Condal literally said he racebent the Velaryons in order to make Jace, Luke, and Joff stand out. That was it. He gives some bs about being inspired by GRRM's idea of black Valyrians, but the main reason he racebent the Velaryons but didn't also racebend the Targs is because he hates the Velaryon Boys lol.
