(PART 2) So things I've noted down. RE: The Hawkie-Talkie
Who do you think wants to hear that? Stain maybe?" Strike one for implying the heroes are trying to please the guy culling corrupt heroes instantly making the room go silent. Yeah wouldn't wanna come off that way right, from what it may imply about yourself? I remember you saying the anime added the Stain bit, but it actually was in the manga! Just super tiny light colored text next to Edgeshot.
Everything he said was a direct response to what Ryuku, Crust, and Yoroi Musha said. As for the part where he goes, "Today's a turning point, so what I don't wanna hear-" which is made more obvious in another translation, "they're calling this a critical juncture, so why is it that you people-" which is a direct response to what the HPSC President said, and I just love the call-out. This and that time in 192 is the most we're getting out of him.
"I just hate holding back how I feel." Ironic statement of the century. Is that why 245 Endeavor was all, "A grinning braggart with his heart on his sleeve, that's who I thought you were. At least around me, you were always playing the fool." Oh Endy, I love how Prohero!Arc Persona Hawks was the only guy you ever knew. For the main time at least. It almost sounds like he's questioning if that Hawks was real, but he did think he was real because believing that is what made him think serious!Hawks was off in some way, unlike him. Nothing amuses me more than these two's relationship. Please Hawks, you gotta make people's heads spin more with how rapidly you change multiple games nobody realizes they're playing. I know he's got a thing for foresight, but I don't think this was placing down cards RE: Endeavor's impression of him in case it was needed, but he def wanted to come off a certain way back then, it just seems to have continued to be useful. MVA book too maybe, which I love how only him and Shigaraki take note of it.
"You wanna talk public support? Best Jeanist would be Number One if that was all that mattered thanks to the boost he's gotten during his leave of absence." Strike two for essentially saying 'public support is fickle.' When it's the main thing the hero system runs on, what made vigilantes "heroes" instead of villains, why Endeavor could never beat All Might, the thing heroes love to chase after or take advantage of, that popularity (like Mt. Lady to get out of paying for food, though it's a minor example) that don't matter, none of it.So I always get miffed when people say Hawks cares about popularity when his whole intro was a call-out for it. Lol at how it kinda sounds like a jab too, that Jeanist got pity-voted up the charts.
"Sure...it matters more than anything else now, but c'mon..." Because what did Dabi say? "That loss of faith will spread like wildfire." Sure matters to the HPSC a lot since they're putting up this ceremony, at a time with no All Might, the people desperately need to trust in their heroes. And here they are!! Saying things like, "Yeah um, I have a lot of regrets, wish I could've done more, I don't deserve this ranking, sorry about that." So reassuring you guys. I feel so confident things are going to work out. 
"Jeanist would be number one, I'd be second, Edgeshot'd be third, Endeavor forth and so on."
Bringing up Jeanist tells us a few things. Someone who hasn't been doing any work ranked higher than you, he's the most popular hero, knowing that, is that still what you want to focus on? If that was all that mattered, go ahead, go take a break too.
But it isn't all that matters, you have to put in the work. Endeavor has the most solved cases out of any hero, yet a ranking system relying on approval would put him at 4th, so what's more important, the work we put in or the adoration we chase? And that angry glare Endeavor gives at his "new ranking" laying it all out like this could be a subtle way to encourage him to be a bit more likeable, seeing as that's the other reason Hawks was doing all this. A few things going on. 1) Prep Endeavor for the Nomu fight in two days, 2) Give people a new Leader to believe in (not a new All Might, we don't need Symbols) 3) Keep up the Hawks Persona all while doing it to keep your real intentions hidden since nobody thinks deeper about you when you're like that + without putting your mission at risk since Dabi is likely watching 4) That whole speech was improvised on the spot after hearing what everyone else said. He was making faces while thinking of what to say and how to act so people would think that was all he was doing, it's whats shown outwards after all. 5) Slight jab at the HPSC President because why the hell not, what are they gonna do, complain when he gets results later? It's also kinda funny to me that he keeps himself at No.2 when the other thing he says is, "what I don't wanna hear, from the guys and gals below me." it's like he's saying he's the only one out of them who actually deserves his position, popularity and work in balance huh instead of popularity shifting it? "please speak more like real heroes" instead of people-pleasers because the HPSC wants a nice, proper formal event showing how shiny everything is despite calling it a "critical turning point" if that's the case, then why do we still cling to the old ways? funny coming from the guys who sounded sooo regretful about their old ways in the meeting in chapter 95.

