1-J'ai vécu en Chine, et la pollution atmosphérique est terrible, est ce que vous imaginez un jour, un Uccle sans voiture? Afin de lutter le plus possible contre la pollution. Par conséquent, vivre dans un Uccle sans voiture, est ce que c'est une initiative applicable?
- Vivre à Uccle sans voiture n’est pas une solution à prôner. De nombreuses personnes ont besoin d’une voiture pour des motifs professionnels, familiaux ou autres. Uccle n’est pas comparable avec Pékin en terme de densité de population et heureusement de pollution. Ce qui ne veut pas dire qu’il ne faut pas s’efforcer de diminuer le parc automobile et de réduire la pollution de nos véhicules. C’est ce que fait déjà la Région bruxelloise par la zone basse émission qui a été crée et qui progressivement supprime toutes les voitures les plus polluantes. Pourquoi pas demain un pas supplémentaire avec par exemple les voitures à hydrogène. Il faut aussi offrir une alternative à la voiture par de meilleurs transports en commun. Uccle est très mal desservie par ceux-ci. Surtout au sud de la commune. C’est tout l’enjeu de la prolongation du métro vers Uccle, de la concrétisation qui n’a que trop tardé du RER,…
2-Uccle est un quartier qu'on peut considérer comme un grand espace vert, est ce que dans le futur, doit on dire aux ucclois et uccloises qu'on sera plus axé dans l'espace vert ou au contraire, il y aura plus d'immobilier?
-Uccle doit rester une commune verte et à la chance que la plupart de ses espaces verts sont juridiquement protégés et ne peuvent dès lors faire l’objet de projets immobiliers. Une attention particulière doit être portée à une caractéristique uccloise (et souvent bruxelloise) qui est l’existence de nombreux intérieurs d’îlots verts qui doivent être préservés. Il y a encore quelques réserves foncières qui permettent de développer de nouveaux projets immobiliers. Il faut aussi être attentif à de ne pas abattre un bâti ancien parfois remarquable pour densifier exagérément le tissu urbain et porter atteinte à certaines de nos perspectives urbaines. Ainsi l’av Churchill a encore un tiers de son bâti qui date de la fin du XIXème ou du début du XXème siècle et qui est à protéger.
3-Allons nous vers plus de transformations à Uccle? Faut il beaucoup de volonté pour ces changements? Je pense au grand changement, en 7 ans, de la place Vanderkindere ou la rue Xavier de Bue.
-Beaucoup a été fait ces dernières années au niveau de la rénovation de l’espace public et cet effort doit être poursuivi. Un défi est la rénovation du bâti, spécialement dans certains quartiers. La moitié du bâti ucclois date d’avant la deuxième guerre mondiale. Une part importante de celui-ci doit encore être rénovée et mieux isolée.
4-Uccle est un grand quartier, est ce qu'il se doit d'étre exemplaire afin de montrer l'exemple à suivre aux autres communes de Bruxelles?
-Uccle doit être « exemplaire » pas tant pour montrer l’exemple à d’autres communes que pour ses propres habitants. Uccle est une commune verte et doit le rester. Beaucoup reste à faire par contre au niveau de la mobilité et de l’accès pour tous au logement.
5- Est ce qu’Uccle est réservé aux héritiers de grande famille du point de vue immobilier?
-Non. Il y a d’ailleurs statistiquement peu de grandes familles à Uccle.
6-Est ce qu'Uccle est accessible aux employés, artistes et classe moyenne?
- L’accès pour tous au logement est actuellement un problème en raison de la hausse des prix de l’immobilier et d’un déséquilibre entre l’offre et la demande. Il est très difficile pour notamment de jeunes ménages de devenir propriétaire dans notre commune. Mobiliser au profit du logement moyen acquisitif les réserves foncières des pouvoirs publics par le biais de baux emphytéotiques, accroître l'action de l'Agence Immobilière Sociale d'Uccle, alléger la charge du précompte immobilier pour les jeunes ménages qui s'installent et deviennent propriétaire à Uccle, mobiliser les charges d'urbanisme pour du logement moyen, intensifier la lutte contre les immeubles inoccupés et/ou insalubres, développer de nouvelles formes de logement comme le coliving,.. sont quelques-unes des pistes qui doivent être explorées.
