Company and with it the Hospital which catered for a population of 300 Europeans.
1897- Dr. W.H. McDonald (a former employee of the company) was appointed Chief Medical Officer of the Hospital.3 Sisters arrived from France to run the Hospital.
1903 – Mombasa’s first motor car was off-loaded at the old port in December, 1903.Motor cars remained uncommon sight in town until the outbreak of war in 1914.Until then most patients who were unable to walk were brought to the Hospital by means of hand pushed trolleys.
1907 – The British transferred the capital of East African Protectorate from Mombasa to Nairobi.
1908 – The British Administration opened the Native Civil Hospital in Makadara to cater for non-European patients in Mombasa.
1909 – The Mombasa Electric Light & Power Company was founded in 1909
1910 – The Hospital was enabled to obtain electric power, with the cable being suspended from palm trees.
1912 – There was no provision for maternity patients until 1912 when the first steps were taken to meet this need. A site was eventually chosen which overlooked the newly established Mombasa Golf Course. The nursing home had 3 rooms, which were often to be used as an overflow from the hospital.
1920 –The East African Protectorate became Kenya Colony and Protectorate.
1921 – The English Hospital changed its name to the European Hospital. It had 12 beds and 4 nurses. Mr. Norman Jewell, a Surgeon, became Senior Medical Officer.
– An operating theatre was built during his time but not finished when he left in 1925.  He had to perform operations on the verandah, and the chief difficulty was to keep the patient under chloroform owing to the wind blowing the chloroform away rapidly.
1927 – The first refrigerator arrived
1935 – It was not until 1935 that there was piped hot water
1937 – The Malaria survey for Mombasa estimated that the town’s European population was 1,316, a considerable increase on forty years previously (300).
1940 – Ambulance acquired.  Served both the European and Native Civil Hospital.
1944 – In 1944 the Government decided that it would have to concentrate its financial resources on medical facilities for the African community and that the European and Asian communities would have to fend for themselves.Associations were formed to take over responsibility for the non-African Hospitals.
1947 – The Mombasa and Coast European Hospital Association was formed in 1947 and assumed responsibility for the Hospital.
1948 – Building of the Hospital began before the end of 1948 from Stg. £ 35,000 bequeathed by Mr. Samuel Cohen, the contractor for the Kenya – Uganda Railway and a matching grant from the Government plus Stg. £ 18000 realized  from the sale of the nursing home. 
1950 – Hospital building with 70 beds was opened on 20th May, 1950 by Sir Charles Mortimer, Commissioner of Lands and the first Matron was Miss Jane Warden.  She was Matron for 15 years.

1951 – The Mombasa and Coast European Hospital Association was incorporated under the Companies Act but the company changed its name in 1964 to the Mombasa Hospital Association and it continues to be called by this name to the present day.
1950 – 1952 –Temporary accommodation provided for nurses at Government House. Sister’s mess erected at Government expense on following directive by the Governor, Sir Philip Mitchell
1960 – Maternity ward (Katherine Bibby Wing) was built in 1960 (now housing Radiology, HDU and Renal Units) from a most generous donation by Mrs. Bibby.
1962 – In 1962, in recognition of Mrs. Bibby’s munificence, the Mombasa and Coast European Hospital was renamed the Katherine Bibby Hospital.  Mrs. Bibby died in 1970 in a Durban Nursing home.
1980 – By the time Kenya became Independent on 12th December, 1963, any racial barriers that remained form the colonial past had been removed but in many quarters there existed the belief that the Katherine Bibby catered mainly for the Europeans.  In 1980, as part of the campaign to correct this misapprehension the name changed to The Mombasa Hospital.

Golfplan’s Chee Chan Is Thailand’s Newest Course
With a December christening at Chee Chan Golf Resort in Thailand’s Pattaya province, the course architects at Golfplan have again showcased their skill at integrating world-class golf holes with signature elements in the local landscape and culture.
On the eastern edge of the Gulf of Siam in a tourist destination about two hours’ drive from Bangkok airport, the dominant element is the Chee Chan Buddha, whose serene likeness has been carved into a limestone escarpment some 110 meters high. “Buddha Mountain” is one of the region’s best known tourist and devotional attractions. Today, his gilt-edged visage is visible from nearly every spot on the 220-acre property, including the entire opening hole.
“We couldn’t afford to miss that opportunity — to start golfers on their spiritual journey under the watchful eye of Siddhartha Gautama,” said Golfplan Partner David Dale. “The Buddha invites a decision on the very first tee: play conservative to the right/lower landing area and approach the green uphill, over deep bunkers — or drive more aggressively (left of the center bunker) to create a downhill approach to unguarded putting surface.