Lol, ok forgot about this for a sec, so maybe that "listing everyone's ranking" really was a subtle jab here because he wants Endy to work on being better, and he does it while being so annoying. But Endeavor buys it hook-line-and-sinker. Acts all mature like "after that novice stirred the flames like that" you wanna contrast your personalities as the more reliable adulty-leader huh? A strong and steady guy? Exactly what Hawks wanted, he knows your character. Best make that roughness look reliable since his back isn't broad enough to put the people at ease, and you've never been good at fluffy P.R interviews and talkshows.

I think you have me confused with someone else, I've never said this. When I have analyzed the scene, it's more on how Hawks is shown to be a master manipulator in this scene and as he responds to each hero. Why I don't have an individual meta on it, I'm pretty sure I broke it down years ago in Thyandra's asks as an anon and then deanon-ed rbing it here. But this was like ....October/November 2018. Don't remember if I ever did a more fine-toothed breakdown that didn't focus on how Hawks plays Endeavor like a fiddle.

I think Hawks is both aware of the necessity of public opinion and also fairly inwardly derisive of it. He's a "charismatic" hero, more like All Might than Endeavor in that regard, but he's not a fan of it, it seems. I do think he was very much taking his fellow heroes to task for the absolute milquetoast and apologetic responses they had in front of the cameras.
Anyway, the important thing is he actually set the stage for Endeavor not to fail.

Exactly. His whole goal was to make sure the only thing Endeavor could say after all that 1. had the most impact than anyone else 2. was minimal as possible. No apologies, no excuses, no promises to do better - just watch me. Gruff, to the point, etc - no chance to misconstrue his meaning. The best way to handle Endeavor.
Hook, line, sinker. Hawks played those awards, also came off as maverick for Dabi's purposes, bolstered himself (good for the HPSC), took a few potshots at the old system (where the HPSC can't complain much because he has 'reasons'), told the heroes under him to get their shit together and stop groveling for approval, and also made sure that Endeavor would have a reason to not storm home and approach him (and ofc set a stage up to get his ranking solid because we were told a few times that people were nervous about Enji becoming no. 1).

When Shouto reveals his blue flames at the school Sports Festival, all the hell breaks loose. Everyone from pro heroes to villains alike are wondering if the rumors about Endeavor's questionable parenting are true. Was his firstborn son's death truly a tragic accident or was his death murder? What kind of connection is there between Shouto Todoroki and the vigilante Blueflame best known as Dabi in the underground circles? The HPSC really wants to know the answer to the last one and how much of a coverup will they have to do to hide it. That's how the number three prohero Hawks ended up as a TA at U.A, while moonlighting as a rogue hero and trying to get into the League of Villains. Luckily, his LoV contact is Dabi, the very person he has been assigned to investigate. Can Shouto ever learn how to control his destructive power or is he doomed to follow his brother's tragic path?

Dabi was hellbent on revenge. He will use who he needs to and ignore his own feelings to exact the perfect revenge on his father. Himura Touya was hellbent on taking down the Hero Commission and shit heroes like his own father. Not just for himself, but for his family as well. Both of their lives and plans are flipped on their heads after a quirk accident. Will they be able to find their way back to their own realities and get back on their own paths? Or will seeing how their life could have been change them forever?
aka dabi finds himself falling ass over teakettle into an alternate reality where him, hawks, and shigaraki were taken in by the commission. hawks continued as a big name prohero, but dabi and shigaraki become underground heroes who form their own little vigilante group. a new perspective may change his thoughts on a lot of things (one big thing being his thoughts on a particular bird themed hero).

