Alicia: It really depends on the time you meet her, but usually she makes a good impression. Usually when people meet her at first, she's simply calm and serious. Even off duty she's like that, except when she's stressed to a breaking point. (The only moments when she gives a bad impression)

Luke: Probably a good impression! Specially if you meet him while he's off duty, in general he's really kind and patient with most of the people. The only time he makes a bad impression is during some reunions, since he can be intimidating.

Jackson: ...Bad impression. The most usual is bad impression due to his general bad mood. Only during weird occasions he can make some neutral impressions.