7-Je vis depuis toujours à Uccle, 25 ans, et ce quartier a toujours été propre. Est ce que c'est un point fort de la politique d'Uccle, de tenir une commune propre?
-Oui beaucoup d’effort a été fait pour la propreté par les différentes majorités communales successives. Le nombre de balayeurs a été fortement augmenté au cours du temps. Des campagnes de sensibilisation sont régulièrement organisées. Malheureusement il y a encore certains comportements inciviques qui entrainent à certains moments dans certains quartiers des problèmes de propreté.
8-J'ai noté, à Uccle, il y a beaucoup de renards qui sortent des bois le soir, à l'avenir, qu'allons nous faire des renards?
- Les renards sont une espèce protégée et utile. Ils mangent de nombreux rongeurs. La limitation souhaitable de leur nombre est liée à la nourriture qu’ils trouvent. Plus celle-ci est importante plus ils se reproduisent. Il faut surtout que les ucclois ne mettent pas de la nourriture par exemple pour les oiseaux à laquelle les renards peuvent avoir accès. A noter aussi que la nourriture que l’on laisse dans les jardins attire les pigeons, fait se multiplier les chats errants,…
9-Ma mère vit dans un EHPAD à Uccle, elle a eu ses deux doses de vaccinations à temps. Pensez vous avoir relevé le défi, zéro covid dans les EHPAD à Uccle?
- Il y a eu proportionnellement moins de décès dans les séniories depuis le début de la pandémie que dans d’autres communes. Ceci étant tout décès est toujours de trop. La vaccination dans les homes s’est très bien passée et quasi tous les résidents sont vaccinés. Le défi du zéro covid dans les séniories est-il atteint ? Espérons que oui.
10- On a vue les forces de l'ordre au Bois de la Cambre lors de rassemblements. Ces évacuations ont souvent été agités, peut on dire qu'au bout d'un ans, les ucclois ne respectent plus les gestes barrières ?
- Les gestes barrières sont globalement mieux respectés à Uccle que dans d’autres communes. Personnellement je trouve que la police de la Ville n’aurait pas dû intervenir comme elle l’a fait pour disperser certains rassemblements dans le Bois de La Cambre. Il vaut mieux à l’extérieur sensibiliser que réprimer.
11-Les ucclois sont souvent vus comme des bobos (bourgeois-bohème), donc, la catégorie sociale la plus détestée, de repoussoir et d'anti modèle. Un mot pour défendre les bobos ucclois?
-Beaucoup d’ucclois ne sont pas des « bobos ». La réalité uccloise est une population socialement très diversifiée. C’est une population qui tend ces dernières années à s’appauvrir en moyenne. Une partie et une partie seulement de la population est bourgeoise et aisée financièrement. Et toute cette partie de la population n’est pas « bobo ». Je trouve important pour maintenir une mixité sociale , et c’est un de ses défis, qu’Uccle continue à être attirante pour les classes moyennes ( je préfère ce terme au mot bourgeois qui a trop souvent aujourd’hui un caractère péjoratif) . J’avoue par contre ne pas avoir envie de défendre ceux qu’on nomme les « bobos ucclois », c’est pour moi un anti-modèle. Ce sont trop souvent des personnes qui manquent de cohérence et qui, j’en été longtemps témoin lorsque j’étais échevin de l’urbanisme, sont des adeptes du NIMBY, du rien à côté de chez soi.
12-Quand l'épidémie sera passé, pouvez vous nous dire, un lieu à Uccle ou deux amoureux pourront aller s'embrasser librement ? (Le parc de Wolvendael par exemple )
-Le chemin des amoureux qui permet de pénétrer dans le plateau Avijl à partir de la Vieille rue du Moulin et qui longe des prairies
1-I lived in China, and the air pollution is terrible, can you imagine one day a Uccle without a car? In order to fight as much as possible against pollution. Therefore, is living in Uccle without a car an applicable initiative?