CALL THE COMISSION AU

Call The Comission is an alternative/rock band created after the events of the famous Eri's case, where the entire class 1-A from UA decided to break the law and went to rescue a little girl who had been kidnapped by a powerful villain. Many of the kids were severely injured, but they successfully rescued the girl and no one died.
Although the details of the case and its participants are still unknown to the public, the members of the band claim the tragedy happened because the pro-heroes didn't responded to the crisis on time, so the children, worried for the little girl, followed their hearts and what they thought was their duty.
The band declared that the system no longer generates heroes, only celebrities. Likewise, they judge that society has become complacent and the peace in which we live is nothing more than a sham.
Their songs reinforce their beliefs. While the identity of their members remains a mystery, they have made it clear that they know the system from within and plan to reveal its corrupted skeleton.
*Note from the author: I'm still writing this au so it's not published yet, but here you have a sort of synopsis! And of course, the short playlist I've promised.
For each member you have two songs from real life band. Any recommendations, feedback or comments, I'd really truly appreciate them!
1 — HAWKS (TK) : Ryhtm guitarist and singer.
Some dudes from the Comission found him living on the streets and decided he was a perfect specimen to be turned into a model prohero. When he started his training with Lady Nagant and she realized how he was being treated and manipulated, she fought to get him out of the Comission program and contacted an older buddy of her, Twice, who adopted him after that, becoming a sort of a big brother / father figure to him. Twice taught him about the dark parts in hero society and kept him hidden and safe.
Hawks started working as a vigilante when he turned 16 years old, that's how he and Twice ended up rescuing Toga some years after that. He met Dabi and become his best friend when Toga joined Dabi's band, learning they were not different after all. Together they started the whole Call The Comission project, worried about what could happen to the younger generations.
2 — DABI (T2) : Lead guitarist and singer.
Mr. Compress found him while he was still training under Endeavor's roof and helped him realize there was a different way of surpassing his father. However, some years after Touya's quirk got out of control. Compress rescued him. Together they faked his death, trusting Giran's contacts to neutralize the damage Dabi's body has receive. After the burning tragedy, Dabi focused on developing his control on his quirk. While helping Mr. Compress with his shows, he fell in love with music too.
He started a band named The Astrays with the other two kids Mr. Compress had adopted (Spinner, a lizard-like young boy who ran away from his racist hometown and Magne, a sensible trans girl struggling with society's standards) and met Toga during the same time. He got close to Hawks thanks to their shared views and traumas and they decided to create Call The Comission after Shouto and Tokoyami's participation on the Eri's accident. They wanted the band to cause a greater movement against the hero system, to protect the younger generation from the things their own generation had suffered.
3 — OVERHAUL (CK) : Bassist and singer.
Adopted first by the yakuza leader of the Shie Hassaikai, he was forced to leave because the leader didn't want that type of future for him. The leader contacted Giran, a man who also had connections with the black market but that was not so close the real danger. There Overhaul lived a relative normal life, learning about Giran's business and going to a normal school.
Even while fighting a lot, he quickly became friends with Tomura, the son of the owner of the bar Giran enjoyed visiting and his partner in school. They both had destructive quirks and went thought some dark moments under the shadow of a violent leader, so they felt like only they could understand each other. When he watched the news about Eri and learned she was his ex-leader's granddaughter, Overhaul joined Dabi's project out of anger, but also because he wanted to make the one who hurt Eri pay.
4 — TOMURA (ST) : Drummer and singer.
He ran away from home after his quirk accidentally activated and killed his whole family, except for his older sister, Hana, who was protected by her quirk (she can dissappear and reappear in a different place). A powerful villain known as All For One found him and kept him captive for some years, but Hana, who was adopted by a pro-hero named Shirakumo Oboro, alerted the heroes about this. Joining forces and with the help of Hana's quirk, a group of pro-heroes including All Might, Loud Cloud and Eraser Head rescued him. Shirakumo faked his death so he could adopt both Hana and Tomura, hiding behind Kurogiri's identity.
Tomura began to heal with the help of Shirakumo and his sister, and his best friend known as Overhaul. He became like an older brother to Midoriya Izuku too, thanks to their connections with All Might and Aizawa Shouta. So when the Eri's accident happened, he had all the reasons to join Dabi's project and finally let society know his version of the story.
They refuse to pick a leader so instead, the four of them sit and write songs that speak about their experiences and beliefs and share them in equal number. The authorities don't know who they are because they don't use their real names and they hide behind strange and dramatic outfits. Even when they started as a rock/alternative band to protest against hero society, things slowly started to get more complicated, specially when they caught AFO's attention. Will they fall under the pressure or will they find a way to stay together? What do they hide within their hearts? How can four foolish young men change the world without changing themselves?