“We have much to learn from the Buddha, who taught us a ‘Middle Way’ between sensual indulgence and uncurbed asceticism. For golfers the larger message is unambiguous: Relax and keep it in the fairway.”
The Dec. 12 grand opening at Chee Chan Golf Resort brought to a close a busy year during which Dale and his partner in Golfplan, Kevin Ramsey, unveiled and otherwise celebrated a series of projects that cannily place golf in disparate cultural contexts:
In October, the firm opened the full 18 at Lake Victoria Serena Golf Resort & Spa in Uganda, where Ramsey designed an enormous man-made lagoon, accommodates the property’s sparkling new marina, and integrates the entire property directly with its primary attraction, mighty Lake Victoria itself.
Ramsey also applied the finishing touches this fall to Tabori Hills, a resort track to open next year in the former Soviet Republic of Georgia. Thanks to Ramsey’s routing, this cliff-top design will afford golfers stunning, long views of the Georgian capital, Tbilisi (where downtown patrons can access the resort by gondola).
Dale couldn’t make Chee Chan’s grand opening; he was in Korea, debriefing with PGA Tour officials following The CJ Cup, which is contested over his feted design at The Club at Nine Bridges . Dale watched most of October CJ Cup from the sleek, modernist teahouse behind the 14th green.
“South Korean designs must, according to local custom, feature teahouses in the middle of each 9,” Dale explained. “We spent months routing and rerouting that stretch of the back nine at Nine Bridges — to create the perfect perch for that teahouse. We did the same on the homeward stretch to create dramatic views of Mt. Halla, which is sacred to the Korean people.
“At Chee Chan, the cultural aspect was ready-made and close by, but we accentuated the experience over and over again. By my count, holes 5, 6, 11, 14 and 17 all play toward Buddha Mountain — 11 and 17 afford golfers excellent views of a Buddhist temple nestled into a different hillside. The experience is unique precisely because it’s so unique to Thai culture.”
Formed in 1972, Golfplan has been introducing golf to new markets and maximizing cultural experiences for nearly 50 years. Based in Santa Rosa, California, USA, it is the most international firm in all of course architecture, having creating more than 218 original designs in 32 different countries (if master planning and renovation are considered, make that 85 countries). This sort of sustained, diverse productivity is one reason GolfInc magazine named Dale and Ramsey among the “Top 10 Most Powerful People in Asian Golf” for 2016.
Golfplan has worked extensively in Thailand. Their designs at Panya Park, Panya Indra and Mountain Shadow (down the road from Chee Chan, in Pattaya) all remain popular — and profitable, Dale is quick to add. But those courses were built in the 1990s.

“It’s a privilege to work again in Thailand, especially on a site so unusual. This is flat, coastal country here by the Gulf — but we had fully 25 meters of elevation change to work with at Chee Chan,” Dale reported. “The eye is naturally drawn to the escarpment featuring the Buddha, but the property is ringed by these limestone karsts — some are 150 meters tall. The perimeter holes play uphill to their bases, then back down again. These enormous features give the entire course both an amphitheater feel and a pleasing sense of seclusion.
“In this environment, it’s tempting to shape the golf course in competition with these large features. But I think we struck the right balance. The contour is flamboyant but toned down through the landing zones. There are several cavernous valleys that separate the holes, which tend to melt over and between these landforms. With the introduction of drought-tolerant bahia grass to frame and accent all this, it’s a pretty stunning tableau.”
Buddha Mountain was created on the northern face of Khao Chee Chan in 1996, to commemorate His Majesty the King of Thailand’s golden jubilee. It’s been a major domestic tourist draw ever since — enough to invite subsequent development of a water park, winery and shopping district. With new accommodations and world-class resort golf added to the mix, this corner of Pattaya (just 90 minutes from Suvarnabhumi International Airport) is a fully fledged destination unto itself.
“I love golf,” said Narit Chia-Apar, founder of Chee Chan Golf Resort and chairman of the developing entity, Chartered Square Holding Company. “I know how golfers think and what they want. Golfplan's Ugandan 18 debuts along headwaters of The Nile
Lake Victoria Serena Golf Resort & Spa, now a fully fledged, 18-hole design from the hand of Golfplan’s Kevin Ramsey, celebrated its official grand opening 6-8 October by hosting the inaugural Serena Johnnie Walker Open, an event claimed Ugandan professional Phillip Kasozi who carded a 54-hole total of 222 over the 7,262-yard, par-72 course.