- Living in Uccle without a car is not a solution to advocate. Many people need a car for work, family or other reasons. Uccle cannot be compared with Beijing in terms of population density and, fortunately, pollution. This does not mean that we should not strive to reduce the vehicle fleet and reduce pollution from our vehicles. This is what the Brussels Region is already doing through the low emission zone which has been created and which is gradually eliminating all the most polluting cars. Why not take another step tomorrow, for example with hydrogen cars. We must also offer an alternative to the car by better public transport. Uccle is very poorly served by these. Especially in the south of the town. This is the challenge of extending the metro to Uccle, of the long overdue realization of the RER, ...
2-Uccle is a district that can be considered as a large green space, in the future, should we tell the uccles and uccles that we will be more focused in the green space or on the contrary, there will be more real estate?
-Uccle must remain a green municipality and fortunately most of its green spaces are legally protected and therefore cannot be the subject of real estate projects. Particular attention must be paid to a characteristic of Uccle (and often Brussels) which is the existence of numerous green islet interiors which must be preserved. There are still some land reserves that allow the development of new real estate projects. We must also be careful not to tear down an old building that is sometimes remarkable in order to excessively densify the urban fabric and undermine some of our urban perspectives. Thus, av Churchill still has a third of its building dating from the end of the 19th or the beginning of the 20th century and which needs to be protected.
3-Are we moving towards more transformations in Uccle? Do you need a lot of willpower for these changes? I am thinking of the great change, in 7 years, of Place Vanderkindere or Rue Xavier de Bue.
-Much has been done in recent years in the renovation of public space and this effort must be continued. One challenge is the renovation of buildings, especially in certain neighborhoods. Half of the buildings in Uccle date from before the Second World War. A significant part of it still needs to be renovated and better insulated.
4-Uccle is a large district, should it be exemplary in order to set an example to follow for other municipalities in Brussels?
-Uccle must be "exemplary" not so much to set an example for other municipalities as for its own inhabitants. Uccle is a green municipality and must remain so. Much remains to be done, however, in terms of mobility and access for all to housing.
5- Is Uccle reserved for heirs of large families from a real estate point of view?
-No. There are statistically few large families in Uccle.
6-Is Uccle accessible to employees, artists and the middle class?
- Access to housing for all is currently a problem due to rising house prices and an imbalance between supply and demand. It is very difficult for especially young households to become owners in our municipality. Mobilize the land reserves of public authorities for the benefit of average purchase housing through emphyteutic leases, increase the action of the Social Real Estate Agency of Uccle, reduce the burden of property tax for young households who settle and become owner in Uccle, mobilizing urban planning costs for average housing, stepping up the fight against unoccupied and / or unsanitary buildings, developing new forms of housing such as co-living, etc. are some of the avenues that must be explored.
7-I have always lived in Uccle, 25 years old, and this area has always been clean. Is it a strong point of Uccle's policy, to keep a clean municipality?
-Yes, a lot of effort has been made for cleanliness by the various successive municipal majorities. The number of sweepers has been greatly increased over time. Awareness campaigns are regularly organized. Unfortunately there are still certain uncivil behaviors which at times lead to cleanliness problems in certain neighborhoods.
8-I noticed, in Uccle, there are a lot of foxes that come out of the woods in the evening, in the future, what are we going to do with the foxes?
- Foxes are a protected and useful species. They eat many rodents. The desirable limitation in their numbers is related to the food they find. The more important it is, the more they reproduce. It is especially important that the ucclois do not put food for example for birds to which foxes can have access. Note also that the food left in the gardens attracts pigeons, causes stray cats to multiply, ...
9-My mother lives in a nursing home in Uccle, she had her two doses of vaccinations on time. Do you think you have taken up the challenge, zero covid in nursing homes in Uccle?
- There have been proportionately fewer deaths in senior citizens since the start of the pandemic than in other municipalities. However, any death is always too much. The vaccination in the homes has gone very well and almost all residents are vaccinated. Has the challenge of zero covid in senior management been met? Hope so.
10- We saw the police in Bois de la Cambre during rallies. These evacuations have often been agitated, can we say that after a year, the Uccles no longer respect the barrier gestures?
- Barrier procedures are generally better respected in Uccle than in other municipalities. Personally, I find that the city police should not have intervened as they did to disperse certain gatherings in the Bois de La Cambre. It is better on the outside to raise awareness than to suppress.
11-The uccles are often seen as bobos (bourgeois-bohemian), therefore, the most hated social category, of foil and anti-model. A word to defend the sores of the Uccles?