Vigilantes against Abuse headcanons.
Shigaraki never went to the USJ attack. It just dosnt make sense that such a big attack has him right on the front lines with a nomu. It's practically a giant here I am come get me sign. Not good.
I also like my happy au where no one really wants to join a organisation that goes after kids. Like none of the leauge would hurt a kid
He does watch the sports festival online and does kidnap bakugo. But once the kid says he dosnt want to join them he just kinda goes are you sure? Alright then let's get the kid back home.
Bakugo is returned home unhurt and severely irritated but fine. And the location of a group of 'villians'. AFO dies in the fight against All might and Shigaraki is free to do whatever he wants. No one knows who him or this collection of homeless scrappy assholes hes got with him are. He can rebuild them. Get into therapy like kuroguri kept pushing AFO for. He has no contact with and 'doctors' or anything Sensei had either. A true new start.
The more time he spends with his new leauge the more he realizes maybe he dosnt want to turn to villainy. All it would do is create the same situation he was in before AFO picked him up. He wants people to save themselves and help those who need it not wait for some hero in a flashy Cape with a flashy quirk.
The leauge grows close and Kuroguri opens his bar to the public. One by one the Leauge members run into people they can help and backstories are slowly unlocked.
Dabi's takes several days and by the end of it he vows to make sure enji ends up where he belongs. He makes sure he uses Dabi's preferred name and even though it sucks he has to verbalize it he flat out tells Dabi that he is welcome here no matter who his dam father is.
That's not the only kid he has his eye on though. There was this purple haired kid who struggled more than he should have. The kid seems to be struggling and is underweight with heavy bags under his eyes. That fight should not have been that easy for Izuku to win, no matter how much more built he is.
Shigaraki finds him and helps fix him up from a fight one night and gets told "I've worked too hard to be a hero, but I appreciate the offer". Shinsou gets returned to Aizawa.
This happens often enough that Shinsou and most of class 1A become friends with the leauge of villians.
He comes in with a bruise on his face once.
They are all worried and Shigaraki has insisted several times that Shinsou can stay with them. It takes Dabi talking to him alone for a minute to let the abuse Shinsou has been suffering out.
Dabi and Hawks leaveswith the small teen carried in Dabi's arms and head straight for Aizawas home. Dabi and Hawks explain what they know to Aizawa and get a proheros number and support.
Bakugo had to be coaxed over by Dabi by being told they would let him have him first alcoholic drink. They didnt bakugo drink of course but bakugo and dabi made up for the whole kidnapping thing.
Aizawa starts hanging around the bar and notices the have cleaned the area around it up and starts calling them the leauge of vigilantes instead of leauge of villians.
They sit down have a long conversation about goals and what they actually want to do now. A discussion about how they felt before the leauge and if they all still want the same thing. Turns out Shigaraki picked hella loyal people.
They rebrand. Mostly because of some kids and a tired underground teacher.