Kasozi’s victory (and a 200-member pro-am staged the next day) capped a development process some 10 years in the making. This slow road has nevertheless produced the finest course in the diversifying tourist region of East Africa.
“The first nine at Lake Victoria took 7 years start-to-finish; the last nine took just 2,” said course architect Ramsey, a partner with Santa Rosa, Calif.-based Golfplan (www.golfplan.com). “In new golf markets like this one, flexible timelines are the way to go. It serves no one to artificially advance a project according to arbitrary schedules. It’s better to get things exactly right.”
Kasozi was certainly impressed. He called the design “brilliant”, adding that these 18 holes at Lake Victoria Serena will advance the game in Uganda: "On behalf of the professionals I thank all who have made this possible," he said.
According to Ramsey, who was on site for the grand opening festivities, first among those is resort developer Katrick Halai, CEO of the Kenya-based contracting firm Cementers. The architect also singled out project manager Theodor van Rooyan and the artistry of Phase II shaper Joe Smith.
But surely some credit should be reserved for Ramsey himself, whose design Van Rooyan and Smith followed, and whose development savvy helped realize Uganda’s first international-standard course.
Formed in 1972, Golfplan has brought proper golf facilities to more new markets than any course architecture firm in the game, having created more than 217 original designs in 32 different countries (if renovation and master planning are considered, make that 85 countries). This fall, in addition to Lake Victoria Serena, Ramsey christened the first international-standard course in the former Soviet Republic of Georgia (Tabori Hills GC) and the back nine at Samsun GC, Turkey’s first course on the Black Sea coast.
Half a world away, the week of 18-21 October, Ramsey’s partner in Golfplan, David Dale, watched the world’s top players tackle his much feted design, The Club at Nine Bridges. Reigning world no. 1 Brooks Koepka topped that field, at the U.S. PGA tour’s CJ Cup, with a winning total of -21.
“New course development in South Korea and Uganda can’t get much further apart, geographically and logistically, but the commonality here is getting things right — no matter how long it might take,” Ramsey said. “In a mature market like Korea, where we’ve done two dozen original designs, no course takes 10 years to complete. In Uganda, it’s a different exercise: We essentially created the development standard from scratch. And that would not have happened, ever, were it not for the commitment and passion of our developer, Mr. Halai, who ensured that not a single corner was cut. His commitment to quality never flagged. We deployed all the best materials, Toro irrigation, and the perfect turfgrass for this climate and site, Sea Spray Paspalum, which, like most everything (including bentgrass, for the putting surfaces), required importation.
“As a result, we have a thoroughly compelling golf course in a singular setting — with course conditions the equal of any in Africa. And I include South Africa in that assessment.”
The environment at Serena is naturally dominated by mighty Lake Victoria, a presence on all 18 holes but particularly the start and finish. Ramsey’s design made elegant use of an enormous, man-made lagoon that divides holes 1 and 9 from 17 and 18 — and accommodates the property’s sparkling new marina.
“I’m not sure that’s ever been done,” the architect said. “Those are wonderful water holes, the 1st especially — once you reach the landing area, all of Lake Victoria spreads out before you. The 18th is another picturesque par-4, a sexy little finishing hole that plays to an island green. But it’s something quite special to have a gallery of pleasure boats shuttling in and out of this marina, as the round begins and ends.
“It’s a pretty flat piece of ground there at water’s edge, but those are some of the most beautiful lake-side holes we’ve created as a firm — I’m really pleased with the way our wispy, native-grass areas aesthetically complement the papyrus reeds we preserved at lakeside. At the same time, several holes at Serena play up into natural grasslands dotted with acacia trees that remind me of mesquite trees from the American west. It’s a distinct environment up there, and the long views — over the course, to Lake Victoria beyond — are even more stunning.”
The extended development timeline at Lake Victoria Serena Golf Resort & Spa worked out quite strategically. Located south of the capital, Kampala, the Serena property is today highly convenient to several million urbanites thanks to the newly completed Kampala-Entebbe highway. Kampala is also the point of entry for much of the country’s safari tourism industry.
“Uganda needs diversified tourist attractions and this resort definitely fits that bill,” said Ramsey, who added that his18 holes at Serena are an exotic wildlife tour in their own right. “There are dozens of exotic bird species on course, the Ugandan Crane being the most spectacular. That’s the national bird but the most a massive bird is the strikingly ugly Marabou Stork, which looks like a pterodactyl! There are some lovely monitor lizards out there, too. There used to be a python living in the papyrus reeds along no. 9 — but I don’t go out there looking for him.”