-Many Ucclois are not "sores". The reality of Uccle is a socially very diverse population. It is a population that has tended to become poorer on average in recent years. I find it important to maintain a social mix, and this is one of its challenges, that Uccle continues to be attractive to the middle classes (I prefer this term to the word bourgeois which is too often pejorative today). I admit, on the other hand, that I don't want to defend those we call "uccles bobos", for me it is an anti-model. Too often these are people who lack consistency and who, I witnessed for a long time when I was alderman of town planning, are followers of NIMBY, nothing close to home.

Le protocole de réalisation de l’ensemble de pièces présenté au Salon du Salon est simple. Il y a une certaine forme de nonchalance, peu de gestes. Ces gestes questionnent directement la production d’une œuvre. Les étapes d’élaboration de ces pièces sont pré-définies : visiter des musées, prendre des photographies, les ouvrir sur un ordinateur, copier, coller, ajuster, déplacer et enregistrer. Le même protocole s’applique aux sculptures : chercher des modèles d’œuvres, les télécharger, les ouvrir sur un ordinateur, copier, coller, ajuster, déplacer et enregistrer. Le document numérique finalisé est ensuite envoyé via Internet pour qu’il soit imprimé, le recevoir, agencer les éléments, les exposer. Ma tâche consiste à faire tourner la machine, à éprouver ma méthode, à la prolonger et à accepter les aléas d’improvisation, de chaos et d’imprévu. Les formes produites s’apparentent à ce que Tristan Garcia appelle un plan ontologique d’égalité.

À cette dérive dans les salles des musées s’additionne une dérive sur les nombreux sites Internet qui proposent des modèles, des fichiers d’œuvres numérisées. Approche monstrueuse et distordue, elle représente à la fois une manière de faire et l’image d’un principe d’égalité. Tout y est réduit a une relation aux formes, quelque chose nous échappe. Difficile d’établir des relations de fond entre ces formes et il y a, pourtant, quelque chose qui les assemble. Un certain désir, une envie, un besoin projeté dans l’usage ou dans la contemplation de l’objet, du geste, de l’icône. Ces œuvres et ces attitudes incarnent la même mélancolie joyeuse et désœuvrée face au monde. Au delà du sens qu’il est possible d’en extraire, ce processus questionne la copie, la documentation et la capture. Comprendre, créer, citer, utiliser, déformer, détruire : copier-coller : agir, dériver aussi.
Cet ensemble d’œuvres porte un regard précis et critique sur ce que l’informatique change dans notre manière de penser et de comprendre le monde. Il est question d’expérimenter tout un système d’opérations possibles réalisées avec une forme d’amour indéfectible pour les choses, les gestes et les êtres.

The protocol for the production of the works presented at Salon du Salon is simple. There is a certain nonchalance, few gestures. These gestures directly question how a work is produced. The stages of development of these works are predefined: visitingmuseums, taking photographs, opening them on a computer, copying, pasting, adjusting, moving and recording. The same protocol is applied to sculptures: looking for models of works of art, downloading them, opening them on a computer, copying, pasting, adjusting, moving and recording. The finalized digital document is then sent via the internet for printing. Once received, its elements are arranged and displayed. My task is to keep the machine running, to test my method, to extend it and to accept the hazards of improvisation, chaos and surprise. The forms produced resemble what Tristan Garcia calls an ontological plane of equality.

In addition to this drift in the museum rooms, there is a drift on the many websites that offer models, files of digitised works. This monstrous, distorted approach represents both a way of proceeding and the image of a principle of equality. Everything is reduced to a relation to forms, remains elusive. It is difficult to establish substantive relations between these forms, but there is something that connects them. A certain desire, a willingness, a need projected in the use or contemplation of the object, the gesture, the icon. These works and these attitudes embody the same joyful and inoperative melancholy in the world. Beyond the meaning that can be extracted from it, this process questions copying, documentation and capture. Understanding, creating, citing, using, deforming, destroying: copying and pasting: acting, drifting too.
This set of works takes a precise and critical look at what computing is changing in our way of thinking and understanding the world. It is a question of experimenting with a whole system of possible operations carried out with an unfailing form of love for things, gestures and beings.
